GreenReads: IEA World Energy Employment Report - Energy transition or energy descent?

On 8 September, the International Energy Agency published its first comprehensive report on jobs in the global energy sectors. The World Energy Employment Report provides data on energy jobs ‘by sector, region, and value chain segment’ and will be published annually.

The global energy sector (including energy end uses) employed over 65 million people in 2019, equivalent to around 2% of global employment.

The main messages of the report are:

  • Employment is growing in the global energy sector, especially in clean energy;
  • Around a third of workers are in energy fuel supply (coal, oil, gas and bioenergy), a third in the power sector (generation, transmission, distribution and storage), and a third in key energy end uses (vehicle manufacturing and energy efficiency);
  • More than half of energy jobs are in the Asia-Pacific region;
  • Women are strongly under-represented in the energy sector. Despite making up 39% of global employment, women account for only 16% in traditional energy sectors. They are even more under-represented in management functions.

Climate Change Is About to Cause a Viral Explosion

As climate change disrupts migration patterns, animals and the viruses they carry will come into unusual contact with each other — and inevitably with humans, unleashing new pandemics. The only thing that can stop this unfolding nightmare is a mass movement.

When animals migrate, be they butterfly kaleidoscopes or elk herds or bat cauldrons, they do so in response to ecological cues, which guide the manner and extent of the migration process. As climate change disrupts those cues, so too will it disrupt the migration of animals.

Climate change will thus deal a horrible blow to butterflies, bats, elk, and all manner of migratory animals. That’s tragic enough, but it gets worse: according to a recent study in Nature, this disruption will result in unusual interspecies contact, which will in turn cause new transmissions and mutations of viruses.

Through extensive modeling work, the study’s authors show that climate change will lead to altered migration patterns for thousands of animals, resulting in close to fifteen thousand new interspecies viral transmission events by the year 2070. In addition to having a massive ecological impact on the global fauna, this trend is of critical public health importance to us as humans, given that the majority of emerging infectious disease threats are zoonotic (transmitted by animal-to-human contact) in origin. The authors are cautious about predicting the probability of zoonoses into humans, but predict that geographies that are densely populated with humans will be future hot spots for interspecies viral transmission.

The study’s findings suggest that we are on the precipice of this mass-scale viral transmission event. The authors predict that the majority of these transmission events will happen between 2011 and 2040, indicating that many of them may already be taking place. While keeping temperature increases to within or below 2 degrees Celsius is a necessary goal, the authors predict that the accomplishment of this goal itself will not result in reduced viral sharing. In short, we’re probably stuck with massive changes in animal migration and vast quantities of viral transmission even if we slow climate change. However, there are other interventions we can make to stop the worst from happening.

In their model, the authors rely on a variety of land use scenarios — including alterations in deforestation, agricultural land usage, and human settlements — due to the uncertainty of how land is going to be used over the next fifty years. But none of that is inevitable. We can ensure that our land usage mitigates the impacts of climate change and prevents the emergence of the next pandemic. This can only happen if we’re able to take back control over how land is used, and democratically determine the best way to use it instead of leaving the decision up to capitalist markets.

Currently, our governments are beholden to corporate interests, which means that real estate and agribusiness have outsized influence over where and how land is developed. This has led to the unmitigated proliferation of sprawling housing developments, which often push deep into important ecological niches. This trend has already directly led to the destruction of 67 percent of coastal wetlands, which play a critical role in supporting local ecosystems, flood mitigation, carbon sequestration, and erosion control. In Brazil, Jair Bolsonaro’s far-right government has facilitated the rapid destruction of the Amazon rainforest to facilitate increased agricultural land usage. The Amazon is a massive carbon sink, and its destruction could make it impossible for the rest of the world to keep global warming from rising faster than 1.5-2 degrees Celsius.

The transition to electrified vehicles: Evaluating the labor demand of manufacturing conventional versus battery electric vehicle powertrains

The ongoing shift from traditional internal combustion engine vehicles (ICEVs) to electric vehicles (EVs) has raised questions about whether this transition will be economically as well as environmentally sustainable. In particular, one concern is the impact on manufacturing labor. Prior studies of the anticipated impacts of vehicle electrification on manufacturing labor requirements are mixed, with some suggesting that producing EVs may require fewer labor hours and jobs than conventional gasoline vehicles and some suggesting that there will be limited impacts on labor outcomes. Moreover, analysis of labor implications has been hindered by a lack of shop floor-level data on the labor hours required for ICEV and EV manufacturing. We collect detailed data on the production process steps required to build key ICEV and battery electric vehicle (BEV) powertrain components and the labor required for each process step.

The data include information for 252 process steps, which we collected from the shop floors of leading automotive manufacturers and combine with information on a further 78 process steps found in the existing literature. We then use this data to build a production process model that determines the labor hours required to produce ICEV and BEV powertrain components in a variety of scenarios of different production volumes and labor efficiency levels. We find that, in all scenarios we explore, the labor intensity required for the manufacturing of BEV powertrain components is larger than for ICEV powertrain components. Our results imply that vehicle electrification may lead to more jobs in powertrain manufacturing, at least in the short- to medium-term. These results emphasize the importance of using information about manufacturing process tasks and labor requirements to estimate the labor impacts of EVs, rather than recent approaches concentrating on part counts.

“We Want Everything”: A Four-Day Work Week

Labour Power

The four-day work week has captivated media headlines internationally, with different countries piloting programmes in the Global North. Seventeen companies have signed up to commit to a pilot programme in Ireland. Thirty companies in the UK are taking part in a new pilot. Workers will maintain one-hundred per cent productivity for eighty per cent of their time.[1] Belgium has given workers the right to request a four-day work week with no loss of pay, effectively condensing their five day work week into four days. This has rightfully attracted criticism, as working time has not reduced, but workers get to maximise their stress levels by working nine and a half hours per day.[2] The central theme of many global campaigns is that the implementation will look different in varying sectors, rosters and working arrangements. The campaign’s main aim is for a shorter working week with no loss of pay and challenging the dominant narrative that long hours equate with greater productivity.[3]

The key demand of socialists has long been a shorter working week with no loss of pay. Karl Marx in Capital describes how the hours that make up the working day mean different things to employees and employers. Workers put in their time to afford the basic necessities in life. Employers buy labour-power, and the value is determined by working time. Any labour-power beyond what is required to produce the necessities of life is surplus-value that employers get for free. It is not necessary for us to work long hours to produce what is needed, but instead employers maximise their profits by taking our surplus value. Marx notes that “the history of capitalist production, the determination of what is a working-day, presents itself as the result of a struggle, a struggle between collective capital, i.e., the class of capitalists, and collective labour, i.e., working-class.”[4]

There are many examples of struggles over shorter working hours throughout history. The eight-hour working day in the Global North was not granted because of benevolent employers or lobbying politicians, but fought for and won through struggle. In 1856, Australian Stonemasons who were working harsh ten hours days walked off their job and eventually won an eight-hour day.[5] The same story was echoed in struggles internationally, with workers taking a collective stand for their pay and conditions. Eleanor Marx, who was a founder of the GMB Union in 1889, fought and won an eight hour workday for gas workers. On May Day in 1890, she also played a crucial role in organising the Hyde Park protest in London. This protest gathered hundreds of thousands of people with the key demand of an eight-hour workday.[6]

Renewable Energy Materials: Supply Chain Justice

Sourcing materials for renewable energy, such as lithium for lithium-ion batteries, can create its own environmental justice problems. Check out this brief report from the Climate and Community Project.

The report addresses President Biden’s recent order invoking the Defense Production Act to ramp up domestic mining for “clean energy technologies,” particularly for lithium-ion batteries used to power electric vehicles and other renewable technologies.

The report points out that “mining is one of the most environmentally harmful industries, with multinational mining companies and their governmental allies subjecting communities to rights violations and outright violence.”

It outlines four policies needed to make sure the new push for renewable energy materials is just and sustainable:

  1. Reform the 1872 General Mining Law to recognize Free,
    Prior, and Informed Consent of Indigenous peoples. . . and amend to include environmental protections,
  2. Rapidly build out critical mineral recycling infrastructure.
  3. Invest in Independent and Publicly Funded Research and Development (R&D).
  4. Fund a Green New Deal for Transportation,

Digital Ecosocialism: breaking the power of Big Tech

In the space of a few years, the debate on how to rein in Big Tech has become mainstream, discussed across the political spectrum. Yet, so far the proposals to regulate largely fail to address the capitalist, imperialist and environmental dimensions of digital power, which together are deepening global inequality and pushing the planet closer to collapse. We urgently need to build a ecosocialist digital ecosystem, but what would that look like and how can we get there?

This essay aims to highlight some of the core elements of a digital socialist agenda — a Digital Tech Deal (DTD) — centered on principles of anti-imperialism, class abolition, reparations and degrowth that can transition us to a 21st century socialist economy. It draws on proposals for transformation as well as existing models that can be scaled up, and seeks to integrate those with other movements pushing for alternatives to capitalism, in particular the degrowth movement. The scale of needed transformation is massive, but we hope this attempt at outlining a socialist Digital Tech Deal provokes further brainstorming and debate over how an egalitarian digital ecosystem would look and the steps we might take to get there.

Roads to an Energy Commons

This publication brings together articles that appeared on peoplenature.org about the role of fossil fuels in capitalist society, and the meaning of “energy” and related concepts. The discussion covered issues about the transition away from fossil fuels, and away from capitalism.

The first article, by Simon Pirani, discussed the way that energy has been turned into a commodity under capitalism, and asked whether and how it could be decommodified. The second article, by Larry Lohmann, argued that the very concept of “energy” had to be challenged more robustly. Further contributions followed, from Larry, Simon and David Schwartzman, who writes on solar energy. The last two articles have been published today, here and here.

While none of us think the last word has been said on these issues, we hope that the discussion will be taken up, and maybe taken in other directions, by others. The Best Climate Science You’ve Never Heard Of

‘The Dawn of Everything’ gets human history wrong

Introduction

It’s not often that a book by radical authors gets reviewed — let alone favorably reviewed — in the mainstream press. The Dawn of Everything, by David Graeber and David Wengrow, is an exception. Published just two months ago, it has already received accolades from many of the world’s most influential English-language newspapers and magazines.

Even reviewers who question the author’s arguments for anarchism have hailed it as “a brilliant new account upends bedrock assumptions about 30,000 years of change,” (Atlantic) and “a dazzling array of stories about civilizations across many continents and thousands of years, all of which are grappling with what it means to be free” (Washington Post). We’ve also seen positive comments — raves in some cases! — from left-wing posters on social media.

It is certainly an enthralling book, but the two reviews published below, both from materialist anthropologists, argue that its account of human history ignores masses of contrary evidence, and that its political argument is idealist and voluntarist. Both reviews are particularly critical of the book’s failure to consider the causes of the oppression of women.

Chris Knight is a senior research fellow in anthropology at University College London, where he forms part of a team researching the origins of our species in Africa. His books include Blood Relations: Menstruation and the Origins of Culture and Decoding Chomsky: Science and Revolutionary Politics.
