Rail Unions call for action on climate change

TSSA, ASLEF, RMT, and Unite unions today united with Jeremy Corbyn and the STUC at COP26 to call on the Scottish Government to invest in Scotland’s Railways in order to fight climate change.

The unions held an event in Websters Theatre to promote their report “A Vision for Scotland’s Railways” which calls for better investment in railway infrastructure and staffing in order to encourage passengers back onto the railway. The report argues that staffed stations are safer at night and more accessible for passengers with disabilities.

Jeremy Corbyn said, “The land taken up by railways compared to roads is utterly minimal… For environmental considerations railways are the right way forward and this document indicates all of that.”

TSSA Organiser Gary Kelly said, “It’s not just the climate which is code red, it’s the railway itself. We're in the middle of a climate catastrophe when rainfall puts the railway at risk and the government's answer is to cut Network Rail staff. We're facing a real Code Red here. The question is what are we going to do about it?

ASLEF Organiser Kevin Lindsey said, “We want to see our vision become the template…. It’s crucial that passengers have an input, whether that’s people representing women, people representing young people or people representing disabled passengers, or just general passengers we want all voices to be heard. It’s so crucial to have a railway for all of Scotland.”

RMT Organiser Mick Hadley said “If we are serious about addressing the concerns about Scotland by giving the most vulnerable people access to trains, we need to give them access to staff - we need station staff to ensure it's safe to use Scotland's trains”

The unions criticised privatisation for failing both ScotRail and the people of Scotland.

Unite the Union Organiser Pat McIlvogue said, “All Abellio are concerned about is the profit, not concerned about the service, not concerned about the people, not concerned about the country. We've got a chance for a change now.”

Chairing the event, STUC General Secretary Roz Foyer said, “The current rail model fails services users and employees. We have a real opportunity when Scottish Government takes over ScotRail in April… There's an absolute need for us to mobilise people to demand that it stays a public service”

The tragic events at Stonehaven show climate change is real - it's here we're living with the effects. We need change. The rail unions are committed to working together to make that change happen.

Better public transport is the only way to cut carbon emissions, unions and campaigners urge

Cop26 summit ignores rail, buses, ferries and bicycles and puts its focus on cars and planes instead.

CREATING universal and comprehensive public transport is the only way to effectively cut carbon emissions from travel at home and abroad, unions and campaigners have said during Cop26.

Campaigners and politicians condemned the lack of consideration of rail, bus, ferry and cycle transport during proceedings at the summit today, where the focus was put on cars and planes instead.

Officials and delegates at the gathering in Glasgow made a number of announcements on transport, including on zero-emissions vehicles, so-called green shipping corridors, and on decarbonising air travel.

Tory Transport Secretary Grant Shapps said that travel, including aviation, should be “guilt-free.” He also said that the government did not see flying as “the ultimate evil,” after officials, including Prime Minister Boris Johnson, were condemned for using planes for short journeys during Cop26.

But unions and campaign groups highlighted the need for stronger rail and bus services throughout Britain, and backed public ownership to ensure that services work for all.

Before talks began at the conference hall on the River Clyde, a large demonstration took place in George Square with demands for equal access to transport systems in the summit’s host city.

Delegates at the summit have been given a travel pass which grants free travel on buses, trains and the subway system.

But no integrated travel system exists in Scotland, and the cost of the largely privatised sector has been on the rise in recent years.

Friends of the Earth Scotland transport campaigner Gavin Thomson told the Morning Star that only a radical overhaul of the transport system can deliver a just transition to a greener planet.

“We need to start thinking about transport like we do about health and education: as so important to public life that it’s paid for out of general taxation and free at the point of use,” he said.

“Not just because we drastically need to reduce emissions from transport, but because it is so important to things like education, employment and reducing social isolation.”

Trade union leaders joined the call for focus on public transport, with STUC deputy general secretary Dave Moxham asserting that the free market has no place in the sector.

The alternative is to run our own bus and rail networks, he said, adding that now is the time to act.

A Transport Scotland spokesman said the government “is taking forward a comprehensive suite of measures to promote more sustainable, affordable public transport journeys and deprioritise car use.”

At an event organised by the Peace and Justice Project, rail unions set out their vision for the railways.

Kevin Lindsay, Aslef’s organiser in Scotland, said that rail in Scotland will largely remain privatised even after Scotrail returns to public hands next year.

In a move towards providing a railway for all, he said that everybody under the age of 24 should be given free transport on rail services.

RMT organiser Mick Hogg said he was increasingly concerned about suggested cuts to services, and called for passengers, vulnerable communities and railway infrastructure to be put first.

We Own It director Cat Hobbs said that Britain must bring buses and trains back into public ownership and control.

“We can’t tackle the climate crisis unless we give people a real alternative to cars and planes, instead of just trying to make them greener,” she said.

“We need a decent, affordable, high-quality public transport network that we can all rely on, to make the best use of shared resources.

“The privatisation money-grab of the last 30 years hasn’t served passengers or the planet.”

Former Labour leader Jeremy Corbyn said there must be an increase in rail capacity from north to south, and called for urgent action to protect the future of the railways in Scotland and beyond.

The transfer of Scotrail to public hands must be the beginning of full public ownership of public transport in Britain, he said, adding: “Get the leeches off the railway, get the staff into the trains, and get the public back onto the railway.”

Climate talks are leaving workers ‘out in the cold’ warn unions

UNISON adds its voice to concerns that the UK’s own COP president is ignoring ‘just transition’ in the COP26 negotiations.

UNISON has joined the TUC and others in warning COP26 president Alok Sharma that he is “putting progress at risk” during this month’s climate talks by neglecting international commitments to a just transition in the move towards low-carbon economies.

The Paris Agreement in 2015 committed nations to taking account of “the imperatives of a just transition of the workforce and the creation of decent work and quality jobs in accordance with nationally defined development priorities”.

However, trade union delegates within the climate conference, including UNISON’s Stephen Smellie, fear that just transition is being sidelined in the negotiations.

Reflecting their concerns, the TUC, Scottish TUC and Wales TUC, with support from affiliated unions, have made a joint statement calling on the UK Presidency to build on the commitment made in Paris.

Their statement says: “The UK COP pPresident Alok Sharma MP has repeatedly committed to just transition as an essential component in rapidly moving the world away from fossil fuels.

“But so far, the UK presidency has invested little political capital in including just transition in the climate agreement negotiations – leaving workers around the globe out in the cold.”

The statement applauded the presidency’s role in preparing last week’s conference declaration supporting just transition, but added that this was separate to any binding agreements currently being discussed.

“Similar efforts need to be made to incorporate just transition and labour rights into the official COP26 negotiations,” it says.

World leaders gathering in Glasgow for COP26 are more concerned with the theatrics of playing to the media than the climate catastrophe.

The vocal pledges and emotive speeches hold little weight against the refusal to hold large corporations to account. Despite a planet which is slowly eating itself alive, world leaders repeatedly hold back when it comes to holding their profit driven capitalist projects to account. Instead, they are opting for wishful thinking as exemplified by the Trevi fountain stunt.

As members of the Industrial Workers of the World gather to protest in support of our earth, we do so knowingly that what is actually called for is the immediate end of capitalism and that of the power structures which keep it intact. Nothing short of the complete destruction of global capitalism, here and now, will prevent us from free-falling into an irreversible environmental catastrophe for the world and all its inhabitants.

Due to the unjust structures in our world, it is those at the lower ends of capitalist hierarchies that are most affected by climate distress. Those in lower-profit countries, people of colour, women, the trans community, those who are disabled and the working class have an increased chance of experiencing the negative impact of climate change.

Simultaneously, it is those least affected who cause the most damage to our planet. During the first lockdown, when everyone stopped, carbon emissions only decreased by 3%. 71% of global emissions are produced by 100 companies including Amazon and the US Military.

For ourselves, as revolutionary syndicalists, it is our belief that the working class ultimately has the power and strength to end this nightmare for all. From the outset as a revolutionary union, our principles and vision refuses to compromise.

“The working class and the employing class have nothing in common. There can be no peace so long as hunger and want are found among millions of the working people and the few, who make up the employing class, have all the good things of life.

“Between these two classes a struggle must go on until the workers of the world organise as a class, take possession of the means of production, abolish the wage system, and live in harmony with the Earth.”

COP26 is a piece of theatre. As members mobilise on the streets of Glasgow, in Ireland, Wales, Scotland, England, and across the world, we do so without hesitation at the importance of the challenges that lay ahead of our earth. There must be no ceasefire in the class war as our mission remains as important as it was back in 1905. Only organising industrially, within the workplace, within our communities, our streets and home can begin to form the structure of the new society within the shell of the old.

The UN Conference of the Parties (COP26) in Glasgow begins on October 31 and runs until November 12, with the world’s media in attendance to chronicle if the high expectations are being met. A good source of news from a Canadian perspective is Canada’s National Observer, which will send reporters to Glasgow, and whose coverage has already begun, here .

Some news from a worker’s point of view:

Climate Jobs: Building a workforce for the climate emergency will be released to coincide with COP26, by the Campaign against Climate Change, a coalition of U.K. unions . As of October 26, two chapters of the new report are available for free download: Warm homes, healthy workplaces: climate jobs in buildings and Creating a green, affordable and accessible network for all: climate jobs in transport. The new report updates their 2014 report, One Million Climate Jobs.

Another U.K. organization, the COP26 Coalition, is a broader, civil society coalition which includes environment and development NGOs, labour unions, grassroots community campaigns, faith groups, youth groups, migrant and racial justice networks. Their statement of demands is here . The Coalition is organizing a Global Day of Climate Justice on November 6 – with events in Canada happening in Toronto and in Quebec City , along with a related event in Sherbrooke Quebec on Nov. 5th .

In addition, COP26 Coalition has organized a People’s Climate Justice Summit  in Glasgow, composed of 150 sessions which will focus on indigenous struggles, racial justice, youth issues, and worker and labour union perspectives. Many, but not all, worker-related sessions will be held on November 8 as a “Just Transition Hub” – a full day of sessions hosted by the Friends of the Earth Scotland, Just Transition Partnership, Platform, STUC, TUC and War on Want. The full program, with the ability to register is here : those unable to travel to Glasgow can register as “Online- only” to receive a Zoom link for a livestream of some of the sessions. The online program includes the opening panel for the Just Transition Hub: “Here and Everywhere: Building our Power”, to be led by Asad Rehman, (War on Want), Sean Sweeney,(TUED), Roz Foyer, (STUC), and Denise Christie, (FBU). Other sessions available online include “UK climate jobs rooted in global solidarity and climate justice” and “Just Transition in Latin America, from Decarbonization to Transformation”.

In-person only sessions, which tend to have a U.K. focus, include: “Lessons from the Frontline: Climate crisis resistance from around the world”; “Are green jobs great jobs, or are green jobs rubbish jobs?”; “The Lucas Plan for Climate? How workers are fighting to future-proof industry”; “Geared Up: Campaigns for Greener Transport”; “Air tight: Campaigns for home retrofits”; “Organising the unorganised: tactics and strategies for power in new industries”; and “Changing workplaces, changing jobs: organising for power in unionised workplaces” – a training session led by Prospect union. Other sessions, outside of the Just Transition Hub, ( in-person only), include “Trade Unions and Climate Action”, a training session led by the Ella Baker School of Organizing and “International Trade Union Forum on Social and Ecological Transitions: what’s next?”, reporting on the International Trade Union Forum on Ecological and Social Transitions which took place for 6 days during June 2021, with more than 140 organizations from about 60 countries.

A Vision for Scotland’s Railways

Scotland cannot meet its environmental obligations without a world-class rail service that shifts people and goods from cars and lorries onto trains.

This requires a service that is fully staffed, with affordable fares, stations that are accessible and trains that are clean, green and attractive.

What is needed is an ambition for Scotland’s railways that is expansive, that encourages people to make rail their first travel choice and increases freight capacity.

Our long-term vision for Scotland's railways:

  • It should be a publicly operated and governed system run as public service and not for private profit
  • A system that helps Scotland meet its wider environmental and public policy ambitions
  • A railway that is supported by public subsidy
  • Is fully staffed
  • That reinvests in rail infrastructure, to help grow the economy.
  • Takes ScotRail (and the Serco operated Caledonian Sleeper) back under public ownership permanently
  • A railway that is part of a wider integrated public transport system with through ticketing
  • Is part of an industrial strategy that recognises rail services are a vital part of Scotland’s economy helping create jobs and growth
  • Has a democratic regulatory and governance structure
  • Has a cross representation of Scottish society and rail interests at the heart of decision making
  • Has representation from all four trade unions on the board of the new operator
  • Has local political representatives on the board
  • Has passenger representatives on the board

Their Just Transition and our Just Transition

Up until relatively recently ‘Just Transition’ (JT) was a term used by a relatively narrow group of people in policy circles, unions and environmental campaigners. Over the past few years, the term has become more commonly used, if not always fully understood or understood in the same way. For example, the European Bank for Reconstruction and Development (ECBD) described it as: ‘seek[ing] to ensure that the substantial benefits of a green economy transition are shared widely, while also supporting those who stand to lose economically – be they countries, regions, industries, communities, workers or consumers’. Meantime, the Climate Justice Alliance said it: ‘… is a vision-led, unifying and place-based set of principles, processes, and practices that build economic and political power to shift from an extractive economy to a regenerative economy … The transition itself must be just and equitable; redressing past harms and creating new relationships of power for the future’.

Both understand the impact will have winners and losers, and negative impacts should be mitigated. But they then diverge. The first imagines JT as being delivered by policies through existent and, presumably, unchanged institutions. The second sees JT as a more transformative process requiring a shift in the balance of economic and political power.

The Scottish Just Transition Commission, on which I sat, was conceived by the Just Transition Partnership comprising unions and environmental campaigners and adopted by the Scottish Government. The Commission’s remit, set by the Scottish Government, unsurprisingly was aligned more clearly with the ECBD. In other words, the Commission was essentially asked to consider policy recommendations based on the presumption that pre-existing institutions and political and economic relations would continue largely unchanged. This is not to say that the Commission did not consider the socio-economic elements of the issues like energy, transport, industry and housing. It also made the welcome call for empowering workers and communities in delivering JT and for Fair Work to underpin this. Crucially, it called for sector-wide Just Transition Plans, an important step towards the creation of a Scottish industrial strategy. It also called for action to create jobs in the Scottish renewables supply chain and green manufacturing; for two free bus pilots to be run in Scotland; and for as skills guarantee for workers with direct public funding provided so that retraining costs do not fall solely on those whose livelihoods will be negatively affected by the shift to net zero.

However, what the Commission did not address – and was realistically never going to – was the wider political and economic transformation required. In two of Scotland’s highest emission sectors, transport and heat, we have barely scratched the surface of the greenhouse gas reductions required. Meanwhile, in energy, where progress towards emissions reductions has been more substantial, jobs have not been created to mitigate the loss of employment in extraction and generation. The current approach, combining incentives and grants for the private sector with ‘last resort’ state interventions (as at BiFab and Ferguson Marine) lacks ambition.

Therefore, as we approach COP26, and as the SNP Scottish Government signals its intent to economically transform Scotland, the STUC will be campaigning for an approach to JT that achieves both the policy recommendations of the Just Transition Commission and the wider transformation we need.

‘Our Climate, Our Buses’, ‘Our Climate, Our Homes’, and ‘Our Climate, Our Jobs’ campaigns call for radical intervention by government both fiscally but also democratically. Central to this campaign is the need for public ownership and for re-empowering local authorities and communities to deliver change. Privatisation of our bus services has manifestly failed, in terms of fares and services for less well-connected areas. The pandemic threatens a contraction in public transport use when we need expanded public transport to reduce car use. The SNP and Scottish Greens pact creates a public transport fund that could be used by local authorities to take bus transport back under direct control but we have yet to see the how ambitious that fund will be.
