For an Ecosocialist Degrowth

Degrowth and ecosocialism are two of the most important movements—and proposals—on the radical side of the ecological spectrum. Sure, not everyone in the degrowth community identifies as a socialist, and not everyone who is an ecosocialist is convinced by the desirability of degrowth. But one can see an increasing tendency of mutual respect and convergence. Let us try to map the large areas of agreement between us, and list some of the main arguments for an ecosocialist degrowth:

  1. Capitalism cannot exist without growth. It needs a permanent expansion of production and consumption, accumulation of capital, maximization of profit. This process of unlimited growth, based on the exploitation of fossil fuels since the eighteenth century, is leading to ecological catastrophe, climate change, and threatens the extinction of life on the planet. The twenty-six UN Climate Change Conferences of the last thirty years manifest the total unwillingness of the ruling elites to stop the course toward the abyss.
  2. Any true alternative to this perverse and destructive dynamic needs to be radical—that is, must deal with the roots of the problem: the capitalist system, its exploitative and extractivist dynamic, and its blind and obsessive pursuit of growth. Ecosocialist degrowth is one such alternative, in direct confrontation with capitalism and growth. Ecosocialist degrowth requires the social appropriation of the main means of (re)production and a democratic, participatory, ecological planning. The main decisions on the priorities of production and consumption will be decided by people themselves, in order to satisfy real social needs while respecting the ecological limits of the planet. This means that people, at various scales, exercise direct power in democratically determining what is to be produced, how, and how much; how to remunerate different kinds of productive and reproductive activities that sustain us and the planet. Ensuring equitable well-being for all does not require economic growth but rather radically changing how we organize the economy and distribute social wealth.
  3. A significant degrowth in production and consumption is ecologically indispensable. The first and urgent measure is phasing out fossil fuels, as well as the ostentatious and wasteful consumption of the 1 percent rich elite. From an ecosocialist perspective, degrowth has to be understood in dialectical terms: many forms of production (such as coal-fired facilities) and services (such as advertisement) should not only be reduced but suppressed; some, such as private cars or cattle raising, should be substantially reduced; but others would need development, such as agro-ecological farming, renewable energy, health and educational services, and so on. For sectors like health and education, this development should be, first and foremost, qualitative. Even the most useful activities have to respect the limits of the planet; there can be no such thing as an “unlimited” production of any good.
  4. Productivist “socialism,” as practiced by the USSR, is a dead end. The same applies to “green” capitalism as advocated by corporations or mainstream “Green parties.” Ecosocialist degrowth is an attempt to overcome the limitations of past socialist and “green” experiments.
  5. It is well known that the Global North is historically responsible for most of the carbon dioxide emissions in the atmosphere. The rich countries must therefore take the larger part in the process of degrowth. At the same time, we do not believe that the Global South should try to copy the productivist and destructive model of “development” of the North, but look instead for a different approach, emphasizing the real needs of the populations in terms of food, housing, and basic services, instead of extracting more and more raw materials (and fossil fuels) for the capitalist world market, or producing more and more cars for the privileged minorities.
  6. Ecosocialist degrowth also involves transformation, through a process of democratic deliberation, of existing consumption models—for instance, an end to planned obsolescence and nonrepairable goods; of transport patterns, for instance, by greatly reducing the hauling of goods by ships and trucks (thanks to the relocalization of production), as well as airplane traffic. In short, it is much more than a change of property forms, it is a civilizational transformation, a new “way of life” based on values of solidarity, democracy, equaliberty, and respect for Earth. Ecosocialist degrowth signals a new civilization that breaks with productivism and consumerism, in favor of shorter working time, thus more free time devoted to social, political, recreational, artistic, ludic, and erotic activities.
  7. Ecosocialist degrowth can only win through a confrontation with the fossil oligarchy and the ruling classes who control political and economic power. Who is the subject of this struggle? We cannot overcome the system without the active participation of the urban and rural working class, who make up the majority of the population and are already bearing the brunt of capitalism’s social and ecological ills. But we also have to expand the definition of the working class to include those who undertake social and ecological reproduction, the forces who are now at the forefront of social-ecological mobilizations: youth, women, Indigenous peoples, and peasants. A new social and ecological consciousness will emerge through the process of self-organization and active resistance of the exploited and oppressed.
  8. Ecosocialist degrowth forms part of the broader family of other radical, antisystemic ecological movements: ecofeminism, social ecology, Sumak Kawsay (the Indigenous “Good Life”), environmentalism of the poor, Blockadia, Green New Deal (in its more critical versions), among many others. We do not seek any primacy—we just think that ecosocialism and degrowth have a shared and potent diagnostic and prognostic frame to offer alongside these movements. Dialogue and common action are urgent tasks in the present dramatic conjuncture.

#8M2022: Strong Mobilization of Peasant Women Worldwide

Through acts of denunciation, activism, education and rebellion, the women of La Via Campesina and around the world commemorated International Working Women’s Day on March 8, 2022. With the motto: Sowing Food Sovereignty and Solidarity, We Harvest Rights and a Dignified life! hundreds of decentralized actions were carried out in the territories.

Outstanding symbolic actions were carried out by organizations in countries such as Brazil, Paraguay, Chile, Honduras, Kenya, Tanzania, Thailand, Indonesia, South Korea, Sri Lanka, Nepal and India, where rural and city women mobilized and denounced exploitation and oppression under capitalist patriarchy.

#8M2022: Women peasants in India: one year of intense struggles

Since November 2020, Indians peasants struggle for their rights that are in constant danger of being withdraw by the far-right, authoritarian government ruled by the prime-minister Narendra Modi. The country is struggling against Modi’s agenda in partnership with transnational companies that put in risk the lives of many farmers in the country especially women. In India, 80% of the food that are produced, is produced by women. They are the majority working on the fields and plantations, even when they’re not officially considered farmers, and the ones that suffer the most with the lack of policies.

Chukki Nanjundaswamy have been part of the farmers movement from her youth. She’s one of the coordinators of an agroecology school, based in the southern part of India, in Karnataka, and worked as a member of the International Coordinating Committee of La Via Campesina. During this interview, Chukki talked about this last year of intense struggles in the country, their mobilization for the minimum support price and against the privatization of the markets, the violence suffered by women farmers and the events of this last year of protests. Spirituality is key to building solidarity: An interview with La Via Campesina’s Nettie Wiebe

Nettie Wiebe, you are one of the women leaders of La Via Campesina (LVC), a transnational peasant movement that defends food sovereignty and unites over 200 million small-scale farmers, agricultural workers and indigenous peoples working the land. Tell us a little bit about yourself, and how you got involved in LVC?

I have farmed all my life. I may have missed a few harvests when I was abroad studying, but otherwise I am committed to, and deeply rooted in, farming. That’s been my life along with academia. I have a PhD in philosophy and in ethics. I have always, in my mind, in my life, made the link between how we live, what we eat and how we think about ourselves. I see it as one package. My intellectual life is not separated from my lived, practical life. I’ve always integrated those two. People sometimes have asked me, what do you need a philosophy degree for? That seems so impractical. And I say no, it’s in fact very practical. I have lots of time to think when I’m driving around and around on fields, but more importantly, our ethical and our intellectual or academic lives need to be embedded in our practical lives. I don’t think we will make any progress on the serious climate and ecological issues unless we think collectively and individually about our positioning here. It’s not just an economic issue, it’s an ethical one.

I have been involved in La Via Campesina for many years. We are small scale farmers here in Saskatchewan (Canada) and when we started farming on our own, we immediately became members of the National Farmers’ Union (NFU, a LVC member organization). Because I am a woman and, because of how academia was then, and maybe still is, in terms of the role of women, I failed to get a permanent position teaching at the University of Saskatchewan. I then stepped away from the University and decided to use my qualifications in the movement, where my heart really was. I became active in the National Farmers’ Union and became the women’s president, for six years and then for the first time in the history of the NFU, actually in the history of any national farm organization in Canada, they elected a woman as their president. So I was the president of the NFU. This was the late 1980s, and the GATT (General Agreement on Tariffs and Trade) negotiations were going on. At the NFU, we had already been resisting the US-Canada free trade agreements, which set the parameters for the neoliberal globalization of agriculture. So we had that experience here in Canada, and we knew this corporatization of agriculture was going to be devastating for small-scale farming. In 1993, we sent a delegate to Mons, Belgium where La Via Campesina was created, and we played a major role in organizing the second International Conference of La Via Campesina in Tlaxcala, Mexico in 1996. We already had good relations with peasant groups in the Central American region.

We Will Build the Future: A Plan to Save the Planet

The most scandalous fact of the current period is that 2.37 billion people are struggling to eat. Most of them are in developing countries, but many are in advanced industrial states. Governments in developed countries say that there is not enough money to abolish hunger or any of the other afflictions of the modern era, whether it be illiteracy, ill health, or homelessness. However, during the pandemic, the central banks of these countries conjured up $16 trillion to protect the wavering capitalist system. Resources were readily available to save firms, but not to save hungry people: that is the moral compass of our times.

In this period, the research institutes of the capitalist states have set up new entities and published a slew of reports offering supposed remedies to ‘save capitalism’. Among these new institutions are the Council for Inclusive Capitalism (whose partners include the Bank of England and the Vatican) and the B Corporation Movement. The World Economic Forum (WEF) and the Financial Times have made the case for a ‘great reset’ to make capitalism ‘more inclusive’. ‘The pandemic represents a rare but narrow window of opportunity to reflect, reimagine, and reset our world’, says WEF Founder and Executive Chairman Klaus Schwab. Those who have brought us to the threshold of extinction and annihilation claim that they know how to fix our world. As expected, their ‘inclusive capitalism’ offers no clear programme, nothing beyond empty rhetoric.

Meanwhile, in mid-2021, twenty-six research institutes from around the world began to meet and discuss the production of a draft programme to address the current crisis. Under the leadership of the Bolivarian Alliance for the Peoples of Our America – Peoples’ Trade Treaty (ALBA-TCP), our meetings produced a document called A Plan to Save the Planet. That plan is published in this dossier. It is intended for discussion and debate.

Climate Jobs: Building a Workforce for the Climate Emergency

This report was written by the Campaign Against Climate Change Trade Union Group (CACCTU). It builds on and develops the earlier work produced by CACCTU, One Million Climate Jobs (2014). The editorial group and contributors to this report are trade unionists, environmental activists and campaigners and academics who have collaborated to update and expand the previous work. Most importantly, this updated report is a response to the urgency of the climate crisis and the type and scale of the transition needed to match it.

This report shows how we can cut UK emissions of greenhouse gases to help prevent catastrophic climate change. We explain how this transformation could create millions of climate jobs in the coming years and that the public sector must take a leading role. Climate jobs are those which directly contribute to reducing emissions. This investment will give us better public transport, warmer homes, clean air in our cities and community renewal in parts of the country which have long been neglected. Most importantly, it will give us a chance for the future, avoiding the existential threat of climate breakdown.

“That’s So F**king Imperialistic”: Responding to a Supporter of Cuba’s Government

Following Cuba’s July 11th protests, University of Houston professor Bob Buzzanco posted on social media a strongly worded attack on New Politics, to which Lois Weiner and I responded with September’s “NP on Cuba: Consistent Opposition to US Imperialism and Support of Democratic Rights.” Buzanco’s subsequent critique titled “Doing Miami’s Dirty Work (Wittingly or Not): Responding to ‘New Politics’” asked the following questions of us anti-authoritarian and Third Camp leftists: “What will Left criticism of Cuba accomplish? How will it benefit the people in the streets of Cuba protesting? Where’s your solidarity?” These are fair questions, and they should be mainly asked to Cubans on the island. As a non-Cuban who hasn’t experienced Cuba’s everyday realities, I will respond with humility and with attention to local voices.

While Buzzanco claims that criticizing Havana aids Miami, a consistent defense of democratic rights actually makes our anti-imperialist movements more credible and strengthens our case for ending the unconscionable blockade. As critical leftists, we can provide a credible socialist alternative, both to the state-capitalist regime and to the neoliberal tendencies trying to co-opt the Cuban opposition. We can argue that respecting Cuba’s self-determination will not only improve the humanitarian situation but will also strengthen Cuba’s democratic dissidents by removing President Miguel Díaz-Canel’s ability to blame all his failures on Washington.

I actually agree with many of Buzzanco’s points, including his acknowledgement of Cuba’s accomplishments in ecology and health care. But I have my own questions for people like Buzzanco who stand fully behind the Cuban government. What is his message for Cubans who are becoming increasingly disillusioned with their leaders? What do you offer them beyond the bleak, Orwellian view that they should not protest until the U.S. blockade is lifted? Here is what he writes:

“[A]ny protest inside Cuba, no matter the intention, was going to have U.S. and Miami fingerprints on it and serve the interests of the Miami mafia and the American ‘National Security’ establishment […]

[A]ny disaffection in Cuba is generally engineered and absolutely and inevitably exploited by Calle 8 [8th Street in Miami’s Little Havana neighborhood]”

I know that if I were Cuban, I would not take kindly to such condescending statements coming from a U.S. professor. I sent Buzzanco’s article to an Anarchist contact in Havana, and here was his response:

“That’s so fucking imperialistic in a pretty twisted way. We Cubans don’t owe shit to anyone. Not in Miami, not in Beijing, or in some office in Havana.”

Whatever a genuinely anti-imperialist approach toward Cuba might look like, it cannot be to rally behind a regime that denies Cubans some of their most basic rights. The most strategic way to build a socialist world, in fact the only way, is through critical though unwavering solidarity with the world’s oppressed. In consultation with Cuban leftists, we should explore what solidarity must mean when applied to a population that is suffering, firstly, from more than a century of U.S. imperialism, and secondly, from an authoritarian bureaucracy.

Thousands mobilize to call for food systems that empower people, not companies

UN Food Systems Pre-Summit falls short on climate, hunger crisis, COVID-19, and food systems transformation, say counter-mobilization participants, totalling almost 9,000 people.

3 August 2021. Rome, Italy. Between 25-28 July 2021, some 9,000 people gathered for a mostly virtual counter-mobilization to oppose the United Nations Food Systems (UNFSS) Pre-Summit. The alternative forum was hailed a huge success, as it drew together a wide variety of attendees and was able to catalyze and amplify a counter-narrative to the official proceedings. With critical articles and pieces published in major media outlets such as the BBC, Al Jazeera and Italian state TV Rai, and several thousands of #FoodSystems4People posts on social media seen by potentially 10 million users, the counter-mobilization succeeded in reaching a broad public with its vision for genuine transformation of unsustainable food systems.

The “People’s counter-mobilization to transform corporate food systems” kicked off with an 8-hour long global virtual rally. This massively-attended event featured messages from offline communities, declarations, artistic performances and live mobilizations by hundreds of individuals and organizations from all continents, representing smallholder farmers, pastoralists, fisherfolks, indigenous peoples, agricultural and food workers, landless peoples, women, youth, consumers, the urban food insecure, NGOs and academics.

The counter-mobilization provided a space for dialogue about the threats posed by increasingly corporate-controlled and globalized food systems, and the already existing viable solutions to overcome them. An opening declaration summarizing the demands of the People’s Autonomous Response to the UNFSS – a platform of 330 organizations who took part in the counter-mobilization – was officially released. This civil society group are urging that policy discussions and decisions be made in the UN Committee on World Food Security, the only multilateral space with established inclusivity and accountability.

Food Sovereignty: 25 years in the making

Food sovereignty is intrinsically linked to the debate over what we envision for rural areas and what type of development should be applied, as well as what type of food to produce. And why do we want to produce?”

In the same year that La Via Campesina celebrates 25 years of defining, building, and fighting for “food sovereignty,” the United Nations (UN) will convene a summit for heads of state, members of large businesses and private corporations, multinationals and agribusiness representatives to discuss food systems processes.

The UN Food Systems Summit, or FFS, will take place in September of 2021 during the week of the High-Level panel of the United Nations’ General Assembly. Before the Summit, a pre-Summit will take place in Rome at the end of June.

I will take advantage of this space to debate(discuss?) the two subjects which complement each other in two separate articles. In this first one, I will discuss the 25th anniversary of the debate for food sovereignty. In the second will concern the contradictions surrounding the realization of the Summit on food systems, which will be convened by the Secretary General of the United Nations. This is the decade in which the UN and its member states must accomplish the activities and actions to which they committed by 2030, the objectives defined in order to reach their goals for building Sustainable Development.

The Summit on Food Systems will be held just as the world is experiencing a pandemic that has taken the lives of more than four million people worldwide, victims of COVID-19. At the same time, we see, as a consequence of the crises, the rise in the number of people who suffer hunger worldwide, as well as an increase in unemployment, poverty and violence.
