Unions Must Go Beyond Calling for a Cease-Fire in Gaza

Four months into Israel’s brutal assault on Gaza that has killed over twenty-eight thousand Palestinians, the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) — the US labor federation whose member unions represent 12.5 million workers — issued a statement on February 8 urging a negotiated cease-fire to end the violence.

The move came after over two hundred US unions and labor bodies — including national unions like the United Electrical Workers (UE), American Postal Workers Union (APWU), United Auto Workers (UAW), International Union of Painters and Allied Trades (IUPAT), National Nurses United (NNU), Service Employees International Union (SEIU), National Education Association (NEA), Communications Workers of America (CWA), and American Federation of Teachers (AFT) — had already made cease-fire calls of their own. Many unions, especially at the local level, have also expressed solidarity with the Palestinian liberation movement.

With the backing of the AFL-CIO and the nation’s two largest unions (NEA and SEIU), support for a cease-fire is now the mainstream position of the American labor movement. Given US labor officialdom’s history of providing substantial political and material aid to the state of Israel — along with its frequent partnering with US empire (which I examine in my forthcoming book, Blue Collar Empire) — this is a remarkable development highlighting the power of rank-and-file organizing to push union leaders on critical issues, and signaling the possibility of building a more internationalist labor movement.

Now, the task for rank-and-file members who successfully organized to get their unions to issue cease-fire statements increasingly is to translate that commitment into concrete action to stop what the International Court of Justice considers Israel’s plausible acts of genocide. Across the US labor movement, networks of pro-Palestine workers are continuing to organize to get their unions to cut economic ties with Israel, put pressure on political candidates and elected officials, and interrupt the flow of union-made weapons and research to the Israeli military.

With the Help of Teachers Unions, the Climate Strikes Could Be Moving Into Phase 2

As young people across the country join the global movement to mobilize school strikes to demand climate action, one group is starting to think more seriously about how to best support those efforts: their teachers.

Educators, like those in the California Federation of Teachers and the Massachusetts Teachers Association (MTA), are beginning to leverage their power both as teachers and union members to push the bounds of climate activism.

Kurt Ostrow, a high school English teacher in Fall River, Mass., has helped lead his union to the forefront of the climate movement over the last few years.

“Climate to me has always been the major crisis that needs to be addressed, and even though in the classroom I really try to prioritize it, it just doesn’t feel always enough,” he says. “So I have been trying to use the leverage that we have a as union of 110,000 people to support the movement.”

In his first year of teaching five years ago, Ostrow went as a delegate to MTA’s annual meeting, where the union’s social justice caucus—Educators for a Democratic Union—sought a teacher to introduce a resolution (known as a “New Business Item”) recommending the divestment of state pension plans from coal. Ostrow’s college friends had been leaders in the campus divestment movement, and he had always participated in their actions as an ally, so he was happy to volunteer to introduce it.

“We lost a quorum, so we weren’t able to take a vote on it, but the next year we did it again and it passed,” he said. “That was really how I first dipped my toes in.”

When the youth climate strikes took off last year, Ostrow, who now serves on the board of his statewide union, began thinking harder about how teachers could help them. At its March board meeting, he decided to introduce a resolution that the MTA would support the youth climate strike scheduled for March 15. It passed unanimously.

At the union’s next annual meeting, held in May two months later, leaders of the social justice caucus deliberated over what environmental resolutions they should introduce to best support the Green New Deal.

“I knew we could put forward a resolution that said MTA supports the Green New Deal, and I think that would have passed easily, but I really wanted to create a decision point, like a ‘which side are you on’ moment that would really force teachers to confront their own conscience,” he told In These Times. “So I decided to go radical, and I put forward a New Business Item calling for the MTA to propose a national teachers strike in support of the Green New Deal.”

It’s illegal for teachers to strike in Massachusetts, and following Ostrow’s impassioned speech at the conference, there was some heated debate. In the end, though, it passed.

Unions representing 4.6 million workers have joined TUED

The final months of 2015 saw a large growth in support for TUED in the US and UK

In the final months of 2015, seven unions representing approximately 4.6 million workers have joined Trade Unions for Energy Democracy.  Five of the unions are from the US and two are from the UK.

Screenshot 2015-10-11 13.39.10In a letter dated October 1, 2015, the General Secretary of the UK union Transport Salaried Staffs’ Association, Manuel Cortes, informed TUED that the decision to participate in TUED had been made by the union’s Executive Committee. TSSA is a 22,000 member union representing drivers working for railway companies, shipping companies, bus companies, travel agencies, airlines, call centers, and IT companies in the UK and Ireland.

On October 7th, the policy committee of the UK’s second largest union, UNISON (1.3 million members) also agreed to participate in TUED. UNISON represents workers in a range of public services and hosted a TUED meeting in London on November 27 prior to COP 21 in Paris.  UNISON’s 2014 Warm Homes Into the Future report has drawn attention to the important role of energy conservation in the residential sector both for reducing energy use and for creating jobs. In a statement on the report, UNISON national officer Matt Lay said, “We need to lead the energy agenda and we are in a key position to achieve this.”

Screenshot 2015-10-11 13.42.22In the United States, the United Electrical Workers (UE) has also joined TUED, by way of a resolution passed at its 74th national convention in August 2015. The UE represents roughly 35,000 workers in companies like General Electric, and also newly-formed worker cooperatives, such as the Republic Windows and Doors in Chicago.

The resolution, “Protect our Planet for Future Generations”, endorsed TUED and other “worker-oriented efforts to address climate change.” The resolution called for “public ownership of the energy industry and for massive investments in renewable energy.”

Also in October, the US’ largest union, the National Education Association (2.9 million members) joined TUED. The union has been supporting teachers with lesson guides on climate change. Another education union, the Professional Staff Congress, which represents 25,000 faculty and research staff working for the City University of New York, joined TUED in November.

Education unions from Australia, Romania, the US and the UK are now part of TUED, as is their global union federation, Education International (EI.) At its quadrennial world congress in July 2015, resolutions were passed to make sustainable development and climate change one of EI’s priorities in the coming years.

In late November 2015, District Council 57 AFSCME joined TUED. The union represents 25,000 workers in schools and community colleges, transit agencies, public works and services, clinics and hospitals, and water and wastewater facilities throughout Northern California and the Central Valley.

Finally, in early December the 270,000 member union UNITE-HERE joined TUED.  The union represents workers in the US and Canada in the hotel, gaming, food service, manufacturing, textile, distribution, laundry, transportation, and airport industries. At the global level,UNITE-HERE has played a leading role in major campaigns around domestic workers and textile workers’ struggles in countries like Bangladesh. Ashwini Sukthankar,  Director of the Global Campaigns Department, will represent UNITE-HERE on TUED’s Global Advisory Group.
