Mining Strike: Whose Reality is ‘The Real World’?

Everyone, other than lunatics, troublemakers and the economically illiterate, is supposed to know that the demand by the striking platinum workers for a starting basic wage of R12,500 is plainly unaffordable. Indeed, anything even near R12,500 is supposedly so outrageous as to guarantee the bankruptcy of the mining companies and the closure of the mines. The fact that the mining companies are now only nudging towards this claim, after more than 12 weeks of all out strike, and despite the major concession by AMCU, the trade union involved, of a four-year phasing in of the claim, ought to be sufficient proof of the magnitude of the workers’ unreality. A closer look at the actual numbers, however, suggests something very different.

The absurdity does not go away; instead we are forced to ask: Whose reality determines ‘the real world’?

An “unskilled” worker at Angloplats, for instance, has a basic monthly wage of R5,400. To reach R12,500 in the fourth year means an annual increase of R1,775 for each of the four years. This would appear to be a whopping 32.9% increase for the first year, falling gradually to a still large 16.6% in the fourth year. However, excluding other allowances and pension costs that, as a further concession, AMCU agreed to peg at the rate of inflation and assuming official inflation of 6% for four successive years, means that the total nominal wage increase falls to 21.6%, in the first year, and 12.1% in the fourth year.

For skilled and professional workers, the situation is far easier, for their basic salary is already close to R12,500. Indeed, the highest grades have it already. We don’t know the precise number of employees in each pay grade because the employers seek to hide this information. However, we can confidently say that the total wage bill for all AMCU’s members would be far less than a 20% increase in the first year and close to or below 10% in year four. Keeping inflation below 6% would reduce these numbers even further.

But the cost of meeting these increases – whatever they might be – is not small. This is not something to conceal but rather to affirm: We are indeed speaking of a wage revolution but with a difference: the cost would come from profits, rather than at the expense of the production of wealth.

It is with dismay that our latest proposal at reaching a settlement was arrogantly rebuffed by the platinum cartel of Angloplats, Impala and Lonmin.

We made several different proposals based on increases to the basic pay of the lowest paid workers. These proposals looked at ways of addressing the affordability concerns of the employers within the mandate of our members. In spite of all our efforts we were faced with complete intransigence and games of smoke and mirrors.

The employers refused to provide information on the cost of these different proposals. When Angloplats eventually presented us with their calculation today after 13 weeks of the strike, it was found to be exaggerated by between R300 and R500 million. Their unaffordability argument collapsed when they were forced to acknowledge their false claim. Even the government officials observing the negotiations were left bewildered by their methods.

AMCU will address mass meetings of its members exposing the behaviour of the employers. We were extremely livid at these underhand methods. It is difficult to predict how our members will react and what mandate they will give us faced with this
situation.

The lack of seriousness with which the Cartel is approaching the negotiations was evidenced by the failure of most CEOs and CFOs to attend. We are left with the strong impression that there is a hidden agenda at play. This too will be discussed with our members and we will work out a joint strategy to break their intransigence and arrogance. This will include solidarity actions and efforts with our brothers and sisters all over the world where these companies operate and market their metals. The employers must know that we will not be diverted from our just struggle for a decent life for our members and for all mineworkers in our country. Nevertheless, we as a responsible union remain optimistic that we will find a solution to this impasse.

South Africa’s Resource Curses and Growing Social Resistance

The African National Congress (ANC), led during the 1990s by the late Nelson Mandela, is projected to be reelected in South Africa’s May 7, 2014 national election by a wide margin, probably with between 50 and 60 percent of the vote. But underneath the ruling party’s apparent popularity, the society is seething with fury, partly at the mismanagement of vast mineral wealth. The political and economic rulers’ increasingly venal policies and practices are so bad that not only did ANC elites play a direct role in massacring striking mineworkers in August 2012, but corporate South Africa was soon rated by PriceWaterhouseCoopers as “world leader in money-laundering, bribery and corruption, procurement fraud, asset misappropriation and cybercrime,” with internal management responsible for more than three quarters of what was termed “mind-boggling” levels of theft.

With such degeneration from above, the country’s impotent socialist left was pleasantly surprised last December when the largest union in Africa, the 342,000-strong National Union of Metalworkers of South Africa (“Numsa”) split away from the ANC. Numsa pledged to organize mineworkers and any other disgruntled workers, and steadily to reconstruct a new South African left from below, including radical social movements once derided as “ultraleft” (because from the early 2000s they had already broken with the ANC). The “Numsa Moment”—which I think can be contrasted to some local trade unionists’ “Lula Moment” advocacy, akin to Brazilian labor corporatism—is of enormous importance, especially if it leads to a “united front approach” and the “movement towards socialism” as promised in Numsa’s “Breaking New Ground” congress of 1,300 shop stewards, just a week after Mandela’s death. However, up against such a strong and prestigious national liberation movement, whose most famous leader stayed in the ANC until the end of his life, Numsa and its new allies are not yet contesting power in the next election. They must work hard on local alliance-building, and the underlying socioeconomic conditions must continue to deteriorate, if Numsa is to rekindle the confidence of older revolutionaries and create a new generation of activists.

Lightly edited transcript from Lucien van der Walt’s discussion at 1st National Union of Metalworkers of South Africa (NUMSA) Political School, September 2013. From his debate with Solly Mapaila, 2nd deputy GS of the South African Communist Party (SACP) on anarcho-syndicalist versus Leninist views of the revolutionary potential of unions.

[…] LUCIEN: Okay now, Comrade David, you lay out only two options.

First: we fix the SACP or, second, maybe we set up a SACP Mark 2, the new version, the new edition.

Comrades who are auto workers know that every couple of years you bring out a new car. The problem is that a car is a car. And a car can’t fly, and if there is a problem with cars only some changes can be made. There are certain things that they can’t do and certain things they can do. Same for parties.

Maybe the question is to think about the political form itself. Is the political party an appropriate form? Do we need a party to carry out the political vanguard role of the working class? Why can’t this role be done by a trade union? Right now, actually, that’s what’s happening. We are debating if it’s a possibility, but right now we have a situation where NUMSA is ALREADY providing a vanguard leadership to the working class. Not just in its own ranks. Sections of COSATU [the Congress of South African Trade Unions], sections of the unemployed, sections of social movements, they all look to NUMSA.

You now want to bring the SA Communist Party back on track, although you have left it far behind. You’ve left it behind; you, the unions, are far ahead of that party. You are also two steps to the left of the Communist Party. You are playing a vanguard role that the Communist Party hasn’t done. But then, you say: “No, we must go back to the Communist Party to have a vanguard”!

South Africa’s Untold Tragedy of Neoliberal Apartheid

Author's Introduction: In light of the recent death of Nelson Mandela, the “father” of post-Apartheid South Africa, I am reposting this excellent reflection by Jérôme E. Roos on a recent trip to the country.  The essay was originally published in Reflections on a Revolution (ROAR) on 12 November 2013.

Twenty years after apartheid, the old freedom fighters of the ANC have come to reproduce the same structures of oppression against which they once arose.

We were driving down the N3 highway on our way back home from the Eastern port city of Durban, passing by the endless lines of improvised shacks that constitute the Katlehong township just outside Johannesburg, when we saw the flashing blue lights of a police car in the distance. As we approached, a horrific scene revealed itself. A local slumdweller, probably somewhere in his thirties, lay dead on the side of the road, his body awkwardly twisted into an impossible position, his eyes still wide open. Some two hundred meters ahead, a car had pulled over on the curb, its driver casually leaning on the vehicle while talking to a policeman. No one had even bothered to cover up the body. This man just lay there like a dead animal — another road kill in endless wave of needlessly extinguished lives.

Every year, more than 14.000 people are killed on the road in South Africa, an average of 38 per day — nearly half of whom are pedestrians. Of the other half, many die as overloaded buses, micro-vans or so-called bakkies crash during the daily commute from the townships to the city to work as waiters, clerks or house maids. Just today, a bus full of commuters slammed into a truck on a narrow and potholed road to Pretoria, killing 29. But in the aggregate, tragedies like these are only numbers in a cold statistical series. The front pages of the country’s newspapers remain splattered with horror stories and graphic photos of brutal killings, as fifty people are murdered daily. Another 770 people die from AIDS every day. A total of 5.7 million, or 18% of South Africans, is HIV/AID infected, the highest infection rate in the world. Needless to say, one of the bloody red lines that runs through the broken social fabric of this heartbreakingly beautiful country is that human life is accorded shockingly little value.

Are “Green” Jobs Decent?

This issue of the Journal focuses on the question of whether the jobs that are emerging in the efforts to reach sustainable development can be described as “decent”.

A series of case studies is presented which demonstrates that this seems to be far from the case. While these results remain very partial, this should be seen as an important reminder that “green” employment is not decent by definition and that like in any other sector, green jobs require careful stewardship from public authorities to ensure that workers are able to exercise their rights. This is all the more the case given the central role government policy plays in creating the enabling conditions for these industries to emerge and thrive.

A Rebel Worker's Organising Handbook

Almost everyone in this society is underpaid and over-worked. Many temps, contract and casual workers have very few rights, and permanent workers are still always under the threat of redundancy. Many people are massively exploited and ill-treated, and thousands are killed at or by their work each year. Millions more suffer stress, depression, anxiety and are injured.

The indignity of working for a living is well-known to anyone who ever has. Democracy, the great principle on which our society is supposedly founded, is thrown out the window as soon as we punch the time clock at work. With no say over what we produce, or how that production is organised, and with only a small portion of that product’s value finding its way into our wages, we have every right to be pissed off at our bosses.

At work in a capitalist society, we are forced to labour in return for a wage. Employers hire workers, and pay us less than the value of the work we do. The surplus amount is taken from us and turned into capital - profit for shareholders and corporate expansion. Thus all workers are exploited. Consequently, we all have a shared interest in getting a bigger share of the fruits of our labour, as well as in winning better working conditions and shorter working hours.

We can do this by organising at work. This pamphlet is a resource to assist all workers in improving our jobs in the here and now, and we also believe that by organising to fight, we build the seeds of a new world - not based on capitalist exploitation but on cooperation between workplace collectives where production is democratically decided by worker/consumer councils and working hours are slashed. Harmful or useless industries, such as arms manufacturing, or the banking and insurance industries, could be eliminated.

The real essentials, like food, shelter, and clothing, could be produced by everyone working just a few hours each week. Environmentally destructive industries purely concerned with profit, such as fossil fuel power plants could be converted to use clean, renewable energy sources.

Building this better world, and counteracting the day to day drudgery of today’s wage-slavery we think can best be done using direct action in the workplace. Direct action is any form of action that is taken directly by those infected without relying on union bureaucrats or politicians and which cripples the boss’s ability to make a profit and makes them cave in to the workers’ demands. Different ways of taking action are outlined here.

All of the tactics discussed in this pamphlet depend for their success on solidarity, on the co-ordinated actions of a large number of workers. Individual acts of sabotage offer little more than a fleeting sense of revenge, which may admittedly be all that keeps you sane on a bad day at work. But for a real feeling of collective empowerment, there’s nothing quite like direct action by a large number of angry workers to make your day.

Crossing the Color Lines, Crossing the Continents: Comparing the Racial Politics of the IWW in South Africa and the United States, 1905–1925

In two of the planet’s most highly racialized countries, South Africa and the United States, the Industrial Workers of the World (IWW, or “Wobblies”), were remarkable for their commitment to anti-racism. The broad anarchist tradition, including syndicalism, thus played an important role in struggles for national liberation and racial equality.

Now that the comparative and transnational turns are well under way, it seems high time to apply these methods to one of the modern era’s most internationalist movements, the syndicalist Industrial Workers of the World (the IWW or Wobblies). While framing histories within national boundaries is understandable and useful, many subjects benefit from repositioning them comparatively as well as transnationally. Reframing labor history within a global, comparative, and transnational framework directs attention to cross-border linkages, activities, and processes that a ‘‘methodological nationalism’’ obscures.

For far too long, labor historians—even of the obviously internationalist Wobblies—have straitjacketed the history of the IWW into a series of separate national stories, rather than one global history. Yet the Wobblies were overtly internationalist, their movement operated across borders, and their traditions spread globally, across the Americas and into Africa, Asia, and Europe. The IWW was a radical current in the globalized world of the early twentieth century, part of an international upsurge of anarchism and syndicalism that challenged Marxism for leadership of the revolutionary left into the late 1920s, ‘‘the dominant element in the self-consciously internationalist radical Left’’ from the 1870s and ‘‘the main vehicle of global opposition to industrial capitalism, autocracy, latifundism, and imperialism.’’

There is much more to be learnt from studying the Wobblies using both comparative and transnational approaches; this essay will largely utilize comparative methods. There is very little work along either of these lines, but what exists demonstrates the utility of such analysis in examining how IWW politics played out in different contexts. The IWW can be seen as a precursor of some of today’s social justice movements, whose affinity with the anarchism and syndicalism that inspired the Wobblies—and their commitment to participatory democracy, direct action, and prefigurative organizing–is striking.

While the small body of comparative literature on the IWW has raised some questions about its gender politics, it has not examined race matters. How did the IWW evolve in highly racialized societies? Moreover, to what extent might the IWW tradition have differed in colonial and imperial countries? This article develops an innovative comparative analysis of IWW racial politics in the United States (US) and South Africa (SA), with particular attention to activities among workers of color.

If the crisis continues to develop at its current rate, the ultimate result will be the extinction of human life on the planet.

We call for action to end the environmental crisis because of the threat it poses to humankind, and because we recognise that nature and the environment have value in their own terms. Although we hold human life above all other life on the planet, we do not think that humans have the right to destroy animals, plants and eco-systems that do not threaten our survival.
