As New York’s Offshore Wind Work Begins, an Environmental Justice Community Is Waiting to See the Benefits

On a pair of aging piers jutting into New York Harbor, contractors in hard hats and neon yellow safety vests have begun work on one of the region’s most anticipated industrial projects. Within a few years, this expanse of broken blacktop should be replaced by a smooth surface and covered with neat stacks of giant wind turbine blades and towers ready for assembly.

The site will be home to one of the nation’s first ports dedicated to supporting the growing offshore wind industry. It is the culmination of years of work by an unlikely alliance including community advocates, unions, oil companies and politicians, who hope the operations can help New York meet its climate goals while creating thousands of high-quality jobs and helping improve conditions in Sunset Park, a polluted neighborhood that is 40 percent Hispanic.

With construction finally underway, it seems that some of those hopes are coming true. Last month, Equinor, the Norwegian oil company that is building the port, signed an agreement with New York labor unions covering wages and conditions for what should be more than 1,000 construction jobs.

The Biden administration has been promoting offshore wind development as a key piece of its climate agenda, with a goal of reaching 30,000 megawatts of capacity by 2030, enough to power more than 10 million homes, according to the White House. New York has positioned itself as a leader, setting its own goal of 9,000 megawatts installed by 2035.

Officials at the state and federal levels have seized on the industry as a chance to create a new industrial supply chain and thousands of blue-collar, high-paying jobs. In 2021, New York lawmakers required all large renewable energy projects to pay workers prevailing wages and to meet other labor standards. The Biden administration has included similar requirements in some leases for offshore wind in federal waters to encourage developers to hire union labor.

While the last year has brought a series of setbacks to the offshore wind industry, including the cancellation of several projects off New Jersey and New York that faced rising interest rates and supply chain problems, many of the pieces for offshore wind are falling into place. New York’s first utility-scale project began delivering power in March, while two much larger efforts, including one that Equinor will build out of the new port, are moving toward construction. Together, they will bring the state about 20 percent of the way to its 2035 target.

Climate Community Pledge in Support of a Ceasefire

As climate and environmental justice organizers, social justice advocates, scientists, conservationists, environmentalists, policy experts, and concerned individuals, we are clear about the harms of war, not only on people, but also on the environment. For generations, Palestinians have been living under a system of apartheid, breathing in toxic air and consuming food grown on soil contaminated by bombs and other tools of destruction.

With this newest round of genocidal attacks by Israel on the civilian Palestinian population, which has forced thousands to flee and live without water, food and electricity and resulted in a rising death toll by the thousands, the Israeli government has defied international law. President Biden must oppose this.

We know that war breeds death, not democracy, and will only further harm people, replicate new cycles of violence, and impact the planet for generations to come. U.S. taxpayer dollars must not be used to support a policy of genocide.

We pledge to stand in solidarity with all those fighting for justice and peace, especially those families who have lost loved ones in both Israel and Palestine, and all those who continue to be under fire today.

As signers of this pledge, we call on our members of Congress to immediately:

  • Support a ceasefire now and 
  • Stop sending aid to Israel, which is often used for the very bombs and weapons being unleashed, as a form of collective punishment, on the Palestinian population.

Green New Deal Justice—from Below

Almost by definition Green New Deal projects simultaneously address climate protection, worker empowerment, and justice. This Commentary will look at Green New Deal projects and networks that emerged from discriminated-against communities and put issues of justice front and center.

While the Green New Deal is often thought of as a program for climate and jobs, justice has been a central element from its very beginning. The initial Green New Deal resolution proposed by Alexandria Ocasio-Cortez included as a core aim to “promote justice and equity by preventing current and repairing historic oppression to frontline communities.” That included:

  • providing resources, training, and high-quality education, including higher education, to all members of our society, with a focus on frontline communities, so they may be full and equal participants in Green New Deal projects;
  • directing investments to spur economic development, as well as deepen and diversify industry in local and regional economies and build wealth and community ownership, prioritizing high-quality job creation and economic, social, and environmental benefits in frontline communities and deindustrialized communities that may otherwise struggle with the transition;
  • ensuring democratic and participatory processes that are inclusive of and led by frontline communities and workers to plan, implement and administer Green New Deal projects at the local level;
  • obtaining the voluntary, prior, and informed consent of Indigenous peoples for all decisions that affect them, honoring all treaties with Indigenous peoples, and protecting and enforcing the sovereignty and land rights of all Indigenous peoples.[1]

While much of the Green New Deal program has been stymied at the national level, communities, cities, and states have been going ahead to develop their own Green New Deals – what I have called in this series of Commentaries the “Green New Deal from Below.” Typically they involve a strong emphasis on the justice objectives of the Green New Deal. For example:

  • The Boston Green New Deal launched PowerCorps BOS, a green jobs program designed to serve “the dual purpose of creating job opportunities for our young adults” while “protecting our city from the ravages of climate change and enhancing quality of life for all residents.”
  • The Los Angeles City Council passed an ordinance requiring new buildings to be all-electric. Gloria Medina, executive director of SCOPE LA, said this ordinance is “about Black, Brown and Indigenous community members at the forefront. This is their win.” Chelsea Kirk, policy analyst at Strategic Actions for a Just Economy, said, “We think this is a super important, logical first step that allows us to make progress in our net-zero carbon goals as outlined in the Green New Deal.”
  • The Illinois Clean Jobs Coalition designed a participatory process called “Listen, Lead, Share” to write a climate, jobs and justice law “written by communities for communities.” The Illinois Climate and Equitable Jobs Act, described by one journalist as a “Green New Deal for Illinois,” includes a wide range of programs embodying Green New Deal justice programs. For example, it provided that the first fossil fuel plants to be shut down will be those nearest to low-income and marginalized communities; $80 million allocated for Clean Jobs Workforce Network Hubs run by local organizations in 13 of the state’s low-income communities to deliver outreach, recruitment, training, and placement for climate jobs; travel stipends, work clothes, tools, and/or childcare for training and incubator program participants; program to train people currently in prison and place them in clean energy jobs; and a Clean Energy Jobs and Justice Fund to pay for projects in low-income and marginalized communities.

While virtually all Green New Deal from Below-style programs include a strong social justice component, some of them have emerged from and primarily represent the demands of people of color and frontline communities. They are the subject of this Commentary.

The Green New Deal, Net-Zero Carbon, and the Crucial Role of Public Ownership

On September 28, 2019, more than 150 trade union representatives, activists and policy allies from more than a dozen countries came together in New York City for a one-day international conference on “The Green New Deal, Net-Zero Carbon, and the Crucial Role of Public Ownership.”

The conference took place against the backdrop of the massive “Global Climate Strike” actions led by young people in numerous countries around the world, coinciding with the UN “Climate Week” of talks in New York City. In the weeks before those actions, TUED organized a “Global Web Forum” on the #Strike4Climate, and subsequently compiled a list of union statements and actions in support of the strikes.

Framing and Meeting Highlights

The conference program was framed around a number of issues and concerns that have emerged out of recent union-led struggles to both defend and extend public ownership of energy in key countries and regions. Over the course of the day’s proceedings, a number of key themes and broadly shared conclusions emerged, including:

  • Investor-focused climate policy is not delivering the energy transition
  • Privatization of state-owned electricity utilities has failed—but alternatives exist
  • Defending public ownership of energy requires a reform agenda that can drive “de- marketization”
  • Confidence is rising to reverse electricity privatization where it has happened
  • Defending and reclaiming public energy requires building union power
  • The transition must take into account the real development needs of the global South, while contesting carbon- intensive “development as usual”
  • There is an urgent need for technical, programmatic work to make achieving the ambitious goals of the Green New Deal possible

The Response: Building Cllective Resilience in the Wake of Disasters (Shareable)

When disasters occur, the majority of news coverage teeters on the edge of “disaster porn” at best, emphasizing the sheer mass of destruction in the affected area while celebrating a few token “heroes.” At its worst, the media perpetuates harmful stereotypes, casting survivors as looters and justifying the extrajudicial murder of people of color by the police and mostly white vigilantes, like what occurred during Hurricane Katrina.

But in both scenarios, news reporting routinely underplays how local communities come together to recover from the immediate devastation and collectively rebuild the community, often on a new foundation of sustainability and justice. It’s a good thing that people collaborate instead of competing during a crisis because all signs point towards an increase in climate change-fueled disasters in the coming years.

This kind of collective response is worth celebrating, but there’s no better way to respond to disasters than to anticipate them happening and prepare before they strike. And there’s no better time than right now to build resilience together. While a little preparation today can save a lot of trouble tomorrow, it can also create immediate benefits like stronger community ties, increased civic capacity, and the joy that comes from accomplishing things together.
