Breaking Things at Work: An Interview with Gavin Mueller

[Bright Green] Culture editor Harry Holmes interviews Gavin Mueller, author of the newly released Breaking Things at Work from Verso Books. Gavin Mueller is a lecturer in New Media and Digital Culture at the University of Amsterdam and a member of the editorial collective of Viewpoint Magazine.

So first, for those who won’t have read it yet, can you tell us a bit about the book?

The book is essentially thinking about technology from the perspective of labour struggle. The left was in this accelerationist moment for a few years where there was an idea that technologies, particularly those tied to automation in the workplace, were leading to a ‘post-work’ or ‘post-capitalist’ future based on their own course of development. I was troubled by this discourse, which set me off on the research that led to this book.

From my perspective, and what I argue in the book, is that actually quite a lot of these technologies are not leading to a ‘post-work’ future. They are certainly not leading to a ‘post-capitalist’ future. Instead, they are actually weapons that make it difficult for workers to struggle, to establish autonomy at work, and to move the economy in a more egalitarian direction.

I wrote this book to show there is a different way of thinking about technology, one that I argue is more closely aligned to the political self-activity of workers. It also suggests that for those who care about more egalitarian futures we must start politicising technology and having a critical approach to it, rather than assuming it’s developing in a progressive way on its own.

In actually existing struggles both in our contemporary moment and in history, a critical perspective on technology has been there all along. This is why I start the story with the Luddites, who are famous, in quite a pejorative way, for opposing technology. I think there is quite a lot we can understand once we learn their history a little better and relate it to our present condition.

How much is this Luddite approach a strategic one about being able to be in solidarity with workers currently at the sharp end of technology’s impact, for example in an Amazon warehouse, or do you see it as part of a wider approach to technology in general? Is it an opposition to technology per se or a more qualified position based on current workplace struggles?

My political and intellectual influences are these ‘from below’ histories and thinking about struggle from that perspective, as well as being very alive to when there are tensions within the workers’ movement between rank-and-file struggles and the leadership, whether trade union, political party, or intellectual. It’s important to know this history because we have to learn from it.

So I think that’s where I always start, but politics is a sophisticated thing, I don’t think that all politics is oriented on the shop floor. We have to mediate to different levels, but I want to keep that kernel of struggle in our perspective.

We are seeing a lot of encouraging and exciting things. I don’t consider myself that old, but things that have never happened in my life before are happening – like lots of people identifying as socialist. We see these impressive electoral challenges, but they don’t quite ever get over the finish line. One reason for this is the base is still quite depoliticised and fragmented.

My idea of how you solve that problem is really to recognise the ways in which people are already engaged in struggle, particularly people in these incredibly exploited positions. There’s always resistance. But that resistance doesn’t always get amplified, it doesn’t always get connected or articulated with other forms of resistance. To me, that’s something that has been missing from these left-wing political challenges.

Maybe launching out a lot of policy proposals can be very exciting and interesting, but it doesn’t seem to quite do what we’ve hoped it would do. One reason for this is it still has this top-down perspective of ‘we are going to help you out.’ A lot of people don’t relate to that, they don’t believe in it, or they don’t hear those messages because I don’t think we’ve done the work of really building a base that will then get attached to policies and start actually informing policies. So that’s one reason I really orient the politics of the book in these struggles, because it is important to do at this moment.

My belief is we need to meet people where they are, which for most people is in the everyday struggles they have at work and in their wider life. Technology is a huge part of that, and often something many people already have already a critical approach to. They don’t like the way it is, they want things to be changed. They don’t want to hear a science fiction story about the robots allowing them to stay at home all day. I don’t think that will resonate. So that is a big motivation for the book. It’s an intellectual perspective I have, but I do think there is political value in it as well.

Biden’s Climate Pledge Is a Promise He Cannot Keep

The climate emergency demands a radical and rapid decarbonization of the U.S. economy with numerical goals and timetables to transform all productive sectors, not only power production (27% of carbon emissions), but also transportation (28%), manufacturing (22%), buildings (12%), and agriculture (10%). It also requires that the U.S. pay its “climate debt” as the world’s largest historical carbon emitter and destroyer of carbon-storing forests, wetlands, and soils. Paying that climate debt would not only be reparations to the Global South for deforestation and fossil fuel emissions by the rich capitalist countries, but also an investment in the habitability of the planet for everyone. This emergency transformation can only be met by an ecosocialist approach emphasizing democratic public enterprise and planning.

Instead, Biden’s plan features corporate welfare: subsidies and tax incentives for clean energy that will take uncertain effect at a leisurely pace in the markets. It does nothing to stop more oil and gas fracking and pipelines for more gas-fired power plants, or to shut down coal-fired power plants. Without out directly saying so, it is a plan to burn fossil fuels for decades to come.

The scale of spending falls pathetically short of what is needed to decarbonize the economy. An effective plan would not only reach zero emissions on a fast timeline. It would also move quickly toward negative emissions. We have to draw carbon out of the atmosphere because we are already well past carbon levels that are triggering dangerous climate change.

Biden’s stated goal of a 50% cut in emissions does not actually cut current emissions in half. His proposed 50% cut is from a baseline of 2005 when emissions were at their peak, not what they are today. Emissions were 6 GtC (gigatons of carbon dioxide) in 2005. Due to a leveling of electric power demand, a trend away from coal to wind, solar, and gas for electric power, and more energy-efficient vehicles, U.S. emissions were down 13% from 2005 by 2019 to 5.1 GtC and, due to the covid contraction, down 21% in 2020 to 4.6 GtC, although emissions are now soaring back up as the economy re-opens. Biden’s goal of 50% below 2005 is 3 GtC per year in emissions instead of 2.5 GtC if 2019 were the baseline, or 2.3 GtC if 2020 were the baseline.

Biden provided no explanation for how the U.S. will get to the precisely stated range of “50% to 52%.” 52% seems to be an arbitrary number pulled out of the air so he can say he is aiming for more than 50%. Greta Thunberg’s video prebuttal to the targets that were to be announced by Biden and the other 40 world leaders at his Earth Day Climate Summit saw right through the staged spectacle. “We can keep cheating in order to pretend that these targets are in line with what is needed, but while we can fool others, and even ourselves, we cannot fool nature and physics… Let’s call out their bullshit.”

Nucleocrats Don’t Sleep

In a global state of climate emergency, technocratic voices for nuclear renaissance to curb greenhouse gas emissions are becoming prominent. The current anniversaries of the disasters at Fukushima (10 years) and Chernobyl (35 years) demand a reflection.

Nuclear energy as a contributor for the mitigation of global warming is heavily discussed among environmentalists and nuclear experts. While it is clear that fossils need to be replaced by alternative energy sources, people divide around the question whether nuclear could be an option for the future.

A debate surfaced after the ecomodernist manifesto proposed a technocratic approach in 2015, supporting the benefits of technofixes in a world which would be split into culture and nature. Political ecologist Giorgos Kallis disagreed, arguing with Latour and Žižek for the inseparability of human society and nature. He also argued against large technological systems, since such systems would result in the division of society into consumers and experts – and who could then challenge the experts? For him, this could not be ideal, since “a society powered by nuclear energy [could not] be a society of equals or of mutual aid.”

In the meantime, Robbins and Moore did not see this strong divide and rather saw themselves mediating for common ground between ecomodernists and environmentalists. Five years later, their theories were put to the test, as nuclear historian Kate Brown has found herself in a very practical struggle, after publishing Manual for Survival.

She analysed Chernobyl’s negative health consequences in Belarus and Ukraine on the basis of declassified material in central and county archives, supplemented by oral history. Quickly she got attacked by nuclear experts, challenging her interpretation of source material with an alleged lack of knowledge about radioactivity. By turning towards flora and fauna, she was able to add so-to-speak living archives of radioactive contamination.

Degrowth: Socialism without Growth

Notable (eco)socialists have recently criticized the idea of degrowth 1. Here we want to argue that such criticism is misplaced. Growth is a problem over and above capitalism. A sustainable eco-socialism should reject any association with the ideology and terminology of growth. 21st century socialists should start thinking how we can plan for societies that prosper without growth. Like it not, growth is bound to come to an end, the question is how; and whether this will happen soon or too late to avert planetary disasters.

Labour and the ecological crisis: The eco-modernist dilemma in western Marxism(s) (1970s-2000s)

The article offers an intellectual critique of Marxist political ecology as developed in western Europe between the 1970s and 2000s, focusing on the labour/ecology nexus. My critique is based on the intersection of two levels of analysis: 1) the historical evolution of labour environmentalism, focusing on what I will call the eco-modernist dilemma of labour; 2) the meaning of class politics in relation to the politics of the environment, with a special focus on the production/reproduction dialectic.

Focusing on the work of four Marxist intellectuals whose ideas resonated with various social movements across the Left spectrum (labour, environmentalism, feminism and degrowth), the article shows how the current entrenchment of labour within the politics of eco-modernization hides a number of internal fractures and alternative visions of ecology that need to be spelled out in order to open the terrain for a rethinking of ecological politics in class terms today.

We Need to Talk About Technology

Housing for working people is becoming as central an issue for labour and social movements in the twenty first century as it was in the nineteenth and twentieth. And not just decent housing, but housing that is comfortable, aesthetically pleasing – and, crucially, low energy, zero energy or even energy positive. 

Here is a wonderful opportunity for our movement to get a grip on technology. We can and should find ways to bring the experience of architects and energy conservation engineers into discussions about housing among community activists and building workers.

A good example of how not to do this is the call for mass installation of air conditioners, made by Leigh Phillips in his article, In Defense of Air Conditioning published by Jacobin

Improved design

The problem that Phillips purports to address – the cruel effect of heat on millions of urban residents, during summers such as 2018’s – is real enough.

The need to provide ourselves with homes that shelter us from extreme heat as well as colder weather – something ruling classes down the ages have never done for working people – is indisputable. 

But Phillips’s techno-fix – mass AC installation, supported by a grand expansion of nuclear and hydro power – is not the answer. He sounds like someone proposing the state-funded distribution of armour-plated BMWs to parents demanding safe cycle routes to school for their children.

Better temperature control can and should be achieved not in the first place by AC, but mainly by better building design, better insulation and better urban planning, in the context of better ways of living generally.

This ABC of AC is widely understood by three groups of people, ignored in Phillips’s article, who spend time thinking about our homes: community groups organising on housing issues; building workers and architects; and energy conservation researchers. 

The State Against Climate Change: Response to Christian Parenti

A response to Christian Parenti’s assertion that the state is the only way to meet the challenge of the climate crisis.

In the concluding chapter of Tropic of Chaos: Climate Change and the New Geography of Violence (2012), author Christian Parenti suggests that those seeking to mitigate and adapt to the disastrous effects of global warming can do so best by taking power of the State to implement the necessary changes to bring about a transition to a post-capitalist global society powered by renewable energies. In an address to the 2013 Left Forum, “What Climate Change Implies for the State,” in which he develops these ideas, Parenti asserts that the Left should adopt a strategy of recovering and reclaiming the territory of the State, “reshaping” it toward the end of an all-out short-term mobilization to resolve the impending threat of climate destruction. Though Parenti recognizes that the State’s primary role within the rise of capitalism to have been to facilitate the exploitation and destruction of nature, he somehow believes that this same mechanism could now serve the opposite end. He claims that climate change can be resolved simply through fiat by the Environmental Protection Agency: “we’re [just] waiting for numerous rules from the EPA.” He insists that the Left desperately needs to come up with “realistic solutions” to the gravity of the climate crisis, and that any strategy of merely “being outraged” or “invoking the righteousness of our cause” will utterly fail. [1]

What Is the State, and Is It Neutral? 

To begin to respond to Parenti, we first have to ask, what is the State? Peter Kropotkin distinguishes between the State as bureaucratic despotism imposed from above and collective self-governance from below, otherwise known as self-organization or self-management. [2] Examples of the latter can be seen in the soldiers’, peasants’, and workers’ councils of the Russian Revolution; indigenous Latin American assemblies; the Paris Commune of 1871; the Gwanju Commune of 1980; the cooperatives, communes, and free cities of medieval Europe and today’s Rojava Revolution; and the Local Coordinating Councils of the Syrian Revolution, among other examples. Therefore, when we mention “the State,” all that is meant on the philosophical level—leaving aside for a moment the very real physical presence of the State, as embodied in militarism, prisons, and the police—is just centralism, or the concentration of decision-making power, whether that be a monarch, emperor, One-Party State, or modern multi-party western democracies.

In terms of ecology, it is clear that the State is not a “neutral” arbiter but rather, as Parenti argues, the facilitator of ecocides global and local. The EPA’s laws and regulations are often not enforced, even when the ruling class believes they should at least be on the books, and are currently being decimated due to the Trump Regime’s affinity for fossil capital. If enforced, these standards are too-often observed along a racial-territorial basis, exacerbating environmental racism. Centralism in practice leads to bureaucratic lack of accountability and popular dis-empowerment, among other problems, as Kropotkin specified. So then the question becomes, do we need centralism for a successful transition to a post-capitalist, “ecological” future? The answer to this is of course not.

The Poverty of Luxury Communism

Recent articles in Jacobin Magazine and Novara Media represent a growing trend of social democratic insistence that the state is the best chance for solving climate change and myriad other problems. This trend is taking several forms, a retreat from a consistent anti-borders position to one that sees no-borders as horizonal; a call for nationalisation of large-scale industries as a way to fix climate change and provide jobs; and for alternative ownership models like workers co-operatives to be supported by the state. In all cases premised on a strategy of state-capture via elections.

On the 26 February, Jeremy Corbyn told an audience in Coventry that Britain “cannot be held back inside or outside the EU from taking the steps we need to support cutting edge industries” nor can Britain be held back from “preventing employers being able to import cheap agency labour”. Although Corbyn caught heat from some of his more radical supporters, much of the criticism didn’t go beyond highlighting his poor judgement using ‘clumsy’ language. That the tone rather than the content of the speech was under scrutiny, provides an insight into the direction that the Labour party is heading in. It suggests we are not merely revisiting a party that feigns reluctance in appeasing racist sentiment, in an attempt to recover voters that abandoned them a long time ago. Rather, to “support cutting edge industries” it requires labour unified by a common bourgeois identity – Britishness, with a return to the nativist labourism that dogged the workers movement up until the '80s. Rhetoric may vary between explicit conservative bigotry, nativist labourism or metropolitan neoliberalism, but all of these exact violence via border controls, whether at the level of the EU or the UK. Capitalist production relies on the control of labour power.

This politics of a seemingly bygone age not only demonstrates the fundamental limit of parliamentary socialism but is woven into the intellectual fabric of the left as a whole. Illustrative of this is Aaron Bastani’s “Fully Automated Green Communism”. Although not unique in its Keynesian ambitions glamourized in communist pretence, it provides us with a useful case study of the thought processes and wholesale misunderstandings underpinning the ‘radical’ project presented by the Labour party.

Broadly speaking, Bastani’s piece is an appeal to grassroots green activists to ‘scale-up’ (an insistence made by other members of the Novara outfit and the Inventing the Future crew), in that the best way to avert climate change is to utilise the state. Whether he personally subscribes to the climate catastrophe speculated in the piece is uncertain, however he certainly believes that the public spirit around climate change could be an effective vehicle in exercising his demand-side economic theories. The post-war period of “a competing utopia [and] countervailing geopolitical forces” was a huge boon to the arms industry and consequently for the wider economy (i.e. the internet began its life as U.S. military tech), and it is thought that climate change can serve the same function as the Cold War. There are specific reasons why a likeness cannot be drawn between preparing for a world war and climate change (that we will address later), but more broadly Bastani makes the classic mistake of thinking that the purpose of an economy is to allocate resources to meet consumption needs, when in reality the purpose of the economy is to produce capital.

Memo to Jacobin: Ecomodernism is not ecosocialism

This summer, the left-wing magazine Jacobin published a special issue on climate change. The lead article declares that “climate change … has to be at the center of how we mobilize and organize going forward. From now on, every issue is a climate issue.”

That’s excellent news: a magazine that calls itself “a leading voice of the American left, offering socialist perspectives on politics, economics, and culture,” ought to be a leader in the fight against capitalism’s deadly assault on the earth’s life-support systems.

Unfortunately, if the special issue is any indication, Jacobin is heading in the wrong direction. Although the term eco-socialism appears from time to time (always with a hyphen, which may indicate some uneasiness with the combination) there is nothing in this issue resembling an ecosocialist analysis or program. There’s not a word about stopping coal or tar sands mining, and no mention of shutting down the world’s biggest polluter, the US military. Instead we are offered paeans to technology in articles that advocate nuclear power, geoengineering, new power grids, electric cars and the like.

But despite their technophilia, the authors display little understanding of the technologies they support. Take, for example, the piece by Christian Parenti. He has written elsewhere that the U S government can resolve the climate crisis without system change by supporting clean technologies, so “realistic climate politics are reformist politics.” This article says much the same, that “state action and the public sector” can solve climate change by implementing carbon capture and sequestration (CCS). He tells us that removing CO2 from the atmosphere is “fairly simple,” because it has been done in submarines for years, and because Icelandic scientists recently developed a safe method of injecting CO2 into underground basalt, where it becomes a limestone-like solid within two years.

That sounds impressive, but is it credible?
