Naomi Klein Hopes This Is the Stage Before the Breakthrough

The way we currently talk about the climate emergency and how to get out of it has been very much determined by Naomi Klein.

The author of This Changes Everything and other bestsellers, Klein is a major critic of global capitalism, has helped articulate its effects on the environment and climate change and supports transforming society in ways that improve the lives of people and protect them from its worst and unequal effects.

The Canadian journalist, author and activist was involved in drafting the 2015 Leap Manifesto — a plan for transitioning to a clean energy economy — which was the centre of much debate within the federal New Democratic Party and amongst its supporters, including in these pages.

In recent years she’s been involved with climate justice movements in the U.S. and Canada pushing for a Green New Deal and was even a surrogate for U.S. Sen. Bernie Sanders’ 2020 election campaign for the U.S. presidency.

Now Penguin has decided to package excerpts from her previous writing for a volume in its Green Ideas series.

Surely that counts as success, right? Well, as she pointed out to The Tyee in an interview last week, after a near decade of advocating for a range of climate goals, “We haven’t gotten any of those things.”

A 2016 NDP resolution based on the Leap Manifesto passed, but party leadership has since distanced itself from it. Klein’s spouse, filmmaker and climate activist Avi Lewis, ran in the 2021 federal election but ultimately lost his bid to become the NDP MP for West Vancouver-Sunshine Coast-Sea to Sky Country.

Below the 49th parallel, Bernie Sanders didn’t win the Democratic nomination to run as president. None of the various Green New Deal bills in the U.S. have passed.

And when we talked to Klein last week, citizens of the country where she’d spent the last couple of years living and organizing had been agonizing over whether significant legislation to address climate change would make it through the Senate, thanks to two centrist democrats.

And on a grander scale, not much has changed. Many countries, including Canada and the U.S. — two of the largest per capita emitters — continue to drag their feet and have yet to hit their commitments to cut emissions.

All this Klein would readily admit. But she’s far from ready to declare defeat. As in chess, even among the losses, there is the fight for a fighting chance. And in the long run, every move matters.

The author, who’s studied and long been involved in climate justice movements, says she won’t “indulge” in climate doom-ism. She still believes this moment has quite a bit of potential.

“We have locked in a very, very rocky future, but it is not too late for us to avert truly, unlivably catastrophic warming,” she said.

In September, Klein joined UBC’s geography department as a professor for climate justice, along with her spouse Lewis.

She’s also involved in building the university’s new Centre for Climate Justice. The goal, she says, “is to be useful on the timeline of the climate emergency, and very much to take leadership from the most impacted constituencies.”

Klein talked to us about her new role, the recent Canadian election, and the “infrastructure of care.” This interview has been edited for length and clarity.

Don’t Expect Real Climate Solutions From COP26: It Functions for Corporations

In the run-up to the United Nations Climate Change Conference (COP26) in the U.K. in November — the 26th session of the talks that were launched in Rio de Janeiro in 1992 — the governments of the world’s richest countries are making ever-louder claims that they are effectively confronting global warming. Nothing could be more dangerous than for social, labor and environmental movements to take this rhetoric at face value and assume that political leaders have the situation under control.

There are three huge falsehoods running through these leaders’ narratives: that rich nations are supporting their poorer counterparts; that “net zero” targets will do what is needed; and that technology-focused “green growth” is the way to decarbonize.

First, wealthier countries claim to be supporting poorer nations — which are contributing least to global warming, and suffering most from its effects — to make the transition away from fossil fuels.

But at the G7 summit in June, the rich countries again failed to keep their own promise, made more than a decade ago, to provide $100 billion per year in climate finance for developing countries. Of the $60 billion per year they have actually come up with, more than half is bogus: analysis by Oxfam has shown that it is mostly loans and non-concessional finance, and that the amounts are often overstated.

Compare this degrading treatment of the Global South with the mobilization of many hundreds of billions for the post-pandemic recovery. Of $657 billion (public money alone) pledged by G20 nations to energy-producing or energy-consuming projects, $296 billion supports fossil fuels, nearly a third greater than the amount supporting clean energy ($228 billion).

Meanwhile, the impacts of climate change are magnified by poverty. This year’s floods, wildfires and record temperatures in Europe and North America have been frightful enough. The same phenomena cause far greater devastation outside the Global North.

In 2020, “very extensive” flooding caused deaths, significant displacement of populations and further impacts from disease in 16 African countries, the World Meteorological Organization’s (WMO’s) annual climate report recorded. India, China and parts of Southeast Asia suffered from record-breaking rainfall and flooding, too.

Letter Carrier: Air Quality Is a Union Issue

On August 7, Denver, Colorado—suffocated with smoke from the massive California wildfires—topped the chart of the world’s most polluted major cities.

The Air Quality Index (AQI) reading that day reached 179, in the unhealthy red zone of the Environmental Protection Agency's rating system. The concentration of fine particulate matter was 11 times the World Health Organization’s recommended maximum exposure level for pollutants. Not just wildfire smoke but also everyday consumer pollutants like shampoo residue, sunscreen particles, and auto emissions combined into a toxic brew of irritants that left many in the city feeling ill with headaches, or wheezy.

Delivering mail under these conditions was sickening, and certainly threatened long-term respiratory health consequences. Yet at our station, postal management made no mention of air quality during safety talks throughout the week. And when I looked for the basis for a grievance or some other action, there were almost no resources to speak of from either the national union or from management.

Postal management has an environmental policy which only specifies indoor air quality as part of its purview. This is a major omission for hundreds of thousands of letter carriers who work outside all day—but it’s part of a longstanding pattern of neglect for basic climate conditions on the part of management. It took decades for postal management to provide bottled water to the carrier workforce on a regular basis, and only since the 2010s has management faced citations from OSHA for indoor heat-related safety violations.

New technologies, accelerating climate change, shifting migration patterns, changes in economic and political norms, and a host of other trends are likely to impact—and indeed already are impacting—key features of work and employment, including management relationships, the types of jobs available, compensation patterns, and other issues that shape the day-to-day lives of working people.

This report presents a framework for understanding why and how work is changing in the San Francisco Bay Area. It provides a scan of strategies that Bay Area workers, communities, businesses, educators and elected leaders are deploying to address changes, and offers a suggested rubric for evaluating the potential effects of such strategies.

In the Bay Area and Silicon Valley, a global epicenter of innovation and extraordinary wealth, low-income communities and communities of color struggle with crises in housing and economic stability, and climate change makes itself felt through increasingly destructive wildfires. If Bay Area funders, advocates, policymakers, and worker organizations ever hope to realize quality, empowered jobs for all, we must be able to articulate how work is changing and identify the systemic interventions that will push change to benefit working people.

The Response: Building Cllective Resilience in the Wake of Disasters (Shareable)

When disasters occur, the majority of news coverage teeters on the edge of “disaster porn” at best, emphasizing the sheer mass of destruction in the affected area while celebrating a few token “heroes.” At its worst, the media perpetuates harmful stereotypes, casting survivors as looters and justifying the extrajudicial murder of people of color by the police and mostly white vigilantes, like what occurred during Hurricane Katrina.

But in both scenarios, news reporting routinely underplays how local communities come together to recover from the immediate devastation and collectively rebuild the community, often on a new foundation of sustainability and justice. It’s a good thing that people collaborate instead of competing during a crisis because all signs point towards an increase in climate change-fueled disasters in the coming years.

This kind of collective response is worth celebrating, but there’s no better way to respond to disasters than to anticipate them happening and prepare before they strike. And there’s no better time than right now to build resilience together. While a little preparation today can save a lot of trouble tomorrow, it can also create immediate benefits like stronger community ties, increased civic capacity, and the joy that comes from accomplishing things together.

What happens to workers when wildfires and natural disasters hit?

Sadly, we are becoming  used to seeing headlines about the costs of fighting climate change-related wildfires, hurricanes, and floods – most recently, the record wildfire season of 2017.   These news reports usually discuss loss  in terms of the value of  insurance  claims – for example, “Northern Alberta Wildfire Costliest Insured Natural Disaster in Canadian History – Estimate of insured losses: $3.58 billion”   from the Insurance Bureau of Canada, or in terms of the budgets of emergency service agencies – for example, “Cost of fighting U.S. wildfires topped $2 billion in 2017” from Reuters (Sept. 14), or in terms of health and mental health effects – for example, “Economic analysis of health effects from forest fires”  in the Canadian Journal of Forest Research (2006).  “The Science behind B.C.’s Forest Fires” (December 5) post by West Coast Environmental Law discusses the links to climate change, and concludes that the record wildfires of 2017 foreshadow growing economic and  human costs in the future.

When employment effects of disasters are reported, it is usually by statistical agencies interested in working days lost or unemployment effects,  for example,  “Wildfires in northern Alberta: Impact on hours worked, May and June, 2016”  from Statistics Canada, or “Hurricane Katrina’s effects on industry employment and wages ” from the Bureau of Labor Statistics ( 2006) . While all these are important, Hurricane Katrina taught that there are also other aspects, including those of environmental and economic justice.

Potential Jobs and Wages from Investments in Defensible-Space Approaches to Wildfire Safety

This report provides information rural communities in the forested regions of California might find useful if they want to assess the potential impact on jobs and wages when weighing how to allocate resources between two general strategies for improving their wildfire safety.

One general strategy takes the forest-altering approach, which entails logging/thinning across large areas of the forest to alter the behavior of fires before they come near a community. This approach often is promoted as a source of jobs for local workers, especially when it produces logs and chips for sawmills and biomass-fired power facilities that are highly visible employers.

The other general strategy for improving wildfire safety takes the defensible-space approach. It directly prevents buildings from igniting from wildfires by trimming vegetation within 200 feet of the buildings and modifying the buildings (e.g., replacing shingle roofs with fire-safe materials). The defensible space-approach has been shown to be highly effective in protecting homes from wildfire, but it sometimes receives less attention because its impacts on jobs and wages are spread among diverse employers.

This report begins to fill the current gap in information about potential jobs and wages from defensible-space work. It describes the potential jobs and wages that can result from investments in defensible-space work and compares them with the jobs and wages that can result from forest-altering investments. It draws on research specific to defensible-space activities but, because this research is limited, it also uses data from research on similar activities. Ecosystem-restoration activities provide estimates of potential jobs and wages from vegetation-management activities undertaken to improve defensible-space safety. Home remodeling activities provide estimates for home modifications that reduce the ignitability of homes and other buildings. The data indicate that spending $1 million to enhance the defensible space around buildings by trimming vegetation can create 23 jobs. Of these, 17 jobs are directly tied to the contractors doing the work, and 6 are indirect jobs supported by spending by the contractors and direct employees.
