Chomsky and Pollin: Protests Outside of COP26 Offered More Hope Than the Summit

The legacy of the 2021 United Nations Climate Change Conference (COP26) this fall was perhaps best encapsulated by its president, who bowed his head and — close to tears — actually apologized for the process, which ended with a last-minute watering-down of participants’ pledges on coal.

“May I just say to all delegates I apologize for the way this process has unfolded and I am deeply sorry,” said Alok Sharma, the British politician who served as president for COP26. The conference ended on November 13 with a disheartening “compromise” deal on the climate after two weeks of negotiations with diplomats from more than 190 nations.

In the interview that follows, leading public intellectuals Noam Chomsky and Robert Pollin offer their assessments of what transpired at COP26 and share their views about ways to go forward with the fight against the climate crisis. Chomsky — one of the most cited scholars in history and long considered one of the U.S.’s voices of conscience — is Institute Professor Emeritus at the Massachusetts Institute of Technology and currently Laureate Professor of Linguistics and Agnese Nelms Haury Chair in the Agnese Nelms Haury Program in Environment and Social Justice at the University of Arizona. He is joined by one of the world’s leading economists of the left, Robert Pollin, who is Distinguished Professor and co-director of the Political Economy Research Institute at the University of Massachusetts at Amherst. Chomsky and Pollin are co-authors of the recently published book, Climate Crisis and the Global Green New Deal: The Political Economy to Save the Planet.

C.J. Polychroniou: COP26, touted as our “last best hope” to avert a climatic catastrophe, has produced an outcome that was a “compromise,” according to United Nations Secretary General António Guterres, while activists conducted a funeral ceremony at the Glasgow Necropolis to symbolize the failure of the summit. Noam, can you give us your analysis of the COP26 climate agreement?

Noam Chomsky: There were two events at Glasgow: within the stately halls, and in the streets. They may have not been quite at war, but the conflict was sharp. Within, the dominant voice mostly echoed the concerns of the largest contingent, corporate lobbyists; rather like the U.S. Congress, where the impact of lobbyists, always significant, has exploded since the 1970s as the corporate-run neoliberal assault against the general population gained force. The voice within had some nice words but little substance. In the streets, tens of thousands of protesters, mostly young, were desperately calling for real steps to save the world from looming catastrophe.

The Road to Ruin? - Electric vehicles and workers’ rights abuses at DR Congo’s industrial cobalt mines

Cobalt is everywhere. It is a silvery-blue mineral used in the rechargeable batteries that power our mobile phones, laptops and tablets, and in larger quantities, the electric vehicles that will soon dominate our roads. It is a strategic mineral in the plan to decarbonise and move away from fossil fuels towards renewable energy. Accelerating this switch is one of the priorities to tackle the climate crisis and industry experts forecast that electric vehicle sales will skyrocket in the next 10 years. This will require a dramatic increase in cobalt production.

The booming demand for cobalt has a dark side, however. The Democratic Republic of Congo, one of Africa’s poorest nations, holds the lion’s share of the world’s cobalt reserves. In 2020, 70% of the world’s cobalt was extracted from within its borders with tens of thousands of workers labouring in large-scale industrial mines to dig up the ore. Multinational mining companies that own many of Congo’s mines, eager to demonstrate their “green” and “responsible” credentials, say they produce “clean” and “sustainable” cobalt, free from human rights abuses, and that their operations contribute to good jobs and economic opportunities.

This report, based on extensive research over two years, paints a very different picture. It shows dire conditions for many Congolese workers in the industrial mines, often characterised by widespread exploitation and labour rights abuses. Many workers do not earn a “living wage” – the minimum remuneration to afford a decent standard of living – have little or no health provision, and far too often are subjected to excessive working hours, unsafe working conditions, degrading treatment, discrimination and racism.

In recent years attention has mainly focused on Congo’s artisanal mining sector, partly because of the risks of child labour it creates, whereas the conditions for workers in the large-scale industrial mines have gone largely unnoticed. This report examines workers’ rights at Congo’s industrial mines where the large majority of cobalt is coming from, producing some 80% of the cobalt exported from the country (in contrast to the 20% produced in artisanal mines).

The findings presented in this report are based on detailed research over 28 months by UK-based corporate watchdog Rights and Accountability in Development (RAID) and the Centre d’Aide Juridico- Judiciaire (CAJJ), a Congolese legal aid centre specialised in labour rights. The research team carried out extensive field research in and around Kolwezi, a mining town where many of Congo’s cobalt and copper mines are located. It is informed by 130 interviews of workers and former workers at five mining companies, as well as interviews with subcontractors, union representatives, lawyers, Congolese local authorities, medical staff and industry experts.

“That’s So F**king Imperialistic”: Responding to a Supporter of Cuba’s Government

Following Cuba’s July 11th protests, University of Houston professor Bob Buzzanco posted on social media a strongly worded attack on New Politics, to which Lois Weiner and I responded with September’s “NP on Cuba: Consistent Opposition to US Imperialism and Support of Democratic Rights.” Buzanco’s subsequent critique titled “Doing Miami’s Dirty Work (Wittingly or Not): Responding to ‘New Politics’” asked the following questions of us anti-authoritarian and Third Camp leftists: “What will Left criticism of Cuba accomplish? How will it benefit the people in the streets of Cuba protesting? Where’s your solidarity?” These are fair questions, and they should be mainly asked to Cubans on the island. As a non-Cuban who hasn’t experienced Cuba’s everyday realities, I will respond with humility and with attention to local voices.

While Buzzanco claims that criticizing Havana aids Miami, a consistent defense of democratic rights actually makes our anti-imperialist movements more credible and strengthens our case for ending the unconscionable blockade. As critical leftists, we can provide a credible socialist alternative, both to the state-capitalist regime and to the neoliberal tendencies trying to co-opt the Cuban opposition. We can argue that respecting Cuba’s self-determination will not only improve the humanitarian situation but will also strengthen Cuba’s democratic dissidents by removing President Miguel Díaz-Canel’s ability to blame all his failures on Washington.

I actually agree with many of Buzzanco’s points, including his acknowledgement of Cuba’s accomplishments in ecology and health care. But I have my own questions for people like Buzzanco who stand fully behind the Cuban government. What is his message for Cubans who are becoming increasingly disillusioned with their leaders? What do you offer them beyond the bleak, Orwellian view that they should not protest until the U.S. blockade is lifted? Here is what he writes:

“[A]ny protest inside Cuba, no matter the intention, was going to have U.S. and Miami fingerprints on it and serve the interests of the Miami mafia and the American ‘National Security’ establishment […]

[A]ny disaffection in Cuba is generally engineered and absolutely and inevitably exploited by Calle 8 [8th Street in Miami’s Little Havana neighborhood]”

I know that if I were Cuban, I would not take kindly to such condescending statements coming from a U.S. professor. I sent Buzzanco’s article to an Anarchist contact in Havana, and here was his response:

“That’s so fucking imperialistic in a pretty twisted way. We Cubans don’t owe shit to anyone. Not in Miami, not in Beijing, or in some office in Havana.”

Whatever a genuinely anti-imperialist approach toward Cuba might look like, it cannot be to rally behind a regime that denies Cubans some of their most basic rights. The most strategic way to build a socialist world, in fact the only way, is through critical though unwavering solidarity with the world’s oppressed. In consultation with Cuban leftists, we should explore what solidarity must mean when applied to a population that is suffering, firstly, from more than a century of U.S. imperialism, and secondly, from an authoritarian bureaucracy.

The Green Jobs Advantage: How Climate Friendly Investments are Better Job Creators

As part of their COVID-19 recovery efforts, many governments continue to fund unsustainable infrastructure, even though this ignores the urgency of addressing climate change and will not secure longterm stability for workers.

Our analysis of studies from around the world finds that green investments generally create more jobs per US$1 million than unsustainable investments. We compare near-term job effects from clean energy versus fossil fuels, public transportation versus roads, electric vehicles versus internal combustion engine vehicles, and nature-based solutions versus fossil fuels.

Green investments can create quality jobs, but this is not guaranteed. In developing countries, green jobs can provide avenues out of poverty, but too many are informal and temporary, limiting access to work security, safety, or social protections. In developed countries, new green jobs may have wages and benefits that aren’t as high as those in traditional sectors where, in many cases, workers have been able to fight for job quality through decades of collective action.

Government investment should come with conditions that ensure fair wages and benefits, work security, safe working conditions, opportunities for training and advancement, the right to organize, and accessibility to all.

Sustaining the Unsustainable: Why Renewable Energy Companies Are Not Climate Warriors

In the fight to address climate change, renewable energy companies are often assumed to be Jedi Knights. Valiantly struggling to save the planet, wind and solar interests are thought to be locked in mortal combat with large fossil fuel corporations that continue to mine, drill, and blast through the earth’s fragile ecosystems, dragging us all into a grim and sweaty dystopia.

In the United States and elsewhere, solar panels glitter on rooftops and in fields; turbines tower majestically over rural landscapes. The fact that, globally, the renewables sector continues to break records in terms of annual deployment levels is, for many, a source of considerable comfort. Acting like informational Xanax to ease widespread climate anxiety, news headlines reassure us that the costs of wind and solar power continue to fall, and therefore wind and solar is (or soon will be) “competitive” with energy from coal and gas. The transition to clean energy is, therefore, unstoppable.

By Any Means Necessary

Of course, wind and solar companies are not charities. They are, in a phrase, profit driven. They want to attract investment capital; they seek to build market share, and they all want to pay out dividends to shareholders. In this respect, renewable energy (and “clean tech”) companies are not fundamentally different from fossil fuel companies.

. . . [W]ind and solar companies are not charities. . . . In this respect, [they] are not fundamentally different from fossil fuel companies.

But so what? North-based environmental groups frequently point out that we have just a handful of years to start to make major reductions in emissions. Therefore, this is not a time, they insist, to split hairs or to make the perfect the enemy of the good. If electricity generation is the leading single source of CO2 pollution, then surely the more electrons generated by renewable sources of energy will mean fewer electrons being generated by fossil fuels. What more needs to be said?

But there are several reasons why, in their current role, renewable energy companies could be more part of the problem than they are part of the solution—which, if true, means a lot more has to be said. As we will see, they are beginning to squander their “social license” by being party to a “race to the bottom” dynamic that risks turning workers and many ordinary people against action on climate change. Equally serious, large wind and solar interests’ “me first” behavior is propping up a policy architecture that is sucking in large amounts of public money to make their private operations profitable.

They are sustaining a model of energy transition that has already shown itself to be incapable of meeting climate targets.[1] In so doing, these companies have not just gone over to the political dark side, they helped design it.

In Broad Daylight: Uyghur Forced Labour and Global Solar Supply Chains

The People’s Republic of China (PRC) has placed millions of indigenous Uyghur and Kazakh citizens from the Xinjiang Uyghur Autonomous Region (XUAR or Uyghur Region) into what the government calls “surplus labour” (富余劳动力) and “labour transfer” (劳动力转移)programmes. An official PRC government report published in November 2020 documents the “placement” of 2.6 million minoritised citizens in jobs in farms and factories within the Uyghur Region and across the country through these state-sponsored “surplus labour” and “labour transfer” initiatives. The government claims that these programmes are in accordance with PRC law and that workers are engaged voluntarily, in a concerted government-supported effort to alleviate poverty. However, significant evidence – largely drawn from government and corporate sources – reveals that labour transfers are deployed in the Uyghur Region within an environment of unprecedented coercion, undergirded by the constant threat of re-education and internment. Many indigenous workers are unable to refuse or walk away from these jobs, and thus the programmes are tantamount to forcible transfer of populations and enslavement.

It is critical that we examine the particular goods that are being produced as a result of this forced labour regime. This paper focuses on just one of those industries – the solar energy industry – and reveals the ways forced labour in the Uyghur Region can pervade an entire supply chain and reach deep into international markets. We concluded that the solar industry is particularly vulnerable to forced labour in the Uyghur Region because:

  • 95% of solar modules rely on one primary material – solar-grade polysilicon.
  • Polysilicon manufacturers in the Uyghur Region account for approximately 45% of the world’s solar-grade polysilicon supply.
  • All polysilicon manufacturers in the Uyghur Region have reported their participation in labour transfer programmes and/or are supplied by raw materials companies that have.
  • In 2020, China produced an additional 30% of the world’s polysilicon on top of that produced in the Uyghur Region, a significant proportion of which may be affected by forced labour in the Uyghur Region as well.

In the course of this research, we identified:

  • 11 companies engaged in labour transfers
  • 4 additional companies located within industrial parks that have accepted labour transfers
  • 90 Chinese and international companies whose supply chains are affected

This report seeks to increase the knowledge base upon which the solar industry determines its exposures to forced labour in the Uyghur Region. We investigated the entire solar module supply chain from quartz to panel to better understand the extent to which forced labour in the Uyghur region affects international value chains. The examples of engagement in these programs are meant to provide stakeholders with the evidence base upon which to judge risk of exposure to forced labour in the solar supply chain.

Two new reports call for end to subsidies and phase-out of Canada’s oil and gas industry

Two new reports expose Canada’s continuing financial support of the fossil fuel industry and call for a phase-out. These appeared in the same week as the federal government reported Canada’s latest National Inventory of Emissions to the United Nations’ UNFCC, showing that the oil and gas industry is the top source of carbon emissions in Canada.

The first report, by Environmental Defence, is Paying Polluters: Federal Financial Support to Oil and Gas in 2020 , released on April 15. It estimates that the government has provided or promised at least $18 billion to the oil and gas sector in 2020 alone, including $3.28 billion in direct subsidy programs and $13.47 billion in public financing. Paying Polluters decries the lack of transparency – especially for funding through Export Development Canada – but nevertheless attempts to list the tax subsidies and direct spending programs, in an Appendix at the end of the report. In addition to obvious subsidies, the tally includes loans for pipeline construction, research into new technologies for cleaner processes, job subsidies for reclamation of oil wells, and even policing costs for pipeline construction – think $13 million taxpayer dollars paid to the Royal Canadian Mounted Police to protect the construction site of the Coastal GasLink pipeline.

Environmental Defence concludes with five recommendations, including a call for greater transparency, and for “a roadmap to achieve Canada’s commitment to phase out inefficient fossil fuel subsidies before 2025, and shift these investments and public finance towards supporting a path to resilient, equitable zero-carbon societies.” It should be noted that the government first pledged to phase out these subsidies in 2009. The report is summarized, with reactions, by Sarah Cox in The Narwhal, on April 16.

A second report, Correcting Canada’s “One-eye shut” Climate Policy, was released on April 16 by the Cascade Institute. It summarizes Canada’s history of fossil fuel production, and refutes those who argue that we are a small country whose emissions don’t compare to those of China or the U.S. Calling on Canada to accept its global responsibility, the authors state that “Canada’s 2021-2050 oil and gas production would exhaust about 16 percent of the world’s remaining carbon budget. Canada is indeed a “carbon bomb” of global significance.” This is the first of many hard-hitting, frank statements in the report, including a highly critical discussion of the “fool’s gambit” of hydrogen production, and an assessment that “A highly resourced and well-organized “regime of obstruction” has developed in Canada to block effective climate action and ensure increased fossil fuel extraction.”

Lithium, Batteries and Climate Change: The transition to green energy does not have to be powered by destructive and poisonous mineral extraction

I have spent the last year working on a book called Fight the Fire: Green New Deals and Global Climate Jobs. Most of it is about both the politics and the engineering of any possible transition that can avert catastrophic climate breakdown. One thing I had to think about long and hard was lithium and car batteries.

I often hear people say that we can’t cover the world with electric vehicles, because there simply is not enough lithium for batteries. In any case, they add, lithium production is toxic, and the only supplies are in the Global South. Moreover, so the story goes, there are not enough rare earth metals for wind turbines and all the other hardware we will need for renewable energy.

People often smile after they say those things, which is hard for me to understand, because it means eight billion people will go to hell.

So I went and found out about lithium batteries and the uses of rare earth. What I found out is that the transition will be possible, but neither the politics nor the engineering is simple. This article explains why. I start by describing the situation simply, and then add in some of the complexity.

Lithium is a metal used in almost all electric vehicle batteries today. About half of global production of lithium currently goes to electric vehicles. And in future we will need to increase the production of electric vehicles from hundreds or thousands to hundreds of millions. That will require vast amounts of lithium.

There are three ways to mine lithium. It can be extracted from rock. It can be extracted from the brine that is left over when sea water passes through a desalination plant. Or it can be extracted from those brine deposits which are particularly rich in lithium. These brine deposits are the common way of mining lithium currently, because it is by far the cheapest. Most of the known deposits of lithium rich brine are in the arid highlands where Bolivia, Chile and Argentina come together.

Lithium mining is well established in Chile and Argentina. In both countries the local indigenous people have organized against the mining, but so far been unable to stop it. The mining is toxic, because large amounts of acid are used in the processing. But the mining also uses large amounts of water in places that already has little enough moisture. The result is that ancestral homelands become unlivable.

Bolivia may have even richer deposits of lithium than Argentina and Chile, but mining has not begun there. The Bolivian government had been led by the indigenous socialist Evo Morales from 2006 to 2019. Morales had been propelled to power by a mass movement committed to taking back control of Bolivia’s water, gas and oil resources from multinational corporations. Morales was unable to nationalize the corporations, but he did insist on the government getting a much larger share of the oil and gas revenue.[1]

His government planned to go even further with lithium. Morales wanted to mine the lithium in Bolivia, but he wanted to build factories alongside the mines to make batteries. In a world increasingly hungry for batteries, that could have turned Bolivia into an industrial nation, not just a place to exploit resources.

The Morales government, however, was unable to raise the necessary investment funds. Global capital, Tesla, the big banks and the World Bank had no intention of supporting such a project. And if they had, they would not have done so in conjunction with a socialist like Morales. Then, in 2019, a coup led by Bolivian capitalists, and supported by the United States, removed Morales. Widespread popular unrest forced a new election in October. Morales’ party, the Movement for Socialism won, though Morales himself was out of the running. It is unclear what will happen to the lithium.

That’s one level of complexity. The local indigenous people did not want the lithium mined. The socialist government did not want extractavism, but they did want industrial development.

Those are not the only choices.

For one thing, there are other, more expensive ways of mining lithium. It can be mined from hard rock in China or the United States. More important, batteries do not have to be made out of lithium. Cars had used batteries for almost a century before Sony developed a commercial lithium-ion battery in 1991. Engineers in many universities are experimenting with a range of other materials for building batteries. But even without looking to the future, it would be possible to build batteries in the ways they used to be built. Indeed, in January 2020, the US Geological Service listed the metals that could be substituted for lithium in battery anodes as calcium, magnesium, mercury and zinc.[2]

The reason all manufacturers currently use lithium is that it provides a lighter battery that lasts longer. That gives the car greater range without recharging, and it make possible a much lighter car. In other words, lithium batteries are cheaper.
