Relief Programs for Displaced Oil and Gas Workers: Elements of an Equitable Transition for California’s Fossil Fuel Workers

As California moves to meet its existing climate commitments—to cut greenhouse gas emissions by 50% by 2030 and to reach net zero emissions by 2045—the oil and gas industries will contract, and it is critical to invest in a strong, ongoing relief program to take care of displaced workers, their families and their communities.

Ecosocialism is the Horizon, Degrowth is the Way

“Degrowth” means many things to many people. To most, it probably doesn’t mean much beyond an antonym to “growth,” the process of getting larger or more complex. To some detractors, the term represents a scary violation of the imperative to increase GDP annually, what’s now a holy sacrament to policymakers and economic pundits (though less so to actual academic economists, who are more ambivalent). To its less pedantic and more hysterical detractors, it’s a ploy to take away everyone’s Hummers and return to a mushroom-foraging-based economy. 

At its most distilled, “degrowth” refers to a process of reducing the material impact of the economy on the world’s many imperiled ecologies, abandoning GDP as a measurement of well-being, and forging an equitable steady-state economy.

Although the concept of placing limits to economic growth is not very new, having been articulated by environmentalists several decades ago—most famously by the Club of Rome in 1972—the more recent iteration, only just over a decade old, emerges from the French décroissance. Given that the community and scholarship is so young, there’s still a lot of debate around some of the fundamentals of what the term means, and what it should mean. Some who believe in the principles recoil at the term itself: Noam Chomsky has said “when you say ‘degrowth’ it frightens people. It’s like saying you’re going to have to be poorer tomorrow than you are today, and it doesn’t mean that.” But many degrowth defenders, one of the most prominent being ecological economist Giorgos Kallis, stand by it and see value in such a unifying notion. 

Even so, there lurks some danger in all such terms and political communities, like socialism or democracy, as I have warned elsewhere of the perennial risk of being co-opted and ill-defined by bad-faith actors. If the degrowth critique goes only as far as targeting economic growth, or even general anticapitalism, there’s little intrinsic to it to stop a right-wing authoritarian program from co-opting degrowth rhetoric to justify imposing authoritarianism, or giving cover to cynical Global North states to demand degrowth of the Global South while continuing to disproportionately consume and pollute. Degrowth, if it is to get traction and if that traction is to be desirable, needs to be abundantly clear about what it stands for and what it rejects. Luckily, we have just the book to offer this much needed clarity. 

Economic anthropologist Jason Hickel is among the most eloquent advocates of degrowth, and has been intimately involved in the community’s attempt to stake out a useful, clear meaning for the term and pathway to integrating its principles into a coherent program. Hickel’s latest book, Less is More: How Degrowth Will Save the World published in August 2020 (with a paperback edition released this month), offers an abundance of facts, concepts, and research alongside a passionate defense of ecocentric and humanistic values. Hickel has achieved something many writers of popular nonfiction seek in vain: a high density of ideas and data delivered in a light, enjoyable narrative prose. The book makes a very strong case for a topic in need of strong cases. And Less Is More arrives in good company: degrowth advocate Timothée Parrique counted 203 essays, 70 academic articles, and 11 books on degrowth published in 2020. 

Some bad-faith commentators have attempted to paint degrowth as dressed-up primitivist austerity, intrinsically harmful to the Global South, but Hickel does a persuasive job emphasizing that degrowth actually means the opposite. He musters an army of historical and contemporary data, anecdotes, and theory to argue definitively that an equitable degrowth scenario is more likely to increase material abundance and resource access. If the ideology of growthism offers an ethic of constant amoral expansion and exploitation, degrowth(ism) offers a more restrained ethic that values an abundance of time, leisure, love, and equality over concentrated wealth and distributed waste. 

While the book explores the moral imperative for controlled degrowth, Hickel is equally comfortable arguing for degrowth from a standpoint of a purely rational approach to fundamentally shifting an economy that is currently heating the world to death, guaranteeing centuries of mass death and destruction. The only way to slow the rapid race to collapse civilization and accelerate extinctions is to stop the omnicidal political economy that rules the globe. Given the natural limits that thermodynamics and terrestrial ecologies impose on human economies and non-human populations, degrowth is inevitable: it’s just a matter of deciding whether human agency will play a positive, benevolent role in the process, or continue to maximize the chaos and violence involved. I asked Dr. Hickel via email about some of the major challenges to achieving degrowth reforms and some important peripheral issues. Here is our discussion:

Ecosocialism: A Brief Description

This is a write up of a talk I gave to my local Green Party meeting in Haringey, north London, a little while back, on ecosocialism. 

Ecosocialism is a green political philosophy - it is an ecocentric and democratic socialism, not to be confused with social democracy, at least in the longer run.

It is not like twentieth century socialisms, it is more like nineteenth century socialisms and owes a fair amount to anarchist theory. Twentieth century socialisms had, if anything, an even more dismal record than capitalism on ecology.

Ecosocialism is anti-capitalist, and sees the capitalist system as the effective cause of the ecological crisis.

Capitalism commodifies everything and puts a price on it, which is exchange value, and uses the earth as a resource for production and sink for the dumping of toxic waste from the production process, usually free of cost. Climate change is the most spectacular aspect of the ecological crisis, but not the only one. Capitalism releases toxic pollution, into the air, land and sea.

Capitalism is unable to solve the ecological crisis it has set going, because the logic of the system is to ‘grow or die’. Growth that is exponential and the earth is now close to its limit of being able to buffer the damage caused by this required infinite growth, on a finite planet.

I’m going to say something about the historical lineage of the philosophy, threads of which can be traced back for as long as human beings have formed communities, where some elements of ecosocialism can be found in the way people have lived in balance with nature. And today, many indigenous peoples around the world still practice some of these forms of social and economic management.

Karl Marx is somewhat of a controversial figure for ecosocialists, with some believing that he was essentially a ‘productivist.’ For myself, I believe that Marx’s work was of its time, and incomplete, but he certainly had a green side to him. Take this quote for example from the third volume of Capital:

From the standpoint of a higher economic form of society, private ownership of the globe by single individuals will appear quite as absurd as private ownership of one man by another. Even a whole society, a nation, or even all simultaneously existing societies taken together, are not the owners of the globe. They are only its possessors, its usufructuaries, and, like boni patres familias, they must hand it down to succeeding generations in an improved condition. (Marx 1894: 776). 

In South America ecosocialism has found its way into government. Venezuela, has a Department of Ecosocialism, although the ecosocialism pursued is not the purest in form. Bolivia runs forms of ecosocialism in government and has fought off many capitalist corporations plunder of the country’s natural resources, in mining and gas extraction on common land.

There is an English line too. The first stories to be told about Robin Hood, were of a man fighting against crown enclosures of common land. He has become famous for ‘robbing from the rich to give to the poor’, but in fact what he was doing, was fighting to stop the rich robbing from the poor.

Then there were the Diggers during the English civil war, who set up communes on common land and called for a ‘common treasury of the land.'

And William Morris, the nineteenth century socialist and craft movement champion. If you read his novel News from Nowhere, it describes an ecosocialist utopia.

In the modern age, ecosocialism emerged in the mid 1980s, in the west, in the United States, although you can argue quite convincingly that in the US it goes back to Murray Bookchin’s social ecology movement in the mid 1960s. And in the east, in India, where to a lesser extent ecosocialism emerged but more so in the philosophy of ecofeminism, which is a similar philosophy to ecosocialism. 

For example, ecosocialists agree with ecofeminists that the oppression of women in our society is part and parcel of the system's domination of nature, reproduction in particular. This is done by the capitalist system co-opting the prevailing patriarchal practices, to extract extra surplus value from the workers, in terms of unpaid domestic labour, without which the system could not function. 

And all for free to the system.

Examples of modern day ecosocialism, to an extent, can be found in the Kurdish area of northern Syria called Rojava and the Zapatistas in Chiapas the most southern state in Mexico.

So, what are the component parts of ecosocialism? There are many, but I’ve selected four of the main ones:

Mutual aid will help us survive the Biden presidency

Biden and Harris are not going to stop the crises we are facing — mutual aid projects are essential to survive and build the world we want to live in.

The only thing that keeps those in power in that position is the illusion of our powerlessness. A moment of freedom and connection can undo a lifetime of social conditioning and scatter seeds in a thousand directions.

Mutual Aid Disaster Relief

Many people are feeling great relief that Trump has been voted out and are rightly celebrating the efforts so many people have undertaken to make that happen. But even as we celebrate, we must ensure we do not demobilize, hoping that the new administration will take care of our problems. Unfortunately, we can be certain that the Biden/Harris administration will not address the crises and disasters of climate change, worsening wealth concentration and poverty, a deadly for-profit health care system and racist law enforcement.

Biden and Harris have built their careers off of criminalizing people. In response to the killing of Walter Wallace Jr. in October they promptly issued a joint statement focusing more words on admonishing protesters than acknowledging police violence. They have made crystal clear that they will not oppose fracking, and if they return to Obama-era climate policies, we are certainly doomed. Biden has a wretched pro-war record, and has expressed unconditional support for Israeli colonialism.

He recently tapped oil and gas industry booster Cedric Richmond as a top advisor and a third of his transition team comes from think tanks funded by the weapons industry. Under the new administration, even if they roll back some of Trump’s worst policies, our communities will still be witnessing worsening crisis conditions.

Trump’s policies and rhetoric were extreme, openly racist and sexist, climate change- and COVID-denying, which helped mobilize many people to question the legitimacy of the police, military, border enforcement and capitalist economy and join social movement work to oppose those systems. While we are all tired from four years of fighting Trump, nine months of urgently responding to the pandemic and all the loss and devastation it has caused, and the bold efforts that so many have undertaken to fight the police in the streets and organize an historic uprising against white supremacy, we cannot risk demobilizing now.

We must continue the momentum that Black Lives Matter, No DAPL, Not 1 More Deportation, Abolish ICE and other campaigns have built exposing the utter failures of the Democratic party to oppose racism, war, the oil and gas industry, criminalization and wealth consolidation, and the necessity for bold direct action in the face of mounting crises. More than ever before, we need to organize and sustain mutual aid efforts, both to survive the crises we are facing and to build our movements for change.

Resilience Before Disaster: The Need to Build Equitable, Community-Driven Social Infrastructure

This report, jointly released by APEN, SEIU California, and BlueGreen Alliance, makes the case for California to make long-term and deep investments in the resilience of its most vulnerable communities.

As California faces devastating wildfires, extreme heat, power outages, and an ongoing pandemic, the need to proactively advance climate adaptation and resilience is more clear than ever. However, these efforts typically focus on improving hard infrastructure–roads, bridges, and other physical infrastructure–to the detriment of social infrastructure, the people, services, and facilities that secure the economic, health, cultural, and social well-being of the community.

Traditional models of disaster planning have also proven deeply inadequate: They are coordinated through militarized entities like local sheriff’s departments and rely upon protocols like evacuating to faraway and unfamiliar sites, sharing emergency alerts in only one or two languages, and requiring people to present identification to access services, thus shutting out many from the support they need.

Through these crises, we’ve seen new models of disaster response emerge. In some places, neighbors have formed mutual aid networks to share their resources with one another, schools provided food to tens of thousands of families each day, and libraries were turned into cooling centers during extreme heat waves. What these approaches have in common is that they are rooted in the existing social and public infrastructure of communities.

This report provides a policy framework for community resilience by building out models for Resilience Hubs and In-Home Resilience. This dual approach to resilience captures the need for both centralized spaces and distributed systems that promote resilience within a community. Importantly, these are not models for just disaster response and recovery. Resilience is built before disaster.

A Pathway to a Regenerative Economy

The intersecting crises of income and wealth inequality and climate change, driven by systemic white supremacy and gender inequality, has exposed the frailty of the U.S. economy and democracy. This document was prepared during the COVID-19 pandemic which exacerbated these existing crises and underlying conditions. Democratic processes have been undermined at the expense of people’s jobs, health, safety, and dignity. Moreover, government support has disproportionately expanded and boosted the private sector through policies, including bailouts, that serve an extractive economy and not the public’s interest. Our elected leaders have chosen not to invest in deep, anti-racist democratic processes. They have chosen not to uphold public values, such as fairness and equity, not to protect human rights and the vital life cycles of nature and ecosystems. Rather, our elected leaders have chosen extraction and corporate control at the expense of the majority of the people and the well-being and rights of Mother Earth. Transforming our economy is not just about swapping out elected leaders. We also need a shift in popular consciousness.

There are moments of clarity that allow for society to challenge popular thinking and status quo solutions. Within all the challenges that this pandemic has created, it has also revealed what is wrong with the extractive economy while showcasing the innate resilience, common care, and original wisdom that we hold as people. Environmental justice and frontline communities are all too familiar with crisis and systemic injustices and have long held solutions to what is needed to not only survive, but also thrive as a people, as a community, and as a global family. We cannot go back to how things were. We must move forward. We are at a critical moment to make a downpayment on a Regenerative Economy, while laying the groundwork for preventing future crises.

To do so, we say—listen to the frontlines! Indigenous Peoples, as members of their Indigenous sovereign nations, Asian and Pacific Islander, Black, Brown and poor white marginalized communities must be heard, prioritized, and invested in if we are to successfully build a thriving democracy and society in the face of intersecting climate, environmental, economic, social, and health crises. A just and equitable society requires bottom-up processes built off of, and in concert with, existing organizing initiatives in a given community. It must be rooted in a people’s solutions lens for a healthy future and Regenerative Economy. These solutions must be inclusive—leaving no one behind in both process and outcome. Thus, frontline communities must be at the forefront as efforts grow to advance a Just Transition to a Regenerative Economy.

A People’s Orientation to a Regenerative Economy offers community groups, policy advocates, and policymakers a pathway to solutions that work for frontline communities and workers. These ideas have been collectively strategized by community organizations and leaders from across multiple frontline and grassroots networks and alliances to ensure that regenerative economic solutions and ecological justice—under a framework that challenges capitalism and both white supremacy and hetero-patriarchy—are core to any and all policies. These policies must be enacted, not only at the federal level, but also at the local, state, tribal, and regional levels, in US Territories, and internationally.

A Fair and Sustainable Economic Recovery Program for California

The COVID-19 pandemic has generated severe public health and economic impacts in California, as with most everywhere else in the United States. This report proposes a recovery program for California that is capable of exerting an effective counterforce against the state’s economic collapse in the short run while also building a durable foundation for an economically viable and ecologically sustainable longer-term recovery. This is an anti-austerity recovery agenda, including the following main elements:

Establishing Effective Public Health Interventions. This will generate millions of jobs through allowing the state to recover safely. Some of the industries in which workers have been hardest hit include restaurants and hotels, in-person retail trade, and health care. Workers in these industries all need to be provided with adequate Personal Protection Equipment so they can perform their jobs safely. They also need their rights at work to be fully protected, including the right to paid sick leave.

Upgrading California’s Public Infrastructure. California’s economy would receive a major boost, both in terms of short-run stimulus and longer-term productivity, by undertaking a large-scale public infrastructure investment program now. The study estimates that $25 billion in annual infrastructure investments in California will generate about 315,000 jobs within the state. Roughly half of these jobs will be in the construction industry, including new opportunities for carpenters, electricians, glaziers, plumbers, pipefitters, and construction laborers. Most of the rest of the jobs will be in manufacturing and a range of services.

Clean Energy Investments and High Road Job Creation. This study estimates that public and private investments in California to achieve the state’s mandated emissions and climate stabilization goals are capable of generating about 725,000 jobs in 2020 – 2021 through $80 billion in public and private investments in 2020 – 2021, and larger numbers thereafter to 2030. These investments will entail both: 1) greatly enhancing the state’s level of energy efficiency, including through deep energy retrofits to public buildings; and 2) massively expanding the state’s supply of clean renewable energy sources, starting with solar and wind power. New job opportunities will open for, among other occupations, carpenters, machinists, environmental scientists, secretaries, accountants, truck drivers, roofers and agricultural laborers.

Just Transition for All Displaced Workers. Some workers in California’s oil and gas industry will experience displacement over time through the state’s clean energy transition. This study estimates that about 1,400 oil and gas workers will be displaced per year between 2021 – 2030 and another 1,400 will voluntarily retire each year. All of these workers require Just Transition support, including pension guarantees, health care coverage, wage insurance, and retraining support, as needed. In addition to the oil and gas industry, a substantial share of jobs in hard-hit service industries such as restaurants, hotels and retail are likely to not return in the aftermath of the recession. Workers in these industries also need just transition support, including the extension of 100 percent unemployment insurance, Medicare health insurance coverage while unemployed, wage insurance, and high-road job training and placement support.

Regenerative & Just 100% Policy Building Blocks Released by Experts from Impacted Communities

The 100% Network launched a new effort to bring forward and coalesce the expertise from frontline communities into the Comprehensive Building Blocks for a Regenerative and Just 100% Policy. This groundbreaking and extensive document lays out the components of an 100% policy that centers equity and justice. Read the full report here.

Last year 100% Network members who are leading experts from and accountable to black, indigenous, people of color (BIPOC) and frontline communities embarked on a collective effort to detail the components of an ideal 100% policy. The creation of this 90-page document was an opportunity to bring the expertise of their communities together.

The Building Blocks document was designed primarily for frontline organizations looking to develop and implement their own local policies with a justice framework. Secondly, is to build alignment with environmental organizations and intermediary groups that are engaged in developing and advocating for 100% policies. The overall goals of the project are to:

  • Build the capacity of BIPOC frontline public policy advocates, so that impacted community groups who are leading, working to shape or just getting started on 100% policy discussions have information on what should be included to make a policy more equitable, inclusive and just
  • Align around frontline, community-led solutions and leadership, and create a shared analysis and understanding of what it will take to meet our vision for 100% just, equitable renewable energy.
  • Create a resource to help ensure equity-based policy components are both integrated and prioritized within renewable energy/energy efficiency policies. 
  • Build relationships across the movement between frontline, green, and intermediary organizations to create space for the discourse and trust-building necessary to move collaboration forward on 100% equitable, renewable energy policies. 

Blueprint for Europe's Just Transition: The Green New Deal for Europe (Edition II)

Europe today confronts three overlapping crises.

The first is an economic crisis, with rising levels of poverty, insecurity, and homelessness across the continent. The second is a climate and environmental crisis, with severe consequences for Europe’s front-line communities and even more perilous ones on the horizon. And the third is a crisis of democracy. Across the continent, people are disconnected from the locus of political decision-making not only in Brussels, but also in the communities where they reside.

These crises are products of Europe’s political decisions, and they are closely bound together. The promotion of extractive growth has driven environmental breakdown, and the devotion to budget austerity — over and above the democratic needs expressed in communities across Europe — has constrained our capacity to respond to it.

A radically new approach is necessary to reverse this destructive trend — and to deliver environmental justice in Europe and around the world. We call this approach the Green New Deal for Europe, and the following report is a comprehensive policy pack-age charting a course through Europe’s just transition.

A US green investment bank for all: Democratized finance for a just transition

In ways unimaginable just a few years ago, public banking and its potential for catalyzing a transition to a green and just future have been catapulted to the center of political and economic debate. The reason: The greed-driven excesses of Wall Street and global finance that gave rise to the 2008-09 global financial crisis are now continuing to drive today’s global crisis of climate finance.

The financial sector today offers seemingly limitless access to debt for financing planet-damaging consumption but does not carry its weight in financing solutions to the climate crisis. Of the $454 billion in climate finance invested in 2016, the private investment sector, which controls 80 percent of all banking assets, contributed $230 billion, while the public sector contributed $224 billion. That is, with only 20 percent of total assets, public banks invest nearly as much as all private banks combined. The short-term, return-maximizing horizons of private finance have failed, utterly, to drive anything like a green transition. The future of climate finance must look to the public sphere, not the private.

We must also ensure that the green transition is just. The costs of the global finance and climate crises have fallen disproportionately onto workers, women, racialized communities, and the most marginalized in society. In the financial crisis, failing corporations got direct bailouts; their low-wage workers and the unemployed got imposed austerity as public support systems were axed. The challenges the climate crisis will impose on both the natural and built environment will also necessarily be faced unequally and unjustly. The most marginalized will bear the brunt of transition by virtue of existing structural barriers and in-built systems of oppression.

What is urgently required is strategy and action on a green and just transition for all. Democratized finance will be key. Low-carbon infrastructure needs constructing, local jobs protecting, fossil fuels need to remain in the ground, the planet needs cooling, and social equity needs action. Yet there is no hope of this type of green and just transition without financial institutions that can be democratically commanded to function in the public interest.

It is for this reason that we propose the creation of a democratized US Green Investment Bank (GIB). A democratized GIB has the potential to catalyze a transition to a socially just and environmentally sustainable future that is otherwise impossible under the short-term, high-return regime of private financiers (regardless of the extent of their financial resources). The GIB’s potential is, of course, only realizable within a grander strategy of socioeconomic transformation, such as is envisioned within the Green New Deal. The proposed design of a new GIB is meant to fit strategically within this evolving framework. Its potential depends on the GIB catalyzing structural change in the public interest.
