Transit Equity Day Promotes “Stronger Communities through Better Transit”

To mark Climate Equity Day 2024, LNS Transit Organizer Bakari Height wrote in an Op Ed published in five newspapers:

For far too long, policymakers in Washington have prioritized highways and cars over public transit. This has devastating impacts not only for the climate crisis but on the budgets of local transit agencies and communities across the nation.

The fix?

>A new piece of legislation introduced last month by Congressman Hank Johnson from the Atlanta area would change that. The bill titled, “Stronger Communities through Better Transit Act” will provide high-quality transit to communities across the country.

A Newsweek op ed by John Samuelsen, international president of the Transport Workers Union and John Costa, international president of the Amalgamated Transit Union, explains how the Act would work:

The legislation would allocate $20 billion annually for four years, specifically so agencies could “make substantial improvements in transit service.” That’s $80 billion for operations, not capital projects.

>With such financial support, agencies could significantly boost their current schedules and run buses and trains more frequently. They could robustly extend the hours of operation on routes and lines that now are shut down for the night. And they could add entirely new service, like a local or express bus route, in tragically underserved neighborhoods.

Learning From Rosa Parks on Transit Equity Day

This past Saturday, Feb. 4th, 2023, was Transit Equity Day, “a collaborative effort of several organizations and unions to promote public transit as a civil right and a strategy to combat climate change…” organized by Labor 4 Sustainability.

For Transit Equity Day 2023, the People’s Transit Alliance held a canvass of transit riders in Downtown Berkeley to discuss what improvements could be made to the bus system, the planned service redesign, and the importance of transit workers and riders building power together.

Labor 4 Sustainability chose Feb. 4th, Rosa Parks’ birthday, in order to honor her legacy as a civil rights icon, and her courageous action taken on a segregated bus on December 1, 1955. Those of us raised in the United States know the story of Rosa Parks, and her refusal to give up her seat to a white passenger.

What is less well known is her long history as an organizer for the NAACP, her radical politics, and her lifelong commitment to fighting white supremacy in the United States. 

The People’s Transit Alliance wishes to share this neglected side of Rosa Parks’ story. As we organize in her name, we must disrupt the whitewashed version of her life that is taught in schools, and used by politicians and corporations to maintain the very systems of oppression that she spent her life fighting against.

Workers and Riders Unite for Transit Equity Day

For the past four years on February 4, Labor Network for Sustainability and a network of transit rider unions, community organizations, environmental groups and labor unions have organized Transit Equity Day (TED)–a national day of action to commemorate the birthday of Rosa Parks by declaring public transit a civil right. This year, TED made a big splash. Two states (Wisconsin and Minnesota) passed formal proclamations that declared February 4th Transit Equity Day—as did dozens of cities. Local transit activists organized more than 60 events across the country, LNS hosted a massive livestream, and we launched a transit equity workforce investment report with some of our partners!

This year, Transit Equity Day showcased many of the local transit organizers and their heroic efforts in making sure that Transit Equity remains a top priority in planning and maintaining our transit systems. Whether it was Fort Wayne, Indiana, Buffalo, New York, Atlanta, or Wisconsin, our network put Transit Equity front and center. Invest in Transit Equity, Invest in Transit Workers

On Transit Equity Day 2022, Transit Riders and Workers Join Together to Call for Prioritizing Workforce Investments

A new report by the Alliance for a Just Society, the Labor Network for Sustainability, and TransitCenter shows how inadequate investments in our public transit workforce have resulted in service cuts in cities, towns, and states across the country. Investments in the public transit workforce are urgently needed to boost economic opportunity and racial equity in our communities.

The report, released on Transit Equity Day, February 4, 2022, notes how inadequate investments in job quality, the aging transit workforce, and the effects of the COVID-19 pandemic have reduced transit staffing levels, and left many public transit systems unable to meet the needs of the communities they serve. That’s a problem for the millions of people in cities and rural communities across the country who rely on public transit every day.

The report also includes recommendations to help rebuild a strong transit workforce in communities across the country. The report emphasizes that the starting point to addressing any workforce problem is to engage in a dialogue with transit employees themselves, through their democratically elected union representatives, as well as riders and other community stakeholders. Operators, maintenance employees, and other transit workers know better than anyone how to improve job quality in order to hire and retain a skilled, stable and professional transit workforce. Labor-management negotiations can forge the most appropriate policy solutions to providing safe and healthy environments for transit workers; improving their working conditions; expanding access to good transit jobs; and ensuring workers have the skills and training needed to adapt to modernization efforts like electrification.

Bay Area Transit Workers Organize for Hazard Pay, Build toward Contract Campaigns

Oakland transit worker Connie McFarland drove home after a long shift last July 28 and logged onto Zoom for a board meeting of her employer, AC Transit. She joined a chorus of 40 workers and riders who held up the start of the agenda with nearly two hours of public comment.

Their demand: hazard pay for frontline transit workers.

Bus operator Sultana Adams, an assistant shop steward with Transit (ATU) Local 192, described the trauma of an assault by a rider who spat in her face. McFarland told the board, “We really would like to have some form of appreciation that’s more than lip service.”

By coming together around this popular demand, Bay Area transit workers built power across unions in the lead-up to their contract campaigns and fought to improve transit for their riders.

Transit Equity Network Calls on Congress to Pass Legislation that Truly Supports Accessible, Safe and Equitable Transit in Support of H.R.3744

The network of transit riders, community organizations, environmental groups, and labor unions responsible for organizing Transit Equity Day annually on Rosa Parks’ birthday to declare transit equity as a civil right have issued an Open Letter to Congress in support H.R. 3744, the “Stronger Communities Through Better Transit Act,” drafted by Rep. Henry C. (Hank) Johnson (D: GA-04) and introduced to the House Committee on Transportation and Infrastructure in early June. Twenty-five organizations have signed on to the letter including the Amalgamated Transit Union, Institute for Policy Studies Climate Policy Program, the Sierra Club, the NAACP Niagara Falls Branch, Central Florida Climate Action, Pittsburghers for Public Transit, and the Labor Network for Sustainability.

“We see transit equity as a civil right, workers’ right and climate-justice issue; and are committed to ensuring equitable access to public transit throughout the United States. Expanding public transit can help combat the causes of climate change and also fight economic injustice by providing greater accessibility in marginalized communities and ample training and job growth for transit workers,” the letter says. It adds:

“H.R. 3744, would authorize $20 billion annually from fiscal years 2023 through 2026 in operating assistance to transit agencies to improve frequencies, extend service hours, or add new high-frequency transit service. It also aims to prioritize that service to disadvantaged communities, areas of persistent poverty, and places with inadequate transit services.

“Workers and communities need better access to affordable, reliable public transit to meet essential needs and to help address climate disruption. Our economy will not grow without it. Communities of color will continue to be disproportionately left behind—today, people of color comprise 60 percent of transit ridership. Transit workers will continue to shoulder the pressures that come with infrequent bus service, lack of safety in transition beyond the COVID-19 pandemic, and possible job loss when new technologies are implemented without proper worker training. The Stronger Communities Through Better Transit Act will not single-handedly ensure transit equity; however, it is a critical step in securing a more reliable, safe, and frequent transit future for communities across the country.”

Community Hearing on Transit Equity 2021: Findings and Recommendations

In February 2018, the Amalgamated Transit Union (ATU) partnered with the Labor Network for Sustainability to launch Transit Equity Day in honor of Rosa Parks’ birthday, which is on February 4. We chose to honor Rosa Parks for the role she played in the civil rights movement by refusing to give up her seat at the front of the bus and, in doing so, lift up transit as a workers’ rights, civil rights, and climate-justice issue.

Since its launch, Transit Equity Day has grown each year. In 2020, there were events in 50 cities and a social media explosion that brought attention to transit equity beyond just the participating locations. Just as important, a Transit Equity Network emerged through the process. Consisting largely of grassroots advocates, the network has grown and relationships have deepened both locally and nationally.

After the success of Transit Equity Day 2020, participants were ready to work together on a national initiative. We wanted to develop a stronger sense of unity and shared values. We sought to shape a broad vision of what we wanted from our transit systems across the nation. But rather than creating a vision document ourselves, the Transit Equity Network leaders wanted first to hear directly and collectively from transit stakeholders—riders, workers, families reliant on transit, and community activists—about their needs, frustrations, and hopes.

Then came the COVID-19 pandemic and, with it, a transit crisis. With ridership plummeting and state and local budgets imperiled, it became clear that transit was facing an existential threat. The pandemic laid bare the crisis of inequality and highlighted the essential need for transit. While thousands of workers in sectors not considered essential stopped using transit, millions of essential workers continued to need to get to their jobs: workers in healthcare, public service, food and agriculture and others continued to work to keep us safe and healthy. Many of these workers were in low-wage jobs and dependent on transit, but transit services were being cut and health and safety was not adequately addressed in many systems that remained in service. The dangers associated with the pandemic were exacerbated for unemployed and low-income riders who rely on transit to get to healthcare appointments, grocery stores, pharmacies, and other necessary retail establishments. The idea of holding a (virtual) community hearing on transit was born in this context. The crisis caused by the pandemic made it even more apparent that we needed to hear directly from transit riders and workers about how to address the crisis in the short-term and improve the system in the long-term. For Transit Equity Day 2021 we convened two days of live testimony–as well as pre-recorded testimony–over Zoom with hearing facilitators who came from the policy and social justice world, with Spanish interpretation and to the extent we were able, accommodations for the physically challenged.

This report is a summary of those hearings–rooted in the experience of workers and riders. We have tried to highlight recurring themes, distill the most salient points and remain faithful to the intent of the testimony. Transit riders and workers were very clear about the important role transit plays in their lives and in their community. At the same time, they identified problems with the current system and offered constructive solutions to address them. We structured each key theme of these findings in a similar fashion: 1) recognize the critical benefit of public transit to those who are most vulnerable; 2) identify the existing problems and inequities in public transit; 3) propose policy solutions to both fix and improve public transit.
