A Railroad Worker Strike Could Shake the Economy’s Foundations

Once a coveted job, conditions for railroad workers have badly deteriorated. But railroad workers are central to our economy — so central that a current impasse between railroad companies and associated unions has prompted Joe Biden to intervene.

Six months ago, the spouses of Burlington Northern Santa Fe Railway Corporation (BNSF) employees detailed the toll the job was taking on their families. A letter containing twenty-five of their stories portrays a climate where workers find it impossible to maintain a personal life.

Nichole Bischoff, who has taken the lead in organizing railroad worker spouses, said to a local news outlet, “So many parents wanna be at every trick-or-treating event, every school function, baseball game and they just can’t, and our kids learn to live with it.”

“My husband can’t even attend any of his appointments,” one anonymous spouse complained. “He has already gotten dropped from a couple [health care] providers for poor compliance.”

Now conditions for railroad workers are poised to take center stage nationally. On Friday, July 15, President Joe Biden intervened in a labor dispute that could have a dramatic impact on the nation’s economy. Contract negotiations between the major freight railroad companies and their associated unions, representing 115,000 railway workers, have reached an impasse. Utilizing the procedures of the Railway Labor Act, the president stepped in to form a presidential emergency board that will hold hearings and issue recommendations during a thirty-day “cooling-off” period.

But there are no guarantees that this mediation will produce a settlement, as railworkers have been pushed to the brink by decades of brutal corporate cost-cutting measures.

The London Branch of the IWW stands with the rail workers in their ongoing dispute. They are fighting not just for themselves, but for us all: as well as their livelihoods, the safety standards of the British rail network are under threat. The government-backed rail operators are attempting to reduce staffing levels on platforms, trains, and tracks in order to drive down wages, which they see simply as an overhead cost. Further, they intend to rehire many workers on zero-hours agency contracts in order to circumnavigate labour rights such as paid leave for holiday, sickness, and parenthood as well as allowing them to dismiss workers without notice or redundancy pay.

The transport industry is one of the few remaining industries in Britain with high union membership. This attempt to break it up by dividing the workforce is a direct attempt to weaken the unions, and the labour movement as a whole.

On top of it all, comes a slap in the face: during this period of exaggerated cost of living, and while the shareholders take home millions in profit, they are offering the workers that they aren’t trying to sack a real-terms pay cut.

However, the workers are standing strong: in the face of an endless torrent of vitriol from the British government and press, they are taking every opportunity to expose the inequalities and injustice that they face. Members of our branch have been proud to stand shoulder-to-shoulder in solidarity with these workers on the picket lines, and we will continue to offer our support until the dispute is won. As long as we continue to stand together, we can tip the balance in the favour of workers around the world.

Mutual aid is the currency of solidarity; direct support for the striking worker is crucial to their success. As such, the IWW London branch are setting a budget to allow members to donate food and drinks to workers on the picket lines, and we encourage any members or supporters with the means to make a donation to the strike funds.

The momentum of the union movement is growing once again in Britain after half a century of targeted assault. Public support is on the rise, and workers in unions across the country are balloting to take action and stand up for their rights and their dignity. The doubling-down on anti-union rhetoric by the government and press is evidence that they are aware of the power that a unionised workforce wields, and that they are threatened by it.

The IWW welcomes any and all workers both in and out of employment and of any nation, race, gender, or creed. Together we stand for a fairer world.

Solidarity with Striking RMT Workers

The Landworkers’ Alliance wishes to send a message of solidarity to the 40,000 members of the Union of Rail, Maritime, and Transport (RMT) taking strike action today.

The workers taking this action include guards, signallers, maintenance and catering staff who are striking against a multipronged attack on their working conditions by Network Rail and the 14 Train Operating Companies. These including proposed £2bn of cuts to the rail system which will result in 2,500 fewer maintenance staff and 625,000 fewer hours of maintenance, the closure of 1,000 ticket offices, and an 8% pay rise over two years at a time when the RPI rate of inflation is already running at 11.4%. The RMT is striking against policies that threaten to make the railways less safe and less viable as a system of transport, when the extreme heatwaves of last week have foregrounded the necessity of transitioning to a transport system based on public provision rather than private vehicles.

This comes as likely Prime Minister-to-be Liz Truss pledges to restrict the fundamental right of rail workers to strike, and the introduction of new legislation that will allow companies to hire agency workers to replace strikers. These proposals will make it harder for everyone to defend themselves from companies who care more about their rates of profit than their workers and the people using their service.

These cuts also come shortly after the Train Operating Companies turned a £600m profit. In 2020, the Rolling Stock Companies, who own the trains, paid out almost £1bn in dividends to their shareholders. We recognise the similarities between the relationship that the Train Operating Companies have with the rail system and its workforce to the relationship that industrial agribusiness has with the food system. It is an extractive relationship that seeks to take as much value out of the system as possible, with little care for the damage that this practice does to the railways and the people that work them.

As a union of landworkers, peasants and small farmers, we try to place ourselves in the traditions of the wider labour movement. The Tolpuddle Martyrs, who were famously deported to Australia in 1834 for breaking the Combination Laws that prevented workers from forming trade unions, were agricultural workers themselves. We also recognise the essential role that the fight for better wages and working conditions plays in the struggle for a better food system. For too long cheap, mass- produced food has been used by successive government as an alternative to social policies that would increase incomes for working people. Only through the maintenance of an industrial food system, whose true costs of environmental destruction and superexploitation of agricultural workers are not reflected in their price at the supermarket, can a system that continually seeks to reduce wages sustain itself.

U.S. Railroad Workers Inch Closer to a Possible National Strike

After Biden appointed an emergency board to help resolve the labor dispute, rail workers warn: “We have the ability to stop the trains from moving.”

After waiting over two years to secure a new union contract, and still reeling from the impacts of Wall Street-ordered cost-cutting measures, 115,000 beleaguered workers who operate the nation’s freight railroads are inching closer towards a possible strike, which could come as soon as September. 

In an effort to drive down operating expenses and reward their wealthy shareholders, in recent years railroad companies have implemented ​“precision scheduled railroading,” or PSR — a version of just-in-time, lean production that centers on reducing the workforce and closing facilities. 

“For years, they cut and cut and cut. It didn’t matter which department or terminal, it was indiscriminate,” said Michael Paul Lindsey, an Idaho-based locomotive engineer with Union Pacific.

Over the past six years, the major Class I railroads like BNSF, Union Pacific, CSX and Norfolk Southern have slashed their collective workforce by 29 percent (around 45,000 workers), leaving the industry woefully understaffed and putting extra strain on workers already accustomed to long, irregular hours. 

Lindsey said the severe staffing shortages have resulted in ​“constant chaos and crisis,” with workers being called at all hours, day and night, expected to take on assignments they were not initially scheduled for. 

Cost-cutting has also meant freight trains are running with more cars and more cargo than existing infrastructure is equipped to handle, or else misrouting rail cars just to get them moving. This cost-cutting, along with a labor shortage, have been major contributors to the supply-chain crisis. 

Meanwhile, the railroad companies remain highly profitable, with owners raking in $183 billion in stock buybacks and dividends since 2010.

Belarusian ‘railway partisans’ face death penalty

The Belarusian regime is threatening “railway partisans”, arrested for sabotaging signalling equipment to disrupt the Russian invasion of Ukraine, with the death sentence.

Criminal investigators have passed a file on the first three cases – Dzmitry Ravich, Dzianis Dzikun and Aleh Malchanau of Svetlagorsk – to court prosecutors.

The state Investigations Committee says they could face the death penalty, although lawyers say there is no basis for that in Belarusian law.

On Saturday 23 July, Belarusians will protest at their country’s embassy in London, in support of the Svetlagorsk defendants and eight others arrested on terrorism charges.

Ravich, Dzikun and Malchanau were detained in Svetlagorsk on 4 March this year – a week after the full-scale Russian invasion of Ukraine – along with Alisa Malchanau, Aleh’s daughter, and Natalia Ravich, Dzmitry’s wife, who were released a few days later. 

Dzianis Dzikun’s brother, Dmitry, said in an interview last month that Dzianis had wanted “to help Ukraine somehow”. Three people had been arrested, he said, and:

As far as I understand, people knew [at that time] that all the Russian equipment was moving towards the north of Ukraine through Belarus. And for that they used the railways. They wanted to help Ukraine somehow – to stop these armaments, to make sure they couldn’t go further.

There are 11 people in the “railway partisans” case, and now the first three are going to court. For me, these people are heroes. They didn’t sit at home, like the “armchair battalion”. At least they tried to do something.

Dmitry said that Dzianis, who is in a detention centre at Gomel’, had been able to send and receive letters, and had been visited by his partner and and his sister.

Straight after his arrest in March, it was very different. Dzianis was severely beaten and forced to record a so-called confession on video – one of the Belarusian security forces’ standard techniques. Dmitry said:

On the so called “confessional” video it is clear that my brother’s face was smashed in. A black eye, swelling on his chin. The day before he was arrested, we spoke [on line] in the evening. I saw how he looked; not so much as a scratch. He was feeling fine. [But after his arrest] he was limping. Other people saw him. He was holding his side, his face was bruised.

The case against Ravich, Dzikun and Malchanau concerns an arson attack on a railway relay cabinet. This is reportedly the most common form of rail sabotage: it wrecks automatic signalling systems, disrupts schedules and forces trains to move at reduced speeds of 15-20km/hour.

The Svetlagorsk trio have been charged with: participating in an extremist organisation; acts of terrorism; deliberate harm to the transport system, resulting in serious damage and threats to life; and treason.

The Investigations Committee said the trio could face the death penalty. But Zerkalo, the independent news site, published legal advice that the death penalty for terrorism offences, introduced on 29 May this year, can not be applied retroactively. Prior to that date, it could only be applied if the offences had led to deaths.

Obviously there is no reason to think that Alyaksandr Lukashenka’s regime will obey its own laws, and so the lives of the Svetlagorsk accused are in danger.

The news about people who work for a living has featured some recent breakthrough stories, where previously immune companies have seen their workers organize and form unions. But what about an industry that remains one where unions have a long history and are still active? 

Very few people pay attention the way we should to railroads in America. That may be about to change, and not in a good way.

Sure, news about expanding Amtrak seems like a good thing, and there are plenty of High-Speed Rail (HSR) proposals — usually accompanied by reports on how expensive they are and how long they will take to build — if they can get past the NIMBY folks, the highway and airline lobbies, and the fossil fuel interests.

People freak out about bomb trains (understandable), and derailments — but how many people pay attention otherwise to the condition of our rail corridors, how much the industry is investing in itself, how much of the national economy depends on rail service, and the conditions for the people who work for the railroads?

Or the public good for that matter?
