Biden Promised “Good-Paying Union Jobs,” But It Will Take Organizing to Get Them

Since the historic and controversial Inflation Reduction Act (IRA) was signed into law in August, the economy has begun showing early signs of shifting and recalibrating beneath our feet. Honda Motor Company and LG Energy Solution have announced plans for a lithium ion battery plant, with their sights on Ohio; hiring has ticked up at a small business in Texas that builds wind and solar power plants; and the state of Connecticut is soliciting applications for millions in funding for community-led climate adaptation plans in anticipation of IRA funds to come, plus funding from the bipartisan infrastructure law signed last year. The IRA set aside $369 billion in climate and energy spending, which researchers estimate will translate to 9 million jobs over the next decade.

But as cities, states, nonprofits, industry groups and corporations all scramble to sweep up a slice of that funding, the degree to which these jobs will live up to being the Biden administration’s promise of “good-paying union jobs” remains to be seen. So too does whether and how those positions will be made available to the frontline and fenceline communities of color that have suffered the most from decades of disinvestment, pollution and manipulation at the hands of the fossil fuel industry, as well as to those working in the industry itself.

“Having that stuff in the federal bill is great, but unless we are organizing to bring these things into reality, it’s not going to happen,” said Rick Levy, president of the Texas AFL-CIO at a Climate Jobs Summit earlier this month. Levy warned that Republican-led state officials and contractors could be wary over accepting clean energy grants and tax breaks from the federal government, given the labor protections and training stipulations the money is contingent upon.

Texas Democrats, unions call on Interior to protect workers’ rights in offshore wind leasing

A coalition of Texas unions and members of Congress is calling on the Biden administration to ensure workers’ rights are protected in the buildout of offshore wind infrastructure in the Gulf of Mexico. 

In a letter sent out Thursday morning, Democratic Reps. Al Green, Lloyd Doggett, Sylvia Garcia, Marc Veasey, Veronica Escobar, Vicente Gonzalez, Sheila Jackson-Lee and Joaquin Castro, who all represent districts in Texas, called on the Bureau of Ocean Energy Management (BOEM) to ensure that Gulf-based wind power projects are built by union labor.

The representatives noted that due to organizing obstacles at the state level, union membership among workers is about one-third the national rate in Texas.

In the letter, the members called on BOEM to ensure that leasing terms for wind projects in the Gulf include a requirement for a project labor agreement (PLA), or a pre-hire collective bargaining agreement between construction unions and contractors. 

The members also called for the use of a community workforce agreement, a PLA with a goal of hiring low-income workers for construction projects. 

The letter follows a public comment submitted in February by the Texas Climate Jobs Project, a coalition of labor unions in the Lone Star State that aims to bridge the gap between addressing climate change and the needs of workers. The group cites what it says is endemic wage theft in the construction business in Texas, and called on BOEM to incorporate local working conditions into its environmental analysis. 

“What we’re asking for is when they do issue those leases, that those leases have requirements in there for job quality, for the ability of workers to come together … and community benefits so that even as we build this renewable capacity, we’re making sure that working people, and people who have historically been disadvantaged by the way energy has been produced in Texas, have a real seat at the table,” Rick Levy, president of the Texas AFL-CIO, said in an interview with The Hill Wednesday. 

Levy described offshore wind as the ideal project to assuage what he said was unease among parts of organized labor about renewable energy’s effect on jobs. 

U.S. Labor Leaders Respond to IPCC Report; Urge Swift Action New IPCC report underscores urgency of equitable, pro-worker climate action and swift energy transition

Today, climate jobs leaders from across the United States responded to the latest IPCC report, which spells out the dire costs and consequences of the impacts of the climate crisis, arguing that the updated climate science underscores the urgency of taking bold, science-backed, and pro-worker climate action to build an equitable renewable energy economy.

The Impacts, Adaptation and Vulnerability report released today represents the second portion of the IPCC’s Sixth Assessment Report. The IPCC experts find that human-caused climate breakdown has already led to certain irreversible impacts and that the window for adapting to climate breakdown will close quickly over the next decade. The report’s core message is that we must take immediate transformative action to implement equitable climate adaptation measures and slash emissions in order to avoid climate catastrophe.

How the US labor movement is getting to grips with the climate crisis

In the beginning of this summer, the US state of Connecticut passed legislation to guarantee prevailing wage and benefits are provided to workers on clean energy projects.

The law was a product of labor unions and environmental groups working together to educate workers about the climate crisis and develop solutions, with a focus on creating good-paying, unionized jobs and opportunities to combat economic inequities.

Through organizing led in part by the Climate Jobs National Resource Center and the Workers Institute at Cornell University, this strategy has been adopted in other states around the US, such as New York, Connecticut, Rhode Island, Illinois and Texas. For the labor movement and environmentalists it seems a win-win: tackle the ever more urgent climate crisis while at the same time address inequality by strengthening America’s labor movement.

Aziz Dehkan, executive director of the Connecticut Roundtable on Climate and Jobs, a coalition of local labor unions and environmental groups, explained the legislation in the state was built on efforts to ensure that a large solar project in East Windsor employed local, union workers rather than out of state or low-wage workers. The project also provided opportunities for individuals to enter apprenticeship programs and access jobs created through renewable energy projects.

“It came naturally to us that for every renewables project, we can’t keep going after individual projects,” said Dehkan. “If we don’t do it this way, we’re not going to be able to meet the standards in Connecticut to get close to zero carbon emissions by at least 2030.”

The coalition is also working on carbon-free schools and public transit equity campaigns.

Fossil fuel unions in Texas sign on to a climate jobs plan

A July report from the Workers’ Institute at Cornell University Industrial Relations School examines the state of play in Texas and makes a series of recommendations “that can help Texas simultaneously combat climate change, create high-quality jobs, and build more equitable and resilient communities.” Combatting Climate Change, Reversing Inequality: A Climate Jobs Program for Texas identifies the current challenges : a COVID-19 public health pandemic and ensuing economic crisis; a growing crisis of inequality of income, wealth, race and power; and the worsening climate crisis, which has brought weather disasters to the state.

Texas is an interesting case study: it is the state with the most greenhouse gas emissions and pollution in the U.S., with 42.4% of emissions from its well-established oil and gas industry. Oil and gas (including extraction, refining, petrochemical production) employs over 450,000 Texans, with a state-wide unionization rate of 4.8%. But Texas also leads the states in wind power installations and has wind power manufacturing facilities. Into this mix, the researchers crafted a series of concrete recommendations for jobs-driven strategies to achieve a low-carbon, more equitable economy. These include targets for the installation of wind, solar and geothermal energy, along with an upgraded electricity grid to handle renewables; a target of 2040 to electrify school buses and State and Local government vehicle fleets ; construction of a High-Speed Rail Network between the five largest cities in Texas; a target to reduce energy use in existing buildings by 30% by 2035, and a mandate for Net-Zero Emissions for new construction by 2050; and the creation of a multi-stakeholder Just Transition Commission. The report also applies many of these recommendations for the cities of Houston, Dallas, and San Antonio.

Each of these state-wide recommendations is described in detail, with costing, GHG emissions reductions estimates, and job creation estimates by sector. Total direct jobs created over a range from 10 to 25 years is estimated at 1,140,186, with another 1,125,434 indirect and 913,981 induced jobs.

The report was written by Professors Lara Skinner and J. Mijin Cha, with research assistance from Hunter Moskowitz and Matt Phillips, in consultation with 27 Texas labour unions. It accompanies the launch of the Texas Climate Jobs Project , an offshoot of the Texas AFL-CIO. ‘Everyone Wants a Good Job’: The Texas Unions Fighting for a Green New Deal

The myth that climate action kills jobs is dying. Study after study shows that serious environmental policy spurs job creation. Most recently, a July report found that meeting the Paris Agreement’s goals could create 8 million positions globally by 2050.

Organized labor still opposes some environmental policies, though, particularly building trade unions looking to protect their members’ jobs in the fossil fuel industry. The sector isn’t a great employer, with oil and gas companies slashing thousands of non-unionized workers in recent years. But by and large, jobs in coal, oil, and gas pay more than those in clean power and are more frequently unionized.

But labor and climate organizers are aiming to ease fossil fuel workers’ concerns, with an increasing push to make sure the climate jobs of the future are unionized and pay as well as their fossil fuel counterparts. They’re also putting the need to protect workers at the forefront rather than treating labor as an afterthought. The growing climate-labor movement could be the key to making sure decarbonization actually happens in a speedy and fair manner, and it’s making inroads in some surprising places.

Texas Unions Launch Major Effort to Combat Climate Change, Tackle Inequality in US Energy Capital

A new and growing coalition of Texas labor unions Monday launched the Texas Climate Jobs Project (TCJP), a major joint effort to fight climate change and reverse income inequality in the energy capital of the country.

A new report by climate and labor experts at Cornell University, Northeastern University, and Occidental College, in consultation with 27 Texas labor unions, accompanied the launch and outlays out a comprehensive climate jobs action plan to put Texas on the path to building an equitable clean-energy economy. A provision of the plan includes the installation of 40 GW of solar energy and 100 GW of wind energy and the electrification of school bus and public vehicle fleets by 2040.

The launch of the Texas Climate Jobs Project comes a day before the Texas AFL-CIO convention, at which the state’s labor leaders are expected to pass a resolution backing the coalition’s mission and its foundational report.

“Texans are facing several converging crises: a changing climate that is hurting working people first and worst, skyrocketing income inequality, and deep racial injustice,” said Rick Levy, President of the Texas AFL-CIO. “Today, the Texas labor movement is coming together to endorse a historic proposal that would tackle these crises by creating good union jobs across our state and combating climate breakdown. As the unions that power the energy capital of America, we believe the Texas Climate Jobs Project can lead the way in transforming our economy in ways that lift up working families and communities while protecting the air we breathe and the water we drink. We must make sure that the workers who have powered this state for generations are not left behind.”

The Texas Climate Jobs Project will advocate for long-term solutions to these intertwined crises by pushing state and local lawmakers to tap the state’s massive renewable energy potential and create millions of new family-sustaining union jobs, as outlined in the report’s recommendations.

In addition to outlining targets for renewable energy development and vehicle electrification, the report calls for the retrofitting and installation of solar panels systems on all Texas public K-12 schools by 2035, the creation of a Just Transition Commission, and the construction of a high-speed rail network.

“Climate change is hurting every working person in Texas,” said Bo Delp, Executive Director of Texas Climate Jobs Project. “Today, unions from across our state are advancing their vision of a pro-worker, pro-climate agenda that gives everyone a fair shot to succeed in our clean energy transition.” 

Combatting Climate Change, Reversing Inequality: A Climate Jobs Program for Texas

Texas is currently confronted by three major, intersecting crises: the COVID-19 public health pandemic and ensuing economic crisis; a growing crisis of inequality of income, wealth, race and power; and the worsening climate crisis, which continues to take its toll on Texans through hurricanes, major flood events, wildfires, debilitating heat waves and the significant economic cost of these extreme weather events. These crises both expose and deepen existing inequalities, disproportionately impacting working families, women, Black, Indigenous and people of color (BIPOC) communities, immigrants, and the most vulnerable in our society.

A well-designed recovery from the COVID-19 global health pandemic, however, can simultaneously tackle these intersecting crises. We can put people to work in high-quality, family- and community-sustaining careers, and we can build the 21st century infrastructure we need to tackle the climate crisis and drastically reduce greenhouse gas emissions and pollution. Indeed, in order to avoid the worst impacts of the climate crisis, it is essential that our economic recovery focus on developing a climate-friendly economy. Moreover, there are significant jobs and economic development opportunities related to building a clean energy economy. One study shows that 25 million jobs will be created in the U.S. over the next three decades by electrifying our building and transportation sectors, manufacturing electric vehicles and other low-carbon products, installing solar, wind and other renewables, making our homes and buildings highly-efficient, massively expanding and improving public transit, and much more.

Conversely, a clean, low-carbon economy built with low-wage, low-quality jobs will only exacerbate our current crisis of inequality. The new clean energy economy can support good jobs with good benefits and a pipeline for historically disadvantaged communities to high-quality, paid on-the-job training programs that lead to career advancement. Currently, the vast majority of energy efficiency, solar and wind work is non-union, and the work can be low-wage and low-quality, even as the safety requirements of solar electrical systems, for example, necesitate well-trained, highly-skilled workers.
