'Only the Beginning': Democrats' IRA Set to Create 100,000+ US Green Jobs

A leading climate action group on Monday published a report revealing that the 94 clean energy projects announced since U.S. President Joe Biden signed the Inflation Reduction Act into law last August are set to create more than 100,000 green jobs.

Climate Power—which published the report as part of a new six-figure national ad campaign touting the growing green economy—said that since the IRA became law without any Republican support last year, "companies are racing forward with massive investments to build our clean energy future."

"New manufacturing in wind, solar, batteries, and electric vehicles—along with storage projects across the country—mean new, good-paying jobs for hard-working Americans," the group continued. "In the six months since the landmark climate and clean energy investments became law, clean energy companies have announced more than 100,000 new clean energy jobs for electricians, mechanics, construction workers, technicians, support staff, and many others."

"As the largest U.S. investment in clean energy and climate in history, this national clean energy plan will continue to reshape and recharge our economy for many decades to come," Climate Power added.

While green groups have generally praised the IRA's historic $369 billion investment in renewable energy production and innovation, activists have condemned provisions including fossil fuel tax credits and mandatory lease sales on public lands and at sea.

The 94 new clean energy projects in the Climate Power report—which are spread across 31 states and have a combined investment value of $89.5 billion—include:

Forty new battery manufacturing sites in places like Van Buren Township, Michigan; Tucson, Arizona; and Florence County, South Carolina. So far, 22 companies have announced plans for new or expanded electric vehicle manufacturing in Pryor, Oklahoma; Montgomery, Alabama; Highland Park, Michigan—and more. A further 24 companies shared plans to expand wind and solar manufacturing in cities including Pueblo, Colorado; Perrysburg, Ohio; and Georgetown, Texas. The majority of the projects are in seven states—Arizona, Georgia, Michigan, Ohio, South Carolina, Tennessee, and Texas.

"Thanks to President Biden's affordable clean energy plan, businesses are investing in manufacturing like never before, and planning to create good-paying jobs in every corner of the country," Climate Power executive director Lori Lodes said in a statement.

"This is only the beginning—we're months after the passage of the Inflation Reduction Act and we're already at the precipice of a renewed manufacturing, made-in-America boom that will create opportunities for millions of Americans, all while reducing toxic emissions that harm the health and wellbeing of our communities," Lodes added.

Last month, the International Energy Agency said in a report that "the world is at the dawn of a new industrial age—the age of clean energy technology manufacturing," and that green manufacturing jobs will more than double by the end of the decade if countries worldwide live up to their climate and energy pledges—a huge "if" given that global emissions remain at record levels.

Howie Hawkins (Ukraine Solidarity Network US): ‘The anti-imperialist position is to support the national liberation struggle of the Ukrainian people’

Howie Hawkins is a retired Teamsters union warehouse worker, the US Green Party 2020 presidential candidate and an ecosocialist. Together with a range of other leftists, socialists, unionists and academics, he recently helped set up the Ukraine Solidarity Network (US). Hawkins spoke to Federico Fuentes about the initiative and the challenges of building solidarity with Ukraine while opposing US imperialism.

Could you tell us a bit about how and why the Ukraine Solidarity Network came about, and what the fundamental aim of the network is? What practical solidarity does the network plan to carry out?

The Ukraine Solidarity Network was initiated at a meeting at the Socialism 2022 conference in Chicago in early September. We convened following a talk on “Ukraine, Self-Determination, and Imperialist War” by Yuliya Yurchenko of Sotsialnyi Rukh (Social Movement), a democratic socialist organisation in Ukraine. Though initiated by socialists, we agreed to build a broader network of people to support the Ukrainian people’s national liberation struggle. Our fundamental aim is to build moral, political and material support in labour and social movements for the people of Ukraine in their resistance to Russia’s invasion and their struggle for independence, democracy and social justice. We want to nurture links between progressive labor and social organizations in Ukraine and the United States.

Public education is an immediate priority. We want to counter the narratives of significant parts of the old left and the peace movement in the United States who have decided that if the US is sending arms to Ukraine, they must automatically oppose that support. Given the vicious history of US imperialism, that stance may be understandable. But a one-size-fits-all conclusion is not justified without a critical examination of each conflict. Would these people have opposed US military aid to the anti-fascist forces in the Spanish Civil War because it came from the US imperialist state? Or the military aid the US gave to the Soviet Union in World War II? Or the US arms and special forces the US sent to the Viet Minh resisting the Japanese invasion during that war? In the case of Ukraine, the knee-jerk conclusion of no US aid to the Ukrainian national liberation struggle reveals a US-centric colonial mindset. It sees US imperialism as the cause of what they call “the US proxy war on Russia.” It renders the Ukrainians invisible. Ukrainian perspectives on the causes of the war and why they want arms for self-defence are ignored, including the views of progressive trade union, socialist, anarchist, feminist, LGBT and environmental movements in Ukraine.

The Ukraine Solidarity Network wants to be a voice on the US left that opposes all imperialisms — Russian as well as US — and supports the right of historically colonised and oppressed nations like Ukraine to self-determination and to self-defence against aggression. We are concerned that those on the US left who oppose aid to Ukraine and, in some quarters, openly support a Russian victory, are alienating progressive- and peace-minded people in the US and internationally from the left.

While US military and economic support for Ukraine currently has wide support in the political centre and left, it is fast eroding in the Republican Party. The US right admires Putin’s authoritarian strongman rule and his conservative Christian, ethnonationalist, patriarchal, anti-gay, anti-trans and climate change-denying policies and pronouncements. US aid to Ukraine will be challenged by the Republican majority in the House of Representatives when the next round of funding is considered later this year. By next fall, far-right “peace” candidates, who will campaign on cutting aid to Ukraine and redirecting those military resources to Pacific deployments against China and Mexican border deployments against migrants, are likely to gain traction in the Republican presidential primaries. I hope the Ukraine Solidarity Network will have a significant influence on the Ukraine debate in US politics with a progressive perspective that support’s Ukraine’s self-determination and opposes both Russian and US imperialism.

An EV in Every Driveway Is an Environmental Disaster

“There is always a huge climate benefit — and, I would argue, a safety benefit — to ensuring people have access to excellent public transit,” Transportation Secretary Pete Buttigieg said earlier this month at the Transportation Research Board’s annual meeting. “Even if we weren’t aggressively working to decarbonize existing modes of transportation, that alone is one of the biggest and the best things we can do from a climate perspective.” This is the closest thing to a mic drop that exists at such an event, so the assembled transportation academics, urban planners, and civil engineers erupted into applause. Buttigieg had to pause, letting the hoots fade out before he could finish his remarks. He was onstage with Energy Secretary Jennifer Granholm to announce the first blueprint to decarbonize U.S. transportation by 2050, an unprecedented collaboration between the Departments of Transportation, Energy, and Housing and Urban Development and the Environmental Protection Agency to move the country away from using fossil fuels when, well, moving around.

Despite its many strengths, the blueprint is largely built around two things that have very little to do with what got Buttigieg the most applause from transit professionals: It’s heavily reliant on developing technologies that don’t exist yet and the Biden administration’s goal to have half of the new vehicles sold in 2030 to be electric (a figure closely negotiated with automakers). The latter point is perhaps why the slow but steadily growing number of electric vehicles, or EVs, sold in this country each year has become its own kind of shorthand for the decarbonization revolution. (“Electric Vehicles Keep Defying Almost Everyone’s Predictions,” “Electric Vehicle Sales Hit a Tipping Point in 2022,” “Electric Vehicles = 10% Of New Vehicle Sales Globally!”) A green future, the story goes, looks a lot like today — it’s just that the cars on the road make pit stops at charging stations instead of gas stations. But a one-for-one swap like that — an EV to take the place of your gas guzzler — is a disaster of its own making: a resource-intensive, slow crawl toward a future of sustained high traffic deaths, fractured neighborhoods, and infrastructural choices that prioritize roads over virtually everything else. And considering what it would take to produce that many cars, the vision being sold by the Biden administration about an EV in every driveway is more than just a fantasy — it’s an environmental nightmare.

A zero emissions future without the mining boom: A new report finds that the U.S. can reduce lithium demand by up to 90 percent

The effort to shift the U.S. economy off fossil fuels and avoid the most disastrous impacts of climate change hinges on the third element of the periodic table. Lithium, the soft, silvery-white metal used in electric car batteries, was endowed by nature with miraculous properties. At around half a gram per cubic centimeter, it’s the lightest metal on Earth and is extremely energy-dense, making it ideal for manufacturing batteries with a long life. 

The problem is, lithium comes with its own set of troubles: Mining the metal is often devastating for the environment and the people who live nearby, since it’s water intensive and risks permanently damaging the land. The industry also has an outsized impact on Native Americans, with three-quarters of all known U.S. deposits located near tribal land. 

Demand for lithium is expected to skyrocket in the coming decades (up to 4,000 percent according to one estimate), which will require many new mines to meet it (more than 70 by 2025). These estimates assume the number of cars on the road will remain constant, so lithium demand will rise as gas guzzlers get replaced by electric vehicles. But what if the United States could design a policy that eliminates carbon emissions from the transportation sector without as much mining? 

A new report from the Climate and Community Project, a progressive climate policy think tank, offers a fix. In a paper out on Tuesday, the researchers estimated that the U.S. could decrease lithium demand up to 90 percent by 2050 by expanding public transportation infrastructure, shrinking the size of electric vehicle batteries and maximizing lithium recycling. They claim that this report is the first to consider multiple pathways for getting the country’s cars and buses running on electricity and suppressing U.S. lithium demand at the same time. 

An Ambiguous Paradise Built in Hell

Book Review of: Dilar Dirik, The Kurdish Women’s Movement: History, Theory, Practice (London: Pluto Press, 2022).

On November 20th, Turkey launched Operation Claw-Sword, a large-scale campaign of drone attacks killing civilians and militants in the predominantly Kurdish regions of Syria and Iraq.1 Then, in Paris on December 23rd, a shooter murdered three Kurds in a disturbing echo of the city’s 2013 shooting that killed the Kurdistan Workers Party (PKK)’s co-founder Sakine Cansız and two other women.

While the Kurdish-led Syrian Democratic Forces (SDF) suspended military cooperation with Washington, not for the first time, in protest of the assaults that the United States has allowed fellow NATO member Turkey to carry out, Parisian Kurds have also protested en masse against Western complicity in their people’s extermination. Some youths have set cars and garbage bins aflame, echoing the city’s yellow vests insurrections of recent years as well as the ongoing feminist uprisings in Iran where protesters, including non-Kurds, have adopted the Kurdish slogan of “Woman, Life, Freedom.”

Just as world leaders abandoned Jews during the Holocaust, and have kept Bashar al-Assad’s genocidal regime in power (as my co-author Javier Sethness and I previously argued in News and Letters, and as Omar Sabbour argued in these pages), they’ve also systematically approached the Kurds, the world’s largest stateless nation,2 from a deeply realpolitik position. For example, after infamously green-lighting Saddam Hussein’s massacre of Iraq’s Kurds and Shiites in 1991, Washington sent weaponry to Turkey throughout the 1990s enabling the deaths of tens of thousands. Although Washington has militarily supported the SDF since 2015 and has provided air cover in their attacks on ISIS strongholds, committing and covering up war crimes in the process, the United States’ leadership has no intention of permanently supporting Kurdish groups’ direct-democratic experiment of Rojava.

Moscow, meanwhile, has boosted its energy ties with Ankara and has entertained talks about Turkish use of Syrian airspace to bomb Kurdish towns, and, even more ominously, orchestrated a Erdoğan-Assad rapprochement that will likely spell catastrophe for Syrian Kurdish autonomy. Communities of various ethnicities have protested across Northern Syria in late December and early January. One of their concerns has been that Turkey will return Syrian refugees into the hands of the Assad regime.

Sadly, some loud and well-funded elements of the global left have for several years aided (what Leila al-Shami and Noam Chomsky among other signatories have criticized as) an “‘anti-imperialism’ of fools” which joins in the multipolar abandonment of the Kurds, Arabs and other Southwest Asian ethnicities and peoples. Such propagandists, along with right-wing allies, have tragically joined in the imperialist powers’ divide-and-conquer techniques, facilitating ethnic war, and have been complicit in the destruction of perhaps the brightest revolutionary hope since 1994’s Zapatista uprising. In this context, I write a bit hastily and imperfectly—but enthusiastically—to recommend Dilar Dirik’s study of Kurdish women’s resistance movements. It does not tell the whole story by any means, but it tells enough of the story to invite readers to take the nuanced and messy stance that Kurdish anarchist Zaher Baher has summarized: “Our attitude towards Rojava must be critical solidarity.”

Achieving Zero Emissions with More Mobility and Less Mining

Transportation is the number one source of carbon emissions in the United States– making the sector crucial to decarbonize quickly to limit the climate crisis. States like New York and California banned the sale of gas cars by 2035 and the 2022 Inflation Reduction Act made major federal investments in electrifying transportation. As a result, US consumers are embracing electric vehicles (EVs), with over half of the nation’s car sales predicted to be electric by 2030. This is a critical juncture. Decisions made now will affect the speed of decarbonization and the mobility of millions. Zero emissions transportation will also see the transformation of global supply chains, with implications for climate, environmental, and Indigenous justice beyond US borders.

A crucial aspect of electrified transportation is new demand for metals, and specifically the most non-replaceable metal for EV batteries– lithium. If today's demand for EVs is projected to 2050, the lithium requirements of the US EV market alone in 2050 would require triple the amount of lithium currently produced for the entire global market. This boom in demand would be met by the expansion of mining. 

Large-scale mining entails social and environmental harm, in many cases irreversibly damaging landscapes without the consent of affected communities. As societies undertake the urgent and transformative task of building new, zero-emissions energy systems, some level of mining is necessary. But the volume of extraction is not a given. Neither is where mining takes place, who bears the social and environmental burdens, or how mining is governed. 

This report finds that the United States can achieve zero emissions transportation while limiting the amount of lithium mining necessary by reducing the car dependence of the transportation system, decreasing the size of electric vehicle batteries, and maximizing lithium recycling. Reordering the US transportation system through policy and spending shifts to prioritize public and active transit while reducing car dependency can also ensure transit equity, protect ecosystems, respect Indigenous rights, and meet the demands of global justice.

Three Workers Dead in Grain Silo, Including a Child. OSHA Can Do Nothing

In what may be the largest mass casualty workplace event this year, three workers were killed after being trapped in a grain silo in Pennsylvania. The workers included a 47-year-old, a 19-year-old and a 14-year-old. A 16-year-old boy died at the same farm in March when he was trapped under a horse-drawn manure spreader that weighed more than 10 tons.

And despite the high death toll and age of the workers, neither OSHA nor the Department of Labor’s Wage and Hour division (which enforces child labor laws) can do anything about it.

The Center Daily Times reports that Andrew Beiler, 47, and his two sons — a 19-year-old and a 14-year-old whose names were not released — died of asphyxiation from “silo gas.” Apparently, “One of Beiler’s sons was working in the silo when his father checked on him, Michael said, citing first responder reports. The eldest Beiler jumped in to help, but was overcome by the gas. His second son followed, but was also overcome.”

Rescuers dying when trying to rescue the original victims is not uncommon in confined space or trenching incidents. Before OSHA’s confined space standard was issued in 1993, more rescuers died in confined spaces than initial victims.

Grain silos are well known death traps that kill dozens of workers, often children, every year. When grain gets stuck, workers often go in at the top of a silo to loosen the grain or “walk it down.” But when the grain starts flowing, it can suck the worker down like quick sand causing suffocation. Often multiple workers die when others go into the grain in an attempt to rescue the first victim. Although there has been no investigation yet, these deaths are currently being blamed on “silo gas” (usually carbon dioxide or nitrogen dioxide) which forms when grain decomposes and can result in a person collapsing and dying within minutes, either due to oxygen displacement or toxicity.

OSHA’s grain handling standard requires employers to protect workers by training them, stop the conveyor system that moves grain at the bottom of the silo, use safety harnesses and provide a trained observer to respond to trouble. The standard also requires the air to be tested before entry and that the silo be ventilated.
