U.S. Labour unions divided on carbon capture

A new Labor Network for Sustainability background paper asks Can Carbon Capture Save Our Climate – and Our Jobs?. Author Jeremy Brecher treads carefully around this issue, acknowledging that it has been a divisive one within the labour movement for years. The report presents the history of carbon capture efforts; their objectives; their current effectiveness; and alternatives to CCS. It states: “LNS believe that the use of carbon capture should be determined by scientific evaluation of its effectiveness in meeting the targets and timetables necessary to protect the climate and of its full costs and benefits for workers and society. Those include health, safety, environmental, employment, waste disposal, and other social costs and benefits.”

Applying those principles to carbon capture, the paper takes a position:

“Priority for investment should go to methods of GHG reduction that can be implemented rapidly over the next decade” – for example, renewables and energy efficiency. … “Carbon capture technologies have little chance of making major reductions in GHG emissions over the next decade and the market cost and social cost of carbon capture is likely to be far higher. Therefore, the priority for climate protection investment should be for conversion to fossil-free renewable energy and energy efficiency, not for carbon capture.”

“Priority for research and development should go to those technological pathways that offer the best chance of reducing GHGs with the most social benefit and the least social cost. Based on the current low GHG-reduction effectiveness and high market cost of carbon capture, its high health, safety, environmental, waste disposal, and other social costs, and the uncertainty of future improvements, carbon capture is unlikely to receive high evaluation relative to renewable energy and energy efficiency. Research on carbon capture should only be funded if scientific evaluation shows that it provides a better pathway to climate safety than renewable energy and energy efficiency.”

“…..People threatened with job loss as a result of reduction in fossil fuel burning should not expect carbon capture to help protect their jobs any time in the next 10-20 years. There are strong reasons to doubt that it will be either effective or cost competitive in the short run. Those adversely affected by reduction in fossil fuel burning can best protect themselves through managed rather than unmanaged decline in fossil fuel burning combined with vigorous just transition policies.”

This evaluation by LNS stands in contrast to the Carbon Capture Coalition, a coalition of U.S. businesses, environmental groups and labour unions. In August, the Coalition sent an Open Letter to Congressional Leaders, proposing a suite of supports for “carbon management technologies” – including tax incentives and “Robust funding for commercial scale demonstration of carbon capture, direct air capture and carbon utilization technologies.” Signatories to the Open Letter include the AFL-CIO, Boilermakers Local 11, International Brotherhood of Boilermakers, Laborers International Union, United Mine Workers of America, United Steelworkers, and Utility Workers Union of America. Although the BlueGreen Alliance was not one of the signatories, it did issue a September 2 press release which “applauds” the appointment of the Assistant Secretary for Fossil Energy and Carbon Management within the U.S. Department of Energy. The new appointee currently serves as the Vice President, Carbon Management for the Great Plains Institute – and The Great Plains Institute is the convenor of the Carbon Capture Coalition.

Indigenous Resistance Against Carbon

This report shows that Indigenous communities resisting the more than 20 fossil fuel projects analyzed have stopped or delayed greenhouse gas pollution equivalent to at least 25 percent of annual U.S. and Canadian emissions. Given the current climate crisis, Indigenous peoples are demonstrating that the assertion of Indigenous Rights not only upholds a higher moral standard, but provides a crucial path to confronting climate change head-on and reducing emissions. 

The recently released United Nations climate change report by the Intergovernmental Panel on Climate Change (IPCC) states that in order to properly mitigate the worst of the climate crisis, rapid and large-scale action must be taken, with a focus on immediate reduction of fossil fuel emissions. As the United Nations prepares for its upcoming COP 26 climate change conference in Glasgow, Scotland, countries are being asked to update their pledges to cut emissions — but as the IPCC report states, current pledges fall short of the changes needed to mitigate the climate chaos already millions of people around the world. 

While United Nations member countries continue to ignore the IPCC’s scientists and push false solutions and dangerous distractions like the carbon markets in Article 6 of the Paris Agreement, Indigenous peoples continue to put their bodies on the line for Mother Earth. False solutions do not address the climate emergency at its root, and instead have damaging impacts like continued land grabs from Indigenous Peoples in the Global South. Indigenous social movements across Turtle Island have been pivotal in the fight for climate justice.

Heat Is Killing Workers In The U.S.; And There Are No Federal Rules To Protect Them

As the temperature in Grand Island, Neb., soared to 91 degrees that July day in 2018, two dozen farmworkers tunneled for nine hours into a thicket of cornstalks, snapping off tassels while they crossed a sunbaked field that spanned 206 acres — the equivalent of 156 football fields.

When they emerged at the end of the day to board a bus that would transport them to a nearby motel to sleep, one of the workers, Cruz Urias Beltran, didn't make it back. Searchers found the 52-year-old farmworker's body 20 hours later amid the corn husks, "as if he'd simply collapsed," recalled a funeral home employee. An empty water bottle was stuffed in his jeans pocket. An autopsy report confirmed that Beltran died from heatstroke. It was his third day on the job.

Beltran is one of at least 384 workers who died from environmental heat exposure in the U.S. in the last decade, according to an investigation by NPR and Columbia Journalism Investigations, the investigative reporting unit of Columbia Journalism School. The count includes people toiling in essential yet often invisible jobs in 37 states across the country: farm laborers in California, construction and trash-collection workers in Texas and tree trimmers in North Carolina and Virginia. An analysis of federal data from the Bureau of Labor Statistics shows the three-year average of worker heat deaths has doubled since the early 1990s.

CJI and NPR reviewed hundreds of pages of documents, including workplace inspection reports, death investigation files, depositions, court records and police reports, and interviewed victims' families, former and current officials from the Occupational Safety and Health Administration, workers, employers, workers' advocates, lawyers and experts.

CJI and NPR also analyzed two federal data sets on worker heat deaths: one from the Occupational Safety and Health Administration, the other from the Bureau of Labor Statistics. Both are divisions within the U.S. Labor Department.

The lawn began in Europe as an elite status symbol that was tended and mowed by peasants freshly forced into wage labor through the enclosure of the commons. The turfgrass lawn was then exported to colonial America where it was used as a tool to terraform indigenous land. And in the post-WWII suburban boom, the lawn soon became a symbol of white conformity. The turfgrass lawn though has a huge environmental impact. It's the biggest crop in the United States by area and requires a massive amount of fossil fuels, fertilizer, and chemicals to upkeep. Even if you don't want to tend to your lawn, some towns require you, with the threat of jail time to mow the grass. Ultimately, the grass lawn is a tool of capitalist settler colonialism that is exacerbating climate change and the climate crisis.

What’s Missing from the New IEA Report on Mining and the Renewable Energy Transition?

The International Energy Agency sends a mixed message in its recent reports, urging that we leave fossil fuels in the ground while simultaneously calling for more extraction of metals used in low-carbon technologies. This extractivist push is both problematic and unnecessary: the world can achieve a clean energy transition without the kind of human rights catastrophes and environmental devastation that the mining industry currently considers acceptable. 

The International Energy Agency (IEA) has released two important reports in the past month. The first, Net Zero by 2050, notes that “there is no need for new investment in fossil fuel supply,” a conclusion that many in the climate movement, including Earthworks, have applauded. The second, The Role of Critical Minerals in Clean Energy Transitions, undermines the “keep it in the ground” message of the first report by calling for more extraction in the form of metals mining. 

With the ever-increasing damage and injustices exacerbated by the climate crisis, the renewable energy transition is more urgent than ever. Demand for the “transition” minerals used in renewable energy technologies is in turn projected to increase sharply: according to the IEA, to meet the Paris Agreement goals, demand will rise (over the next 20 years) by more than 40% for copper and rare earth elements (REEs), 60-70% for nickel and cobalt, and more than 89% for lithium. Lithium-ion batteries need lithium, nickel, and cobalt (among other elements), wind turbines use REEs, and copper is used in all electricity-based technologies, due to its high rate of conductivity. 

These aren’t new projections: our own 2019 publication on this issue based on research by the University of Technology, Sydney, pointed to similar trendlines. This steep upward trajectory in minerals demand could be devastating for communities and ecosystems in the regions where these minerals are extracted. Hardrock mining has a long, terrible history as a tool of colonization and imperialism; in the United States alone, mining has accompanied and driven western settlement, which killed untold numbers of Indigenous peoples, breaking multiple treaties with Indigenous peoples, contaminating more than 40% of western watersheds’ headwaters, and directly causing the deaths of many members of mining-affected communities from cancer. Mining is the country’s leading industrial toxic polluter, according to the Environmental Protection Agency, and responsible for 10% of global carbon emissions, according to the UN Environment Programme.

But the social and environmental harm brought on by mining is not a thing of the past: in the Olaroz salt flat in Argentina, Indigenous peoples “that own the land struggle to pay for sewage systems, drinking water and heat for schools” even as Minera Exar anticipates making $250 million per year by mining lithium; in Australia, Rio Tinto blew up the Juukan Gorge, which is sacred to the Puutu Kunti Kuurama and Pinikura peoples and which had evidence of continuous habitation for more than 46,000 years, in pursuit of iron ore. There are hundreds of stories just like these, some of them which are detailed in our recent report, Recharge Responsibly, happening all over the world—and this environmental injustice will continue apace if recycling and reuse, alongside other demand reduction strategies and more responsible primary sourcing, are not prioritized as part of a clean energy transition.

Utility Workers Union and UCS estimate costs to transition U.S. coal miners and power plant workers in joint report

Hard on the heels of the April statement by the United Mine Workers Union, Preserving Coal Country: Keeping America’s coal miners, families and communities whole in an era of global energy transition, the Utility Workers Union of America (UWUA) jointly released a report with the Union of Concerned Scientists on May 4: Supporting the Nation’s Coal Workers and Communities in a Changing Energy Landscape. This report is described as “a call to action for thoughtful and intentional planning and comprehensive support for coal-dependent workers and communities across the nation.” The report estimates that in 2019, there were 52,804 workers in coal mining and 37,071 people employed at coal-fired power plants – and that eventually all will lose their jobs as coal gives way to cleaner energy sources. Like the United Mine Workers, the report acknowledges that the energy shift is already underway, and “rather than offer false hope for reinvigorated coal markets, we must acknowledge that thoughtful and intentional planning and comprehensive support are critical to honoring the workers and communities that have sacrificed so much to build this country.”

Specifically, the report calls for a minimum level of support for workers of five years of wage replacement, health coverage, continued employer contributions to retirement funds or pension plans, and tuition and job placement assistance. The cost estimates of such supports are pegged at $33 billion over 25 years and $83 billion over 15 years —and do not factor in additional costs such as health benefits for workers suffering black lung disease, or mine clean-up costs. The report states: “we must ensure that coal companies and utilities are held liable for the costs to the greatest extent possible before saddling taxpayers with the bill.” Neither do the cost estimates include the recognized needs for community supports such as programs to diversify the economies, or support to ensure that essential services such as fire, police and education are supported, despite the diminished tax base. 

The report points to the precedents set by Canada’s Task Force on Just Transition for Canadian Coal Power Workers and Communities ( 2018), the German Commission on Growth, Structural Change and Employment (2019), as well as the New Mexico Energy Transition Act 2019 and the Colorado Just Transition Action Plan in 2020. The 12-page report, Supporting the Nation’s Coal Workers and Communities in a Changing Energy Landscape was accompanied by a Technical Report, and summarized in a UCS Blog which highlights the situation in Illinois, Michigan, and Minnesota. Ranking G7 Green Recovery Plans and Jobs: Can the UK boost its climate action and green job creation in line with its G7 peers?

This report ranks G7 countries’ green recovery and job creation plans. It shows how the UK is lagging behind its G7 peers, and the potential to do much more to expand green jobs and accelerate climate action.

The TUC’s ranking of all G7 countries’ green recovery and jobs investments shows that the UK comes sixth. Only Japan scores worse per person.

The UK’s green recovery plans remain only a tiny fraction of that in other G7 countries, despite the government’s flagship Ten Point Plan for a Green Industrial Revolution which purports to support the UK’s climate targets and establish UK world leadership in some areas of green technology. Scaled by population, the UK green investment plans are only 26% of France’s, 21% of Canada, 13% of Italy’s and 6% of the USA’s.

This means that the UK Prime Minister would need five Ten Point Plans to match Prime Minister Trudeau in Canada, eight Ten Point Plans to match Prime Minister Draghi in Italy, and sixteen Ten Point Plans to match President Biden’s in the US.

Can Biden unite Labour and climate activists with his American Jobs Plan?

On March 31, U.S. President Biden announced his “American Jobs Plan,” which outlines over $2 trillion in spending proposals, including $213 billion to build, modernize and weatherize affordable housing, $174 billion for incentives and infrastructure for electric vehicles; $100 billion for power grid modernization and resilience; $85 billion investment in modernizing public transit and bringing it to underserved areas; $35 billion investment in clean technology research and development, including incubators and demonstration projects; $16 billion employing union oil and gas workers to cap abandoned oil and gas wells and clean up mines, and $10 billion to launch a Civilian Climate Corps to work on conservation and environmental justice projects. All of these are proposals, to be subject to the political winds of Washington, with House Speaker Nancy Pelosi suggesting a date of July 4 for a vote on legislation.

The White House Fact Sheet outlines the specifics . Robert Reich calls the plan “smart politics” in “Joe Biden as Mr. Fix-it” in Commons Dreams, and according to “Nine Ways Biden’s $2 Trillion Plan Will Tackle Climate Change” in Inside Climate News, “President Joe Biden aims to achieve unprecedented investment in action to address climate change by wrapping it in the kind of federal spending package that has allure for members of Congress of both parties.” David Roberts offers a summary and smart, informed commentary in his Volt blog, stating: “Within this expansive infrastructure package is a mini-Green New Deal, with large-scale spending targeted at just the areas energy wonks say could accelerate the transition to clean energy — all with a focus on equity and justice for vulnerable communities on the front lines of that transition. If it passes in anything like its current form, it will be the most significant climate and energy legislation of my lifetime, by a wide margin.”

Julian Brave NoiseCat writes in the National Observer on April 6, summing up the dilemma: …” Each policy has the potential to unite or divide the Democrat’s coalition of labour unions, people of colour, environmentalists and youth activists. Some policies, like the creation of a new Civilian Climate Corps …. are directly adopted from demands pushed by activists like the youth-led Sunrise Movement. Others, like investments in existing nuclear power plants and carbon capture retrofits for gas-fired power plants, will pit labour unions against environmental justice activists from the communities those industries often imperil. Uniting the environmental activists who oppose the development of fossil fuel pipelines with the workers who build them will be among the Democrats’ greatest challenges.”
