Building an Equitable, Diverse, & Unionized Clean Energy Economy: What We Can Learn from Apprenticeship Readiness

With this report, the CJI addresses another core aspect of tackling the dual crises of climate change and inequality: ensuring that frontline, historically underserved communities have expansive, effective pathways into high-quality union clean energy careers. The Inflation Reduction Act and the Infrastructure Investment and Jobs Act have brought increased attention to two important clean energy workforce questions. First, does the U.S. have enough trained workers to meet the demands of the clean energy economy? And second, how do we ensure that the clean energy workforce is diverse and inclusive? This report responds to both of these questions by showing that there are model programs across the U.S. that create pathways for underserved communities into apprenticeship readiness, union apprenticeship programs, and ultimately, good union careers. This study, as well as our many years of experience in the field, have taught us that there is no simple or easy solution to creating or scaling successful pathways.

These pathways exist in an ecosystem of essential and interdependent actors that must be focused on the common goal of building a diverse, equitable and unionized clean energy workforce. Key actors and components include: union-led climate coalitions advocating for bold, equitable climate action; policymakers implementing ambitious, jobs-led climate policy; strong labor and equity standards that ensure clean energy jobs are good union jobs; high-quality union apprenticeship programs that pay apprentices well and make sure that the clean energy workforce is highly-skilled and well-trained; trusting partnerships between labor unions, environmental justice organizations, community groups, employers, MWBE contractors, government, and academic institutions; and the focus of this report, high-quality apprenticeship readiness programs that provide participants with the support they need to successfully enter union apprenticeship.

Green New Deal in the Cities, Part 2: Need and Opportunity

As Part 1 of “The Green New Deal in the Cities” demonstrated, cities have enormous opportunities to establish Green New Deal-type programs – and an enormous need to do so. Worldwide, cities produce more than 70% of carbon emissions. US cities are marked by extremes of climate change vulnerability and extremes of wealth and poverty. And as shown by this series’ accounts of the Green New Deals in Boston, Los Angeles, and Seattle, cities have the capacity to realize much of the Green New Deal program of creating jobs and justice by protecting the climate.

Unfortunately, in many cities that capacity is not being used. Each year the research organization the American Council for an Energy Efficient Economy issues a “City Clean Energy Scorecard,” which has become a principal resource for tracking clean energy plans, policies, and progress in large US cities. Its 2021 report found that, of the 100 cities surveyed, 63 had adopted a community-wide greenhouse gas (GHG) goal; 38 had released enough data to assess progress toward their goals; and only 19 cities were on track to achieve their near-term GHS goals. Of the 177 new clean energy actions they reviewed, 38% related to adoption of a clean energy plan, partnership, goal, or governmental procedure. 34% were designed to improve energy efficiency of buildings. 28% promoted clean energy infrastructure. Less than 20% were equity-driven initiatives.

The Scorecard identified leading cities across five policy areas:

Community-wide initiatives: Seattle, San Jose, Denver, and Washington, D.C. have set GHG reduction goals; adopted strategies to mitigate the heat island effect; and pursued community engagement with historically marginalized groups.

Buildings: Denver, New York, and Seattle have established stringent building energy codes and requirements for energy performance in large existing buildings.

Transportation: San Francisco, Washington, D.C., and Boston have instituted location efficiency strategies, more efficient modes of transportation, transit and electric vehicle infrastructure investments, and have used transportation planning to reduce the isolation of historically marginalized communities.

Energy and water: Boston and San Jose have effective energy efficiency programs; programs to decarbonize the electric grid and reduce GHG emissions; and programs to simultaneously save water and energy.

Report on LNS Just Transition Convening

Over July 21st and 22nd, the Labor Network for Sustainability hosted a two-day convening in Denver, Colorado entitled: “The State of Transition: Lessons from Colorado and Beyond!” LNS convened labor, climate, environmental justice, and social movement allies to broaden and deepen an understanding of existing just transition efforts and to gain insights on how we can better support labor-climate organizing on the ground. 

Native nations, women in construction, scientists, teachers, Black parents advocating for clean air, ski patrollers, and many others attendees from a range of unions, sectors, and communities came to share their experiences, learn from each other, and educate LNS on critical topics such as: how different types of labor are being affected by the transition; the legacy and continued struggle of Indigenous and frontline organizing for environmental justice; and how public funding to implement green projects is being organized for by unions and community organizations. Union workers and officials from locals representing many sectors of work in Colorado attended, including IBEW, SEIU, AFSCME, LIUNA, SMART-TD, and many more. 

During the convening, it became clear that Colorado workers and surrounding communities have made incredible strides toward a renewable energy economy and a just transition. But it was also clear that there is much left to do, both for transitioning fossil fuel workers, but especially for Indigenous and frontline environmental justice communities still being too often marginalized and their urgent needs delayed. Challenging but important truths were surfaced about the lack of inclusion and meaningful collaboration between the labor movement and the environmental justice movement. As the private sector is infused with billions in taxpayer dollars to boost the energy transition, one big takeaway from the convening has been that de-siloing our movement spaces, and meaningfully addressing the needs of all stakeholding communities, is absolutely critical to building the people power necessary to win the urgent change we need. 

Blueprint Issued for Chicago Green New Deal

On July 6, newly elected Mayor Brandon Johnson’s transition team provided the city plan for a “Chicago Green New Deal.” Mayor Johnson, a longtime Chicago teacher and union organizer, ran a social justice campaign stressing the disproportionate impacts polluting industry and changing climate have on communities of color and low-income neighborhoods. 

The environmental justice subcommittee of the mayor’s transition committee included 25 members from business, civic, social justice, and community-based organizations. Its recommendations focused on a Green New Deal for Chicago, a framework meant to serve “as guiding principles for our efforts to realize a cleaner, healthier, more just, and sustainable city.” Major goals include:

  • Ensure effective environmental justice oversight and responsiveness
  • Fully resource a new Department of Environment with a focus on environmental justice
  • Achieve a Green New Deal for water
  • Secure a just transition to an equitable, decarbonized Chicago
  • Guarantee utilities are provided in a fair, equitable and affordable manner with an investment emphasis on communities facing the greatest utility burden
  • Achieve a Green New Deal for schools 

The environmental justice recommendations also emphasized the need for job opportunities for communities in clean energy transition and other environmental efforts like accelerating lead service line replacement and electrification of buildings.

Jung Yoon, a co-chair of the environmental justice subcommittee and campaign director at Grassroots Collaborative, a coalition of community and labor organizations, said,

The framing is intentionally political and intentionally bold about using a frame of a Green New Deal to address environment and climate justice issues. I think there is a lot of excitement around how Chicago, as the third-largest city, can really pave the way to show what a Green New Deal in action can look like in our city so we can address current environmental and economic and racial disparities in a sustainable future.

Viewpoint: With No Reform Caucus, Auto Workers Would Not Be on Strike

What can workers seeking to reinvigorate their unions learn from the new spirit in the United Auto Workers?

One lesson is that member power does not have to start from a supermajority; that’s unlikely. UAW members are on strike today, with inspiring levels of rank-and-file energy, because four years ago a small group of activists founded a new reform caucus. That caucus, Unite All Workers for Democracy (UAWD), boldly took advantage of an unexpected opportunity, organized like crazy, and won elections. Its candidates are now leading the union.

If UAWD had not existed and organized hard, this current fight that has potential to change the stakes for the entire labor movement would not be happening. At the top, the UAW would still be a pretty bad business union, intent on negotiating a cheap contract (perhaps with a b.s. strike), and members would be in the dark.

When the Justice Department began investigating the UAW for corruption, a few longtime activists saw the opening. In 2019, they founded UAWD and began a campaign—which seemed quixotic at the time—to change the UAW’s constitution so that members could vote directly for top officers.

Since the union’s founding in the 1930s, convention delegates had chosen the officers. From the 1940s until this year conventions were tightly managed by the aptly named Administration Caucus, founded by Walter Reuther. The process for amending the constitution is byzantine, but in a short time UAWD was approaching its goal of getting the required 15 locals representing 79,000 members on board to call a special convention. Then Covid hit, canceling local union meetings and closing plants.

UAWD rebounded, though, and was soon making its views known to the Justice Department: the way to clear out corruption was to let the members vote. This was the same tack taken by Teamsters for a Democratic Union in the 1980s, when their union was under investigation. TDU rejected the idea of a federal takeover, as many in government had advocated, and said instead: “Let the members decide.” The feds authorized a rank-and-file vote, Ron Carey was elected president with TDU’s support, and he went on to lead a stunningly popular and successful strike in 1997.

Cop City RICO indictment casts protesters as organized criminals

The First Amendment’s fundamental principle is ensuring everyone’s right to be heard. However, the recent application of RICO against the Atlanta Cop City protesters could spell disastrous consequences for any U.S. citizen looking to exercise this unalienable right.

On Aug. 29, Georgia Attorney General Chris Carr filed a sweeping, 109-page indictment targeting 61 activists opposed to the construction of a multi-million dollar police training facility for the Atlanta Police Department (APD). The facility would come at the cost of approximately 85 acres of environmentally significant forestland, known as both the South River Forest and the Weelaunee Forest. It is also the historical location of the Old Atlanta City Prison Farm.

The filing went largely unannounced and inconspicuous until Sept. 5, when the Atlanta Community Press Collective broke the news of the indictment on X, formerly known as Twitter. Critics have since viewed the indictment as a massive escalation in an ongoing police retaliation campaign to criminalize public dissent and discourage protesters. 

In a public statement, Center for Popular Democracy Action Executive Directors Analilia Mejia and DaMareo Cooper said: “Make no mistake: these are political prosecutions in the name of getting more cops on the street to further persecute our communities. We see right through these attacks and refuse to be silenced or intimidated.”

The Struggle to Stop Cop City—By Any Means Necessary

A history of Stop Cop City and the struggle to defend the Atlanta Forest. A must read for anyone interested in getting the whole story and understanding the strategic thinking informing some of the most important organizing in the country or understanding the stakes of the 61 indictments against protesters involved in the movement.

Cop cars on fire. Occupations of the Weelaunee Forest. Weeks of action. Volunteers with clipboards, collecting referendum petition signatures in the summer heat. Weekly canvassing. Town halls and open mic sessions. Direct action and civil disobedience. Record-breaking numbers of people showing up for public comment (on three separate occasions!). Regular food distributions and mutual aid. Surveillance cameras smashed. Music festivals in the forest. Comrade care clinics. Protests outside the homes of politicians and CEOs. Trivia night fundraisers at local restaurants. Shareholder divestment campaigns. Wheatpasting, movement art, and diss track competitions. Children marching in the streets. Political education and community journalism. Jail support crews sitting vigil for people whose freedom was purchased by bail fund organizers. Bank ATMs vandalized. Corporate pressure campaigns. Marches, demonstrations, and solidarity actions across the globe. Construction equipment burned.

These are all scenes—by no means the full story—from the movement to Stop Cop City: a decentralized, autonomous movement that has worked since the spring of 2021 to stop the destruction of the Weelaunee Forest and the creation of a more than $90 million urban warfare training center, backed by a coalition of public and private Atlanta elites, in a majority Black working class community. 

They are also all activities that the state is aggressively seeking to criminalize, most recently with a sprawling indictment filed days ago that charged 61 people with domestic terrorism and RICO (“racketeer influenced and corrupt organization”). The indictment is a blatant attempt to intimidate local organizers and movements across the country who are challenging the violence of policing, and to influence public opinion against the popular community-based struggle to stop construction of the facility.

The Stop Cop City movement has made Atlanta an epicenter of abolitionist organizing, weaving together movements for racial, economic, and environmental justice. The movement has no single unifying political framework; it includes abolitionists, anarchists, communists, liberals, libertarians, environmentalists, voting and civil rights activists, Indigenous and anti-settler colonialism organizers, and many more who may not identify with a particular political philosophy but who all choose trees over cops, transparency over backroom deals, and community resources over a burgeoning police state.

The movement’s decentralization and diversity of tactics has been one of its greatest strengths, building an astonishing breadth and depth of local, national, and international support. While comprising many different streams of action and thought, each has fed into the movement’s broader strategy: call it starving the beast, a war of attrition, or even just throwing everything at the wall and seeing what sticks, the ethos of the movement is that community members must engage on all fronts to make Cop City as untenable, toxic, and challenging as possible for those working to build it. That we must stop Cop City by any means necessary.

Grassroots Organizing in Red States Is at the Heart of Abolitionist Struggle

In Republican-controlled regions across the country, people are engaged in abolitionist organizing: Even though conditions vary, people are organizing for freedom virtually everywhere. This is nothing new. The South, for example, has been a site for abolitionist organizing for centuries, and it continues to be one, despite the attacks on long-settled civil rights being organized by Republican supermajorities in statehouses.

Ash-Lee Woodard Henderson is the first Black woman to codirect the Highlander Research and Education Center, a century-old nexus for abolitionist and labor organizing in Tennessee and beyond. She is also a cofounder of the Movement for Black Lives. Woodard Henderson says that if abolitionists really believe the most impacted and marginalized people are at the heart of the struggle, then red states and counties must be centered in organizing efforts instead of treated as lost causes. She notes that the South in particular is often ceded by national organizations — which, among other problems, makes it hard for organizations working in the region to secure funding from philanthropic foundations.

The sense of these places being lost causes is not only offensive, it’s deeply untrue. In fact, decarceral groups in red states and counties are seeing success even amid what many organizers see as the current fascist turn. For example, Florida Prisoner Solidarity, an abolitionist collective based in Gainesville that has members inside and outside of prison across the state, won a campaign earlier this year to make phone calls from the jail in Alachua County free and unlimited (down from a cost of $.21 per minute).

These efforts do not generally achieve the same visibility as those in blue states and so-called liberal areas — but this doesn’t make them less critical to abolitionist struggle. “Don’t give up on us,” asks aurelius francisco, co-executive director of The Foundation for Liberating Minds in Oklahoma City. “We’ve always resisted … and we’ll continue to do so.”

Organizers in red states and counties are bringing abolitionist struggle to the communities, in the process highlighting how their strategies seek to draw in people who might not normally see themselves as allied to “liberal” causes. This is a lesson that can be valuable to organizers throughout the country who are seeking new ways of growing solidarity.
