Ecosocialism and/or Degrowth?

Ecosocialism and the de-growth movement are among the most important currents of the ecological left. Ecosocialists agree that a significant measure of de-growth in production and consumption is necessary in order to avoid ecological collapse. But they have a critical assessment of the de-growth theories because:

  • a) the concept of « de-growth » is unsufficient to define an alternative programm;
  • b) it does not make clear if de-growth can be achieved in the framework of capitalism or not;
  • c) it does not distinguish between activities that need to be reducd and those that need to be developed.

It is important to take into account that the de-growth current, which is particularly influent in France, is not homogeneous: inspired by critics of the consumer society - Henri Lefebvre, Guy Debord, Jean Baudrillard - and of the « technical system » - Jacques Ellul – it contains different political sensibilities. There are at least two pôles which are quite distant, if not opposed: on one side, critics of Western culture tempted by cultural relativism (Serge Latouche), on the other universalist left ecologists (Vincent Cheynet, Paul Ariés).

Serge Latouche, who is well known worldwide, is one of the most controversial French de-growth theoreticians. For sure, some of his arguments are legitimate: demystification of the « sustainable development », critique of the religion of growth and « progress », call for a cultural revolution. But his wholesale rejection of Western humanism, of the Enlightenment and of representative democracy, as well as his cultural relativism (no universal values) and his immoderate celebration of the Stone Age are very much open to criticism. But there is worse. His critique of the ecosocialist development proposals for countries of the Global South - more clean water, schools and hospitals – as « ethnocentric », « Westernizing » and « destructive of local ways of life », is quite unbearable. Last but not least, his argument that there is no need to talk about capitalism, since this critique « has already been done, and well done, by Marx » is not serious: it is as if one would say that there is no need to denounce the productivist destruction of the planet because this has already been done, « and well done », by André Gorz (or Rachel Carson). Fortunately, in his more recent writings, Latouche clearly refers to capitalism as the responsible for the ecological crisis, and describes himself as an ecosocialist…

Going on the Offensive: Movements, Multisectorality, and Political Strategy

By making a brief analysis of current social movements, we can see that they do not work together, that is, in a synchronous way between movements that operate in different areas of struggle. First off, this article is a complement to the translation of the article “A debate on the politics of alliances [Un debate sobre la política de alianzas]” where I talk in broad strokes about the numerous areas or sectors of struggle and think through how to build a multisectoral movement, that is, a broad movement made up of a network of social movements that work in coordination in different sectors and at the same time are articulated based on the common denominator of autonomy, feminism and anti-capitalism.

We know that the root of all problems lies in the capitalist system and the modern states that support it, and that this economic, political and social system supports a production model based on private ownership of the means of production and private benefit as a fundamental principle. All this constitutes what we know as the structural, and its manifestations in all areas of our lives, which is known as the conjunctural, of which we could mainly highlight: territory, labor, public services, accommodation and repression. When we analyze the political-social space, we must recognize the conjunctural problems that manifest as a consequence of the material structure:

  • The territorial issue would include within it the spheres in which the interests of the class which rules over the territory enter into conflict with those of the working class. It is the physical space in which all struggles will take place, so we can highlight the following areas: neighborhood or district if we talk about cities, rural and land struggles if we talk about undeveloped or non-industrialized areas, and we could even include the national liberation struggles for the self-determination of peoples against imperialism. Environmentalism and food sovereignty would also fall into this category.
  • Labor here would constitute one of the main axes of class conflict. It is the battlefield where capital and labor meet most directly. In this area we can mention the workers’ movement that is articulated around unionism. Although we have to differentiate between unionism that advocates social peace—that model that always leads to class conciliation, betraying the working class—and the revolutionary or class unionism that advocates the exacerbation of class conflict in the workplace.
  • The fight for housing is a movement that goes back a little over a century during the rural exodus caused by industrial development and the creation of working-class neighborhoods. Today, with capitalist restructuring underway again in advanced capitalist countries and those in development, access to housing is again a social problem that affects the working class as it finds itself with less economic capacity to face mortgages and rents, as well as access to decent housing. Faced with this problem, movements against evictions have sprung up in many countries, as did the squatter movement a little earlier.
  • As for state public services, in the face of this phase of capitalist restructuring, markets are increasingly interfering with these services through budget cuts, outsourcing and privatizations. Here we can mention: Education, Health, water and sanitation, public transport, and pensions, among others; and the respective social movements that arise in response to cuts and privatizations, such as the student movement, White Tide [1] and other movements against the privatization of water, the fight against increases in rates on public transport, etc.
  • Last but not least, all opposition movements receive state repression; therefore, it is important that we begin to see repression as an obstacle and a social problem that seeks to curb our social and political activities while serving the ruling class to perpetuate its dominance. In this regard, we must speak about the anti-repression issue and face repression collectively and outside of our own militant circles, as yet another social movement.

Does fighting climate change require postponing the fight for system change?

Time is always an important factor in politics and history but never has it mattered as much as on the issue of climate change.

The IPCC Report’s warning in October 2018 that the world has twelve years to avoid climate disaster was undoubtedly a major factor in galvanizing a global wave of climate change activism, especially in the form of Greta Thunberg and mass school strikes and the Extinction Rebellion movement. At the same it is clear that this warning could be, and was, “heard” or interpreted in different ways by different people. In this article I want consider some of those interpretations and their implications, particularly in relation to the question of whether there is time to bring about system change or whether, because time is so short, it is necessary to focus on and settle for changes that can be implemented within the framework of capitalism.

Before coming to that, however, I want to suggest that many an opportunist politician will have heard the twelve year warning quite differently from Greta and her followers. To them twelve years would be a very long time indeed: three US Presidential terms, two full length parliamentary terms in Britain and many other countries; in other words more than enough time to fulfill your ambitions, secure your place in the history books or, at least, secure your pension and several directorships, before anything serious would have to be done at all. The only practical implication of the twelve year warning would be the need to set up various commissions, draw up some action plans, attend a few conferences and generally engage in a certain amount of greenwashing. Should you be the CEO of a major oil, gas or car company exactly the same would apply.

At the opposite end of the spectrum there were large numbers of people, especially young people, who “heard” the warning as meaning that there is literally, only twelve years to prevent global extinction.

These are not equivalent misreadings: the first is utterly cynical and immensely damaging to humans and nature alike; the second is naive but well-intentioned. But they are both misreadings of what the report said and of what climate change is. Climate change is not an event that may or may not happen in 2030 and which might be averted by emergency action at the last minute, but a process which is already underway. Every week, month or year of delay in reducing carbon emissions exacerbates the problem and makes it harder to tackle. By the same token, there is no absolute deadline after which it will be too late to do anything and we might as well give up the ghost.

Green New Deal: top-down or bottom-up?

From different parts of the world, we are being called upon to embrace a brand new green deal as an unassailable solution to the climate crisis. The appeal is coming from powerful actors: transnational entities, governments and political leaders (not only those with a progressive orientation),1 major newspaper headlines,2 successful financiers and leaders of large corporations,3 and intellectuals of international standing4 are calling for a great deal that will guarantee us a future that is not only green and sustainable, but truly enjoyable.

With this deal, the solutions to the problems of sustainability that we are suffering from are within our reach, right around the corner. Everyone agrees on the imagined green future we want and how to achieve it. We have the recipe, the technology, and the capacity. We just need the will, the drive, and sufficient investment.5

We are all familiar with the images of this utopian green world. The solutions that it offers delight the senses and the imagination: green, infinite, super-automated fields where fashionable, organic products grow and later fill the unlimited supermarket shelves; a world free from animal slaughter thanks to 3D-printed meat in restaurants, produced in factories and even space stations;6 autonomous electric cars filling wide, smart highways,7 finally expelled from historic city centers, which are now fully dedicated to pedestrian walkways between global franchises offering sustainable menus for all pocketbooks;8 energy produced by majestic wind turbines, bringing new prosperity to the plains of Iowa, Texas and Nebraska and new productivity to the oceans;9 in cities, huge glass skyscrapers with smart apartments on beautiful green tapestries; in the countryside, exceptionally comfortable and spacious single-family homes that are fully sustainable thanks to their intelligent design;10 at all times, unlimited access via our mobile phones to every product and service imaginable, with the peace of mind that they are offered to us without producing any waste that is not subsequently recovered (or whose environmental impact has not been incorporated into the cost and compensated for); and always the personal peace of mind from the knowledge that we are able to monitor our health twenty-four hours a day with portable devices that will not only patiently watch over us, but will also open up a huge new market.11 Images, in short, that reveal the encounter between sustainability, technology, intelligence, new markets, and prosperity. Images that should make us see the new great green deal not as a threat to our current lifestyle, but as the way to save our way of life, our planet, our individual welfare, as well as our capitalist system.12

For a Sustainable Future: The Centrality of Public Goods

The most recent report of the UN’s Intergovernmental Panel on Climate Change (IPCC) makes it absolutely clear that ways of living in the twenty-first century must be premised on the existential threat to our survival posed by multiple ecological crises. Indeed it could all be over before the end of the century. If we do not radically suppress global CO2 emissions, global warming will rise to the point where it cannot be stopped. While not long ago the word ‘catastrophe’ seemed hyperbolic to many, today few could deny it is fitting. Melting glaciers, rising sea level, drought, fires, and flooding all over the world and the resulting migration are catastrophes for those who suffer them – and give us a taste of far worse catastrophes to come. Already the World Health Organization (WHO) estimates that there are 150,000 excess deaths per year due to climate change, likely to double by 2030.

After the 9-11 attack on the World Trade Center we heard the word ‘security’ incessantly, almost always invoked as intentional threats to our safety and well-being, which of course means they are threats by people, whether they be individuals, groups, or nations. Global warming, on the other hand, is a threat from nature that is an unintended result of human action – not what is usually intended by a ‘security’ threat, and it does not grip our imagination and fears in any way proportional to its severity. But it is not only intentional acts that can threaten our safety and well-being. Once threats to our security are conceived more broadly, consider the greater dangers from unclean air and water and contagious diseases, whatever the mix of intentional and unintentional acts that created the problem.

The Ecological Limits of Work: on Carbon Emissions, Carbon Budgets and Working Time

Faced with accelerating technological progress and a deepening ecological crisis, a growing discussion sees a reduction in working hours as a multiple dividend policy, increasing, among other things, individual wellbeing, productivity and gender equality whilst simultaneously potentially contributing to a reduction in unemployment and greenhouse gas (GHG) emissions. One cannot help but feel reminded of some earlier sociotechnical visions of a society in which productivity gains would be shared broadly to allow for radically shorter working hours and thus a qualitatively better life.

An Ecosocialist Green New Deal: Guiding Principles

Humankind has reached a moment of existential crisis. Human activity is causing disastrous climate disruption and Earth’s sixth mass extinction event, triggering critical losses of biodiversity. We are already locked in for global warming that will have catastrophic effects, and we are on a slippery path to our own extinction. The 2018 Special Report from the Intergovernmental Panel on Climate Change (IPCC) warns unequivocally that “without societal transformation and rapid implementation of ambitious greenhouse gas reduction measures, pathways to limiting warming to 1.5°C and achieving sustainable development will be exceedingly difficult, if not impossible, to achieve.”

Yet, the crisis we face exceeds ecological breakdown. Deepening inequality, suppressed democracy, precarious jobs, racial and gendered violence, border hostility, and endless wars make up the terrain on which climate destabilization will be unleashed. The most vulnerable members of society will be hit hardest, first, and suffer most.

We must solve the climate crisis and the inequality crisis together. Climate remedies in the context of austerity will produce a popular backlash, as we see in the yellow vest protests against a fuel tax. Corporations profiting from fossil extraction have long worked to turn workers against environmentalists, claiming that clean energy would be a job killer. But working class and poor people’s quality of life, gravely threatened by climate disruption, would greatly improve in a just transition. Because corporate capitalism rewards extraction to concentrate wealth, it must be replaced by a sustainable economy. A Green New Deal can begin the transition from exploitative capitalism to democratic ecological socialism.

The urgency and scale of the crisis we face demand solutions that meet the magnitude of this moment. The ineffectual gradualism and corporate obedience demonstrated by the U.S. government’s climate response has proven to be a dead-end for humanity. We need rapid, systemic transformation that heals the stratification of wealth and power while putting decarbonization and justice at the forefront.

We need a Green New Deal. We demand a Green New Deal, and we demand that it serve people and planet—not profit.

Why Ecosocialism: For a Red-Green Future

The capitalist system, driven at its core by the maximization of profit, regardless of social and ecological costs, is incompatible with a just and sustainable future. Ecosocialism offers a radical alternative that puts social and ecological well-being first. Attuned to the links between the exploitation of labor and the exploitation of the environment, ecosocialism stands against both reformist “market ecology” and “productivist socialism.” By embracing a new model of robustly democratic planning, society can take control of the means of production and its own destiny. Shorter work hours and a focus on authentic needs over consumerism can facilitate the elevation of “being” over “having,” and the achievement of a deeper sense of freedom for all. To realize this vision, however, environmentalists and socialists will need to recognize their common struggle and how that connects with the broader “movement of movements” seeking a Great Transition.

Introduction

Contemporary capitalist civilization is in crisis. The unlimited accumulation of capital, commodification of everything, ruthless exploitation of labor and nature, and attendant brutal competition undermine the bases of a sustainable future, thereby putting the very survival of the human species at risk. The deep, systemic threat we face demands a deep, systemic change: a Great Transition.

In synthesizing the basic tenets of ecology and the Marxist critique of political economy, ecosocialism offers a radical alternative to an unsustainable status quo. Rejecting a capitalist definition of “progress” based on market growth and quantitative expansion (which, as Marx shows, is a destructive progress), it advocates policies founded on non-monetary criteria, such as social needs, individual well-being, and ecological equilibrium. Ecosocialism puts forth a critique of both mainstream “market ecology,” which does not challenge the capitalist system, and “productivist socialism,” which ignores natural limits.

As people increasingly realize how the economic and ecological crises intertwine, ecosocialism has been gaining adherents. Ecosocialism, as a movement, is relatively new, but some of its basic arguments date back to the writings of Marx and Engels. Now, intellectuals and activists are recovering this legacy and seeking a radical restructuring of the economy according to the principles of democratic ecological planning, putting human and planetary needs first and foremost.

The “actually existing socialisms” of the twentieth century, with their often environmentally oblivious bureaucracies, do not offer an attractive model for today’s ecosocialists. Rather, we must chart a new path forward, one that links with the myriad movements around the globe that share the conviction that a better world is not only possible, but also necessary.
