What It Will Take to Build a Broad-Based Movement for a Just Transition: Environmental and labor organizers reflect on hard-won lessons

In 2020, Washington State passed the Climate Commitment Act, and when it went into effect on January 1, 2022, Rosalinda Guillen was appointed to its Environmental Justice Council. The appointment recognized her role as one of Washington's leading advocates for farmworkers and rural communities.

Guillen directs Community2Community Development, a women-led group encouraging farmworker cooperatives and defending labor rights. She has a long history as a farm labor organizer and in 2013 helped form a new independent union for farmworkers, Familias Unidas por la Justicia. Guillen agreed to serve on the council but with reservations. She feared that the law's implementation would be dominated by some of the state's most powerful industries: fossil fuels and agriculture. 

"Its market-based approach focuses too much on offsets,” she says. “Allowing polluting corporations to pay to continue to pollute is a backward step in achieving equity for rural people living in poverty for generations." Just as important to her, however, is that while the law provides funding for projects in pollution-impacted communities, it doesn't look at the needs of workers displaced by the changes that will occur as the production and use of fossil fuels is reduced.

The impact of that reduction won't affect just workers in oil refineries but farmworkers as well. "The ag industry is part of the problem, not just the fossil fuel industry," Guillen says. "They're tied together. Ag's monocrop system impacts the ecological balance through the use of pesticides, the pollution of rivers and clearing forests. As farmworkers, this law has everything to do with our miserable wages, our insecure jobs, and even how long we'll live. The average farmworker only lives to 49 years old, and displacement will make peoples' lives even shorter." 

The key to building working-class support for reducing carbon emissions, she believes, is a commitment from political leaders and the environmental and labor movements that working-class communities will not be made to pay for the transition to a carbon-free economy with job losses and increased poverty. But the difficulties in building that alliance and gaining such a commitment were evident in the defeat of an earlier Washington State initiative, and the fact that the Climate Commitment Act lacked the protections that initiative sought to put in place. 

In Washington State fields, at California oil refineries, and amid local campaigns around the country, this is the big strategic question in coalition building between the labor and environmental movements: Who will pay the cost of transitioning to a green economy? 

Some workers and unions see the danger of climate change as a remote problem, compared with the immediate loss of jobs and wages. Others believe that climate change is an urgent crisis and that government policy should protect jobs and wages as a transition to a fossil-fuel-free economy takes place. Many environmental justice groups also believe that working-class communities, especially communities of color, should not have to shoulder the cost of a crisis they did not create. And in the background, always, are efforts by industry to minimize the danger of climate change and avoid paying the cost of stopping it. 

The Fight to Stop the Inflation Reduction Act’s Fossil Fuel Giveaway

Depending on whom you ask, the United States is on the verge of passing one of its most beneficial climate bills—or one of its most harmful. The Inflation Reduction Act is historic, hands down, but it’s also imperfect in the way it continues to prop up the fossil fuel industry at a time when we need to urgently invest in new energy sources. 

The Senate voted to pass the bill Sunday (which all Republicans opposed), and it’s now in the hands of the House of Representatives, which is slated to vote on it later this week. For the first time in my lifetime at least, the U.S. government is on course to pass a climate policy that can actually reduce emissions on a national scale—but at what cost?

However, the Inflation Reduction Act is not built on the foundations of climate and environmental justice. It continues the traumatic legacy of sacrificing Black and Brown communities—of handing over their lives to the fossil fuel sector. Leaders on the frontlines are preparing to fight back.

Blockade Australia: Our Perspective

Blockade Australia (BA) is a climate activist group whose primary strategy is to shut down activity at fossil fuel sites and disrupt the economy as a form of protest. So far, they have coordinated two major blockades in NSW: in November 2021, they disrupted $60 million worth of coal exports for eleven days in the Port of Newcastle; in March 2022, activists blockaded terminals for five days at Port Botany; at the end of June, they attempted a six-day blockade of Sydney’s economic centre.

Their activism has been met with alarming state violence. Earlier this month, around one hundred police raided a BA camp of activists and made several arrests. The Port Botany blockade earlier this year triggered the bipartisan enactment of new laws in NSW Parliament, increasing the penalty for protesting without police or state approval to up to $22,000 in fines and/or two years’ imprisonment. These laws will affect all protests which are unapproved by police, and should be fiercely opposed.

BA doesn’t formally adhere to a specific political ideology, although their social media activity suggests anti-capitalist and anti-electoral leanings. They aim to create a “consistent and strategic” disruption “that cannot be ignored,” to temporarily shut down the fossil fuel industry’s operation and force a “political response,” though BA does not define what this would look like concretely.

Overall, BA’s strategy relies on small affinity groups rather than a political organisation to coordinate individual non-violent disruptive stunts, a strategy which places them outside of the mass movement for working class liberation. It’s important to note here that we condemn in the strongest terms the state violence against BA activists. We express our solidarity to activists who, like us, are interested in building “power… opposing the colonial and extractive systems of Australia.” We argue, though, that BA cannot build this power with isolated actions and sporadic disruption alone.

On Inflation and Working Class Struggle

On Saturday 18th of June, (there was) a national TUC demo in London, and as part of the build up, we were invited to sit on a panel hosted by the People’s Assembly called ‘Wages Up, Bills Down, Tories Out’. We were joined by six other panelists from the RMT, Bristol Co-operative Alliance and the Tribune, Bristol Trades Council and the NEU, the TUC and PCS, the Green and Labour Councillors for Ashley Ward, and the Secretary for Unite South West, who chaired the meeting.

Below is the transcript of the input from one AngryWorkers comrade about the current crisis, followed by a report from a comrade on the meeting in general.

I work as a housekeeper at Southmead hospital and I am a GMB rep there. I previously worked for several years in warehouses and food factories. I can see every day how people who earn around the minimum wage are struggling more.

I think we’re in a crisis in more ways than one. It’s a cost of living crisis, yes. It’s also coinciding with a long-running crisis of working class organisation and militancy (e.g. the fact that NHS workers can’t even enforce an actual pay rise, despite all the public support and the fact that we slogged our guts out in the pandemic, says a lot). And it’s also a crisis of the system where there aren’t any obvious answers.

The four-day work week has captivated media headlines internationally, with different countries piloting programmes in the Global North. Seventeen companies have signed up to commit to a pilot programme in Ireland. Thirty companies in the UK are taking part in a new pilot. Workers will maintain one-hundred per cent productivity for eighty per cent of their time.[1] Belgium has given workers the right to request a four-day work week with no loss of pay, effectively condensing their five day work week into four days. This has rightfully attracted criticism, as working time has not reduced, but workers get to maximise their stress levels by working nine and a half hours per day.[2] The central theme of many global campaigns is that the implementation will look different in varying sectors, rosters and working arrangements. The campaign’s main aim is for a shorter working week with no loss of pay and challenging the dominant narrative that long hours equate with greater productivity.[3]

The key demand of socialists has long been a shorter working week with no loss of pay. Karl Marx in Capital describes how the hours that make up the working day mean different things to employees and employers. Workers put in their time to afford the basic necessities in life. Employers buy labour-power, and the value is determined by working time. Any labour-power beyond what is required to produce the necessities of life is surplus-value that employers get for free. It is not necessary for us to work long hours to produce what is needed, but instead employers maximise their profits by taking our surplus value. Marx notes that “the history of capitalist production, the determination of what is a working-day, presents itself as the result of a struggle, a struggle between collective capital, i.e., the class of capitalists, and collective labour, i.e., working-class.”[4]

There are many examples of struggles over shorter working hours throughout history. The eight-hour working day in the Global North was not granted because of benevolent employers or lobbying politicians, but fought for and won through struggle. In 1856, Australian Stonemasons who were working harsh ten hours days walked off their job and eventually won an eight-hour day.[5] The same story was echoed in struggles internationally, with workers taking a collective stand for their pay and conditions. Eleanor Marx, who was a founder of the GMB Union in 1889, fought and won an eight hour workday for gas workers. On May Day in 1890, she also played a crucial role in organising the Hyde Park protest in London. This protest gathered hundreds of thousands of people with the key demand of an eight-hour workday.[6]

A shorter workweek may increase worker productivity: but that’s not why we need one

Studies show that a shorter workweek is healthier for people and the planet — but much of the conversation is focused on its impact on worker productivity or efficiency. This is a big mistake.

With the average worker in the United States clocking 47 hours a week, Americans are among the most overworked populations in the world — in fact, they work more hours per year than workers in almost any other industrialized country. 

Advocates of a shorter work week had a brief moment of excitement in California last month when state Democrats proposed a bill that would have required private-sector employers with more than 500 employees to pay hourly workers overtime after logging more than 32 hours a week

Unfortunately, the proposal didn’t make it very far through the legislative bill-making machine before it stalled out in committee. For the foreseeable future, the bill will remain in legislative purgatory. 

However, despite a disappointing outcome, the mere existence of the proposed bill in the state legislature is an important step toward shortening the Californian workweek — something that would be a boon to workers.

There are many benefits of working shorter hours. One that has been particularly compelling to employers is the fact that shorter hours have been linked to increased worker efficiency and productivity. For example, a 2021 study from Japan empirically determined that “when long working hours are reduced, individual productivity increases, and fewer mistakes are made at work.” 

Studies have also shown that working fewer hours actually increases worker happiness — leaving employees feeling more energized and giving them more free time to pursue their interests outside of work. 

I’d hazard a guess that the majority of us would drool over the prospect of fewer hours of wage labor and more hours in our day for rest, leisure, or — as the 19th-century slogan of the 8-hour day movement advocated — more hours to do with “what we will.

In fact, re-framing this discussion around the needs of labor rather than the needs of employers is critical for getting us on a path towards a healthier, more sustainable world where workers thrive.

Two enemies, one fight: climate disaster and frightful energy bills

Two clouds darken the sky. A close-up one: gas and electricity bills have shot up since the Russian invasion of Ukraine, and millions of families are struggling to pay. And a bigger, darker, higher one: the climate disaster, and politicians’ refusal to tackle it.

Ultimately, both these threats have a single cause: fossil fuels and the systems of wealth and power that depend on them. We need social movements to link the fight to protect families from unaffordable bills with the fight to move beyond fossil fuels, and in that way turn back global warming.

Here I suggest ways to develop such a movement in the UK, starting by demanding action on home heating.
