After Glasgow COP26: Build the Global Movement

What happened in Glasgow – and where do we go from here? 

Many on the radical left have concluded that Glasgow was an unmitigated disaster. That COP is dead. That the 1.5°C maximum temperature target is dead. That any gains made in Glasgow are greenwash. That it is time to stop focussing on the COP process and chart our own independent course. It is even argued that putting demands on the COP process (or indeed other capitalist institutions) is wrong in principle because it makes us complicit with their crimes and failures. 

I don’t agree with any of this. It’s certainly true that Glasgow failed to stop catastrophic climate change – and by a huge margin. It is also true the pace of the crisis is still increasing with fires, floods, droughts and hurricanes becoming ever more destructive, and that the Nationally Determined Contributions (NCDs), pledged in Glasgow, would produce a temperature rise of not 1.5°C but of 2.4°C – which would trigger feedback processes that would take the climate crisis out of control. 

To withdraw from the COP process, however, would be a big mistake. Although we all have a responsibility for our own ecological impact, only governments have the ability to make the major structural changes necessary to get rid of fossil energy in the timescale available. Nor can we build the mass movement necessary to force them to do so if we ignore the main global forum in which they can be engaged – and which is the main driver of global public consciousness on the issue. 

COP26 to CON26: how we need to be at DEFCON level 1 to save our people and planet

Climate Jobs: Building a workforce for the climate was written and published by the Campaign Against Climate Change Trade Union Group (CACCTU) to coincide with COP26. It is a response to the urgency of the climate crisis and lays out the type and scale of the transition needed to match it. It is essential reading for every trade unionist and climate activist.

It provides a detailed, in-depth update of the earlier work produced by CACCTU, One Million Climate Jobs (2014), showing that there are many more than a million, well paid, skilled jobs that could be created if we get serious and urgently tackle the climate emergency. Packed with ideas, examples, and accompanying technical resources, it outlines the type of workforce needed and argues that to deliver it we need to break from the failed reliance on the market and instead invest in a huge expansion of public sector jobs across all sectors – from transport, energy and food to homes, education and more.

The pamphlet argues this will require a National Climate Service, which can organise, plan and train workers as well as deliver the jobs so urgently needed, amounting to a radical transformation which will improve our lives, ensuring among other things we have warm, affordable homes, a fully integrated public transport system and most importantly a safe climate and ecology now and in the future.

World leaders, NGOs, pressure groups and corporates jetted into Glasgow for COP26. Like previous summits, it saw major corporations vie with each other in the dark arts of greenwashing, having paid millions to sponsor the event itself. COP1 met in Berlin in 1995. Since then, the process has seen a quarter-century of failure with the environmental crisis becoming rapidly and terrifyingly worse.

Failure has much to do with the fact that the COP process has never been short of corporate influence. Glasgow had 11 major sponsors, including the energy giants Hitachi, National Grid, Scottish Power and SSE. Other sponsors included Microsoft, Sky media and NatWest. Boris Johnson, Jeff Bezos, Joe Biden, Barack Obama and India’s Narendra Modi arrived in town with the world’s media touting Glasgow as the ‘last chance saloon’. But Glasgow proved to be CON26. In the run-up activists around the world were already claiming it would be the most elitist, least democratic COP ever, with the politicians of the rich countries dominating the agenda and excluding representatives of the people bearing the brunt of the crisis. And, so it proved.

Now that the circus has left town every day that passes rams home its failure and the growing existential threat we face. 2021 was a year of unprecedented climate crisis marked by terrifying floods, wildfires, hurricanes and droughts. Tipping points, like the collapse of the Gulf Stream and the Greenland ice sheet, are in danger of being crossed. Meanwhile, the Amazon rainforest now emits more carbon dioxide than it absorbs, making it a source of, rather than a sink for, greenhouse gas emissions.

The crisis is spiralling out of control because capitalism’s inherent inequalities of class, race and gender block any prospect of climate justice. Estimates of who’ll be displaced by climate change vary dramatically. The most cited figure is that by 2050 there will be 200m climate refugees fleeing harvest failures, droughts and floods. No wonder the UN Climate Report flashed up Code Red for humanity, warning that the worst scenarios can only be avoided by immediate government action.

Citizen Pilgrim: Richard Falk and Me

Although I have met him only once, I’ve spent a lot of time over the past fifty years learning from Richard Falk. Now in his 90’s, Falk has recently published a memoir called Public Intellectual: The Life of a Citizen Pilgrim that helps me understand why.[1]

Falk is the Albert G. Milbank Professor Emeritus of International Law and Practice at Princeton, but he has eschewed the dominant “realist” approach to international law that portrays existing states as the only significant actors, instead promoting an alternative vision in which social movements around the world contest the existing world order. While he is perhaps best known for his highly controversial role as UN Special Rapporteur on “the situation of human rights in the Palestinian territories occupied since 1967,” in which he stated that Israel’s 2009 offensive in Gaza was a war crime of the “greatest magnitude,”[2] he has been a prolific writer and speaker on subjects ranging from the Vietnam War to human rights to the environmental crisis.

I first became aware of Falk in the midst of the Vietnam War. One day, as the US war escalated, Marcus Raskin, co-director of the Institute for Policy Studies, mentioned the Manifesto of 121 that had encouraged resistance to the French war in Algeria and wondered how we could get a copy.[3] I was a young student at IPS, and I recalled that an old copy of the British New Left Review had a translation of the statement. Next time I visited my home I found it and gave it to Marc.

The Manifesto of 121 likened French torture in Algeria to Nazi atrocities, therefore justifying extralegal resistance to the war. It pledged to support soldiers who resisted the war and those who aided them, even though such resistance was a serious crime.

As the US escalated its war in Vietnam, young Americans started a draft resistance movement, burning draft cards, fleeing the country, and risking imprisonment for refusing to fight in Vietnam. They found support in a small number of religious and intellectual figures who issued a Call to Resist Illegitimate Authority.[4] As the Manifesto of 121 justified resistance to French atrocities in Algeria by comparing them to Nazi torture, the Call compared US atrocities in Vietnam to those for which Nazi leaders had been tried as war criminals after World War II – and justified resistance to the war as a right and even a duty.

This “extremist” charge received support from an unexpected quarter: Professor Richard Falk, who spoke and wrote extensively about the parallel. He co-edited the book Crimes of War[5] and advocated a “Nuremburg obligation” that made it a duty not to participate in war crimes, even if given orders to do so by those claiming governmental authority. He testified for the defense in numerous anti-war civil disobedience trials, notably those of the Catholic activists Philip and Daniel Berrigan.

Time for a Climate Insurgency?

The leaders of the world's countries gathered in Glasgow signed a death warrant for the world's people. Is there anything the world's people can do about it? To answer effectively, human solidarity may have to challenge the very legitimacy of the nation-state system.

Since the end of the feudal era the world order has been largely structured by the nation-state system. Individuals have been willing to kill and die for their countries. The pursuit of individual and collective interests has occurred largely within a national framework.

Nonetheless, social and political movements have often transgressed national boundaries and expressed solidarities that go beyond them. People frequently join together in social movements that embody the principle and practice of solidarity. And these movements often cut across national boundaries.

Shareholder Engagement With Fossil Fuel Companies Is a Failure for Climate Change

Shareholder engagement promotes the image of fossil fuel companies as good corporate citizens, and strengthens their political power to fight climate legislation.

What should pension funds, university endowments and other institutional investors do to help address climate change? The fossil fuel divestment movement calls on funds to divest from fossil fuel companies. Fund owners and managers often oppose divestment, preferring "shareholder engagement"--that is, owning fossil fuel company stocks and voting at shareholder meeting and urging companies to change. While shareholder engagement with fossil fuel corporations on climate change is well intentioned, I will argue that it harms rather than helps efforts to address climate change.

Shareholder engagement is detrimental to winning needed government climate action

The pace and magnitude of emissions reductions needed to respond to the climate crisis will not come from voluntary actions by companies, but only from strong government regulations, programs and public investments. Shareholder engagement is aimed solely at getting companies to change and does nothing to get needed government climate action. Tariq Fancy is BlackRock's former chief investment officer for sustainable investing. He writes in BlackRock hired me to make sustainable investing mainstream. Now I realize it's a deadly distraction from the climate-change threat that "Only governments have the wide-ranging powers, resources and responsibilities that need to be brought to bear on the problem." The perception that shareholder engagement is moving companies to address climate change weakens public support for the need for government action. Fancy calls sustainable investing a "deadly distraction" and argues that it is "harming the world by creating a societal placebo that delayed overdue government reforms."

More importantly, shareholder engagement promotes the image of fossil fuel companies as good corporate citizens, and strengthens their political power to fight climate legislation. This is exactly opposite the strategy of divestment, which aims to weaken the political power of fossil fuel companies by calling them out as bad actors, and thereby win climate legislation. Former SEC commissioner Bevis Longstreth in Climate Change and Investment in Fossil Fuel Companies: The Strategy of Engagement Won't Work explains it this way:

"Indeed, engagement is likely to assist Big Oil and Big Coal in postponing the day when governments limit the burning of fossil fuels. The International Energy Agency reckons that, if governments act to compel adherence to the carbon budget, necessary to have a chance of holding the planet to only a 3.6 F rise in temperature from pre-industrial levels, it will cause Big Oil and Big Coal to lose about $1 trillion a year. Engagement with institutional investors like Harvard gives the fossil fuel giants the protective cover they need to stretch out the transition process to renewables for as long as they can. It legitimizes talk over action."

Want to Know How We Can Win a Just Transition? States Hold a Key

The climate justice movement has undoubtedly picked up steam in the last three years as talk of a Green New Deal has made its way into the mainstream. But even after uphill and innovative organizing, our federal government has not adequately responded to the serious and existential threat of climate change: The Build Back Better bill, touted by the Biden administration as our generation’s great hope for action on climate change, has been almost completely gutted in Congress, where it still awaits passage. And after the ultra-wealthy took private jets to and from the United Nations Climate Change Conference (COP26) in Glasgow, it does not appear that the urgent action we need will come any time soon. As temperatures increase and storms become worse, the environmental situation is even more dire: Humans can expect ​“untold suffering,” scientists warn, including mass extinction and death, if we don’t act fast.

Amid our elected leaders’ monumental failures, the climate justice movement has smartly moved its focus away from pet projects, like small-scale lawsuits, and towards organizing to build a movement with enough popular support to change our political system. To get the numbers we need — of workers in the many millions — it is necessary to ensure that climate solutions, whether it’s stopping coal extraction or halting fossil fuel digging, don’t abandon workers in those industries. This is the idea behind a ​“just transition,” which aims to move to an environmentally sustainable economy while making sure all workers have safe and dignified work. 

State by state, organizers are working hard to make a just transition a reality and, fortunately, there are a few wins to point to. Unions and environmental groups won a joint victory this June, when the Climate and Community Investment Act, SB 999, passed in Connecticut. The legislation will do three important things: require prevailing wages for construction workers on renewable energy projects, ensure renewable energy projects create good, union jobs for Connecticut residents from disadvantaged communities, and negotiate community benefits agreements, which are agreements that describe a developer’s obligations to the broader community.

This state-level legislation is a step toward an urgent — and existential — need. Kimberly Glassman is the director of the Foundation for Fair Contracting of Connecticut, a non-profit organization that represents both building trades unions and union contractors to monitor public works’ projects for compliance with wage and other labor laws. She told In These Times, ​“As we transition away from fossil fuel dependent energy into green energy, [we have to make sure] that the workforce that has built their livelihoods in the fossil fuel industry has a way to transition and has access to good paying jobs in the green energy sector.” 

A Farewell to Copitalism

The future was supposed to be copitalism: a new global economic paradigm where national governments work together through the United Nations (UN) Conference of the Parties (COP) process to limit emissions and prevent runaway climate breakdown - while leaving capitalism otherwise intact.

The climate conferences have taken place annually for a quarter of a century. The aim is to negotiate global emissions targets that will be translated into national policies. The high-water mark was the Paris Agreement of COP21 when the worlds’ leaders agreed to limit global heating to 1.5C. 

The mechanism agreed was "nationally determined contributions" (NDCs). This means national governments are responsible for submitting commitments to cut emissions to the UN. The COP process is also supposed to include a “ratchet mechanism” where those government commitments are made increasingly ambitious. 

Building Bridges from Intersectional Ecosocialism to Radical Climate Justice and Systemic Transformation

Ecosocialist strategic thinker Ian Angus has observed, with reason that “There is no copyright on the word ecosocialism, and those who call themselves ecosocialists don’t agree about everything.”

That’s true. One puzzle that many ecosocialists, especially here in the “global North,” seem to share is: Why are there so few ecosocialists?  For most of us – I count myself as part of the ecosocialist movement – it feels intuitively natural to hold a political orientation to the world based on the principles of the interconnectedness of an ecological approach and the universal solidarity, egalitarianism, and social justice orientation of a democratic socialism. Indeed, what other kind can there be after the authoritarian horrors of the 20th century?

Why, then, are we so few?

In my country, some may suppose that this can be explained away by the U.S. working class’s lack of consciousness of a world beyond capitalism, or by the pull that the values of feminism and racial justice exert on a younger generation preventing activists from recognizing the economic roots of the evils of the capitalist system that saturates our lives.

But aren’t these all caricatures? Are there not ecosocialists who have understood that race, ethnicity, nationality, gender, sexuality, and indeed all systems of division intersect with class? Are there not working people and unions who live every day with the economic and political abuses of capitalism?  And are there not young social-justice activists who are acutely aware of how capitalism works to cause untold suffering?

There are, fortunately, in all these cases, and their numbers are growing.

I began thinking about this essay early in 2020. Now, in the waning months of 2021, everywhere, people live in a world transformed by pandemic, rebellion, and the multiple pre- and post-pandemic crises that remain with us. In a way, this new world only underlines the importance of ecosocialism’s promise, as well as gives life and urgency to my thesis that 21st-century ecosocialism will either be intersectional or remain marginal to the needs of, and alternatives to, our collective moment.

The ZAD: between utopian radicalism and negotiated pragmatism

The global coronavirus pandemic has brought into sharp relief the many failures of contemporary capitalist states around the globe. These include the failure to ensure social and economic justice and to provide basic protections for the most vulnerable individuals and communities, from refugees to the houseless. Consequently, it has also made clear the need for social movements to not only resist the violence of the state and its facilitation of global capitalism, but to simultaneously and actively build a prefigurative politics toward an alternative society. Carving out autonomous spaces for mutual aid and radical politics is more important than ever.

Among the multitude of ways movements engage in prefigurative politics, land occupation struggles have long been central — from the historic Maroon communities formed by fugitive slaves throughout Latin America, the long-standing Acampamentos of the Landless Workers’ Movement in Brazil to the short-lived Capitol Hill Autonomous Zone in Seattle in the aftermath of the uprising in response to the murder of George Floyd.

One such movement, relatively unknown outside of Europe, is the Zone à Défendre (Zone to Defend), the ZAD, in western France. Located in the commune of Notre-Dame-des-Landes outside the city of Nantes, the ZAD is the largest of dozens of occupation zones in France. It originated as an anti-development project opposing the construction of an international airport and it survives to this day despite repeated efforts by the state to crush it.

The struggles of la ZAD illustrate both the potential and the many challenges faced by today’s radical occupation movements. History shows that when radical movements push the limits of global capitalist hegemony, states will respond with brutal repression. Examples, among many, include the Bloody Week that ended the 1871 Paris Commune, Turkey’s military attacks on autonomous Kurdish towns and repeated massacres of Landless Workers’ Movement activists by police or private militias in Brazil.

In addition to the use of all-out force, however, contemporary states have also increasingly turned to other tactics. As public opinion and human rights regimes pressure states to use “legitimate and proportional” means, they utilize legal-bureaucratic and ideological repression, to seduce, manipulate and forcibly incorporate movements into the system. We have seen this at work against urban squatters and rural land occupations around the world, where states employ a broad repertoire of tactics — from co-opting leaders to promoting gentrification. Ultimately, though, it is the threat of violence that makes such legal-bureaucratic strategies viable. The story of the ZAD repeats many of these patterns.

The ZAD also raises questions about the role of unity in radical struggle, as well as the effectiveness of specific land occupation strategies. Is it enough to share a common enemy — in this case an airport development project — or must members share the same vision of prefigurative politics? As the French state attempts to incorporate the remains of the ZAD into a vision of rural capitalist development — as always, with the backing of police violence — how do members continue their struggle? Where are the cracks within the repressive state-capitalist system that radical activists can use to their advantage and for their survival?

To seek some answers to these questions, we made several visits to the ZAD over a few years, the last one being in early 2020. As sociologists and activists with a long interest in resistance and prefigurative politics, we shared sympathies with the movement and developed a more intimate understanding of the struggle by talking with residents and taking a closer look on the ground. What we saw indeed diverged from the dominant narrative, which had declared the end and defeat of la ZAD.
