How the Green New Deal from Below Integrates Diverse Constituencies

Green New Deal initiatives at local, state, regional, and civil society levels around the country have drawn together diverse, sometimes isolated, or even conflicted constituencies around common programs for climate, jobs, and justice. How have they done so?

What Do Clean Energy Programs Mean for Workers?

It’s not every day that workers get to tell representatives of Congress how federal programs affect their work lives. But that’s just what happened when union members working on clean energy projects in Illinois, Maine, and New York spoke about the impact of federal climate investments in their communities to the Clean Energy Workers Roundtable hosted by the House Sustainable Energy and Environment Coalition (SEEC).

Kilton Webb, a member of the International Brotherhood of Electrical Workers (IBEW) Local 567 told the Roundtable how his union is training clean energy workers in Maine:

I’m in my final year as an apprentice, and after five years, I have put in 8,000 work hours on commercial, industrial, and solar fields. The work is hard, but rewarding because I am part of this new clean energy industry that is doing great things for the state of Maine. It’s also exciting because of the potential of having more union jobs ready for the next generation of workers. Students who were in middle and high school when I started my journey of becoming an electrician are now apprentices that I work with and teach every day.

Ignoring Climate Scientists and Environmental Justice Advocates, DOE Awards Billions to Fossil Fuel Hydrogen

On October 13th, the U.S. Department of Energy announced the recipients of the Regional Clean Hydrogen Hubs (“H2Hubs”) funding. H2Hubs will award up to $7 billion to seven regional hydrogen hubs around the country. Disappointingly, more than half of the money from this massive federal investment will go towards Hubs producing hydrogen from fossil fuels with carbon capture and storage (CCS), also known as blue hydrogen. This massive investment ignores major concerns cited by climate scientists, environmental justice advocates, and clean energy experts.

One major concern identified by climate scientists is especially worrying: hydrogen gas leaked into the atmosphere is an indirect greenhouse gas that extends the lifetime of methane in the atmosphere, which means hydrogen has 35 times the climate warming impacts of CO2. A massive buildout of hydrogen infrastructure at this scale, without further research into how to safely and securely transport and store hydrogen, will almost certainly lead to significant short-term warming.

Although DOE has stated that each Hub’s projected benefits played a large role in determining awards, the H2Hubs process has suffered from a lack of transparency. Prospective awardees were not required to publish their proposals publicly, so while many of the Hubs promise community benefits, how these community benefits will be generated – and how those benefits will outweigh the potential harms of each Hub – remain opaque. DOE is hosting a series of local engagement opportunities for each Hub, which will hopefully provide opportunities to cut through the hype and learn more about what these projects will mean for the communities impacted.

While we don’t know much about these Hubs, what we do know suggests that most of these projects will do more harm than good:

Biden Funding for Hydrogen Hubs Threatens Communities, Exacerbates Climate Crisis

WASHINGTON, D.C. – The Biden administration announced today that it will fund seven hydrogen hubs with $7 billion in taxpayer dollars to rapidly expand the production, transport, and use of hydrogen across the nation – sacrificing communities, worsening localized pollution and water crises, doubling down on national sacrifice zones, and perpetuating our reliance on fossil fuels. 

“Throwing billions at hydrogen hubs deepens our dependence on fossil fuels and worsens the climate emergency,” said Maggie Coulter, an attorney at the Center for Biological Diversity’s Climate Law Institute. “President Biden should be urgently investing in proven and increasingly affordable solar and wind energy. It’s wasteful and misguided to fund false solutions like hydrogen that only further burden frontline communities.”

The Department of Energy’s announcement to fund regional hydrogen hubs in the Mid-Atlantic, Appalachia, the Gulf Coast, California, the Midwest, the Dakotas/Minnesota, and the Pacific Northwest flies in the face of the numerous adverse impacts such hubs will have on communities. Billions of dollars in funding for the planned hydrogen buildout subjects already disproportionately adversely affected communities to more pollution and dangerous infrastructure.

“Today’s announcement is a pledge of allegiance to dirty energy by the Biden administration. It is at once a betrayal of environmental justice communities that have been suffering at the hands of the same polluting industries that will now benefit from this misappropriation of taxpayer dollars and of future generations who will suffer the climate chaos hydrogen hub development guarantees,” said Karen Feridun, Co-founder of the Better Path Coalition in Pennsylvania.

Earlier this year, over 180 regional and national climate, community and environmental groups urged the Department of Energy to reject the “hydrogen hype” and ditch funding to expand hydrogen-based technologies touted as climate solutions by the fossil fuel industry. In fact, the vast majority of hydrogen is generated from fossil fuels, and it itself is an indirect greenhouse gas. 

“The build out of massive hydrogen infrastructure is little more than an industry ploy to rebrand fracked gas. The Biden Administration has clearly fallen for this scam hook, line and sinker. This multi-billion dollar bet on greenwashed dirty energy will undermine efforts to address the climate crisis, while increasing pollution of our air and water, and milk taxpayers for billions in new fossil fuel subsidies,” said Jim Walsh, Policy Director of Food & Water Watch. 

“The avalanche of funding from the Infrastructure Law to create Hydrogen Hubs threatens to doom our national commitment to keep the earth from global climate catastrophe. Efforts to replace greenhouse gas emitting energy sources with renewable and truly clean energy will be undone by these subsidies to support methane and other polluting fuels that will make matters worse. Our government must stop investing in dirty energy and instead launch a full-on campaign for non-polluting renewables,” said Maya van Rossum, the Delaware Riverkeeper, leader of Delaware Riverkeeper Network.

Hydrogen production requires massive amounts of water; takes more energy to produce than it generates; is more likely to explode and burns hotter than conventional fossil fuels; and is more corrosive to pipelines – increasing threats in already overburdened communities, and extending our nation’s reliance on fossil fuels. 

“We need an ambitious transition away from dirty energy, not another taxpayer subsidy that enables Big Oil to repackage fossil fuels as so-called clean energy,” said Sarah Lutz, Climate Campaigner at Friends of the Earth US. “The Biden Administration should not be funding hydrogen infrastructure that will lock in decades more of dirty energy production in frontline communities already overburdened with pollution.”

Blueprint Issued for Chicago Green New Deal

On July 6, newly elected Mayor Brandon Johnson’s transition team provided the city plan for a “Chicago Green New Deal.” Mayor Johnson, a longtime Chicago teacher and union organizer, ran a social justice campaign stressing the disproportionate impacts polluting industry and changing climate have on communities of color and low-income neighborhoods. 

The environmental justice subcommittee of the mayor’s transition committee included 25 members from business, civic, social justice, and community-based organizations. Its recommendations focused on a Green New Deal for Chicago, a framework meant to serve “as guiding principles for our efforts to realize a cleaner, healthier, more just, and sustainable city.” Major goals include:

  • Ensure effective environmental justice oversight and responsiveness
  • Fully resource a new Department of Environment with a focus on environmental justice
  • Achieve a Green New Deal for water
  • Secure a just transition to an equitable, decarbonized Chicago
  • Guarantee utilities are provided in a fair, equitable and affordable manner with an investment emphasis on communities facing the greatest utility burden
  • Achieve a Green New Deal for schools 

The environmental justice recommendations also emphasized the need for job opportunities for communities in clean energy transition and other environmental efforts like accelerating lead service line replacement and electrification of buildings.

Jung Yoon, a co-chair of the environmental justice subcommittee and campaign director at Grassroots Collaborative, a coalition of community and labor organizations, said,

The framing is intentionally political and intentionally bold about using a frame of a Green New Deal to address environment and climate justice issues. I think there is a lot of excitement around how Chicago, as the third-largest city, can really pave the way to show what a Green New Deal in action can look like in our city so we can address current environmental and economic and racial disparities in a sustainable future.

Record Profits, Paltry Contracts Fire Up Chicago-Area Autoworkers to Strike

BOLINGBROOK, ILL. — Mary Greene, a second-generation General Motors worker who’s been at GM’s Chicago Parts Distribution Center since 2013, jumps up to cheer and dance with her ​“UAW — On Strike” sign as cars and freight trucks drive by. Greene tries to say, ​“Thank you!” or lift her hand in acknowledgment to every passing supporter who raises  fist or honks in solidarity.

This Sunday, on a winding stretch of Remington Blvd. opposite  quiet pond surrounded by factories and warehouses, a handful of members of United Auto Workers Local 2114 picketed. Workers at the Bolingbrook warehouse have been on strike since Friday after being among the more than 5,000 United Auto Workers members at 38 parts distribution centers tapped by UAW President Shawn Fain to walk off the job in the union’s fight for a new contract with better pay, increased retiree benefits and other demands.

The UAW’s ​“stand-up strike” strategy involves union leaders selecting small numbers of local unions to strike at a time, as opposed to calling for a nationwide strike as they work toward a new contract with ​“The Big Three” auto manufacturers — Ford, General Motors and Stellantis.

Greene,  parts technician who also walked out alongside her coworkers in 2019 during the nationwide General Motors strike, when 46,000 GM autoworkers struck for over a month, says that this time around, she’s hoping for a better, quicker outcome.

Protecting Workers and Communities, From Below Part 2: There Ought to Be a Law

As key states start reducing their use of coal, oil, and gas, what will happen to the workers who produce, transport, and burn those fossil fuels? The previous Commentary, “Protecting Workers and Communities – From Below: Part 1: On the Ground” described local programs to protect workers and communities from side effects of power plant closings and other climate protection measures. This Commentary portrays state-level programs to guard workers and communities against loss of livelihoods and income from climate protection policies.

While the transition to climate-safe energy will create far more jobs than it will eliminate, that is cold comfort for those whose jobs may be threatened – after all, every job is important if it is your job. So many of those who are advocating for state policies for climate protection are also advocating protections for workers and communities that may be adversely affected by climate measures. And many of the states that are transitioning away from climate-destroying fossil fuels to climate-safe renewable energy are developing policies and programs to protect workers and communities from damaging side effects of that transition. While such provisions are still far from adequate, they provide initial experiments that can lay the groundwork for expanded protections at both state and national levels.

  • Make sure CPS curriculum addresses climate justice
  • Focus on students developing core skills from STEM to technical training that will power us through the clean energy transition

  • Create a comprehensive approach to electrification of the CTA
  • Prioritize interagency collaboration so city planning centers transit accessibility and increases ridership

Utility Justice

  • Center community input in the Com Ed franchise agreement, ensuring Chicagoans get the best deal possible
  • Protect low-income households from ComEd’s shutoffs
  • Explore municipalization of ComEd
  • Ensure our electrical supply is decarbonized by 2040

Victory Against Polluter Points Way to Clean, Green, and Fully Funded Schools

For two years, teachers and staff in my workplace, George Washington High School, helped lead a community campaign to stop a hazardous industrial metal shredder, General Iron, from moving a few blocks from our school.

Repeating a historic pattern, city officials facilitated General Iron’s planned move from the wealthy and white Lincoln Park neighborhood where it had operated for decades to the working-class, majority Latino Southeast Side.

Our campaign won a major victory when we pressured Mayor Lori Lightfoot and the Chicago Department of Public Health into denying the final operating permit for General Iron. It took years of mobilizing, street protest, and a month-long hunger strike to force the mayor to do the right thing.

The experience of Chicago Teachers Union members in the #StopGeneralIron campaign highlights the power of union members when we stand shoulder to shoulder with environmental justice activists to demand safe living and working conditions.
