Manifesto for an Ecosocial Energy Transition from the Peoples of the South

An appeal to leaders, institutions, and our brothers and sisters

More than two years after the outbreak of the COVID-19 pandemic—and now alongside the catastrophic consequences of Russia’s invasion of Ukraine—a “new normal” has emerged. This new global status quo reflects a worsening of various crises: social, economic, political, ecological, bio-medical, and geopolitical.

Environmental collapse approaches. Everyday life has become ever more militarized. Access to good food, clean water, and affordable health care has become even more restricted. More governments have turned autocratic. The wealthy have become wealthier, the powerful more powerful, and unregulated technology has only accelerated these trends.

The engines of this unjust status quo—capitalism, patriarchy, colonialism, and various fundamentalisms—are making a bad situation worse. Therefore, we must urgently debate and implement new visions of ecosocial transition and transformation that are gender-just, regenerative, and popular, that are at once local and international.

In this Manifesto for an Ecosocial Energy Transition from the Peoples of the South, we hold that the problems of the Global – geopolitical – South are different from those of the Global North and rising powers such as China. An imbalance of power between these two realms not only persists because of a colonial legacy but has deepened because of a neocolonial energy model. In the context of climate change, ever rising energy needs, and biodiversity loss, the capitalist centers have stepped up the pressure to extract natural wealth and rely on cheap labor from the countries on the periphery. Not only is the well-known extractive paradigm still in place but the North’s ecological debt to the South is rising.

What’s new about this current moment are the “clean energy transitions” of the North that have put even more pressure on the Global South to yield up cobalt and lithium for the production of high-tech batteries, balsa wood for wind turbines, land for large solar arrays, and new infrastructure for hydrogen megaprojects. This decarbonization of the rich, which is market-based and export-oriented, depends on a new phase of environmental despoliation of the Global South, which affects the lives of millions of women, men, and children, not to mention non-human life. Women, especially from agrarian societies, are amongst the most impacted. In this way, the Global South has once again become a zone of sacrifice, a basket of purportedly inexhaustible resources for the countries of the North.

ITUC report shows big economic returns for modest investment in infrastructure, the care economy and the green economy

The study simulated the impact that public spending increases in the care economy, the green economy, and infrastructure could have across eight countries.

The report shows that a repeated annual increase in public spending by 1% of GDP within these three sectors would yield major economic returns that exceed the initial level of investments made. The findings reveal that:

  • Investing an extra 1% of GDP in the care economy over five years would yield an average GDP increase of more than 11%, as well as a 6.3% increase in total employment levels.
  • An extra 1% of GDP investment in the green economy over five years would yield an average GDP increase of 10%, as well as a 7.5% increase in total employment levels.
  • An extra 1% of GDP on infrastructure investment over five years would increase both employment and GDP levels by 12% on average.

Owen Tudor, ITUC Deputy General Secretary, stressed: “The lingering employment effects of Covid-19, as well as a rapidly changing world of work, have underscored the urgency of addressing employment deficits and inequalities. Governments must step up their investments to support the creation of quality jobs – especially in strategic sectors that are good for both people and the planet including care, infrastructure and the green economy.”

At the global level, trade unions are calling for the creation of 575 million jobs and the formalisation of at least one billion informal jobs by 2030, to enable delivery of the United Nations’ 2030 Agenda commitment for full employment and decent work under Sustainable Development Goal 8.

Victory Against Polluter Points Way to Clean, Green, and Fully Funded Schools

For two years, teachers and staff in my workplace, George Washington High School, helped lead a community campaign to stop a hazardous industrial metal shredder, General Iron, from moving a few blocks from our school.

Repeating a historic pattern, city officials facilitated General Iron’s planned move from the wealthy and white Lincoln Park neighborhood where it had operated for decades to the working-class, majority Latino Southeast Side.

Our campaign won a major victory when we pressured Mayor Lori Lightfoot and the Chicago Department of Public Health into denying the final operating permit for General Iron. It took years of mobilizing, street protest, and a month-long hunger strike to force the mayor to do the right thing.

The experience of Chicago Teachers Union members in the #StopGeneralIron campaign highlights the power of union members when we stand shoulder to shoulder with environmental justice activists to demand safe living and working conditions.

A Zero-Carbon Future for the Aviation Sector

Aviation workers are facing the twin threats of the climate emergency and the global jobs crisis. Criticism of aviation greenhouse gas (GHG) emissions has created job-loss fears for many aviation workers. Although it is understood that decarbonisation will involve many changes, and that some jobs and functions may change, it is important to mitigate this as far as possible with long-term planning. Recent experience demonstrates how harmful short-term thinking can be. An average of 40 percent of aviation workers lost their jobs during the Covid-19 pandemic. As the industry recovers, it is now facing critical labour shortages with vast amounts of expertise being lost to the industry forever. Employment security for all workers can be built around a long-term employment road map.

An aviation jobs plan that assesses the industry’s long-term employment requirements must be completed as a matter of priority. It must model the mix of skills and number of workers required to implement decarbonisation measures. On workforce numbers, it should take into account retirement rates and also additional workforce demands that could create future employment opportunities, for example from proposed climate measures such as reducing flight distances and slower cruising speeds. The assessment must also include quantifiable equality measures that consider the specific needs of women and young workers, such as equal opportunities for career development, quality entry-level jobs and training pathways.

The assessment will also provide the basis for employment security, skills upgrading, and career development. Every effort must be taken to retain workers in their existing roles. Where this is not possible, the assessment must provide a road map for retraining workers for different roles within the industry. Where redeployment is necessary, it must come with equal levels of pay, skill levels, and trade union representation.

The results of the long-term employment assessment must be built into all industry road maps for decarbonisation. This is vital that the industry can retain the necessary skills and expertise and avoid short-term job cuts that will harm the industry’s ability to conduct the transition most effectively.

Realizing the Green Jobs Promise

The switch to a carbon-free economy is the biggest economic opportunity of our era. The International Energy Agency and other analysts have predicted that this wave of market-driven innovation will create two to six “green jobs” for each fossil fuel job lost. The promised jobs are already arriving — the 2022 Annual Review by the International Labour Organization and the International Renewable Energy Agency reported that renewables alone had created more than 12 million jobs as of 2021.

But as well-researched and credible as such studies are, unfulfilled promises of prosperity have left many people skeptical about clean energy job claims, a skepticism that is commonly accompanied by the belief that the future holds less opportunity than the past. Even before COVID-19, two out of three people felt pessimistic that the gap between the rich and poor in their own country would ever improve. In fact, the U.N.’s World Social Report 2020 identifies four megatrends that are contributing to growing inequality for more than 70 percent of the global population: climate change, technological innovation, urbanization, and international migration. As a result, narrowly framing job numbers as a direct tradeoff between fossil fuel jobs lost and clean energy jobs gained risks undermining political and popular support for the clean energy transition.

A clean energy focus also misses the bigger picture of our rapidly changing global economy, obscuring the “hidden” costs and risks within our current economic system as well as the nascent opportunities embedded in a shift to a more sustainable economy. Compounding forces — pandemics and supply chain fragilities, new technologies and networked intelligence, and climate change and environmental degradation — are creating unprecedented rates of change in the global economy. Workers, communities, and companies cannot afford to ignore the big picture of what the future holds.

Homoploutia or why the traditional division between capitalists and labourers is less relevant today

The talk, based on Branko Milanović’s recent book "Capitalism, Alone: The Future of the System That Rules the World", will discuss and analyze systemic inequalities in liberal capitalist societies with the special emphasis on the phenomenon of homoploutia, that is, of high incomes from both labor and capital received by the same persons. Homoploutia is one of the key defining characteristics of modern capitalism, distinguishing it from its classical version. It is a desirable development because it reduces class-based distinctions, but it also encourages the formation of an elite that is more stable (thanks to its diversification of assets, including skills) and able to transfer these advantages across generations.

“It’s time to transform” LVC welcomes the UN Special Rapporteur’s report on COVID-19 and the right to food

After more than two years, the COVID-19 pandemic is still a reality in our daily lives. More people today still bear the brunt of the pandemic with health restrictions, limited access to markets, worsening hunger and poverty, inequality, and also repression to people’s fundamental rights. During this period, hundreds of millions of people have contracted COVID-19, and over six million people succumbed to death. For peasants and other people living in rural areas, the pandemic has shown the importance of local, peasants’ food systems that are feeding the people and preventing widespread hunger. It is time to transform. The rights of people, dignity, and solidarity, not profits, should be the foundation of the new society post-pandemic.

In similar notes, Michael Fakhri, the UN special rapporteur on the right to food, examines the emerging issues concerning the COVID-19 pandemic and the right to food. The report, entitled “The right to food and the coronavirus disease pandemic” (document A/77/177, available in English, Spanish, French, Arabic, Chinese, and Russian).

In this report, Fakhri summarizes the current situation of pandemic and framing the problem during pandemic times: especially the lack of concerted actions by governments all over the globe and the exacerbated situations done by corporations in putting profits first before humanity. The Special Rapporteur goes further showing the fragility of our general food systems in these pandemic times, highlighting that “[The pandemic] has underlined the value of sharing and solidarity, and the importance of the application of traditional, local knowledge in times of extreme hardship. Communities persevered when they were not exclusively dependent on food value chain operations for their food security. Resilient solutions included localized markets, public food reserves and associated public food distribution systems, mutual assistance and the sharing of food, as well as jut transition to agroecology [as a means for adapting to climate change].”

The report benefited from a series of regional consultations with civil society and inputs from Member States of the United Nations. Therefore it is worth to mention that just transition for workers was raised as one of the solutions for immediate response to the pandemic and the current food crisis, along with upholding land rights and genuine agrarian reform, curtailing corporate power, developing action plans on the right to food based on the principles of solidarity, self-sufficiency, and dignity, addressing debt crisis and financial needs, and ensuring that international trade law and policy create fair and stable markets.

The important report also makes good references to the UN Declaration on the Rights of Peasants and Other People Working in Rural Areas (UNDROP), the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), provisions from International Labour Organization (ILO) and United Nations Children’s Fund (UNICEF), also the Food and Agricultural Organization (FAO).
