As storms, heat waves, fires, floods, and other devastating effects of global warming have grown, more and more people have become convinced of the need to reduce greenhouse gases (GHG) emitted into the atmosphere. The Paris Agreement defined the goal of limiting global average temperature increase to 1.5 degrees Celsius above pre-industrial levels. At the April Climate Summit President Joe Biden announced the U.S. will target reducing emissions by 50-52 percent by 2030 compared to 2005 levels and reaffirmed the U.S. commitment to reach net zero emissions by 2050. These goals indicate what the consensus of climate scientists says is necessary to ward off the most destructive possible effects of climate change. The question remains how to realize them.
This is a work of imagination. But the urgency of the crisis is real, the need for the suggested programs is real, and the data included in these proposals is real.
A negative emission technology (NET) is a technological approach to removing greenhouse gases that have already been emitted into the atmosphere. That differs from “mitigation” which focuses on preventing emissions in the first place. Aside from concerns about how future availability of NETs might undermine current and near term mitigation efforts, there are further serious concerns: the technologies that are currently proposed are unproven at commercial scale and may never prove scaleable. They are extremely expensive and could worsen rather than improve our climate woes.
This project, “The Road Towards a Carbon Free Society A Nordic-German Trade Union Cooperation on Just Transition”, is a collaboration between the Council of Nordic Trade Unions (NFS), the Friedrich-Ebert Stiftung (FES) and the German Trade Union Confederation (DGB).
A Just Transition towards a carbon neutral future is the most urgent environmental, social and economic issue of our times. This project aims to develop strategies and requirements from a trade union perspective on how to manage the process to a carbon free society.
This paper analyzes the effects of extreme temperature on manufacturing output using a dataset covering the universe of manufacturing establishments in Canada from 2004 to 2012. Extreme temperature can affect manufacturing activity by affecting separately or jointly labour productivity and labour inputs. Using a panel fixed effects method, our results suggest a non linear relationship between outdoor extreme temperature and manufacturing output. Each day where outdoor mean temperatures are below -18°C or above 24°C reduces annual manufacturing output by 0.18% and 0.11%, respectively, relative to a day with mean temperature between 12° to 18°C. In a typical year, extreme temperatures, as measured by the number of days below -18°C or above 24°C, reduce annual manufacturing output by 2.2%, with extreme hot temperatures contributing the most to this impact. Given the predicted change in climate for the mid and end of century, we predict annual manufacturing output losses to range between 2.8 to 3.7% in mid-century and 3.7 to 7.2% in end of century.
Far from signifying climate ambition, the phrase “net zero” is being used by a majority of polluting governments and corporations to evade responsibility, shift burdens, disguise climate inaction, and in some cases even to scale up fossil fuel extraction, burning and emissions. The term is used to greenwash business-as-usual or even business-more-than-usual. At the core of these pledges are small and distant targets that require no action for decades, and promises of technologies that are unlikely ever to work at scale, and which are likely to cause huge harm if they come to pass.
