Can Carbon Capture Save Our Climate— and Our Jobs?

As storms, heat waves, fires, floods, and other devastating effects of global warming have grown, more and more people have become convinced of the need to reduce greenhouse gases (GHG) emitted into the atmosphere. The Paris Agreement defined the goal of limiting global average temperature increase to 1.5 degrees Celsius above pre-industrial levels. At the April Climate Summit President Joe Biden announced the U.S. will target reducing emissions by 50-52 percent by 2030 compared to 2005 levels and reaffirmed the U.S. commitment to reach net zero emissions by 2050. These goals indicate what the consensus of climate scientists says is necessary to ward off the most destructive possible effects of climate change. The question remains how to realize them.

There are two well established and proven means to reduce GHG emissions. The first is to replace the burning of fossil fuels with renewable energy from solar, wind, hydropower, and geothermal sources. The other is to reduce the amount of energy we need through a myriad proven means ranging from switching from gasoline to electric vehicles to insulating houses. Numerous studies and thousands of implementations lay out the scientific and economic effectiveness of protecting the climate by reducing fossil fuel emissions.

There is a third means that is being promoted: continue burning fossil fuels but capture carbon–the principal greenhouse gas–either in the smokestack or by sucking it out of the air after it has been released. Various techniques for doing this have been developed with various names–carbon capture and storage (CCS), carbon capture and utilization (CCU), bioenergy with CCS (BECCS), and direct air capture with CCS (DACCS). We will refer to them together as “carbon capture.”

There is a debate in the climate and labor movements about the use of carbon capture as a climate solution. Some maintain that carbon capture is necessary to reduce greenhouse gas emissions. They argue as well that it can be a way to save the jobs of coal miners and fossil-fuel power plant workers and provide power needed for industry while still protecting the climate and that it will create large numbers of jobs. Others say that carbon capture is unproven, costly, problematic for health and the environment, more productive of jobs, and ineffective for climate protection. They argue that renewable energy and energy efficiency are superior both for climate and for workers and communities. They maintain that a transition to fossil-free energy is already underway and that organized labor and the climate movement should take the lead in ensuring that transition benefits rather than harms workers.

Noam Chomsky and Robert Pollin: Green New Deal Is Essential for Human Survival

Earth Day has been celebrated since 1970, an era which marks the beginning of the modern environmental movement, with concerns built primarily around air and water pollution. Of course, the state of the environment has shifted dramatically since then, and while environmental policy has changed a lot in the United States over the past 50 years, biodiversity is in great danger and the climate crisis threatens to make the planet uninhabitable.

On the 51st anniversary of Earth Day, world-renowned scholar and public intellectual Noam Chomsky, institute professor emeritus at Massachusetts Institute of Technology, laureate professor of linguistics and also the Agnese Nelms Haury chair in the Agnese Nelms Haury Program in Environment and Social Justice at the University of Arizona; and leading progressive economist Robert Pollin, distinguished professor of economics and co-director of the Political Economy Research Institute at the University of Massachusetts at Amherst, share their thoughts on the state of planet Earth in this exclusive interview for Truthout.

C.J. Polychroniou: The theme of Earth Day 2021, which first took place in 1970 with the emergence of environmental consciousness in the U.S. during the late 1960s, is “Restore Our Earth.” Noam, how would you assess the rate of progress to save the environment since the first Earth Day?

Noam Chomsky: There is some progress, but by no means enough, almost anywhere. Evidence unfortunately abounds. The drift toward disaster proceeds on its inexorable course, more rapidly than rise in general awareness of the severity of the crisis.

To pick an example of the drift toward disaster almost at random from the scientific literature, a study that appeared a few days ago reports that, “Marine life is fleeing the equator to cooler waters — this could trigger a mass extinction event,” an eventuality with potentially horrendous consequences.

It’s all too easy to document the lack of awareness. One striking illustration, too little noticed, is the dog that didn’t bark. There is no end to the denunciations of Trump’s misdeeds, but virtual silence about the worst crime in human history: his dedicated race to the abyss of environmental catastrophe, with his party in tow.

They couldn’t refrain from administering a last blow just before being driven from office (barely, and perhaps not for long). The final act in August 2020 was to roll back the last of the far-too-limited Obama-era regulations to have escaped the wrecking ball, “effectively freeing oil and gas companies from the need to detect and repair methane leaks — even as new research shows that far more of the potent greenhouse gas is seeping into the atmosphere than previously known … a gift to many beleaguered oil and gas companies.” It is imperative to serve the prime constituency, great wealth and corporate power, damn the consequences.

Indications are that with the rise of oil prices, fracking is reviving, adhering to Trump’s deregulation so as to improve profit margins, while again placing a foot on the accelerator to drive humanity over the cliff. An instructive contribution to impending crisis, minor in context.

These false solutions distract from the real solutions that serve our most urgent needs in an alarming climate justice moment of no-turning-back. By uncovering the pitfalls and risky investments being advanced by disaster capitalists to serve the needs of the biggest polluters on the planet, Hoodwinked also provides a robust framework for understanding the depth of real solutions and how they should be determined. As a pop-ed toolbox, Hoodwinked promises to be instructive for activists, impacted communities and organizers, while providing elected officials with critical lenses to examine a complex, technocratic field of climate change policy strategies, from local to national and international arenas.

The second version of Hoodwinked in the Hothouse was released in 2009 as a pop-ed zine collaboratively produced by Rising Tide North America and Carbon Trade Watch with the Indigenous Environmental Network and a number of allied environmental justice and climate action organizers leading up to the 2009 United Nations climate conference in Copenhagen (COP 15). During that mobilization and in years since, this zine has played a major role in raising awareness across climate movements around the world – both helping frontline organizers in their fights against destructive energy proposals and shifting policy positions of large non-governmental organizations.

With the proliferation of false solutions in the Paris Climate Agreement, national and subnational climate plans, the third edition of Hoodwinked in the Hothouse aims to provide a resource that dismantles the barriers to building a just transition and a livable future.

Climate Emergency: A 26-Week Transition Program for Canada

This is a work of imagination. But the urgency of the crisis is real, the need for the suggested programs is real, and the data included in these proposals is real.

What could the government of Canada do if its Ministers, MPs and civil servants really understood the severity of the climate emergency, and the urgency of the need? This paper shows how we could target a 65% reduction in emissions by 2030 and 100% by 2040. It proposes 164 new policies and programs, financed by $59 billion a year in new investments, without raising taxes or increasing public sector borrowing. Is Labor Green? A Cross-National Panel Analysis of Unionization and Carbon Dioxide Emissions

In this article, we assess whether unionization of national workforces influences growth in national carbon dioxide (CO2) emissions per capita. Political-economic theories in environmental sociology propose that labor unions have the potential to affect environmental conditions. Yet, few studies have quantitatively assessed the influence of unionization on environmental outcomes using cross-national data. We estimate multilevel regression models using data on OECD member nations from 1970 to 2014. Results from our analysis indicate that unionization, measured as the percentage of workers who are union members, is negatively associated with CO2 emissions per capita, even when controlling for labor conditions. This finding suggests that unionization may promote environmental protection at the national level

Negative Emission Technologies: Can They Deliver?

A negative emission technology (NET) is a technological approach to removing greenhouse gases that have already been emitted into the atmosphere. That differs from “mitigation” which focuses on preventing emissions in the first place. Aside from concerns about how future availability of NETs might undermine current and near term mitigation efforts, there are further serious concerns: the technologies that are currently proposed are unproven at commercial scale and may never prove scaleable. They are extremely expensive and could worsen rather than improve our climate woes.

Biofuelwatch has produced a new briefing about Negative Emissions Technologies, with a focus on Bioenergy with Carbon Capture and Storage (BECCS) and Direct Air Capture (DAC).

Aside from being unproven, if adopted BECCS could result in yet more forest destruction for bioenergy production. While Drax has a pilot BECCS project at its Yorkshire power station, it has so far failed to store any carbon. DAC is another expensive and unproven technology that aims to bind CO2 with a medium so it can then be separated, compressed and stored underground.

The Road Towards a Carbon Free Society: A Nordic-German Trade Union Cooperation on Just Transition

This project, “The Road Towards a Carbon Free Society A Nordic-German Trade Union Cooperation on Just Transition”, is a collaboration between the Council of Nordic Trade Unions (NFS), the Friedrich-Ebert Stiftung (FES) and the German Trade Union Confederation (DGB).

Represented by the Council of Nordic Trade Unions (NFS) in the project are 13 national Trade Union Confederations within NFS, from five Nordic Countries: Denmark (FH, Akademikerne), Finland (SAK, STTK), Iceland (ASÍ, BSRB, BHM), Norway (LO-N, Unio, YS) and Sweden (LO-S, TCO, Saco).

About the reports

A total of six country reports on the Just Transition path of the participating countries (Denmark, Finland, Germany, Iceland, Norway, and Sweden) have been formulated.

Each contains an analysis of the climate policies, economic and societal consequences, an evaluation of the respective national instruments and offers European perspectives.

The main findings of the country reports are brought together in a synthesis. It features policy recommendations that aim to help guide the transition to a decarbonised society and an economy that is just and sustainable. The reports and their results are presented and discussed in a series of events nationally as well as in terms of Nordic and European cooperation and at the international level.

Synthesis

A Just Transition towards a carbon neutral future is the most urgent environmental, social and economic issue of our times. This project aims to develop strategies and requirements from a trade union perspective on how to manage the process to a carbon free society.

The participating labour organisations are united in their vision that this goal can only be reached if the social costs of this transition process are socially mitigated.

This means harmonising efforts to combat climate change with the aim of ensuring decent working and living conditions.

To this end, the participating labour organisations have not only analysed their respective countries’ transition path towards a fossil free future but have also formulated joint policy recommendations for the national and European arenas, jointly adopted by the NFS and the DGB in November and December 2020.

The ensuing discussions and debate have strengthened the cooperation and dialogue between the Nordic and the German trade union movements on common challenges and solutions.

Manufacturing Output and Extreme Temperature: Evidence from Canada

This paper analyzes the effects of extreme temperature on manufacturing output using a dataset covering the universe of manufacturing establishments in Canada from 2004 to 2012. Extreme temperature can affect manufacturing activity by affecting separately or jointly labour productivity and labour inputs. Using a panel fixed effects method, our results suggest a non linear relationship between outdoor extreme temperature and manufacturing output. Each day where outdoor mean temperatures are below -18°C or above 24°C reduces annual manufacturing output by 0.18% and 0.11%, respectively, relative to a day with mean temperature between 12° to 18°C. In a typical year, extreme temperatures, as measured by the number of days below -18°C or above 24°C, reduce annual manufacturing output by 2.2%, with extreme hot temperatures contributing the most to this impact. Given the predicted change in climate for the mid and end of century, we predict annual manufacturing output losses to range between 2.8 to 3.7% in mid-century and 3.7 to 7.2% in end of century.

Not Zero: How ‘net zero’ targets disguise climate inaction

Far from signifying climate ambition, the phrase “net zero” is being used by a majority of polluting governments and corporations to evade responsibility, shift burdens, disguise climate inaction, and in some cases even to scale up fossil fuel extraction, burning and emissions. The term is used to greenwash business-as-usual or even business-more-than-usual. At the core of these pledges are small and distant targets that require no action for decades, and promises of technologies that are unlikely ever to work at scale, and which are likely to cause huge harm if they come to pass.

This joint briefing highlights concerns that many governments and corporations are jumping on the bandwagon and declaring “net zero” climate targets.

These announcements might sound like they signify ambitious climate action. But unfortunately, the “net” in “net zero” is being used to green-wash weak climate targets, and could end up driving huge land grabs, particularly in the global South.

Instead of accepting “net zero” targets at face value, civil society and media must scrutinise these announcements to assess whether they signify real climate action.

We write to support an important economic recovery opportunity that will create jobs, provide tremendous health and environmental benefits to frontline communities, and advance a just transition away from fossil fuels: the accelerated remediation of oil and gas wells in California.

California law already requires that oil and gas operators fully fund the cost of oil and gas well remediation in California.

The job creation from this work is substantial. A recent national study estimated a total of 15.9 total jobs (direct, indirect, and induced) per million dollars spent.

Remediation of Oil and Gas Wells Must be Accelerated in Tandem with a Halt on Permitting New Wells and a Managed Phaseout of Oil and Gas Extraction.
