Realizing a Just and Equitable Transition Away From Fossil Fuels

Meeting agreed climate goals requires a rapid decarbonization of the global energy system, which in turn necessitates a reduction in fossil fuel production. While limiting fossil fuel use will likely bring a multitude of societal benefits — related to reduced climate risks, sustainable economic growth, air quality and human health — it is important to recognize that not everyone will benefit equally from a transition to a low-carbon economy. In particular, those who rely on fossil fuel production for their livelihood, or who were anticipating using fossil-fuelled energy to meet development needs, may carry a disproportionate share of the burdens of an energy transition.

The need for a “just transition” to a low-carbon economy — namely, a transition that minimizes disruption for workers and communities reliant on unsustainable industries and energy sources — is gaining traction in climate policy and political discourse. A call for “a just transition of the workforce” was included in the preamble to the Paris Agreement, and the United Nations Framework Convention on Climate Change (UNFCCC) secretariat has prepared a technical paper on transition planning.10 In addition, several national and regional governments have recently announced new transition planning processes, including Canada, Germany, Spain, Scotland, New Zealand, and the European Union.

A central concern of just transition efforts is to ensure that low-carbon transitions address social and economic inequality. The UNFCCC calls for a transition that “contribute(s) to the goals of decent work for all, social inclusion and the eradication of poverty.” Likewise, the European Commission aims to “boost the clean energy transition by bringing more focus on social fairness.” And the Scottish Government is seeking a transition that “promotes inclusive growth, cohesion and equality.”

Key messages:

  • Governments are introducing new “just transitions” policies to help workers and communities move away from fossil fuels.
  • Most policies assume that justice goals will be achieved by helping those dependent on coal, oil and gas move into new roles; however, there is little critical reflection on what justice means in the context of an energy transition away from fossil fuels.
  • There are a number of gaps in current just transition policies when viewed through a justice lens. For example, no policies contain measures to improve the lives of people currently marginalized in the energy system.
  • Creating just and equitable transition policies requires collecting data on the current distribution of the harms and benefits of the energy system, and mapping out how this will change as fossil fuels become a less-prominent part of the energy mix.
  • By taking justice considerations into account, transition policies are more likely to limit social and political resistance, win a broad consensus, and achieve effective implementation.

Beyond Coal by 2030

The COP24 climate talks in Katowice, Poland are set to start on December 2. This year, the negotiations follow a clear warning from the global climate science community, which highlighted in the recent IPCC report that urgent steps are needed to slow global warming. Without action, the world faces the grim prospect of extreme weather events and a massive loss of species. Florent Marcellesi, Green MEP, and Joanna Flisowska, coal policy coordinator at Climate Action Network Europe, discuss COP, the energy global transition, and the gender dimension of climate change.

Green European Journal: In a matter of days, almost 200 countries will meet in Katowice, a city at the heart of a Polish coal mining region, to try and finalise the details of how the Paris Agreement will be put into force. Increasingly, the main timeline for taking steps to keep the global temperature rise well below 2 degrees, preferably to 1.5, now seems impossible. Where are we going into the talks?

Joanna Flisowska: The objective of limiting temperature rise to 1.5 degrees was in the Paris agreement from the very beginning. But with the latest Intergovernmental Panel on Climate Change (IPCC) report, we found out just how urgent it has become to act on climate change. The report brings the impact of climate change beyond the 1.5-degree mark to light and shows how disastrous and far-reaching it will be.

Florent Marcellesi: The IPCC report is a tipping point. We can now clearly say that we have to go faster and act with greater ambition for two main reasons. First, the drastic consequences if we do not. In Spain, from now to the end of the century the soil could become a desert and Spanish people could end up as climate refugees. Second, the opportunities. Achieving the 1.5-degrees limit means people living healthier lives and the creation of new and better jobs. Climate change will have negative consequences for the economy and for identity, traditions, and culture too as it disrupts ways of life. But we must turn it into an opportunity and act with commitment to achieve the goals of the Paris agreement.

The IPCC report sets out some potential pathways for the world to stabilise global warming at 1.5 degrees. These depend on an unprecedented effort to cut fossil-fuel use, among which coal is a particularly high source of carbon emissions. How can we transition from coal to clean energy sources?

Joanna Flisowska: The way forward is somewhat different depending on whether we look at the global perspective or the EU one. The EU has to consider its historical contribution to today’s climate change and must therefore reduce emissions even faster than the rest of world. According to many scientific studies, the fastest and most effective way to stay on the path to 1.5 degrees is to phase out coal by 2030 at the latest. This assessment is certainly true and is why environmentalists are emphasising that coal has to be phased out in order for the EU to reduce its emissions in a timely and cost-effective manner. Today’s reliance on coal can be overcome through renewables, investments in energy efficiency, storage, and with better management of electricity networks.

Florent Marcellesi: We are phasing out of coal for two reasons. The first is economic: coal is not profitable right now. Many plants are closing simply because it cannot compete with renewables. But second, we need to phase out coal well before 2040 for ecological reasons. The IPCC was very clear on that point and, for Europe, a coal phase-out has to mean 2030 at the latest. In some countries like Spain, coal plants must be closed even earlier by 2025.

We Need to Talk About Technology

Housing for working people is becoming as central an issue for labour and social movements in the twenty first century as it was in the nineteenth and twentieth. And not just decent housing, but housing that is comfortable, aesthetically pleasing – and, crucially, low energy, zero energy or even energy positive. 

Here is a wonderful opportunity for our movement to get a grip on technology. We can and should find ways to bring the experience of architects and energy conservation engineers into discussions about housing among community activists and building workers.

A good example of how not to do this is the call for mass installation of air conditioners, made by Leigh Phillips in his article, In Defense of Air Conditioning published by Jacobin

Improved design

The problem that Phillips purports to address – the cruel effect of heat on millions of urban residents, during summers such as 2018’s – is real enough.

The need to provide ourselves with homes that shelter us from extreme heat as well as colder weather – something ruling classes down the ages have never done for working people – is indisputable. 

But Phillips’s techno-fix – mass AC installation, supported by a grand expansion of nuclear and hydro power – is not the answer. He sounds like someone proposing the state-funded distribution of armour-plated BMWs to parents demanding safe cycle routes to school for their children.

Better temperature control can and should be achieved not in the first place by AC, but mainly by better building design, better insulation and better urban planning, in the context of better ways of living generally.

This ABC of AC is widely understood by three groups of people, ignored in Phillips’s article, who spend time thinking about our homes: community groups organising on housing issues; building workers and architects; and energy conservation researchers. 

Building post-capitalist futures

Over several sunny days in June 2018, a diverse group of 60 activists and researchers from 30 countries convened for a multi-day meeting to discuss the collective building of post-capitalist futures. The meeting provided the opportunity for a rich exchange of perspectives and experiences, as well as deep discussion and debate. The goal of the meeting was not to achieve consensus both an impossible and unnecessary endeavour but rather to stimulate mutual learning, challenge one another and advance analyses.

One session of the meeting – Transformative Cities – was held not as a closed discussion but as a public event attended by 300 people at which prominent activists and academics engaged with municipal leaders and politicians on the role cities can play in building post-capitalist futures.

In line with the meeting, this report does not intend to advance one line of analysis, but rather summarise some of the key ideas and issues discussed and debated (not necessarily in the order they were articulated). To summarise necessarily means to leave things out. It would be impossible to fully capture the incredible richness of the discussion that took place, but hopefully this report provides a valuable sketch.

The Sky’s Limit California: why the Paris Climate Goals demand that California lead in a managed decline of oil extraction

This study examines the implications of the Paris Agreement goals for oil production and climate leadership in California.

California’s leaders, including Governor Jerry Brown, have been vocal supporters of the Paris Agreement. Yet, California presently has no plan to phase out its oil and gas production in line with Paris-compliant carbon budgets. Under the Brown administration, the state has permitted the drilling of more than 20,000 new wells, including extraction and injection wells.

We provide new data findings related to:

  • The climate implications of ongoing permitting of new oil wells in California;
  • The ways that a managed decline of existing wells can prioritize health and equity; and
  • Elements of a just transition for affected workers and communities.

We recommend that the state take the following actions:

  • Cease issuing permits for new oil and gas extraction wells;
  • Implement a 2,500-foot health buffer zone around homes, schools, and hospitals where production must phase out;
  • Develop a plan for the managed decline of California’s entire fossil fuel sector to maximize the effectiveness of the state’s climate policies; and
  • Develop a transition plan that protects people whose livelihoods are affected by the economic shift, including raising dedicated funds via a Just Transition Fee on oil production.

As a wealthy oil producer, California is well positioned to take more ambitious action to proactively phase out its fossil fuel production and has a responsibility to do so in order to fulfill its commitment
to climate leadership. By taking these steps, California would become the first significant oil and gas producer globally to chart a path off fossil fuel production in line with climate limits.

Less is More

While underreported, measures to help homes, small businesses, and industry save on energy are a win-win for Canada—good for the climate and Canadian competitiveness. The federal government’s Pan-Canadian Framework on Clean Growth and Climate Change has introduced a number of such measures as a way to cut carbon pollution and help Canada meet its Paris Agreement targets. These include improved building codes and energy labelling for buildings, so people can better understand the energy performance of their homes and businesses. But what does a more efficient future mean for Canadians? Clean Energy Canada and Efficiency Canada hired Dunsky Energy Consulting to model the net economic impacts of energy efficiency measures in the pan-Canadian framework. They also modelled what the impacts would be if we went a step further, implementing the most ambitious efficiency goals found in jurisdictions across North America.

Ecosocialism or Bust

At this past February’s “Alternative Models of Ownership Conference” hosted by the Labour Party in London, party leader Jeremy Corbyn asserted the centrality of energy policy to his vision of socialism: “The challenge of climate change requires us to radically shift the way we organize our economy.” He outlined a radical vision of an energy system powered by wind and solar, organized as a decentralized grid, democratically controlled by the communities that rely on it, and — crucially — publicly owned.

Corbyn’s declaration laid out an exciting and ambitious vision of how socialists can press on climate change. But it also served as a reminder that socialists need to get serious about the politics of energy — lest disaster capitalism continue to shape energy policy. We must get involved in concrete campaigns to transform how energy is governed and push for a just transition to renewable sources. The terrain of energy politics is multifaceted, comprising the production, transformation, distribution, and consumption of energy. Energy sources such as coal, oil, natural gas, biomass, hydropower, sunlight, and wind each entail distinct social and environmental costs related to their extraction or capture, and their subsequent transformation into usable electricity. Electrical grids connect energy production and transformation to its sites of consumption. Grids encompass both the high-voltage transmission of electricity from where it’s generated to population centers, and the direct distribution of that electricity to homes and businesses. In the US, beginning in the early 1990s, energy deregulation encouraged a separation in ownership between energy generation and its distribution, resulting in an increasingly complex set of state-level markets of competing energy providers, which in turn sell energy to the private, public, or cooperatively owned utilities.

Winds of Change: Public Opinion on Energy Politics in Saskatchewan

Energy politics are controversial in Canada. Debates over pipelines, from the Kinder Morgan Trans Mountain expansion to TransCanada’s Keystone XL, are often splashed across newspaper headlines. In Saskatchewan, however, the Saskatchewan Party government and the official NDP opposition have rarely disagreed about the importance of defending the province’s oil industry from anti-pipeline activists and federal climate change policies. Most recently, the interim leader of the NDP sided with Alberta Premier Rachel Notley in the dispute between Alberta and British Colombia over Kinder Morgan.1 Although Saskatchewan produces no bitumen itself, the NDP joined Premier Notley in condemning BC Premier Horgan’s announcement that British Colombia will place restrictions on the shipment of bitumen through its territory.

Given the seeming political consensus that defending the oil industry is consistent with defending the province’s interests, one might assume that Saskatchewan people are relatively united in their support for fossil fuel extraction. In this report we present some surprising results of public opinion polling that we conducted on issues of oil extraction, environment, and climate change in the province. Our results show that people living in Saskatchewan support a transition away from fossil fuels and agree that the government should invest more in solar and wind power while strengthening environmental regulations.

Materialism and the Critique of Energy

The critique of energy sits between two fields that condition the present — environmental catastrophe and capitalist crisis. Marx wrote that the past “weighs like a nightmare” on the living.1 With global warming and the interminable crisis of capital, it is not just the past but the future, too, which strikes fear into the human mind. During the ongoing industrialization of the planet under capitalism, fossil fuels have been the dominant source of energy to power economic expansion and political domination.2 The very fabric of today’s climate crisis is knit from the exhaust of intensive and extensive waves of capital accumulation. Typically framed as a consequence of bad consumer habits, the environmental problem of energy is and always has been deeply bound to the material origins of the commodity form — what it takes to make a thing and what it takes to move it.

Today, the lion’s share of emissions come from transportation and production sectors of the industrial economy. By almost every projection, the simple reproduction of existing systems of production and distribution, to say nothing of their growth, will doom the planet to a host of ecocidal developments — from rising sea levels and ocean acidification to desertification in some places and more intensely concentrated rainfall in others. Against the weaving of such catastrophic tapestries, pundits of the coming energy transition spread solace with the techno-future vision of a world that could be different than the one currently soaked in hydrocarbons. Yet these proponents of technologically smoothed energy transition miss the forest for the trees: the question is not simply one of engineering, but instead how to overcome the deep roots of capitalism’s ever-growing energy dependence.

100% renewables: ‘wishful thinking’ or an imperative goal?

In this essay, I was provoked to respond to Stan Cox’s widely-shared article “100 Percent Wishful Thinking: The Green-Energy Cornucopia”, in which he argues that a transition to 100% renewable energy is neither technically feasible, nor desirable.

It is my contention, in contrast, that a 100 percent global renewable energy transition is, indeed, technically possible in a short time frame (20 to 30 years) with a capacity to supply the same level or even more energy to civilization, than the present infrastructure dominated by fossil fuels.

However, this outcome is unlikely in our present economic context:

Insight 1: This renewable energy transition is not likely to bear fruition within the constraints of market capitalism as we know it. Further, a process forward for global demilitarization is a necessary condition to prevent climate catastrophe with its requirement of near future decarbonization of energy supplies.

Axiom 1: Not only is the Pentagon is the world’s single, biggest insitutional consumer of fossil fuels, but global military expenditures now approach $2 trillion per year.

Cox denies the feasibility of a 100% renewable energy transition, basing his views on very problematic critiques focusing largely on the technical aspects of the Jacobson group studies. Those studies led by Mark Jacobson of Stanford University recently provoked controversy when their work received peer-reviewed criticisms from a scientific paper published in the Proceedings of the National Academy of Sciences — the same esteemed forum which published Jacobson’s original work.

I agree with Cox in his skepticism with regard to the achievability of a robust global 100% renewable transition unfolding in the next few decades — but only if fossil capital and its military protectors continue to have a powerful role in determining climate and energy policy especially in the U.S.

The Military Industrial (Fossil Fuel Nuclear State Terror and Surveillance) Complex (“MIC” for short) is the main obstacle to making this rapid shift to 100% renewable energy possible. As I have long argued in my papers, and most recently in Schwartzman (2016), the MIC’s perpetual wars driven by a neo-imperial agenda, fuelling the vicious cycle of conflict between state terror and its non-state terrorist antagonists, is perhaps the most fundamental obstacle to constructive action on climate change.

Hence, a path towards the dissolution of the MIC is essential for the world to have any remaining chance to keep warming below the 1.5 degrees Celsius goal by 2100, coupled with bringing down the atmospheric carbon dioxide level below 350 ppm.

A Global Green New Deal is such a path (Schwartzman, 2011), as argued by Felix FitzRoy in his outstanding contribution to this symposium “How the renewable energy transition could usher in an economic revolution”.
