Mitigating Methane in Texas: Reducing Emissions, Creating Jobs, and Raising Standards

A new report from the Texas Climate Jobs Project and the Ray Marshall Center at the University of Texas, Austin, suggests that efforts for preventing and plugging methane leaks from oil and gas operations could result in the creation of thousands of jobs throughout Texas.

Under the U.S. Environmental Protection Agency’s (EPA's) recent methane reduction rule and a new methane fee under the Inflation Reduction Act, the oil and gas industry is expected to be hard hit, potentially resulting in the loss of untold jobs in oil and gas producing regions, notably in the Permian Basin, where nearly 40% of all oil production in the U.S. and nearly 15% of its natural gas production occurs.

However, the report suggests that an estimated 19,000 to 35,000 jobs could be created in Texas alone to mitigate such leaks. Specifically, the report suggests a significant workforce would need to be created to measure and detect methane leaks, decommission orphaned wells, replace components that leak gas, install flare systems in storage tanks, plug abandoned wells and more.

Talking Union, Talking Climate

How are workers around the world viewing climate change and its impact on their jobs, their labor conditions, and their industries? For a quick, revealing glimpse at the answer, take a look at the 15-minute video Talking Union, Talking Climate. It provides a dialogue among workers in California, Norway, and Nigeria about labor conditions in the fossil fuel industry, the shift to a green economy, and what a just transition might be.

The video was made by Vivian Price, a former union electrician, now professor and researcher on labor and climate change and a co-author of the LNS report Workers and Communities in Transition: Report of the Just Transition Listening Project. The three workers are Charlie Sandoval, United Steelworkers, California, Kristian Enoksen,Industri Energi, Norway, Orike Didi, PENGASSAN, Nigeria.

Key findings from our investigation into the people who got sick after cleaning up BP’s oil spill

Thousands of people have sued BP for long-term health conditions they claim stem from the dirty work of cleaning up BP’s Deepwater Horizon oil spill 13 years ago. The explosion marked the biggest industrial disaster in US history, which saw thousands of Gulf coast residents, many from poor fishing communities, take part in the cleanup effort.

The Guardian spoke with two dozen former workers, used computer programming to analyze a random sample of cases and combed through legal filings to understand the scope of the public health disaster.

BP declined to comment on detailed questions, citing ongoing litigation.

Here are some key findings:

Data analysis showed prevalence of health conditions among those who have sued

Among those who are sick there is a shared feeling of exasperation and anger as the chances of receiving damages and acknowledgment via the courts rapidly dwindles. They boated out into the Gulf to try to block the oil from coming ashore with floating barriers, called booms. They worked 12-hour shifts in the middle of the summer to save the wetlands and say they got sick as a result.

The Guardian used computer programming to analyze a random sample of 400 lawsuits out of the nearly 5,000 filed against BP. Many of the people in our sample have more than one ailment. Sinus issues are the most common chronic health problem listed among those who have sued, followed by eye, skin and respiratory ailments. Chronic rhinosinusitis, a swelling of the sinuses in the nose and head that causes nasal drip and pain in the face, was the most common condition. Two per cent have been diagnosed with cancer, a number some experts believe will continue to rise.

Kazakhstan: stop corrupt practices in oil and gas region, respect workers and their unions

The ITUC demands that the government of Kazakhstan immediately implements ILO recommendations, restores the status of the Trade Union of Fuel and Energy Industry Workers as the recognised sectoral union and carries out reforms to tackle discrimination in the sector.

It comes after over a hundred oil workers were arrested on 11 April for demonstrating in the capital, Astana, to highlight their unjust, exploitative and indecent treatment.

They were protesting after around 250 oil workers had been fired in the town of Zhanaozen by the company Ali Ber after it lost a contract with Kazmunaigaz, the state oil and gas company. In 2011, 17 people were killed and a hundred more injured there when security forces brutally ended a peaceful protest of several months over wages and working conditions that involved thousands of people.

Meaningful social dialogue

ITUC President Akiko Gono said: “This is typical of the corrupt way in which oil and gas is run in Kazakhstan, all at the expense of working people. Kazmunaigaz moves contracts between different operating companies to run down working conditions. These companies fire their workers when they lose contracts and the new, winning company re-employs some, but not all, and usually on worse conditions.

“This has to stop. Solutions are readily available to manage things in a much fairer way and give workers a voice. This will improve conditions in the sector and increase productivity. Social dialogue and collective bargaining are the best means to achieve transparency, stability and sustainability, but this cannot be genuine when freedom of association is restricted in law and practice.

“We demand the full implementation of the ILO recommendation on Kazakhstan, including on freedom of association, and the registration of the Trade Union of Fuel and Energy Industry Workers. This will lead to meaningful social dialogue and bargaining, which is a building block for tackling the corruption in the sector and ensuring decent work.

“Also, all charges against the workers who protested this week must be dropped. With the reforms we are demanding, they will have a channel to express their concerns and the next crisis can be averted.”

In meetings with the ILO Committee on Application of Standards, with several ILO officials and with an ITUC mission to the country, the government of Kazakhstan has promised to implement ILO recommendations. However, it has only made modest moves to improve collective dispute resolution processes and simplify industrial action by amending labour legislation. It must go further and promote genuine collective bargaining. It has yet to ensure full freedom of association in law, by amending trade union legislation, and in practice, by facilitating and not obstructing registration of unions. This should include ITUC affiliate the Confederation of Independent Trade Unions of Kazakhstan and the Trade Union of Fuel and Energy Industry Workers.

Offshore energy workers call for public ownership in UK’s net-zero carbon transition

Coalition of workers, unions and climate campaigners aims to safeguard shift from fossil fuels to low-carbon energy sources.

Workers in the UK’s offshore oil, gas and renewables sector have called for public ownership of energy companies to ensure that the country’s transition to net zero protects jobs, communities and the environment.

The call comes amid a series of demands to government from a coalition of offshore workers, unions and climate campaigners that aim to shift the industry from fossil fuels to low-carbon energy sources.

A survey of 1,092 offshore workers for the wide-ranging report, Our Power: Offshore Workers, found that 90% of respondents backed its demands, which also include: government-backed jobs guarantees; an offshore training passport that supports workers to retrain in the renewables sector; a commitment to incentivise investment in ports and factories making products such as wind turbines; and equal pay for migrant workers.

Concerns are growing over the pace of Britain’s transition away from fossil fuels and its ability to create green jobs in manufacturing, production and operations. Data from the consultancy PwC shows the number of jobs being created in the renewable energy industry is growing four times faster than the overall UK employment market. But more than one-third of these roles are based in London and the south-east, particularly in professional and scientific roles.

The report argues that public ownership of energy firms would help to ensure a “just energy transition” offering greater job security and conditions. It paints a picture of long stints at sea and low pay in the face of the cost of living crisis, with British workers paid three times as much as migrant staff.

Major reform needed to secure ‘just’ green transition for offshore workers

INVESTMENT and reform of the energy sector are needed to secure a just green transition for offshore workers, unions and environmental campaigners are warning today.

A new report by transport union RMT, Friends of the Earth and others demands investment in ports and manufacturing as well as an offshore training passport for oil and gas workers moving to the renewables sector.

Offshore migrant workers must also get equal pay and a higher minimum wage should be available to all, the groups added.

RMT regional organiser Jake Molloy stressed employees must be “fully engaged and empowered in the process if we are to achieve a real just transition.”

“The lack of a real plan from politicians and industry is fuelling workforce discontent and disillusionment,” he said.

Friends of the Earth Scotland’s Mary Church said: “Our current energy system is destroying our climate, is unaffordable to millions and is failing the people who work in it.

“Failure from politicians to properly plan and support the transition to renewables is leaving workers totally adrift on the whims of oil and gas companies, and the planet to burn.”

Our Power: Offshore Workers’ Demands for a Just Energy Transition

Over the past two years, we’ve come together with offshore workers to build demands for a just energy transition. These workers developed 10 demands covering training and skills, pay, job creation, investment and public ownership.

We surveyed over 1000 additional offshore workers and over 90% agreed with these demands. This plan is comprehensive in scope, transformative in scale and deliverable now.

Below you will find a series of resources setting out the demands and the paths we can take to turn them into reality.

We need a rapid transition away from oil and gas that protects workers, communities and the climate. But the government has no plan to phase out oil and gas production in the North Sea.

Oil and gas workers are ready to lead a just transition away from oil and gas, but they are caught in a trap of exploitation and fear created by oil and gas companies. Working conditions are plummeting, just as profits, prices and temperatures are soaring.

The UK and Scottish Governments must listen to workers to make this transition work for all of us. These demands lay out a comprehensive plan, which includes:

  • Removing barriers that make it harder for oil and gas workers to move into the renewable industry.
  • Ensuring safety, job security and fair pay across the energy industry.
  • Sharing the benefits of our energy system fairly, with public investment in energy companies and communities.

Workers have told us what they need for a just transition, now we need to work with them to make it happen.

The Future of Energy and Work in the United States: The American Oil and Gas Worker Survey

At the end of 2021 and beginning of 2022, we circulated a cross sectional survey via social media platforms and through word of mouth. In total, 1,635 workers completed the survey. While responses revealed shared themes, such as the desire for employment stability, workers who participated in the survey were not a monolith. Workers ex- pressed unique and individual views specific to their career and life experiences, oftentimes revealing contradictions that all humans possess. No one is perfectly consistent and respondents to this survey are no different in that regard. One recurring theme, however, emerged. Workers ex- pressed gratitude for the opportunity to say their piece to a larger audience. As one survey respondent said, “I wish people knew our stories.”

Of course, a few dozen questions can only tell part of a story. We followed up with several survey participants to ask additional questions and learn more about their individual experience and attitudes towards their work and the future of the industry in their own words. We feature those conversations throughout this report as case studies.
