Climate Jobs: Building a Workforce for the Climate Emergency

This report was written by the Campaign Against Climate Change Trade Union Group (CACCTU). It builds on and develops the earlier work produced by CACCTU, One Million Climate Jobs (2014). The editorial group and contributors to this report are trade unionists, environmental activists and campaigners and academics who have collaborated to update and expand the previous work. Most importantly, this updated report is a response to the urgency of the climate crisis and the type and scale of the transition needed to match it.

This report shows how we can cut UK emissions of greenhouse gases to help prevent catastrophic climate change. We explain how this transformation could create millions of climate jobs in the coming years and that the public sector must take a leading role. Climate jobs are those which directly contribute to reducing emissions. This investment will give us better public transport, warmer homes, clean air in our cities and community renewal in parts of the country which have long been neglected. Most importantly, it will give us a chance for the future, avoiding the existential threat of climate breakdown.

The Green Horizon We See Beyond the Big Blue: How Seafarers Will Lead the Just Transition Needed for a Sustainable Shipping Future

Bush and forest fires, floods, heatwaves, extreme storms and rising sea levels – the life-threatening events which herald dangerous climate change are already taking place around us with increasing frequency. Scientists are clear that humans’ impact on the Earth’s climate is reaching a tipping point beyond which a safe climate is in doubt.

At the heart of the problem is our reliance on greenhouse gas-producing fossil fuels to power industries like shipping, a reliance with a long history. On a global level, international cargo shipping is responsible for about three percent of global greenhouse gas emissions. From the early 1800s, coal was used to fire steam boilers for paddle steamers, which was switched to oil variants when technology improved. Fast forward to today and billions of litres of fossil fuels are used every year to power over 50,000 vessels that keep the world’s supply chain moving.

A Panamax container ship, an averaged sized cargo vessel, consumes about 63,000 gallons (286,403 litres) of marine fuel per day travelling at between 20 and 25 knots.

The global shipping industry must break its dependency on fossil fuels. The rapid expansion of international shipping over the past 50 years has been enabled by the reliance on cheap heavy fuel oil, known as bunker fuel. Key players in the industry have lobbied against restrictions on its use, despite it being one of the most polluting of all fossil fuels.

While it is true that international shipping has low carbon intensity – that is emissions per unit of moved cargo – the total emissions of the industry is very high due to the sheer volume of global maritime shipping. Until now, the focus on carbon intensity as opposed to total carbon emissions has led to false confidence about the carbon footprint of the industry compared to other sectors.

Now that more people are understanding the impact shipping is having on our climate, our industry’s reputation is being damaged. Seafarers want to be able to tell their friends and family that they’re part of a sector taking real and equitable action to curb dangerous climate change. It’s time to act.

COP26: Trade Unions Must Fight for a Socialist Transition to Renewables

The UK government is hosting the 26th United Nations Climate Change “Conference of the Parties” (COP26) in Glasgow from 31 October to 12 November 2021.

The Intergovernmental Panel on Climate Change (IPCC) was formed in 1988. Its latest report to the UN in August of this year contains even starker warnings for the Earth’s climate than previously, unless decisive action is taken to cut greenhouse emissions. Without this, there is little prospect of keeping an average global temperature increase below the 1.5 to 2 degrees Celsius target in the 2015 COP21 Paris Agreement.

This was the first time an agreement had been reached on target reductions but it excluded major polluting industries like aviation and shipping and was devoid of any mechanism for implementing the targets. This reflects the global capitalist consensus that it is market mechanisms that will make the adjustment from fossil fuels to a zero carbon economy. This is despite the warning of Lord Stern who famously described climate change as “the biggest market failure in human history.”

Articles in the pages of The Socialist and Socialism Today have pointed out that it is capitalism’s insatiable pursuit of profit that has led us to this situation. Capitalism has shown itself unwilling and an actual impediment to the action on the timescale and scope required. An article published by Trade Unions for Energy Democracy (TUED) gives recent evidence of how renewable energy companies are “party to a race to the bottom, capitalist dynamic.”

It cites the use of forced Uyghur labour in China-based solar companies and the ‘off-shoring’ of manufacturing for the Scottish wind industry. The large wind and solar companies prop up a market architecture that is sucking in huge amounts of public money to guarantee profit margins. The report is quoted as saying “these companies have not just gone over to the political dark side, they helped design it.”

While richer governments of US and Europe talk up their climate commitments, the solutions proposed will not fix the climate crisis. UK plans to transition to renewable energy are reliant upon an unprecedented wave of resource extraction from ‘Global South’ countries. Intensifying the mining of so-called transition metals and minerals used to produce green technologies such as solar panels, wind turbines and electric vehicle batteries, is devastating communities from Chile to China.

Do trade unions have energy for change?

AGAINST a backdrop of floods and heatwaves of unprecedented magnitude and frequency all over the world, the latest report from the UN International Panel on Climate Change (IPCC) issues a stark warning that immediate action must be taken on emissions to prevent global warming exceeding 1.5°C above pre-industrial levels, if a global catastrophe is to be averted.

Its sobering assessment will set the scene at the forthcoming Cop26 climate change conference in Glasgow, scheduled to commence at the end of October after being postponed from last year because of the Covid pandemic, where representatives of the international trade union movement will be in attendance.

Many of those unions are affiliated to Trade Unions for Energy Democracy (TUED), established in 2012 and based in New York City.

TUED describes itself as a global multi-sector initiative to advance democratic direction and control of energy in a way that promotes solutions to the climate crisis, energy poverty, the degradation of land and people and responds to attacks on workers’ rights and protections.

It promotes an equitable energy system that can only occur if there is a decisive shift in power towards workers, communities and the public.

In order to achieve that goal, TUED advocates resistance to the agenda of the fossil fuel corporations, reclaiming privatised energy for the public ownership and restructuring it to a renewable, sustainable model.

Six of the 88 organisations belonging to TUED are the British trade unions — Unite, GMB, Unison, PCS, NEU and UCU. While they have all participated in TUED’s activities at one time or another and there is a general consensus on the call for public ownership, there are differences between them on matters of future energy policy in Britain and elsewhere.

Broadly speaking, the political debate about how best to avoid climate disaster has centred on whether the dominant neoliberal order can be adapted to provide market-based solutions to the crisis or whether a system based on perpetual growth and capital accumulation is completely at odds with the need to curb emissions.

It goes without saying that political elites in the richer countries of the global north, including Britain, subscribe to the former in their belief that some kind of green capitalism is both possible and desirable.

In this they are supported by the energy companies, whose principal concern is their bottom line.

TUED, on the other hand, is promoting the concept of a Just Transition from an economy based on fossil fuel consumption to one that largely relies on renewable energy.

Technological advances make that transition a realistic proposition but in order for it to be “just” it must take into consideration the livelihoods of energy workers who would see their jobs disappear.

This presents an enormous challenge to the governments of the day but were there to be a strategically planned conversion to a publicly owned green economy, there would undoubtedly be a huge demand in everything from retrofitting home insulation to the manufacturing of wind turbines that could more than absorb work lost in the transition.

The theory of a Just Transition within the framework of an oft-quoted Green New Deal is certainly plausible, but for British trade unions there is, justifiably, little faith in a right-wing Conservative regime doing the right thing by their members, many of whom currently enjoy relatively stable and well-paid employment in parts of the energy sector that would disappear.

A Vision for Scotland’s Railways

Scotland cannot meet its environmental obligations without a world-class rail service that shifts people and goods from cars and lorries onto trains.

This requires a service that is fully staffed, with affordable fares, stations that are accessible and trains that are clean, green and attractive.

What is needed is an ambition for Scotland’s railways that is expansive, that encourages people to make rail their first travel choice and increases freight capacity.

Our long-term vision for Scotland's railways:

  • It should be a publicly operated and governed system run as public service and not for private profit
  • A system that helps Scotland meet its wider environmental and public policy ambitions
  • A railway that is supported by public subsidy
  • Is fully staffed
  • That reinvests in rail infrastructure, to help grow the economy.
  • Takes ScotRail (and the Serco operated Caledonian Sleeper) back under public ownership permanently
  • A railway that is part of a wider integrated public transport system with through ticketing
  • Is part of an industrial strategy that recognises rail services are a vital part of Scotland’s economy helping create jobs and growth
  • Has a democratic regulatory and governance structure
  • Has a cross representation of Scottish society and rail interests at the heart of decision making
  • Has representation from all four trade unions on the board of the new operator
  • Has local political representatives on the board
  • Has passenger representatives on the board

Shuler: Good Union Jobs Are Key to a Clean Energy Future

Thank you so much for that wonderful introduction, Congressman [Tom] Suozzi. Thank you for your strong voice for working families in your district but for all working families, and for chairing the House labor caucus.

Good morning to all of you! Even though I’m Zooming in, I’m so happy to be joining you today—sounds like you have a great crowd in person and online. Hello to my labor friends—John Durso, Roger Clayman. I heard Chris Erickson is there and everyone from all walks of life who care about our climate.

I got fired up hearing your intro Congressman. I’m inspired because I see the future: that win-win-win is right there for us to grab it, and a modern, resilient and inclusive labor movement is what will help us meet the challenges of the climate crisis.

New York, I don’t need to tell you that working people are seeing and feeling the impacts of climate change. Ida recently flooded the New York transit systems and parts of Long Island saw record rainfall. 

It’s happening all across the country. Wildfires. Heat waves. Climate change is already here, happening in every community and every ZIP code. From your local news reports to the recent IPCC report, you’re hearing the alarm: we have to transition to a clean energy future. The question is how? 

The answer: with good, union jobs. It’s why we are building a labor movement that will meet the moment.

Just look at how our movement, government, industry leaders and environmental groups have worked together to bring offshore wind to the Atlantic Coast. Our progress working together shows that the way to respond and adapt to the climate crisis is through a high-road strategy with good, union jobs. 

That’s the only way we can meet the urgency in front of us. 

Defend and Transform: Mobilizing Workers for Climate Justice

Mobilizing the global labour movement for climate justice and just transition is one of the defining challenges of our times. However, for workers in many sectors, it is unclear how climate issues will affect them specifically, and how they should respond. To date, much of the debate around just transition has focused on workers in industries that are facing job losses. These struggles are important. But in order to build a transformational vision that can mobilize workers in all sectors from the ground up, we need to understand a wider array of industry perspectives.

In this essay, I will discuss three issues. First, I will make the case for why climate justice and just transition are fundamental issues for the labour movement. Second, I will review debates around just transition, and particularly the contrast between worker focused and structural transformation approaches. I will argue that we need to build a bridge between the two perspectives, particularly in scenarios where it is important to engage workers about the future of their specific industries. Third, I will analyse three different scenarios from the transport sector that illustrate the various challenges that workers face: public transport as an example of industry expansion, aviation as an example of industry contraction, and shipping as an example of industry adaption.

Climate Scientists sound the alarm in “Code Red” IPCC Report and WMO Atlas of mortality and economic damage

Alongside the continuing disaster of North America’s heat, drought, and wildfires has come Hurricane Ida on the Gulf Coast, U.S. Northeast, even as far as Quebec. Only 4% of broadcast media in the U.S. linked Hurricane Ida to climate change – preferring to report on the flooding, storm surge, resulting power losses, evacuations, oil spills in the Gulf of Mexico, death and destruction. Yet with less media attention, scientists worldwide have published recent studies unequivocally linking such weather extremes with climate change and human activity. Notable examples over the summer : 1. Climate Change 2021: the Physical Science Basis, the first installment of the Sixth Assessment Report (AR6) by the U.N. Intergovernmental Panel on Climate Change (IPCC) Working Group I, 2. The WMO Atlas of Mortality and Economic Losses from Weather, Climate and Water Extremes (1970–2019) released by the World Meteorological Organization on August 31, and 3. The WMO Air Quality and Climate Bulletin , launched on September 1.

Hurricane Capitalism

Again and Again under capitalism, we have seen poorer people disproportionately hit by the deadly effects of events like cyclones and earthquakes, as natural disasters highlight existing unnatural inequalities. It is now obvious that not just the effects, but the causes of extreme weather are stemming from capitalism.

The recent IPCC report proved that higher air and sea temperatures caused by global warming have already led to more hurricanes, and will continue to do so. “In the past seventy years,” Bill McKibben noted, “the United States has averaged three land-falling storms a year; Ida is the seventeenth in the past two years.” 

But warming also leads to a “rapid intensification” of storms. Ida turned into a hurricane in just six hours.

When Ida hit the Louisiana coast Sunday as a Category 4 hurricane with winds up to 150 mph, it was the second most powerful storm to hit the state in its recorded history.

Devastation 

Over 1 million homes and businesses in Louisiana and Mississippi are without power, including the entire city of New Orleans, parts of which may remain without electricity for weeks. 

Sewage pumping stations in New Orleans, which have no backup power, stopped working, leaving 441,000 people in 17 parishes with no clean drinking water, and no water to flush toilets. Another 329,000 people were under boil water advisories. However, it may be hard for many to boil water without electricity.

Added to this misery was a heat advisory which combined with humidity to reach real feel temperatures of over a hundred degrees

Tens of thousands of residents were left to themselves in figuring out how to evacuate, and even those with cars were at a standstill on choked highways. 

In a chilling reminder of the horrors of Katrina, the New Orleans Police Department announced that “anti-looting patrols” would be set up. The mayor then used the resulting arrests to justify a curfew and calling in the National Guard—not to rescue people or rebuild, but to patrol the streets. 

As in Katrina, it is poor and black people who are most at risk of losing their homes—and their lives.

Ida came one year after Hurricane Laura, which brought widespread destruction to the mostly Black industrial area around Mossville, causing chemical fires and turning Lake Charles into a toxic soup. The displacement and continued housing shortage caused by Laura worsened the spread of Covid in the area. 

The displacement caused by Ida in New Orleans could be even worse. Hospitals in Louisiana are already filled with over 2,400 patients with coronavirus. There were not enough empty beds in the state to evacuate patients from New Orleans hospitals. Staff in one hospital reported having to manually pump air into the lungs of intubated Covid patients as they moved them to a floor with a working generator.
