Retrofitting Canadian buildings could bring 200,000 jobs, along with healthier spaces

Canada’s Renovation Wave: A plan for jobs and climate was released by the Pembina Institute on July 14. Borrowing a term originated in a 2020 European Commission report, the authors present a simplified scenario outlining how we could convert the 63% of Canadian buildings currently heated with natural gas or oil to electricity. This, combined with the rapid decarbonization of the electricity grid, would result in significantly lower carbon emissions while generating more than $48 billion in economic development and creating up to 200,000 jobs . Drawing on a 2018 report from Clean Energy Canada, Canada’s Renovation Wave asserts that energy efficiency jobs are inherently labour intensive and create a higher number of jobs than other industries – for example, whole building retrofits are estimated to create an average of 9.5 gross direct and indirect jobs for every $1 million invested.

The authors estimate that “priming the pump for this transformation” will require public investments of about $10 to $15 billion per year, from now until 2040 (or until appropriate regulatory drivers are in place). Much of this sum is directed to subsidies and incentive programs, but it also includes a recommendation for $300 million per year to be spent on skill development, capacity building and recruitment to grow and diversify the energy efficiency and green building workforce.

Aalso, Canada’s Climate Retrofit Mission emphasizes the urgency of the task and outlines market and policy innovations to speed up the process and achieve economies of scale to reduce costs. Authors Brendan Haley and Ralph Torrie state that, at the current pace, it will take 142 years to retrofit all low-rise residential buildings and 71 years to retrofit all commercial floor area in Canada. The report was published by Efficiency Canada in June 2021.

Future skills for the energy efficient building workforce

A recent report from ECO Canada,  Assessment of Occupational and Skills Needs and Gaps for the Energy Efficient Buildings Workforce, focuses on the occupations and skills needed for designing, constructing, managing, and retrofitting energy efficient commercial and institutional buildings and multi-unit residential buildings.  The report states that much of the technology, materials, and processes are in place, but workforce skills still need to be developed – for example, under a “building-as-a-system” approach,  workers are increasingly called upon to function within multi-disciplinary teams, requiring soft skills such as collaboration and facilitation. Such a system also requires a workforce culture shift. A section called “ Future-Proofing the Energy Efficient Building Sector”  provides a summary of core and growing occupations and skills related to design, construction, operation, and retrofitting of energy efficient buildings. The report assesses specific occupation skills and gaps, and recommends ways to connect with workers– and includes unions amongst the stakeholder groups which can support skills acquisition. Biden’s Climate Pledge Is a Promise He Cannot Keep

The climate emergency demands a radical and rapid decarbonization of the U.S. economy with numerical goals and timetables to transform all productive sectors, not only power production (27% of carbon emissions), but also transportation (28%), manufacturing (22%), buildings (12%), and agriculture (10%). It also requires that the U.S. pay its “climate debt” as the world’s largest historical carbon emitter and destroyer of carbon-storing forests, wetlands, and soils. Paying that climate debt would not only be reparations to the Global South for deforestation and fossil fuel emissions by the rich capitalist countries, but also an investment in the habitability of the planet for everyone. This emergency transformation can only be met by an ecosocialist approach emphasizing democratic public enterprise and planning.

Instead, Biden’s plan features corporate welfare: subsidies and tax incentives for clean energy that will take uncertain effect at a leisurely pace in the markets. It does nothing to stop more oil and gas fracking and pipelines for more gas-fired power plants, or to shut down coal-fired power plants. Without out directly saying so, it is a plan to burn fossil fuels for decades to come.

The scale of spending falls pathetically short of what is needed to decarbonize the economy. An effective plan would not only reach zero emissions on a fast timeline. It would also move quickly toward negative emissions. We have to draw carbon out of the atmosphere because we are already well past carbon levels that are triggering dangerous climate change.

Biden’s stated goal of a 50% cut in emissions does not actually cut current emissions in half. His proposed 50% cut is from a baseline of 2005 when emissions were at their peak, not what they are today. Emissions were 6 GtC (gigatons of carbon dioxide) in 2005. Due to a leveling of electric power demand, a trend away from coal to wind, solar, and gas for electric power, and more energy-efficient vehicles, U.S. emissions were down 13% from 2005 by 2019 to 5.1 GtC and, due to the covid contraction, down 21% in 2020 to 4.6 GtC, although emissions are now soaring back up as the economy re-opens. Biden’s goal of 50% below 2005 is 3 GtC per year in emissions instead of 2.5 GtC if 2019 were the baseline, or 2.3 GtC if 2020 were the baseline.

Biden provided no explanation for how the U.S. will get to the precisely stated range of “50% to 52%.” 52% seems to be an arbitrary number pulled out of the air so he can say he is aiming for more than 50%. Greta Thunberg’s video prebuttal to the targets that were to be announced by Biden and the other 40 world leaders at his Earth Day Climate Summit saw right through the staged spectacle. “We can keep cheating in order to pretend that these targets are in line with what is needed, but while we can fool others, and even ourselves, we cannot fool nature and physics… Let’s call out their bullshit.”

Building the Civilian Climate Corps

As part of their COVID-19 recovery efforts, many governments continue to fund unsustainable infrastructure, even though this ignores the urgency of addressing climate change and will not secure longterm stability for workers.

Our analysis of studies from around the world finds that green investments generally create more jobs per US$1 million than unsustainable investments. We compare near-term job effects from clean energy versus fossil fuels, public transportation versus roads, electric vehicles versus internal combustion engine vehicles, and nature-based solutions versus fossil fuels.

Green investments can create quality jobs, but this is not guaranteed. In developing countries, green jobs can provide avenues out of poverty, but too many are informal and temporary, limiting access to work security, safety, or social protections. In developed countries, new green jobs may have wages and benefits that aren’t as high as those in traditional sectors where, in many cases, workers have been able to fight for job quality through decades of collective action.

Government investment should come with conditions that ensure fair wages and benefits, work security, safe working conditions, opportunities for training and advancement, the right to organize, and accessibility to all.

Climate Emergency: A 26-Week Transition Program for Canada

This is a work of imagination. But the urgency of the crisis is real, the need for the suggested programs is real, and the data included in these proposals is real.

What could the government of Canada do if its Ministers, MPs and civil servants really understood the severity of the climate emergency, and the urgency of the need? This paper shows how we could target a 65% reduction in emissions by 2030 and 100% by 2040. It proposes 164 new policies and programs, financed by $59 billion a year in new investments, without raising taxes or increasing public sector borrowing. Canadian steel, concrete, aluminum and wood: low carbon solutions for public infrastructure

In a February 1 press release, Ken Neumann, National Director for Canada of the United Steelworkers says, “We need our governments to support the creation and retention of good jobs by strengthening Canadian industrial and manufacturing capacities in ways that support the low-carbon transition of the economy”. To support that point, Blue Green Canada has released a new report, Buy Clean: How Public Construction Dollars can create jobs and cut pollution . Buy Clean calls for the use of Canadian-made building products in infrastructure in order to reap the dual benefit of reducing carbon emissions and supporting local industry and jobs. The USW press release continues: “Buy Clean makes sense for Canada because it leverages our carbon advantage. Whether its steel, aluminum, cement or wood, building materials sourced from within Canada are typically lower carbon than imported materials” – thanks largely to our low-emissions energy supply and reduced transportation costs. The report recommends that all levels of government continue and expand the use of Buy Clean policies for procurement. The report also calls for an Industrial Decarbonization Strategy to encourage technological innovation in the manufacture of steel, aluminum, concrete and wood , and for a “Clean Infrastructure Challenge Fund” , to act as a demonstration fund modelled on the Low Carbon Economy Challenge, but available only for public infrastructure projects, not to private industry.

Buy Clean: How Public Construction Dollars can create jobs and cut pollution is also available in a French-language version, Acheter Propre: Créer des emplois et réduire la pollution par une utilisation judicieuse des fonds publics en construction . The report includes appendices for each of the sectors, providing brief but specific summaries of how Canadian industry has already achieved lower carbon processes than their competitors – particularly in steel and aluminum, and what further decarbonization opportunities remain.

The Buy Clean message seems closely related to the Stand Up for Steel national campaign by the United Steelworkers, which also calls for the use of Canadian-made steel in infrastructure projects. After the disruptive tariffs levied by the previous U.S. administration, the Stand up for Steel Action Plan also calls for the right for unions to initiate trade cases; for expanding the definition of ‘material injury’ in trade cases; and for a carbon border adjustment on imported steel.

Impacts of the Reimagine Appalachia & Clean Energy Transition Programs for West Virginia

The COVID-19 pandemic has generated severe public health and economic impacts in West Virginia, as with most everywhere else in the United States. This study develops a recovery program for West Virginia that is also capable of building a durable foundation for an economically viable and ecologically sustainable longer-term transition.

In our proposed clean energy investment project, West Virginia can achieve climate stabilization goals which are in alignment with those set out by the Intergovernmental Panel on Climate Change (IPCC) in 2018—that is, to reduce CO2 emissions by 45 percent as of 2030 and to achieve net zero emissions by 2050. We show how these two goals can be accomplished in West Virginia through large-scale investments to dramatically raise energy efficiency standards in the state and to equally dramatically expand the supply of clean renewable energy, including solar, geothermal, small-scale hydro, wind, and low-emissions bioenergy power. We also show how this climate stabilization program for West Virginia can serve as a major new engine of job creation and economic well-being throughout the state. Scaled at about $3.6 billion per year in both private and public investments, the program will generate about 25,000 jobs per year in West Virginia. We also present investment programs for West Virginia in the areas of public infrastructure, manufacturing, land restoration and agriculture. We scaled this overall set of investments at $1.6 billion per year over 2021 – 2030, equal to about 2 percent of West Virginia’s 2019 GDP. We estimate that the full program would generate about 16,000 jobs per year in the state. Overall, the combination of investments in clean energy, manufacturing/infrastructure, and land restoration/agriculture will therefore create about 41,000 jobs in West Virginia, equal to roughly 5 percent of West Virginia’s current workforce.

The study also develops a just transition program for workers and communities that are currently dependent on West Virginia’s fossil fuel-based industries. It estimates that about 1,400 workers per year will be displaced in these industries between 2021 – 2030 while another roughly 650 will voluntarily retire each year. It is critical that all of these workers receive pension guarantees, re-employment guarantees, wage insurance, and retraining support, as needed. We estimate that generous levels of transition support for all workers will cost an average of about $140 million per year.

The study shows how all of these proposed measures can be fully financed within the framework of the Build Back Better infrastructure and clean energy investment program proposed by President Biden during his presidential campaign.

How to Build Back Better: A 10-Year Plan for Economic Renewal

Over 10 million people are out of work, another six million people are underemployed, and yet another seven million people who want a job have given up trying to find one. Unemployment among low-income households is hovering around Great Depression levels. Job losses have been particularly acute for women, and the unemployment rate for Black and Latinx workers remains more than 50 percent higher than for white workers. Due to economic hardship, more than one in three families with children cannot afford adequate food, one in five households could not pay last month’s rent, and over half of all households are having difficulty covering expenses.

To tackle this economic crisis, we cannot simply reopen the economy and hope things return to “normal.” “Normal” was fundamentally unjust, unhealthy, and unstable. Thanks to decades of “normal” conditions, millions of people — particularly in Black and Latinx communities — breathe in air pollution that increases the risks of COVID-19, earn as much in one year as Jeff Bezos makes in 20 seconds, and are forced to grapple with increasing climate-related storms, droughts, and fires.
We have to do better than “normal.”

We need to put millions of people back to work building a healthier, more equitable, clean energy economy that leaves no one behind. The THRIVE Agenda outlines a plan to do just that. Backed by over 100 members of Congress and hundreds of union, racial justice, climate, and other grassroots groups, the THRIVE Agenda offers Congress an eight-pillar blueprint for economy-wide investments. To “build back better” instead of reverting to the unjust status quo, Congress needs to pass a THRIVE-aligned economic renewal plan that is as comprehensive as the crises we face.

Impacts of the Reimagine Appalachia and Clean Energy Transition Programs for Pennsylvania: Job Creation, Economic Recovery, and Long-Term Sustainability

The pandemic is likely moving into its latter phases, due to the development of multiple vaccines that have demon-strated their effectiveness. Nevertheless, as of this writing in mid-January 2021, infections and deaths from COVID are escalating, both within Pennsylvania and throughout the U.S. Correspondingly, the economic slump resulting from the pandemic continues.

This study proposes a recovery program for Pennsylvania that is capable of exerting an effective counterforce against the state’s ongoing recession in the short run while also build-ing a durable foundation for an economically viable and ecologically sustainable longer-term recovery. Even under current pandemic conditions, we cannot forget that we have truly limited time to take decisive action around climate change. As we show, a robust climate stabilization project for Pennsylvania will also serve as a major engine of economic recovery and expanding opportunities throughout the state.
