Coal Plant Communities Seek a Just Economic Transition

Xcel Energy’s announcement that the Sherburne County Generating Station (Sherco) in Becker, Minn. will close by 2030 did not come as a surprise, but for local residents, the uncertainty of the city’s economic future has become a pervasive issue. Sherco is one of the largest coal-powered generating stations in the state, with three boilers and a total capacity of 2,238 megawatts. The Sherco power plant provides 301 jobs and a huge portion of the small city’s tax base. Sherburne County Commissioner Tim Dolan remarks “At 77% [of the City’s tax base], it’s probably easier to point to stuff [Sherco] didn’t pay for. It’s a much shorter list.”

Xcel Energy plans to replace two of the coal boilers with a 786 megawatt gas plant that will provide roughly 30 permanent jobs. Environmentally, the closure of coal plants drastically reduces carbon emissions and air pollution (but the addition of a gas plant at Sherco is questionable). Economically, Becker and many cities like it are left scrambling, looking for alternative forms of employment and tax revenue.

As gas dethrones coal generation as the ruler of the U.S. power sector, the cost of running coal power plants becomes economically uncompetitive. Eventually, gas may be surpassed by renewable energy, with solar and wind expected to be the fastest growing source of electricity generation for the next two years. For communities that rely on coal plants for tax revenue and jobs, the early closure of these plants spells trouble even as it reduces pollution and saves electric customers money. The transition away from fossil fuels provides new economic opportunities, but the question becomes whether these clean energy opportunities can replace lost income and tax revenue from coal generation plants.

Despite the news about the Sherco plant, Becker city officials remain hopeful for new economic opportunities that may come from the plant closure. Becker has attracted the attention of Google, which is looking to build a $600 million data center next to Sherco, potentially generating 2,000 short-term construction jobs and 50 permanent jobs. The data center would be powered by two wind power projects. While the Google project is still up in the air, Northern Metal Recycling is already moving to build a metal recycling plant next to Sherco, with the potential to create about 150 jobs in Becker. The possibility of new jobs, new people, and new tax revenue excites residents, and for now, these new developments do not completely replace all the jobs and tax revenue lost from the closure of Sherco, but they provide some economic hope. Unfortunately, other communities across the U.S. have not been as lucky, left with little to no other options for economic revitalization after coal plant closures.

Other Countries Have High-Speed Trains. We Have Deadly Accidents and Crumbling Infrastructure

Japan's high-speed bullet train system carries 1 million riders every day and has a remarkable safety record, at least compared to passenger trains in the United States. Passengers have taken billions of rides on Japanese bullet trains since the system was established 50 years ago, but not one passenger has died due to a derailment or collision.

In the US commuters and travelers use trains less than the Japanese, but US passenger train lines have suffered five major wrecks that killed or injured passengers over the past decade, including the recent derailment of an Amtrak passenger train that killed three people and injured more than 50 others in DuPont, Washington on December 18. Among the dead were two active members of the Rail Passengers Association, a group that pushes for greater access to passenger rail services.

A "constellation of factors" contributed to this spate of deadly train accidents, including train companies' habit of cutting corners to save money and a national failure to fund railroad and transportation infrastructure, according to Railroad Workers United, a national union representing railroad workers.

President Trump has used the DuPont crash to tout an infrastructure proposal due out later this month. However, critics say Trump's plan would leave struggling state and local government on the hook for repairing crumbling roads, bridges and railroads as Congress looks for ways to pay for the GOP tax cut package that Trump signed into law last month.

Olympia Stand Blockade Raided on the Twelfth Day

On the morning of Wednesday November 29th, 2017, at approximately 5:30 AM, a joint force of SWAT officers, Olympia police, the Washington State Patrol, Thurston County sheriffs, and Union Pacific police broke up the Olympia Stand blockade on occupied indigenous land of the Medicine Creek Treaty nations, specifically the Nisqually and Squaxin Island Tribes.

We were made aware of the impending raid the day before by an anonymous tip off from within the city, allowing us enough time to evacuate everyone safely from the camp before police arrival without injury or arrests. Nonetheless, the police raid was accompanied by officers in full riot gear and an MRAP (an armored military vehicle used by the U.S. military). Police officers marched through the abandoned camp, supposedly looking for more protesters, tearing down the tents, tarps and temporary structures that were built and maintained throughout the twelve days that the blockade stood. Police with the sheriff’s office were also seen destroying and removing valuables from a nearby homeless encampment that had nothing to do with the blockade. Throughout the morning, people suspected of participating in the blockade were followed and harassed by police and a local non-profit was surveilled.

This raid came on the very same morning that the Olympia Stand Indigenous Caucus was scheduled to meet with the Olympia City Council and the Port of Olympia. The police raid of last year’s Olympia Stand Blockade likewise took place the morning the Indigenous Caucus was scheduled to meet with a representative from Union Pacific Railroad. These are just two more examples of the countless betrayals that indigenous people in North America have faced in the last centuries.

A Green New Deal for Washington State: Climate Stabilization, Good Jobs, and Just Transition

This study examines the prospects for a transformative Green New Deal project for Washington State.  The centerpiece of the Green New Deal will be clean energy investments—i.e. both investments in the areas of renewable energy and energy efficiency.  The first aim of this Green New Deal project is to achieve a 40 percent reduction in all human-caused carbon dioxide (CO2) emissions in Washington State relative to the state's 2014 emissions level.  The second aim is to achieve this 2035 CO2 emission reduction standard while also supporting existing employment levels, expanding job opportunities and raising average living standards throughout Washington State.   

We estimate that clean energy investments in Washington State that would be sufficient to put the state on a true climate stabilization trajectory will generate about 40,000 jobs per year within the state.   We consider a series of policies to support this state-level Green New Deal program.  These include a carbon tax, which we estimate can raise an average of about $900 million per year even with a low-end tax rate of $15 per ton of carbon.   We also consider a series of regulatory policies, direct public spending measures, and private investment incentives.

Keep your fracking sand out of our port

SUPPORTERS OF Olympia Stand, a climate justice coalition in Olympia, Washington, has constructed an encampment blocking the railroad tracks to the Port of Olympia--under a banner reading "No Fracking Sand in Our Port."

The purpose of the blockade is to prevent fracking sands, known as ceramic proppants, from being shipped from the port to the Bakken oil fields in North Dakota and other places.

Hydraulic fracturing, or fracking, is the process of extracting oil and natural gas from source rock, primarily shale. This is done by pumping a mixture of fracking sands, and large amounts of water and chemicals into the veins of the source rock to open them and extract the oil and natural gas.

Each time a well is fracked, between 2 million and 8 million gallons of fresh water is used. Fracking fluid goes through the aquifers, contaminating drinking water with chemicals, many of which are cancerous. Fracking can lead to local drinking water becoming undrinkable and even flammable. Recent research has found further evidence that fracking is causing earthquakes.

As one activist at the blockade said in an interview: "We are here because we reject the port's complicity with the fossil fuel industry. For example, they have a bad contract with Rainbow Ceramics [the Houston-based company that produces the proppants] that allows the proppants to be stored at the port for free."

At about the same time last year and at the same place, a similar blockade was built to stop the trains then shipping fracking sands to North Dakota. The same activist added, "We are here to celebrate the anniversary of last year's blockade and also the 10-year anniversary of the attempt to prevent the port from sending military equipment to [Joint Base Lewis McCord]."

In 2007, members and supporters of Port Military Resistance engaged in a protest that included street battles with police over transporting military equipment between the port and Joint Base Lewis McCord. The equipment consisted mostly of motor vehicles that were returning from Iraq for maintenance and repair and were then scheduled to be returned to Iraq.

Commune by the Tracks: Discussion on the #OlympiaBlockade

In this episode, we discuss the ongoing Olympia blockade against fracking proppants with several locals who have watched the blockade, also known as Olympia Stand, grow. Our guests discuss how the current encampment, which has now lasted for over a week, has grown every day of its existence. Our conversation raises the question about why the encampment this time around is larger and more determined, as well as the threat of climate change creating a wider sea of public support.

Beyond these overarching questions, we also discuss how the local press has lied about there being fracking proppants at the port, as well as how people at the encampment are using the space to engage each other and the surrounding community. One point of contention that is brought up is the issue of demands, and how they impact the wider struggle that they come out of. We also touch on how various groups of people within a set struggle can come to terms with each other and work on a common project, even if they do not agree on everything.

Overall, the encampment is discussed as an extremely positive development, both in terms of wide public support and as an opportunity to move forward, as the threat of climate change becomes ever more dire. We close by looking back on 2017 and where it seems that things are headed in terms of the anarchist movement, as well as the lessons that the Olympia blockade offers other autonomous struggles.

Olympia Train Blockade Again Hits the Achilles Heel of the Fracking Industry

For the second time in the past year, Washington activists blocked a train carrying oil fracking supplies from leaving the Port of Olympia on the Salish Sea. The blockade camp prevented a possible shipment of ceramic proppants from being shipped to the Bakken oil shale basin in North Dakota, and possibly other fracking operations. The proppants are used to prop open bedrock cracks during the process of fracking (or hydraulic fracturing) for Bakken oil.

The “Olympia Stand” assembly and other port resistance activists demanded that the Port of Olympia cease all fossil fuel-related and military shipments. The activists’ press release demanded that “The Port of Olympia cease all fossil fuel and military infrastructure shipments,” and accept “Horizontal and democratic control of the Port of Olympia by the community” and accept “A “just transition” for port and rail workers to good, green jobs, and for the economy of Thurston County to a cooperative, sustainable and just economy.” It also demanded “Consultation on all port issues and projects that could impact the tribal treaty lands, traditional lands, and ceded lands of local Medicine Creek Treaty Tribes. Also, consultation with local urban Indian peoples who are often disproportionately negatively impacted by governmental and industry actions.”

Prison Drinking Water and Wastewater Pollution Threaten Environmental Safety Nationwide

Aging infrastructure concerns are not limited to America's highways, bridges and dams. Today, crumbling, overcrowded prisons and jails nationwide are bursting at the seams -- literally -- leaking environmentally dangerous effluents not just inside prisons, but also into local rivers, water tables and community water supplies. Because prisons are inherently detested and ignored institutions, the hidden menace of pollution from them has stayed below the radar. In this report, PLN exposes the magnitude and extent of the problem from data collected over the past several years from seventeen states.

Alabama

The Alabama Department of Corrections (ADOC) has been ignoring complaints of wastewater pollution from its prisons since 1991. Back then, the problem was limited to leaking sewage from the St. Clair prison. Although the Alabama Legislature promised to provide the $2.3 million needed to build a new wastewater treatment plant that would match St. Clair's vastly expanded population, no money has been appropriated.

Today, the problem has grown statewide and includes pollution from ADOC's Draper, Elmore, Fountain/Holman, Limestone prisons and the Farcquhar Cattle Ranch and Red Eagle Honor Farm. The problem has drawn the ire of the private watchdog group, Black Warrior Riverkeeper (BWR) and of the state Attorney General (AG), both of whom have filed lawsuits against ADOC. The AG's office claims ADOC is violating the Alabama Water Pollution Control Act (Act) by dumping raw sewage into Little Canoe Creek, from which it flows into the Coosa River. The AG has demanded that ADOC fix the problems and pay fines for the damage they have caused. All parties acknowledge that the problems stem from ADOC's doubling of its population to 28,000, while the wastewater treatment facilities were designed for less than half that number.

The environmental damage is huge. ADOC is pumping extremely high levels of toxic ammonia, fecal coliform, viruses, and parasites into local streams and rivers. When raw sewage hits clean water, it sucks up the available dissolved oxygen to aid decomposition. But in so doing, it asphyxiates aquatic plants and animals that depend on that oxygen.
Telltale disaster signs include rising water temperatures and the appearance of algae blooms. The pollution renders public waterways unfit for human recreation as well.

BWR notes in its suit that Donaldson State Prison has committed 1,060 violations of the Clean Water Act since 1999, dumping raw sewage into Big Branch and Valley creeks, and thence into the Black Warrior River. BWR seeks fines for the violations, which could range from $100 to $25,000 each. Peak overflows were documented at 808,000 gallons in just one day, which isn't surprising for a wastewater treatment plant designed to handle a maximum of 270,000 gallons per day. Donaldson, designed to hold only 990 prisoners, has 1,500 today.

One path to reformation was found in turning over wastewater treatment to privately-run local community water treatment districts. Donaldson came into compliance with its wastewater permit after contracting with Alabama Utility Services in 2005. Limestone and other ADOC prisons are now seeking privatization solutions.

Since 2003 a rash of proposals have surfaced in communities throughout the Northwest to export vast amounts of fossil fuels to Asian markets via Oregon, Washington, and British Columbia. If these plans go through the Northwest would become home to the largest oil terminal in North America, the largest coal export facility in North America and the largest methanol refinery in the world.

SACRIFICE ZONES is a story about the pressure to transform a region of iconic landscapes and environmental stewardship into a global center for shipping fossil fuels. This one-hour radio documentary investigates how petrochemical development of the scale being proposed for the Pacific Northwest threatens the region’s core cultural, social and environmental values. And it shows how opposition to these proposals has inspired the broadest and most vocal coalition of individuals and groups ever assembled in the Northwest, a Thin Green Line of opposition that has so far slowed or stopped all the fossil fuel projects being proposed.

In SACRIFICE ZONES we hear from Native American tribes, longshoremen, environmentalists, business leaders, health care professionals, first responders and local residents along the blast zones of oil trains and terminals, who are raising their voices in public hearings, court proceedings, rallies and marches.
