Coal Miners and the Green Agenda

In June 2012, President Obama announced his “Climate Action Plan.” This is his administration’s major second-term initiative to re-energize its agenda around fighting climate change and supporting major new investments in clean energy.

The primary focus of the Action Plan is the administration’s program to dramatically reduce carbon emissions from the country’s electricity utility plants. These emissions result primarily from burning coal, but also natural gas, to produce electricity. Carbon emissions from electricity generation represent about one-third of all greenhouse gas emissions produced by all sources within the U.S. economy today. It is evident that these emissions need to be cut dramatically if we are going to stop playing Russian roulette with the environment.

New Regulations and Technologies Are Not Enough

The administration’s strategy for achieving these emissions cuts is to begin strictly enforc-ing the existing air pollution regulations estab-lished as part of the 1990 Clean Air Act.

The administration is taking this approach because it allows them to avoid asking Congress to either spend more money or pass new regulations.The administration expects that the utility companies can achieve the needed emissions reductions through a technological fix: the introduction of carbon capture and sequestra-tion (CCS) processes, through which, they believe, coal and natural gas could burn cleanly. This is how the phrase “clean coal” has begun to emerge on billboards and TV commercials. CCS encompasses several specific technolo-gies that aim to capture carbon emissions from power plants and other industrial facilities. The captured carbon is then transported, usually through pipelines, to locations where it is then stored permanently—that is, for all time—in subsurface geological formations.

Opponents of the administration’s Action Plan claim that CCS remains unproven and, even if it becomes technically feasible, would impose heavy new costs on utilities.

In this instance, the administration’s critics have the weight of evidence on their side. As such, the Action Plan faces two fundamental problems. First, as there is no proven technol-ogy for delivering clean coal—or, for that mat- ter, clean oil or natural gas—the only viable path for dramatically reducing carbon emis-sions is to sharply reduce fossil fuel consump-tion. This, in turn, means that workers and communities dependent on the fossil fuel indus-tries will face job losses and retrenchment. It is therefore no surprise that even Democratic pol-iticians representing the affected communities are actively opposing Obama’s initiative.

I read with interest David Walters's recent article, "A Socialist Defends Nuclear Energy, wondering what I would find. I soon discovered there was very little credible "defense" and for that matter, not much "socialism" (other than the citation of various Marxist quotations that Marx and Engels would have bristled at given their context here) in it. In fact, it read to me as a typical capitalist defense of its standard operations wrapped in a rather threadbare and tattered red flag.

Michael Friedman has thoroughly debunked Walters's claims about the "safety" of (conventional) nuclear (fission) energy and the "ease" at dealing with the nuclear waste in his own piece so there is no utility in elaborating further on that matter. It is my intention to address the issues that Friedman didn't cover.

To begin with, if David Walters is so willing to overlook peer reviewed science and factual evidence that clearly shows that conventional nuclear fission energy is unsafe and the problem of nuclear waste not easily handled, he may as well also argue in favor of thorium based breeder reactors, nuclear fusion power, fracking, tar sands, "clean" coal, or even hydrogen fuel cells which are equally questionable technologies (and please note that I am not arguing in favor of any of these things here, though I think hydrogen fuel cells are worth a look at least).

Additionally, Walters lumps in all greens into a single, monolithic group, dominated by primitivism and Malthusianism. This is as inaccurate as arguing that all communists take their marching orders from Stalin. This is the rhetoric one expects to hear from the most reactionary elements of the capitalist class's punditocracy rather than an informed anti-capitalist. To me this is a clear indication that his entire argument is mere propaganda and has very little substance.

Learning from the Lucas Aerospace Workers

The attempt by workers at Lucas Aerospace in the 1970s to develop a plan to convert production in their company from weapons to socially useful goods has recently been invoked in debates on creating low-carbon societies.[1] As Hilary Wainwright and Andy Bowman have argued, a renewed Green New Deal that involved a similar level of painstaking attention to grass-roots participation ‘would be a worthy successor indeed’.[2] We agree with this view, and we would like to make the additional argument that the Lucas example is particularly helpful for international trade union debates on climate change.

The Lucas workers were way ahead of their time in recognising the need for sustainable development - even if such a concept did not exist at that time. But their project also demanded a radical revision of the ways in which society determined its priorities. In today’s terms, their argument was for a ‘Just Transition’. In other words, in adapting production for different needs, it was important to make sure that any new strategies would take workers’ interests into account. And it is this notion that is important in trade union debates today.[3]

Trade unions are not commonly regarded as being on the frontline of the climate change battle. Many people (including not a few trade unionists) see unions as being on the side of climate sceptics, or as being a constituency for whom other concerns are more important. But many national and international unions are currently seeking to develop policies through which their industries can help to mitigate the causes and effects of climate change; and unions do have a long history of struggling for environmental issues - even if this history is not given so much attention today. For example, in the early years of industrialisation trade unionists fought against air and river pollution in their communities. Furthermore, it should not be forgotten that safe workplaces - an issue where the history of trade union involvement is more familiar - are also an environmental issue. One reason why the trade union record is often overlooked is that environmental issues have often been raised by environmental movements, which have paid little attention to social and work issues. Equally, trade unionists often reject environmental arguments, for example claiming that it is more important to preserve and create jobs than to ‘save a few trees’ - as was the kind of dismissive remark sometimes made in the course of our interviews. However, things are changing dramatically and fast.

Transport Workers and Climate Change: Towards Sustainable, Low-Carbon Mobility

This report, now more than a decade old, was remarkably forward-thinking for its time (except for the uncritically positive assessment of Carbon Capture and Storage and Cap-and-Trade, positions the authors would likely now no longer hold. It also, interestingly, includes in an appendix, the delegate of one union affiliate, Robert Scardelletti, President of the Transportation Communications International Union (TCU), an affiliate of the International Association of Machinists and Aerospace Workers (IAMAW), from the US, who dissented from this report's conclusions, because it's green unionist orientation would "destroy jobs", a position held by the most conservative unions in the AFL-CIO.

From the introduction:

Climate change is the biggest single challenge ever faced by human civilization. Human economic activity has put so much carbon dioxide (CO2) and other greenhouse gas emissions (GHGs) into the atmosphere that serious global warming is already happening. As a society, we have no choice but to reduce these emissions drastically in order to stand a good chance of avoiding potentially catastrophic changes in our climate. Moreover, emissions from transport are rising faster than emissions from any other sector and in some cases the increase in transport emissions is counteracting emissions reductions achieved in other sectors. Lowering transport emissions presents a series of unique and formidable challenges.

The good news for transport workers is that a serious approach to emissions reductions will create new opportunities for quality employment, particularly in public transport, railways (both passenger and freight), transport infrastructure, road repair, and in developing clean transport technologies. But failure to act on climate change will have the opposite effect.

What Every Environmentalist Needs to Know About Capitalism

For those concerned with the fate of the earth, the time has come to face facts: not simply the dire reality of climate change but also the pressing need for social-system change. The failure to arrive at a world climate agreement in Copenhagen in December 2009 was not simply an abdication of world leadership, as is often suggested, but had deeper roots in the inability of the capitalist system to address the accelerating threat to life on the planet. Knowledge of the nature and limits of capitalism, and the means of transcending it, has therefore become a matter of survival. In the words of Fidel Castro in December 2009: “Until very recently, the discussion [on the future of world society] revolved around the kind of society we would have. Today, the discussion centers on whether human society will survive.”1

I. The Planetary Ecological Crisis

There is abundant evidence that humans have caused environmental damage for millennia. Problems with deforestation, soil erosion, and salinization of irrigated soils go back to antiquity. Plato wrote in Critias:

What proof then can we offer that it [the land in the vicinity of Athens] is…now a mere remnant of what it once was?…You are left (as with little islands) with something rather like the skeleton of a body wasted by disease; the rich, soft soil has all run away leaving the land nothing but skin and bone. But in those days the damage had not taken place, the hills had high crests, the rocky plane of Phelleus was covered with rich soil, and the mountains were covered by thick woods, of which there are some traces today. For some mountains which today will only support bees produced not so long ago trees which when cut provided roof beams for huge buildings whose roofs are still standing. And there were a lot of tall cultivated trees which bore unlimited quantities of fodder for beasts. The soil benefitted from an annual rainfall which did not run to waste off the bare earth as it does today, but was absorbed in large quantities and stored in retentive layers of clay, so that what was drunk down by the higher regions flowed downwards into the valleys and appeared everywhere in a multitude of rivers and springs. And the shrines which still survive at these former springs are proof of the truth of our present account of the country.2

What is different in our current era is that there are many more of us inhabiting more of the earth, we have technologies that can do much greater damage and do it more quickly, and we have an economic system that knows no bounds. The damage being done is so widespread that it not only degrades local and regional ecologies, but also affects the planetary environment.

Every hour, enough solar energy reaches the Earth to meet human energy needs for an entire year. Solar photovoltaic (PV) technology is widely seen as a “win-win” solution that can harness this “free energy” to address global warming, reduce U.S. dependence on energy imports, create “green jobs,” and help revitalize the U.S. economy.

Solar energy will play an essential role in meeting these challenges, but as the solar PV sector expands, little attention is being paid to the potential environmental and health costs of that rapid expansion. The most widely used solar PV panels are based on materials and processes from the microelectronics industry and have the potential to create a huge new wave of electronic waste (e-waste) at the end of their useful lives, which is estimated to be 20 to 25 years. New solar PV technologies are increasing cell efficiency and lowering costs, but many of these use extremely toxic materials or materials with unknown health and environmental risks (including new nanomaterials and processes).

With the solar PV sector still emerging, we have a limited window of opportunity to ensure that this extremely important industry is truly “clean and green,” from its supply chains through product manufacturing, use, and end-of-life disposal. The solar industry has taken a leadership role in addressing the world’s pressing energy and environmental challenges and will serve as a model for how other innovative “green” industries address the lifecycle impacts of their products.

In this white paper, the Silicon Valley Toxics Coalition (SVTC) provides an overview of the health and safety issues faced by the solar PV industry, including the toxic materials used in manufacturing and the potential end-of-life disposal hazards of solar PV products. The report also lays out recommendations to immediately address these problems to build a safe, sustainable, and just solar energy industry. These recommendations include:

  • Reduce and eventually eliminate the use of toxic materials and develop environmentally sustainable practices.
  • Ensure that solar PV manufacturers are responsible for the lifecycle impacts of their products through Extended
    Producer Responsibility (EPR).
  • Ensure proper testing of new and emerging materials and processes based on a precautionary approach.
  • Expand recycling technology and design products for easy recycling.
  • Promote high-quality “green jobs” that protect worker health and safety and provide a living wage throughout the
    global PV industry, including supply chains and end-of-life recycling.
  • Protect community health and safety throughout the global PV industry, including supply chains and recycling.

Will EVs Create Budget Potholes for States?: Economic Development Megadeals for Electric Vehicle and Battery Factories

In a megadeal spending spree like no other in U.S. history, states and localities have awarded more than $13.8 billion in economic development subsidies to at least 51 electric vehicle (EV) and EV battery factories. Many more dollars have certainly been committed to 53 more projects where incentives are not yet disclosed. Most of these deals have been approved since 2018, and many in just 2021 and 2022.

EVs are a necessary and vital climate-change solution, but these lavish new subsidies effectively amount to states taking credit for good news that is already unfolding. Decades of federal and state pro-EV investments and policies are paying off and the market is rapidly moving. Big factory-specific subsidies are wasting public dollars at a moment when states are flush with pandemic relief grants that should be used broadly, to make economies more resilient against future stressors.
