Stop Cop City Week of Action Showed Movement’s Strength Amid Rampant Repression

Much of the South River Forest, or as activists call it, Weelaunee People’s Park, has been clear cut. In a token gesture to the community, the city talked about opening a handful of trails in slivers of remaining public land. But driving past the original site of the occupation, there isn’t a tree in sight to hang a hammock on. At nearly 5:30 pm on a Saturday, three bulldozers rumble across the land, rearranging splintery piles of red dirt. Shadowbox Studios, also licensed to use the site, has completed construction. Ringing the perimeter of both, cop cars lurk, waiting for signs of trouble. I started counting in my head, then had to switch over to tally marks. Even taking photos is de facto forbidden; I was followed and then pulled over while trying to take photos from the street. By my count, 26 police vehicles were surrounding the site. The only sign of the previous occupation was a downed yellow tower, charred at the base, with “Defend the Atlanta Forest” written in green paint. In a tragic echo of the activists’ thriving mutual aid camps, the cops set up a couple tents of their own, where they could eat snacks out of a few metal trays and retreat to shade no longer provided by the Atlanta forest.

Coming into the week of action that took place June 24-July 1 — a week of protests, targeted boycotts and joyful celebration in nature designed to call national attention to Cop City — the threat of police repression weighed heavily on activists’ minds.

At Saturday’s opening carnival, one Atlantan, who wished to remain anonymous, was hard at work spray painting more t-shirts. Wearing handmade pinecone earrings and blue paint flecked combat boots, he painstakingly laid out foam letters as stencils. His own shirt said, “I can’t protest Cop City.” But upon request, he’d also make “I can protest Cop City” shirts.

“It’s about [addressing] the fear,” he explained. “Having solidarity with the people who are too afraid to protest. There’s the uncertainty and financial risk. It’s hard to evaluate risk — police stormed a protest downtown advertised as a vigil. I’m really rolling the dice about whether people will be holding hands or burning cars, or whether people holding hands will be attacked by police.”

On Saturday, March 4, I arrived at Intrenchment Creek Park in DeKalb County, Georgia, for the first day of a week of action against a $90 million construction project undertaken by the Atlanta Police Foundation—a private entity, backed by local CEOs and political leaders, that advances police interests. The foundation wants to raze eighty-five acres of public forest to build the largest police training facility in the United States, complete with a firing range, a burn building, and a “kill house” designed to mimic urban combat scenarios. It also argues that the facility will boost morale among officers. The size and scale of the project, and the destruction and deforestation it will require, have led a growing number of activists, organizers, and community members to object to what they call “Cop City.” The campaign against Cop City is simultaneously a campaign to defend the Weelaunee Forest, the name used for the area by the Muscogee Creek people forcibly displaced by settlers from the land in the early 1800s before it became the site of the notorious Atlanta Prison Farm. These elements of the campaign—the histories on which it draws, what it’s fighting against and for, who it is bringing together, and how—have given it tremendous staying power despite extraordinary odds.

Locals often describe Atlanta as “a city in a forest,” with trees and a tree canopy covering almost half of the land. The ecosystem depends on this foliage, and activists say that the deforestation required to build the facility will harm air quality, hasten climate change, and contribute to flooding in predominantly poor and working-class Black and brown communities. The proposed development will further distance residents from accessible green space while bringing toxic waste closer. But the project will do more than fracture the largest green space in Atlanta. The activists fighting against Cop City argue that police violence itself constitutes an environmental hazard, and that toxic chemicals associated with explosives that could be used on the site will destroy the air, water, and land on which myriad forms of life depend.

The week of action I attended was organized in remembrance of Tortuguita, or Manuel Esteban Paez Terán, the twenty-six-year-old nonbinary forest defender killed by Georgia State Patrol on January 18. Activists I met affectionately abbreviated their name to “Tort.” While police originally claimed self-defense, body-camera footage and two different autopsies show police shot Terán thirteen or fourteen times and suggest they were sitting cross-legged with both hands up when the police fired. Terán’s mother has since come to Atlanta from Panama to file suit against the city for records of her child’s murder, and to demand justice with a growing coalition at her side.

Terán is the first environmental activist killed by police in recent U.S. history. Their death is part of an intensifying campaign of repression waged against protesters fighting environmentally destructive developments across the country, most famously the Standing Rock encampment against the Dakota Access Pipeline (DAPL). The arrests, raids, and prosecutions evoke the Green Scare of the early 2000s, when the federal government infiltrated, surveilled, and prosecuted environmental and animal activists across the country. The recent protests, however, come at a time of greater popular recognition of the climate crisis—and the seeming futility of turning to elected officials to take climate action against the same corporations that fuel their campaigns and structure the economy.

In Atlanta, there have been three waves of arrests and at least as many forest raids since December. Sixty-eight people are facing variations on common charges brought against protesters—disorderly conduct, criminal trespass and assault, and obstruction of governmental administration. But forty-two among them face domestic terrorism charges, which carry a mandatory minimum of five years of incarceration and a maximum of thirty-five. The thin affidavits suggest the basis of the charges are affiliation with Defend the Atlanta Forest, “a group classified by the United States Department of Homeland Security as Domestic Violent Extremists.” (A DHS official told the Washington Post it never made such a classification.) Those who have been released on bond are prohibited from having contact with their codefendants or with Defend the Atlanta Forest. Multiple activists have insisted, however, that Defend the Atlanta Forest is not an organization at all: instead, it is a demand, a social media account, and a shorthand reference for a loosely affiliated group of autonomous individuals, protecting the land against encroachment and seemingly motivated by anarchist principles. This insistence is about their political commitments as much as it is a rejection of the state’s theory of criminalization.

A Green New Deal vs. Revolutionary Ecosocialism

Ecosocialism: reformist or revolutionary, statist or libertarian?

The idea of a "Green New Deal" has been raised in response to the threat of climate and ecological catastrophe. Two such proposals are analyzed here and counterposed to the program of revolutionary libertarian ecosocialism.

According to the climate scientists, industrial civilization has at most a dozen years until global warming is irreversible. This will cause (and is already causing) extremes of weather, accelerating extermination of species, droughts and floods, loss of useable water, vast storms, rising sea levels which will destroy islands and coastal cities, raging wildfires, loss of crops, and, overall, environmental conditions in which neither humans nor other organisms evolved to exist. The economic, political, and social results will be horrifying.

The scientists write that humans have the technological knowledge to avoid the worst results. But this would take enormous efforts to drastically reduce the output of heat-trapping greenhouse gasses. The recent UN Intergovernmental Panel on Climate Change writes that this “would require rapid and far-reaching transitions in energy, land, urban, and infrastructure (including transport and buildings) and industrial systems…unprecedented in terms of scale.” (quoted in Smith 2018) At the least this means a rapid transition to shutting down fossil-fuel producing industries, leaving most oil, coal, and natural gas in the ground and rationing what is currently available. It means replacing them with conservation and renewable energy sources. It means drastic changes in the carbon-based-fuel using industries, from construction to manufacturing. It means providing alternate jobs and services for all those put out of work by these changes.

To the scientists’ warnings, there have been rumblings of concern from some financial investors, businesspeople (in non-oil-producing industries), and local politicians. But overall, the response of conventional politicians has been business-as-usual. The main proposals for limiting climate change has been to place some sort of taxes on carbon emissions. From liberals to conservatives, this has been lauded as a”pro-market” reform. But, as Richard Smith (2018) has explained, these are inadequate, and even fraudulent, proposals. “If the tax is too light, it fails to suppress fossil fuels enough to help the climate. But…no government will set a price high enough to spur truly deep reductions in carbon emissions because they all understand that this would force companies out of business, throw workers out of work, and possibly precipitate recession or worse.

In the U.S., one of the two major parties outright denies the scientific evidence as a “hoax.” As if declaring, “After us, the deluge,” its policies have been to increase as much as possible the production of greenhouse-gas emissions and other attacks on the environment. The other party accepts in words the reality of global warming but only advocates inadequate and limited steps to deal with it. It too has promoted increased drilling, fracking, and carbon-fuels burning. These Republicans, Democrats, and their corporate sponsors are enemies of humanity and nature, worse than war criminals.

On the Left, there have been serious efforts to take up the scientists’ challenge. Various ecosocialists and other radicals have advocated a massive effort to change the path of industrial society. This is sometimes called a “Green New Deal.” This approach is modeled on the U.S.’s New Deal of F. D. Roosevelt in the Great Depression. Its advocates also usually model their programs on the World War II industrial mobilization which followed the New Deal. There does need to be a massive social effort to change our current technological course. A drastic transformation of industrial civilization is needed if we are (in Richard Smith’s phrase) to “save the humans,” as well as our fellow animals and plants. Nothing less than a revolution is needed. Yet I think that there are serious weaknesses in this specific approach, not least in modeling itself on the New Deal and the World War II mobilization—which were not revolutions, however romanticized. The proponents of a Green New Deal are almost all reformists—by which I do not mean advocates of reforms, but those who think that a series of reforms will be enough. They are state-socialists who primarily rely on the state to intervene in the economy and even take it over; in practice this program creates not socialism but state capitalism.

Recent articles in Jacobin Magazine and Novara Media represent a growing trend of social democratic insistence that the state is the best chance for solving climate change and myriad other problems. This trend is taking several forms, a retreat from a consistent anti-borders position to one that sees no-borders as horizonal; a call for nationalisation of large-scale industries as a way to fix climate change and provide jobs; and for alternative ownership models like workers co-operatives to be supported by the state. In all cases premised on a strategy of state-capture via elections.

On the 26 February, Jeremy Corbyn told an audience in Coventry that Britain “cannot be held back inside or outside the EU from taking the steps we need to support cutting edge industries” nor can Britain be held back from “preventing employers being able to import cheap agency labour”. Although Corbyn caught heat from some of his more radical supporters, much of the criticism didn’t go beyond highlighting his poor judgement using ‘clumsy’ language. That the tone rather than the content of the speech was under scrutiny, provides an insight into the direction that the Labour party is heading in. It suggests we are not merely revisiting a party that feigns reluctance in appeasing racist sentiment, in an attempt to recover voters that abandoned them a long time ago. Rather, to “support cutting edge industries” it requires labour unified by a common bourgeois identity – Britishness, with a return to the nativist labourism that dogged the workers movement up until the '80s. Rhetoric may vary between explicit conservative bigotry, nativist labourism or metropolitan neoliberalism, but all of these exact violence via border controls, whether at the level of the EU or the UK. Capitalist production relies on the control of labour power.

This politics of a seemingly bygone age not only demonstrates the fundamental limit of parliamentary socialism but is woven into the intellectual fabric of the left as a whole. Illustrative of this is Aaron Bastani’s “Fully Automated Green Communism”. Although not unique in its Keynesian ambitions glamourized in communist pretence, it provides us with a useful case study of the thought processes and wholesale misunderstandings underpinning the ‘radical’ project presented by the Labour party.

Broadly speaking, Bastani’s piece is an appeal to grassroots green activists to ‘scale-up’ (an insistence made by other members of the Novara outfit and the Inventing the Future crew), in that the best way to avert climate change is to utilise the state. Whether he personally subscribes to the climate catastrophe speculated in the piece is uncertain, however he certainly believes that the public spirit around climate change could be an effective vehicle in exercising his demand-side economic theories. The post-war period of “a competing utopia [and] countervailing geopolitical forces” was a huge boon to the arms industry and consequently for the wider economy (i.e. the internet began its life as U.S. military tech), and it is thought that climate change can serve the same function as the Cold War. There are specific reasons why a likeness cannot be drawn between preparing for a world war and climate change (that we will address later), but more broadly Bastani makes the classic mistake of thinking that the purpose of an economy is to allocate resources to meet consumption needs, when in reality the purpose of the economy is to produce capital.

Bringing Power to the People: The Unlikely Case for Utility Populism

One glaring omission in the postmortem handwringing about the 2016 election is the fact that most poor people in America—of all races and genders—simply didn’t vote. They were prevented from doing so by a number of structural barriers—voting restrictions, second and third jobs, far-flung polling locations—as well as a lack of excitement about two parties they saw as having abandoned them.

Enter: twenty-first-century electric cooperatives, a perhaps unlikely player in the contest for power between progressives and conservatives in the heart of so-called Trump country in rural America.

If there’s one thing poor, rural communities tend to have in common, it’s where they get their power—not political power, but actual electricity. Over 900 rural electric cooperatives (RECs)—owned and operated by their members—stretch through forty-seven states, serving 42 million ratepayers and 11 percent of the country’s demand for electricity. They also serve 93 percent of the country’s “persistent poverty counties,” 85 percent of which lie in non-metropolitan areas. REC service areas encompass everything from isolated farm homes to mountain hollers to small cities, with the highest concentrations in the South, the Midwest, and the Great Plains. And they might just offer an opportunity to curb the right and the climate crisis alike.

Nominally democratic, RECs have the ability to transform a sizable chunk of America’s energy sector—one of the highest-polluting parts of our economy. Servicing ratepayers whose top agenda may not be climate change, the push to integrate renewables into RECs’ energy mix nonetheless grounds the transition away from carbon-intensive fuels in something more material: energy bills. Member-owner reformers dotting the map of red and rural America are already waging fights over their cooperatives on two fronts: for basic representation and for energy efficiency. Their work—combining a zeal for small-d democracy with one for bringing down emissions—could hold the key to making sure the transition away from fossil fuels includes some of the poorest places in the country on the ground floor. Crucially, it could also help extend our much heralded clean energy revolution beyond liberal enclaves like New York and California. If successful, reformed RECs could give progressives a much needed foothold in places the Democratic Party has long since abandoned. They might also help greens refocus fights onto pocketbook issues.

Understanding the RECs’ radical potential, however, means understanding their history. Rural electrification was intended to accomplish one goal: to serve people neglected by the private sector. At the start of the Great Depression, some 90 percent of rural homes lacked electricity. For private utilities (the only game in town at the time) extending power lines to customers spread out over tens or hundreds of miles simply wasn’t worth the cost—especially considering that the vast majority of those potential customers happened to be poor.

Mayors across the country have vowed to deliver on the goals of the Paris climate accord in defiance of President Trump’s decision to back out. But how can they, realistically, when the national government is questioning climate science and promoting coal, fracking, and pipelines?

Simply put: Make energy public. Instead of privatizing city services, as some policymakers have long advocated, a new report shows that public ownership gives cities and towns the best shot at meeting renewable energy and efficiency targets.

Reclaiming Public Services: How Cities and Citizens are Turning Back Privatization,” a study by the Amsterdam-based Transnational Institute, challenges the ideas that governments are ineffective service providers, that private companies are more efficient, and that austerity budgeting and reductions in public service are inevitable.

Cities and towns that want well-run water and sanitation services, low-cost access to the internet, and affordable housing should keep those operations public or run by local nonprofits, the report found. If these services are now private, the institute recommends “re-municipalization.”

The report is based on research involving 1,600 cities in 45 countries that have chosen public ownership over corporate ownership, especially of their energy and water systems. “These (re)municipalisations generally succeeded in bringing down costs and tariffs, improving conditions for workers and boosting service quality, while ensuring greater transparency and accountability,” the report concludes.

Both Hamburg, Germany, and Boulder, Colorado, for example, are making their electric power enterprises public in order to shift to green and renewable energy sources.

In France, 106 cities and towns have taken over their local water systems in the past 15 years, in spite of the fact that France is home to some of the world’s largest private water companies. During that time, the report found that no French cities went the other direction and privatized their water system.

The report focuses on water and energy services, but there are many other services that benefit from local public ownership—some unexpected. The French towns of Mouans-Sartoux and Ungersheim bought farmland and hired local farmers to supply organic produce for school lunches. In India, the Tamil Nadu government opened dozens of public low-cost restaurants run by impoverished women to feed the poor. Argentina privatized postal services in 1997, but just six years later, renationalized the service in response to the private company’s poor service and high prices.

Privatization is tempting; it can provide local governments with short-term cash infusions. What politician doesn’t like to fill a budget hole without raising taxes? But the infusions don’t last. The private companies must pay large sums to their shareholders and executives, which they often do by cutting corners on upkeep, wages, and services, or jacking up customers’ rates. Instead of circulating locally, that money leaves a city’s economy.

According to the report, once a service is turned over to a private company, many cities found it was difficult to maintain accountability. They faced cost overruns, poor service, and violations of contracts. Many found they saved money and improved services when services went back into public hands.

Although family-owned or worker-owned businesses and consumer cooperatives are essential to local economies, some services—like water and sanitation—are best operated at a municipal or regional scale, and multiple providers may not make sense. In cases of these natural monopolies, local public ownership especially makes sense.

Like an ecosystem, a functioning local economy requires diversity. It needs many forms of ownership and types of entities. To thrive over years, each entity must both give and take; they must be in relationship with the people, institutions, and ecosystems that make up each community. When a local economy is dominated by enterprises that work to extract value for Wall Street banks or corporations controlled by absentee owners, communities are drained of their common wealth. It is that concern that drives much of the opposition to big international trade deals, like the Trans-Pacific Partnership and Transatlantic Trade and Investment Partnership, which critics say favor corporate rights over those of local government.

On the other hand, local entities, whether operated by worker-owners, families, nonprofit enterprises, or local governments, seek out multiple bottom lines—multiple benefits for employees, young people, vulnerable residents, and other local enterprises. They also take responsibility for their own human and natural communities. That is how We the People and the natural world can thrive for the long term.
