Blah, Blah, Blah, Yay: Another Epic Fail for the COP, but Seeds of Growth for our Movements

As COP 26 began, Greta Thunberg summed up the whole thing quite succinctly using just one word, three times:  Blah blah blah.

And as it ended two weeks later, she tweeted:

The #COP26 is over. Here’s a brief summary: Blah, blah, blah. But the real work continues outside these halls. And we will never give up, ever [emphasis added].

And indeed, COP 26 was an epic fail, even by the dismal standards of the 25 COPs that preceded it, but at the same time, the global climate justice movement made some much needed forward progress.

Chomsky and Pollin: Protests Outside of COP26 Offered More Hope Than the Summit

The legacy of the 2021 United Nations Climate Change Conference (COP26) this fall was perhaps best encapsulated by its president, who bowed his head and — close to tears — actually apologized for the process, which ended with a last-minute watering-down of participants’ pledges on coal.

“May I just say to all delegates I apologize for the way this process has unfolded and I am deeply sorry,” said Alok Sharma, the British politician who served as president for COP26. The conference ended on November 13 with a disheartening “compromise” deal on the climate after two weeks of negotiations with diplomats from more than 190 nations.

In the interview that follows, leading public intellectuals Noam Chomsky and Robert Pollin offer their assessments of what transpired at COP26 and share their views about ways to go forward with the fight against the climate crisis. Chomsky — one of the most cited scholars in history and long considered one of the U.S.’s voices of conscience — is Institute Professor Emeritus at the Massachusetts Institute of Technology and currently Laureate Professor of Linguistics and Agnese Nelms Haury Chair in the Agnese Nelms Haury Program in Environment and Social Justice at the University of Arizona. He is joined by one of the world’s leading economists of the left, Robert Pollin, who is Distinguished Professor and co-director of the Political Economy Research Institute at the University of Massachusetts at Amherst. Chomsky and Pollin are co-authors of the recently published book, Climate Crisis and the Global Green New Deal: The Political Economy to Save the Planet.

C.J. Polychroniou: COP26, touted as our “last best hope” to avert a climatic catastrophe, has produced an outcome that was a “compromise,” according to United Nations Secretary General António Guterres, while activists conducted a funeral ceremony at the Glasgow Necropolis to symbolize the failure of the summit. Noam, can you give us your analysis of the COP26 climate agreement?

Noam Chomsky: There were two events at Glasgow: within the stately halls, and in the streets. They may have not been quite at war, but the conflict was sharp. Within, the dominant voice mostly echoed the concerns of the largest contingent, corporate lobbyists; rather like the U.S. Congress, where the impact of lobbyists, always significant, has exploded since the 1970s as the corporate-run neoliberal assault against the general population gained force. The voice within had some nice words but little substance. In the streets, tens of thousands of protesters, mostly young, were desperately calling for real steps to save the world from looming catastrophe.

The Green Jobs Advantage: How Climate Friendly Investments are Better Job Creators

As part of their COVID-19 recovery efforts, many governments continue to fund unsustainable infrastructure, even though this ignores the urgency of addressing climate change and will not secure longterm stability for workers.

Our analysis of studies from around the world finds that green investments generally create more jobs per US$1 million than unsustainable investments. We compare near-term job effects from clean energy versus fossil fuels, public transportation versus roads, electric vehicles versus internal combustion engine vehicles, and nature-based solutions versus fossil fuels.

Green investments can create quality jobs, but this is not guaranteed. In developing countries, green jobs can provide avenues out of poverty, but too many are informal and temporary, limiting access to work security, safety, or social protections. In developed countries, new green jobs may have wages and benefits that aren’t as high as those in traditional sectors where, in many cases, workers have been able to fight for job quality through decades of collective action.

Government investment should come with conditions that ensure fair wages and benefits, work security, safe working conditions, opportunities for training and advancement, the right to organize, and accessibility to all.

Dialogues on fair transition: Global and local perspectives. The case of Rio Grande do Norte

Never before in the history of capitalism have the contradictions between the social character of production and the private appropriation of wealth been so great. The current environmental crisis is not an external fact independent of the functioning logic of this system, but the result of a process of exploitation and exhaustion, both of the working class and of nature, which each day points to the inexorable need for change in the economic and development model. We need to understand that the way out of the current crisis will only be possible if we subvert this logic of rentierism, hyper-consumerism and productivism.

In this context, the Brazilian trade union movement has the challenge of effectively incorporating the new needs of society and the class into its structure and political agenda. working people, updating the anti-capitalist confrontation from an ecosocialist, feminist and anti-racist perspective in the face of transformations in the world of work and the crisis in the system, intensified by the CODIV-19 pandemic.

These elements are in dialogue with the CUT unionism, which has defended an action where it is understood that the agendas of the world of work are the same as those of the world of work.

The climate crisis is a crisis against humanity.

Since 2012, Global Witness has been gathering data on killings of land and environmental defenders. In that time, a grim picture has come into focus – with the evidence suggesting that as the climate crisis intensifies, violence against those protecting their land and our planet also increases. It has become clear that the unaccountable exploitation and greed driving the climate crisis is also driving violence against land and environmental defenders.

In 2020, we recorded 227 lethal attacks – an average of more than four people a week – making it once again the most dangerous year on record for people defending their homes, land and livelihoods, and ecosystems vital for biodiversity and the climate.

As ever, these lethal attacks are taking place in the context of a wider range of threats against defenders including intimidation, surveillance, sexual violence, and criminalisation. Our figures are almost certainly an underestimate, with many attacks against defenders going unreported. A Brief Recap of the Fight Against Line 3

On August 23, a DC protest against construction of the Line 3 pipeline rallied against Joe Biden and his Chief of Staff, Ron Klain, calling on the administration to cancel the pipeline. Two days later, on August 25, Indigenous leaders led more than 2,000 to the Minnesota state capitol to make the same demand of Governor Tim Walz. As construction on the pipeline nears completion, it feels necessary to recount the history of Line 3’s development in order to consider how socialists might commit to the fight against its completion.

In 2014, Enbridge Inc. — a multinational oil and gas pipeline company headquartered in Calgary, Alberta — proposed an expansion to its existing Line 3 tar sands oil pipeline. The pipeline begins in Alberta and is set to end in Superior, Wisconsin — cutting across greater areas of Canada, North Dakota, Wisconsin and (pending construction completion) northern Minnesota; that includes three different Indigenous reservations in Minnesota and land that, according to the Treaty of 1855, Ojibwe people have the right to use for hunting, fishing and gathering wild rice.

Ever since Enbridge submitted its proposal, Indigenous organizers and activists like Winona LaDuke, along with tribal governments, climate justice activists and Minnesota DSA chapters, have fought furiously to stop the additional construction of a pipeline that, in 1991, was the culprit of the worst inland oil spill in American history. More than 600 people have been arrested or received citations related to protests against Line 3 according to a recent Guardian report, with Native water protectors leading the charge. Protesters have blocked key roads on Enbridge’s pipeline route, chained themselves to construction equipment and stood up to Minnesota law enforcement which received $750,000 in order to police Line 3 protesters back in April.

Throughout the last nine months, activists have persistently called on Governor Walz and President Biden to cancel the pipeline. Importantly, this is within their powers and not without precedent: Biden took similar action against the Keystone XL pipeline early in his term, and in May, Michigan Governor Gretchen Whitmer announced a plan to revoke the easement granted to Enbridge for another pipeline, Line 5. But in a too-predictable concession to the fossil fuel industry, both Walz and Biden have allowed Enbridge’s permits to stand. The Biden White House has supported the Trump administration’s federal approval of the project, and despite once tweeting that “any line that goes through treaty lands is a nonstarter for me,” Walz, too, has approved the pipeline’s construction.

Proponents of Line 3, including Walz, argue that replacing an aging pipeline is an environmentally responsible move. To make that argument during the same month that the IPCC released its climate report — which states, not with any subtlety, that we needed to move away from fossil fuel energy yesterday — is laughable. If completed, Line 3 will carry enough oil to produce approximately 170 billion kilograms of carbon dioxide per year, equivalent to around 50 coal power plants. Pipeline development also indicates a broader state commitment to fossil fuel dependency: a devastating policy decision with ramifications for our planet and the generations to come. We don’t need a new pipeline; we need there to be no pipelines.

Food Sovereignty: 25 years in the making

Food sovereignty is intrinsically linked to the debate over what we envision for rural areas and what type of development should be applied, as well as what type of food to produce. And why do we want to produce?”

In the same year that La Via Campesina celebrates 25 years of defining, building, and fighting for “food sovereignty,” the United Nations (UN) will convene a summit for heads of state, members of large businesses and private corporations, multinationals and agribusiness representatives to discuss food systems processes.

The UN Food Systems Summit, or FFS, will take place in September of 2021 during the week of the High-Level panel of the United Nations’ General Assembly. Before the Summit, a pre-Summit will take place in Rome at the end of June.

I will take advantage of this space to debate(discuss?) the two subjects which complement each other in two separate articles. In this first one, I will discuss the 25th anniversary of the debate for food sovereignty. In the second will concern the contradictions surrounding the realization of the Summit on food systems, which will be convened by the Secretary General of the United Nations. This is the decade in which the UN and its member states must accomplish the activities and actions to which they committed by 2030, the objectives defined in order to reach their goals for building Sustainable Development.

The Summit on Food Systems will be held just as the world is experiencing a pandemic that has taken the lives of more than four million people worldwide, victims of COVID-19. At the same time, we see, as a consequence of the crises, the rise in the number of people who suffer hunger worldwide, as well as an increase in unemployment, poverty and violence.

Wind energy on the Northeast Brazilian coast and the contradictions between ‘clean energy’, injustices and environmental racism

In dominant models of energy production and consumption, the centralization of the energy matrix and the concentration of decision-making power remain, and with all the marks of inequalities, patriarchy and environmental racism, even if the source of energy has changed.

Energy production in the face of demand to sustain, develop and expand predominant urban-industrial-capitalist ways of life in so-called global society, does not take place without high levels of interference on a daily basis in nature and the environment, as well as in multiple societies and peoples, their territories and experiences. Regardless of the source of energy and of the technology used to generate it, in these dominant models, energy ventures produce countless socio-environmental conflicts, risks and damage in contexts of deep-seated inequalities.

It just so happens that in Brazil and Latin America, the dynamics of demand for, access to and use of land, water and territory, as well as the ecological and socio-environmental harm that results from them, carry the inheritance of historical facts. An example of this is the expropriation of others’ territories and the setting up of a political, economic, legal, military and religious power based on the supremacy of the colonizer, white men and women, over indigenous and black people. In these processes, violence, subjugation and violation of bodies, of history and of dignity, were instituted as methods. To this day, despite all the achievements in terms of winning rights, these inheritances are encrusted in the dominant political, economic and socio-cultural powers. In the current socio-environmental conflicts, such inheritances manifest themselves in the naturalization of white privileges over state policies and in the relations of the state and the private sector with each other and with black populations, indigenous peoples, riverine peoples, fisherfolk, quilombola communities and others. These do not necessarily have as a reference the consumerist and energy-intensive models of living and organizing life.

In these circumstances, even if the source for producing energy via the wind industry in Brazil, and particularly in the Northeast Region, is considered technologically and ecologically cleaner, the concrete way in which wind farms are implemented is marked by the productivist/consumerist logic. According to the values of this logic, the provision of human needs is only viable in the form of hyper-exploitation and profits at the expense of the environment, of territories and their peoples. And this does not take place without being cut across by structural racism and its expressions in the environmental reality and in the democratic fragilities involved in ensuring the rights of peoples.

Renewable energies and ‘green hydrogen’: Renewing destruction?

Industrial-scale renewable energy infrastructure has seen a revival in the agenda of the ‘energy transition’ and as part of the economic recovery plans in front of the pandemic. Besides, the production of so-called ‘green hydrogen’ from these projects adds another layer of injustices. The energy matrix and over consumption remain untouched.

In a 2020 statement from the International Hydropower Association, the world’s largest hydropower corporations are calling on governments for “fast-track planning approvals” to ensure new large dams construction can commence as soon as possible. (1) The hydro energy industry is also lobbying to make sure large dams are seen as essential to the economic recovery from the Covid-19 pandemic and to “the transition to net-zero carbon economies” (2), casting devastating projects as both ‘clean’ and central to a ‘green energy transition’.

Industrial-scale renewable energy, including hydro, wind and solar, is positioned as a solution to our ever-increasing energy consumption. On top of this, the production of the so-called ‘green hydrogen,’ adds another layer of injustices related to this mega infrastructure. Yet, the replacement of the energy source by no means addresses the real problem posed by the excessive levels of energy consumption, which are driven by accumulative economic growth. This also leaves unchallenged the violence intrinsic to the societies that such energy powers. (3)

Many corporate and state actors are pushing for increasing their capacity to produce and use hydrogen as part of the ‘green’ recovery plans from the economic crisis caused by the pandemic. It is becoming central in the ‘green transition’ debates. The German government has announced plans to spend 9 billion euros (UD10.7 billion dollars) supporting its domestic hydrogen industry. (4) Likewise, the European Commission has started to promote hydrogen as a way of cutting carbon emissions and reaching its Green Deal climate targets. The EU plans to scale up ‘renewable hydrogen’ projects and invest a cumulative amount of 470 billion euros (US740 billion dollars) by 2050. (5) Moreover, US Energy Secretary, Jennifer Granholm, said that hydrogen “will help decarbonize high-polluting heavy-duty and industrial sectors [in the United States] (…) and realizing a net-zero economy by 2050.” (6)

Paraguay: The struggle for Food Sovereignty is the struggle for life.

Whether in the movement or outside of it, the word “agribusiness” brings to mind instant associations like “soybeans,” “Brazil,” or “the Mennonites.” Why? When did this word first enter common parlance? What are we actually saying when we use this word?

The word “business” is not an accidental component of this portmanteau word; on the contrary, it is central to the whole concept. Agribusiness embodies a different conception of the earth than the one upheld by peasants and Indigenous peoples. For agribusiness, the earth is a commodity, a product to be bought and sold and made profitable, to be commercially exploited. It is no longer seen as tekoha, the place where we are, where we live, produce, and reproduce, where we come into our own, in which our culture is rooted. No: for agribusiness, the earth and its capacity to support life are negotiable. They are measured in terms of uniformity, not diversity; in tonnes of grain, not seeds; in productivity, not safety; in dollars, not life; in contour lines, not disappearing species of trees and birds.

That is agribusiness: the capitalist exploitation of the earth, extracting from it anything that can generate a profit in record time. Agribusiness subjects the earth to “inhuman” treatment because for agribusiness, agriculture has nothing to do with humanity. What’s human about chemical fertilization, constant tillage with heavy machinery, backbreaking labour, the spraying of toxic compounds, an unswerving routine? That’s not how we provide food our bodies or care for our health, is it? But when agribusiness hears the word food, it thinks in terms of commodities. For agribusiness, the earth is not a living thing but a machine, and to be treated as such. It has been that way ever since capitalism set foot in the countryside. True, these tendencies were there earlier, but timidly, at various stages of production, when merchants refused to pay fair prices, or when they started selling seeds, or when they presented themselves as the peasants’ allies and starting hawking poisons. With the rise of agribusiness, this mentality invaded the countryside and stealthily changed everything, even the way we think.

What do I mean by “changed the way we think”? In general, when we talk of agribusiness, we refer to large commercial plantations. But we also see its effects in the luxury vans cruising through villages, in fantastical-looking, robot-like tractors roaming the streets and kicking up so much dust we have to stay indoors. We see the elements of “success” and we think to ourselves: “So much money made in so little time… Why work so hard, if poisons and machines will make you rich?” We think that maybe, if we emulate this model, we’ll get rich too. Or we take a stab at it and become divorced from our communities; we stop being communitarians and start being landowners. We start using “weedkillers” so we can stop hoeing; we buy genetically modified seeds; we go into debt to buy biotoxins; we get someone to harrow so we don’t have to plough. We lease tractors because we can’t afford to buy them, and can’t get a bank loan without giving our land as collateral (but we don’t have the deed). We secretly take after agribusiness, whom we personify as a successful businessman, a role model. So when agribusiness colonized the countryside, it also colonized minds. It planted genetically modified seeds in the countryside and planted new ideas in our heads. As a complex process of rural capitalist accumulation, agribusiness applies costly, high-tech recipes (machinery, hybrid or GM seeds, biotoxins, trucks, etc). It looks easy and attractive on the surface, and that’s how it took hold of our minds. It occupied the countryside, displacing communities, and it occupied our thoughts, displacing knowledge. What we knew became old hat, a thing of the past, for Luddites only. The result, for rural peoples, for peasant and Indigenous communities, has been depopulation of the countryside, disappearance of wild land, lost seed varieties, and changes in food customs. And we didn’t turn into the nouveau riche, not by a long shot. Instead we were impoverished, lost our land, had our knowledge taken from us. Only the old rich kept getting richer, while a few others managed to sweep up some of the crumbs. And all this is by design: The purpose of agribusiness isn’t to enrich us but to fill the coffers of investment banks and multinationals.
