Pipe Dreams: Why Canada’s proposed pipelines don’t fit in a low carbon world

Carbon Tracker’s modelling shows no new oil sands are needed in a low carbon world.

Prospective pipeline projects represent a significant expansion of capacity, with taxpayer support. However, new pipelines are surplus to requirements under Paris Agreement demand levels.

Canadian authorities face the challenge of trying to reconcile their natural resources development plans with their positioning on climate. Canada has previously having shown leadership on climate change issues, but its government support for pipelines – which are reliant on the failure of the Paris Agreement – risks damaging its credibility.

Key Findings:

Our research has previously shown that no new oil sands projects are needed in a low carbon world. All unsanctioned oil sands projects are uncompetitive under both the International Energy Agency’s 1.7-1.8°C Sustainable Development Scenario (SDS) and c.1.6°C Beyond 2 Degrees Scenario (B2DS).

All proposed new pipelines from Western Canada, in particular Keystone XL and Trans Mountain expansion, are surplus to requirements in a Paris-compliant world. Pipeline capacity may have proved a constraint in recent years, but under SDS, all future oil supplies from Western Canada can be accommodated by upgrades and replacements to existing pipelines, local refining and limited rail freight.

Even if discounts for Canadian crude narrow, new oil sands projects remain uneconomic. Western Canadian heavy oil trades at a steep discount to international benchmarks due to quality and transport challenges, averaging $25 below Brent over the last decade. Even if greater pipeline capacity reduces this to $10 in the future, in line with levels seen during previous periods of unconstrained supply, new projects still remain uneconomic under the SDS. Indeed, even if Canadian heavy oil were to trade at parity with Brent, which is extremely unlikely due to its lower quality, there would still be no new oil sands production under the B2DS and just 120,000 bbl/d would enter the market in the SDS – a level which would be covered by existing rail capacity.

Investors in oil sands face depressed cash flows in a low carbon world of falling oil demand and weak pricing, but will be forced to produce or pay the price due to inflexible “take-or-pay” transport fees for excess new pipeline capacity.

While take-or-pay contracts spread the impacts, pipeline investors still face financial risks as upstream production weakens. Uncontracted capacity will probably remain unused by producers, and contracts may cannibalise tariffs from other pipelines. Even take-or-pay commitments are subject to counterparty risk in a falling oil market.

The Canadian government’s stakes in Keystone XL and Trans Mountain could well prove to be a drain on the public purse. Under the SDS, government tax revenues and the value of the assets are unlikely to reach the levels anticipated at the time of sanction.

Canada’s leadership position on climate change may be undermined by its support for projects reliant on the failure of the Paris Agreement.

Jobs vs the Environment?: Mainstream and Alternative Media Coverage of Pipeline Controversies

Much of the argument advanced in support of expanding Canada’s fossil fuel production centres on job creation and economic benefits. Politicians, pundits and corporate spokespeople who support fossil fuel infrastructure projects—such as new oil and gas pipelines—often evoke this rhetoric when they appear in the media.

This study examines how the press—including corporate and alternative outlets—treats the relationship between jobs and the environment. Focusing on pipeline projects that connect Alberta’s oil sands to export markets, it also asks which voices are treated as authoritative and used as sources, whose views are sidelined, which arguments for and against pipelines are highlighted, and what similarities and differences exist between mainstream and alternative media coverage of pipeline controversies.

Winds of Change: Public Opinion on Energy Politics in Saskatchewan

Energy politics are controversial in Canada. Debates over pipelines, from the Kinder Morgan Trans Mountain expansion to TransCanada’s Keystone XL, are often splashed across newspaper headlines. In Saskatchewan, however, the Saskatchewan Party government and the official NDP opposition have rarely disagreed about the importance of defending the province’s oil industry from anti-pipeline activists and federal climate change policies. Most recently, the interim leader of the NDP sided with Alberta Premier Rachel Notley in the dispute between Alberta and British Colombia over Kinder Morgan.1 Although Saskatchewan produces no bitumen itself, the NDP joined Premier Notley in condemning BC Premier Horgan’s announcement that British Colombia will place restrictions on the shipment of bitumen through its territory.

Given the seeming political consensus that defending the oil industry is consistent with defending the province’s interests, one might assume that Saskatchewan people are relatively united in their support for fossil fuel extraction. In this report we present some surprising results of public opinion polling that we conducted on issues of oil extraction, environment, and climate change in the province. Our results show that people living in Saskatchewan support a transition away from fossil fuels and agree that the government should invest more in solar and wind power while strengthening environmental regulations.

The Search for Trans Mountain’s 15,000 Construction Jobs

When Prime Minister Trudeau announced approval of the Trans Mountain project he said the expansion “will create 15,000 new, middle class jobs — the majority of them in the trades.” 

Natural Resources Minister, Jim Carr, repeatedly points to this figure to justify Ottawa’s approval. He says, “the project is expected to create 15,000 new jobs during construction.”

Alberta Premier Notley relies on it too. “Initially we’re looking at about 15,000 jobs…” Former Premier Christy Clark said, “And then there’s Kinder Morgan, 15,000 new jobs…”

When the figure of “15,000” for new construction jobs emerged, I was confused. Kinder Morgan told the National Energy Board (NEB) that construction employment for the project was an average of 2,500 workers a year, for two years. It was laid out in detail in Volume 5B of the proponent’s application. 

Why would elected officials promote a construction jobs figure six times Kinder Morgan’s actual number?

I contacted the Prime Minister’s office. I asked his staff to explain how the figure their boss relies on was developed. They did not do so. I even wrote the Prime Minister directly. I received no reply. Natural Resources Canada said, “The numbers are from the proponent” and “believed” they were based on Conference Board of Canada estimates, while Premier Notley’s office said it came from the industry and directed me to Trans Mountain’s website.

There it was. “During construction, the anticipated workforce will reach the equivalent of 15,000 jobs per year…” Kinder Morgan provided no insight as to how that figure was derived.

I inquired directly and was told, “the figures come from two Conference Board of Canada reports.” Links to those reports were provided. 

I read both reports. Neither included reference to 15,000 construction jobs as Kinder Morgan said they would. What they did provide was a figure of 58,037 person years of project development employment—over seven years beginning in 2012.

I knew the 58,037 figure to be the same as that provided in a Conference Board of Canada report authored in 2013 and filed by Kinder Morgan as part of the discredited NEB hearing. The Conference Board based its estimate on an Input Output model which — because of its many design flaws — delivers highly exaggerated results.

Why I Chained Myself to the Gate of the Kinder Morgan Oil by Rail Facility

“This would not be something that would be a significant concern to us,” responded Jim Karas, a senior officer at the Bay Area Air Quality Management District (BAAQMD), when asked by a CBS reporter why his agency issued an under-the-table permit allowing   oil trains to roll into a Kinder Morgan railyard in Richmond, CA. . The Kinder Morgan facility receives volatile, dangerous Bakken crude oil on 100-car long trains, offloads that oil onto tanker trucks, and ships the oil to local refineries. Neither BAAQMD nor Kinder Morgan notified any stakeholders or community groups, including the BAAQMD’s board of elected officials - of the permit.

Exploding oil trains are certainly of concern to residents living in Atchison Village, Richmond, CA, a beautiful community just across the street from Kinder Morgan railyard, which did not receive notice about the permit. Teachers and parents at Peres Elementary School, where oil trains now careen next to the playground, weren’t told. And even local organizations like our allies at Communities for a Better Environment and Asian Pacific Environmental Network, were not notified. When a local news station revealed the secret permit, a coalition of community and environmental groups promptly sued the BAAQMD and Kinder Morgan.  The lawsuit was   dismissed by the San Francisco Superior Court Friday, September 5, for being filed too late.

BAAQMD is a public agency thats mission is “to protect and improve public health, air quality, and the global climate” in 9 San Francisco Bay Area counties. The agency’s board has taken extraordinary steps toward following through on its mission, including passing a bold Climate Action Plan that calls for 80% reductions in greenhouse gas emissions by 2050. But BAAQMD’s senior staff seem to have different interests in mind.

By granting the under-the-table permit to Kinder Morgan, BAAQMD’s senior staff is protecting big oil instead of our communities.

CBE and Allies Risk Arrest to Halt Operations at Richmond Kinder Morgan Train Terminal

[Richmond, CA] Today more than a dozen Bay Area citizens chained themselves to a gate at the Kinder Morgan rail terminal in Richmond to stop operations. The citizens risked arrest to protest mile-long oil trains that threaten the safety of area residents and are a massive new source of air and carbon pollution in the region.

Among the demonstrators were residents of Richmond, Rodeo, Martinez, and Benicia, all towns that currently see dangerous oil trains moving through residential areas. Earlier this year the regional air quality agency, known as the Bay Area Air Quality Management District, changed an existing permit to allow oil trains at the rail facility. Demonstrators contend that the agency broke the law when it modified the existing permit without additional environmental and safety review.

On Friday the San Francisco Superior Court will hold a hearing on a lawsuit filed by groups challenging the legality of the permit change and asking for a halt to oil train operations at the facility.

“People in Richmond are angry that the Air District, who are supposed to protect us, instead has put our community at catastrophic risk along with all the uprail communities. This irresponsible behavior must be stopped NOW!” said Andres Soto, organizer with Communities for a Better Environment.

“The law in the State of California requires public agencies like the Air District to inform the public of projects like the Kinder Morgan Bomb Train operation. Not only that, the law requires an environmental review and public input into the process of issuing permits. The Air District broke the law when they secretly approved this dangerous project,” stated Denny Larson of Global Community Monitor.

“I work with Richmond residents who already struggle with cancer, asthma and other devastating health impacts of pollution. Now they are living with bomb-trains full of explosive Bakken crude oil driving through their neighborhoods. By allowing this to happen, BAAQMD is failing to protect us and choosing Kinder Morgan’s profits over our safety,” said Megan Zapanta, Asian Pacific Environmental Network Richmond Community Organizer.

“It’s unacceptable and illegal that the Air District allowed Kinder Morgan to bring explosive Bakken oil by rail from North Dakota without going through the processes established by state law to protect air quality and the safety of families in Pittsburg, Martinez, Crockett, Rodeo, Benicia, and Richmond. We demand that all operations related to oil by rail at Kinder Morgan stop immediately,” says Pamela Arauz, on behalf of Bay Area Refinery Corridor Coalition.

“As the Bay Area Air District and other government agencies are failing to protect the health and lives of communities from the reckless shipments of crude oil by rail, the people are taking action to protect our communities,” said Bradley Angel, Executive Director of Greenaction for Health and Environmental Justice.

“The Air District took a reckless, illegal shortcut that puts our families at risk. We’ve seen what happens when one of these trains derails and catches fire, we can’t let that happen here,” said Ethan Buckner, US organizer with ForestEthics.

“Climate disruption is bearing down on us even faster because of the extreme extraction of tar sands and shale oil. With Bomb Trains carrying millions of gallons of that dangerous crude rolling on Bay Area rails, all of our lives are on the line. Instead of the alarming dead-end expansion of the fossil fuel industry we need a rapid transition to renewable energy now,” said Shoshana Wechsler of the Sunflower Alliance.

“To be sure, we take the oil refineries’ contempt for fenceline communities for granted. But frankly, it was shocking to see how covertly BAAQMD threw our public health under the bus,” said Nancy Rieser, Co-founder, Crockett-Rodeo United to Defend the Environment (C.R.U.D.E.)

A call for unions in BC to defend the province’s and the world’s ecosystem

Last month, four leaders of the main construction unions in British Columbia issued a statement in support of the Northern Gateway tar sands pipeline. The statement is signed by the Teamsters, Plumbers, Operating Engineers and Labourers’ unions. The text is enclosed below.

Now the same four leaders have come out in support of Kinder Morgan’s proposed Trans Mountain tar sands pipeline.

These two statements are an occasion to remind ourselves of why we should oppose the climate-wrecking agenda of the fossil fuel industry and its government backers. We believe there is a better way forward for unions and for society.

Climate science is telling us that society must move rapidly to reduce its greenhouse gas emissions. That means lessening and eventually eliminating most extraction and burning of fossil fuels. We must end the reckless and excessive production and consumption of ‘things’ that only serves to fill the pockets of large corporations. We believe the unions in BC as well as the political party they support, the NDP, should be developing audacious policies for the alternative economy that is needed. But instead, the opposite is happening:

  • Many BC unions are supporting a key part of the fossil fuel industry agenda—increased fracking of natural gas in the northeast of the province and the creation of an entirely new industry, LNG, on the northwest coast. First Nations in the northeast say that fracking is destroying their air and water as well as the fish and wildlife they have depended upon for millennia. A new report of the prestigious Council of Canadian Academies is another reminder of the dangerous environmental consequences of fracking. We should heed these voices.
  • Another industry—export of thermal coal (mined in the U.S.)—is surging ahead. Instead of more coal, we need more action on transition to a renewable energy economy. Unions have a vital role to play in assuring that new jobs for coal miners and new economies for their communities are created.
  • A third part of the industry agenda is increased transport through communities of highly dangerous trains carrying crude oil, tar sands bitumen and refined fossil fuel products.
  • And finally, there are the two proposed pipelines to carry Alberta tar sands bitumen to the BC coast. Awareness and concern over Kinder Morgan’s Trans Mountain line is growing, as evidenced by the big rally that took place in Burnaby on April 12, organized by Burnaby Residents Opposed to Kinder Morgan (BROKE). In northern BC, meanwhile, residents of the province might have hoped that Enbridge’s Northern Gateway pipeline will be consigned to the dustbin, once and for all, following the April 12 plebiscite vote in Kitimat against it. The project is already facing the ‘Wall of Opposition’ that First Nations peoples and other residents in northern BC have created. But Enbridge is pressing ahead, and it has the federal government in its back pocket, so we are obliged to continue to organize against it. On May 10, thousands of people rallied in Vancouver and across British Columbia to say ‘no’ to tar sands pipelines.

Trade union and NDP leaders should pay heed to the opposition to Northern Gateway by First Nations, by the citizens of Kitimat (who voted by 58 per cent against the project on April 12) and by growing numbers of citizens in the Lower Mainland and along the pipeline routes.
