Bargaining Electric Power: Miners, Blackouts, and the Politics of Illumination in the United States, 1965-1979

This article examines how the perils conjured by blackouts in American cities after 1965 became interpreted as a key point of political and bargaining leverage for the nation’s coal miners. The anxieties provoked by these blackouts –sexual deviance, urban unrest, spoiled food, lost productivity, and Cold War incursions– pointed to a broader crisis of American political and social life driven by the massive social changes which had taken place since the end of the Second World War. As the United States entered the 1970s, a long-range energy crisis appeared not only to secure the future of the once-imperiled coal industry in the United States, but also allowed miners to recast their union as a bedrock of national security rather than as one of the main sources of the nation’s labor unrest.

Evoking the threat of coerced darkness in the modern American home which had been designed for bright illumination, they also pointed to the figurative darkness of the coal mining workscape, described by one miner as “beating the devil at a game of hell”: the constant threat of black lung, disablement, and death. A form of collective bargaining leverage thus opened up a broader debate: how, given the deadly work of coal extraction, could energy be produced in a democratic society that guaranteed the right to life, liberty, property, and, increasingly, light? Did “one man” have to “die every day” to keep the nation’s lights on? This paper argues that miners used the framework of lights and darknesses to contend that mines must be made safe and energy democratized in order to stabilize the energy regime in crisis. In so doing, they framed a new politics of illumination which allowed them to navigate a new terrain of collective action.

The Standing Rock Split

The leadership of the AFL-CIO seems determined to meet the indigenous rebellion at Standing Rock with the most parochial view of trade unionism it can muster.

After Sean McGarvey, president of the building trades, sent a letter declaring those protesting the Dakota Access Pipeline “environmental extremists” and “professional agitators,” AFL-CIO president Richard Trumka quickly followed up with a statement defending the pipeline and lashing out at protesters for “hold[ing] union members’ livelihoods and their families’ financial security hostage to endless delay.” Trying to block each new pipeline, he concluded, was neither an “effective” way to set climate policy nor fair to the workers caught in the middle.

In doing so, Trumka and his ilk have advanced a jobs-versus-planet trope that, however common, is a manufactured falsehood. Accepting his and the building trades’ argument that pipeline construction “provides quality jobs to tens of thousands of skilled workers” prevents us from asking key questions not just about climate change, but about the wellbeing of those skilled workers: how long will these workers be employed? How safe will their workplaces be? What kinds of communities will they live in? And how will their work impact their long-term health?

Construction work is, by its very nature, temporary. On this basis, LiUNA president Terry O’Sullivan has stridently criticized people who have questioned the sustainability of pipeline construction as an employment source. “In our business we go from one temporary job to another temporary job,” O’Sullivan explained last year at an American Petroleum Institute event, “and we string enough temporary jobs together and build proud structures as we do it to create a career.”

But oil pipeline work is its own kind of temporary. Even if we wanted to dredge up every drop of oil from the earth, even if we wanted to build every pipeline possible — and we can’t do either one — an unsustainable industry can’t produce sustainable, lasting careers. And in the meantime, each new method of extraction and transportation introduces new forms of accidents and new fatal risks. Heeding O’Sullivan’s call for unabated pipeline construction would mean continuing to sacrifice workers’ lives on the altar of the fossil-fuel industry.

You wouldn’t know it from O’Sullivan’s histrionic statements, but the volatile compounds workers dig up and ship are far more dangerous than any anti-pipeline protest. Workers in the building trades are nearly three times more likely to die on the job than the average American worker — and that figure is on the rise. In 2014, 874 construction workers were killed on the job — a 5.6 percent increase over the previous year, and the highest number since 2008. Extractive industries are even more lethal: workers in that sector die nearly five times more often than other workers.

Austerity vs. the Planet: The Future of Labor Environmentalism

Last December members of the International Trade Union Confederation joined other civil society activists in a mass sit-in at the COP21 talks in Paris. Unionists and their allies, some 400 strong, filled the social space adjacent to the negotiating rooms for several hours, in defiance of a French ban on protests that remained in effect in the wake of the November 13 terrorist attacks. The ITUC delegation demanded the negotiators go back to the table and make a serious effort to incorporate labor’s demands for a just transition—which, at its heart, is concerned with making sure workers in environmentally unsustainable industries are retrained and put to work building a new, sustainable economy.

The action, even as it generated energy and media buzz, failed to convince the negotiators. The “just transition” clause of the Paris agreement remained stuck in the preamble (not in the body of the agreement itself, as the ITUC members had demanded), more of a hat tip than grounds for international action. But at least it got a mention—unlike the fossil fuels largely responsible for the climate crisis in the first place. Nowhere in the Paris agreement or its preamble do the words fossil fuel, coal, oil, gas, or pollution appear.

As the talks wrapped up and world leaders hailed a “historic turning point” in the world’s relationship to ongoing climate disruption, environmental activist Chris Williams pointed out that “twenty-one years of treaties and negotiations have all been stepping around the main problem, which is the production of fossil fuels.” For all the pomp and circumstance, this agreement was no different. Meanwhile, the consequences of two decades of inaction become clearer each day. A few weeks after the Paris agreement was signed, scientists confirmed that 2015 was the warmest year on record, with global temperatures approaching 1°C above the twentieth-century average. And those already feeling the worst effects of this climate disruption, predominantly poor people of color, continued to have the least say in how to combat it.

Just as they have been dismissed in international climate negotiations, workers have largely been excluded from the fragile global recovery since 2008. Some 197 million people around the world are jobless, with young people making up over a third of this number. Unemployment in southern and eastern Europe remains particularly high, still hovering at 24.6 percent in austerity-ravaged Greece, as well as in sub-Saharan Africa and parts of the Middle East.

The picture in the OECD economies is not much prettier. In the United States, economic recovery has meant the swapping out of middle-wage jobs, earning between $14 and $21 an hour, for part-time, on-call, low-wage employment with few benefits. Energy-sector jobs, often hailed as the lifeblood of the American economic recovery, have taken a dive as oil prices plunge below $30 a barrel. In 2015 the industry slashed 104,514 jobs, compared to 4,137 the year before. Fracking boom state North Dakota went from ranking first in U.S. job growth to dead last.

All this takes place in the context of a weakened labor movement that has failed to maintain workers’ expected standard of living in the face of ongoing restructuring in the world economy and, particularly in the United States, political backsliding. The degradation of work and the destruction of the environment have proceeded hand in hand. Good jobs keep going away, but fossil fuels haven’t gone anywhere. And yet the industry-propagated myth of “jobs versus the environment” persists. From the moment Congress debated anti-pollution legislation in the early 1970s, fossil fuel industry leaders promised such regulation would destroy the heavily unionized employment in the industry. In 1971 the Chamber of Commerce warned that the passage of the Clean Air Act could lead to the collapse of “entire industries,” while auto industry lobbyists prophesied “business catastrophe.” Four decades later, the talking points remain the same: the Heritage Foundation claims that Obama’s Clean Power Plan will cost 1 million U.S. jobs, while West Virginia Senator Shelley Moore Capito says that new coal rules threaten to “regulate out of existence” her state’s key industry.

The problem with this story is that environmental regulation never got the chance to destroy whole sectors of “good jobs,” as opponents of pollution regulation promised it would; the fossil fuel companies themselves, with the winds of free-market fundamentalism at their backs, destroyed them instead. A decade after the passage of the Clean Air Act, the United States was producing more cars and fossil fuels than ever, and employing a record number of workers to do so. Another decade later, as the Cold War was ending, U.S. fossil fuel production was still going strong, but the jobs were evaporating.

It wasn’t just fossil fuels, of course. The decline in manufacturing jobs, union density, and real wages wrought by neoliberal restructuring hollowed out the prospects of the entire American working class. In the wake of the 2008 financial crisis, the resulting misery has only been exacerbated by government austerity and anti-union measures, as manufactured scarcity is marshaled to frighten workers into concessions.

How the Labor and Environmentalist Movements Can Put Workers at the Center of Climate Justice

2015, only halfway over, has already been an extreme year for both labor and the climate: the Midwest and Texas are experiencing record rainfall while California is in a record-breaking drought, and 2015 is the hottest year on record so far (the standing record is from 2014), including a heatwave in India that left more than 2,300 people dead. The Obama administration continues to try and push through the Trans-Pacific Partnership on fast-track, with millions of workers livelihoods hanging in the global balance and attacks on unions like the United Steelworkers continue to threaten worker, community and environmental safety. Meanwhile, energy companies insist that drilling in the soon-to-be ice-free summertime arctic will create jobs—even as it may mean game over for the climate.

There has perhaps never been a more prescient moment to emphasize what a growing number of people already know: the fate of labor and the climate are linked. In his most recent piece for The Nation, Jeremy Brecher notes how well suited the traditions of the labor movement are to the fight for climate protection: "The labor movement's most essential value is solidarity ... that we will survive and prosper only if we look out for one another. Climate protection is the new solidarity." Brecher, a founder of the Labor Network for Sustainability and author of Climate Insurgency: A Strategy for Survival as well as the classic labor history Strike! is at the forefront of the struggle to break down the false dichotomy of "jobs versus environment" and to fight for a just transition that puts workers at the center of a vision of climate justice. 

Challenging the Industrial Narrative: Railroad workers are increasingly rejecting the old “jobs versus environment” story

On July 6, 2013, the air brakes failed on an unmanned, seventy-four-car train carrying Bakken crude oil, sending the train cascading into the Quebec town of Lac-Mégantic, where it derailed and exploded. Forty-seven people were killed, and nearly half of the downtown was destroyed in the initial blast. In total, twenty-six thousand gallons of oil spilled into the nearby Chaudière River, and soil around the town was toxic to depths of several feet.

The catastrophe in Lac-Mégantic proved to be only the first in a series of high-profile explosions. Last year, there were thirty-eight derailments across the United States and Canada that caused blasts or tank ruptures. With scenes of toxic black smoke billowing above the nation’s grasslands and residents fleeing in terror, the vehicles at the center of the lethal phenomenon were given a new name: “bomb trains.

Yet rarely did the workers conducting and maintaining the North American rail system enter the conversation. Railroad Workers United (RWU) — a solidarity organization for railroaders across the industry’s dozen or so unions — saw an opportunity to fight for safer working conditions and build alliances with a public that fears further derailments, deaths, and ecological devastation.

One early result of that effort came last month, when the RWU brought railroad workers, environmentalists, and other labor and community activists together for two conferences — one in Richmond, California, the other in Olympia, Washington — to discuss the intersection of labor and environmental justice issues.

The conferences, as organizers readily noted, weren’t necessarily breaking new ground. They drew inspiration from earlier labor-environmental coalitions, which have a rich if overlooked history, particularly in heavy industry.

But even with the guidance the past can provide, workers and environmentalists must live in the present, where a ravaged labor movement has struggled even to win defensive battles and the environmental movement debates its strategy and future. Forging solidarity across traditional divides will be crucial in revivifying the labor movement and fighting climate change.

To that end, I recently interviewed three conference participants — RWU General Secretary Ron Kaminkow; Sierra Club community organizer Ratha Lai; and Ross Grooters, an Iowa-based locomotive engineer, environmentalist, and RWU member — about the state of the labor-environmental alliance, the working conditions on the nation’s railroads, and their vision for the future. The interviews have been edited for length and clarity.

Rank-and-File Environmentalism

The “jobs versus environment” debate is often seen as a fundamental division between labor and environmentalists, most recently emerging in the fight over the Keystone XL pipeline. Despite dire warnings from scientists about its potentially disastrous environmental impact, the pipeline was endorsed by the AFL-CIO, which justified its decision by citing “job creation.” Estimates range from 5,000-9,000 temporary positions — a drop in the bucket compared to the more than 794,000 unemployed construction workers in the US — and a mere 35 permanent jobs.

Is there any kind of environmental degradation, environmental activists might wonder, unions won’t endorse to secure a small handful of construction jobs?

Jeremy Brecher is right to point in a recent piece to the need for the labor and environmental movements to “evolve toward a common program and a common vision.” To do so, we’ll need to break down the false “jobs versus environment” dichotomy created by capital to obscure the fact that the exploitation of workers and the degradation of the environment go hand in hand.

Noting the common source of workers’ exploitation and ecological degradation is important because it also points us to a solution. Workers are the ones who can halt the assault on the planet.

They Poisoned the River for a “Clean Coal” Lie

IMAGINE YOURSELF in the rugged countryside of the Appalachian Mountains, where you and your neighbors have lived with a history of poverty and lack of economic development–and you learn that the water piped into your home has been poisoned and can’t be used, even after it is boiled, until further notice.

Imagine trying to run a hospital when the city’s water is unusable–even for hand washing. Imagine having to ration drinking water to school-age children in the fourth most water-rich country on earth.

All of these nightmares and more came true in West Virginia on January 9 after residents reported that their tap water tasted like licorice. The contaminant turned out to be 4-methylcyclohexane methanol, or MCMH–a chemical used to produce misleadingly named “clean coal” through a froth flotation process that “scrubs” the coal prior to burning it in power plants.

The chemical spilled into the Elk River from a 48,000-gallon tank owned by Freedom Industries. The full extent of the leak remained unclear over the weekend. West Virginia Gov. Earl Ray Tomblin claimed the spill didn’t exceed 5,000 gallons, but Freedom Industries President Gary Southern could only say for certain that less than 35,000 gallons leaked out.

Tom Aluise of the West Virginia Environmental Protection Association noted that MCMH cannot be removed from the water–and residents will simply have to wait for thousands of miles of pipelines to be flushed before water safety can be reassessed. “This material pretty much floats on the water, and it’s floating downstream, and eventually it will dissipate, but you can’t actually get in there and remove it,” Aluise said.

That begs the question of why a hazardous chemical that is impossible to clean up if spilled was being stored near a river only one mile upstream from a treatment plant providing water to West Virginia’s capital of Charleston and nine counties that span the surrounding area.
