Tough Times Organizing Street Canvassers

The Industrial Workers of the World (IWW) organized the Seattle office of Grassroots Campaigns, Inc. (GCI) from July 2017 to August 2018. GCI is a company neck-deep in the “nonprofit industrial complex”: it is a fundraising company that contracts with nonprofit organizations to provide high-volume small donor funds. Their business model consists of selling canvassing shifts to organizations such as the American Civil Liberties Union, the Southern Poverty Law Center, Planned Parenthood, and Doctors Without Borders. The worker’s job is to stand on a public street wearing the nonprofit’s uniform, flag down passersby, and try to convince them to donate to the nonprofit. GCI would then also collect the donor’s contact information and sell it to third party organizations, primarily the Democratic Party.

The union drive began when disgruntled workers approached the Seattle IWW General Membership Branch (GMB) in 2017. Through the course of the campaign, the union grew from a small committee to a wall-to-wall solidarity union. The drive ended on a difficult note when the employer closed the shop and fled the state in August 2018 to avoid having the union in the workplace. All 15 workers, including me, were laid off.

The campaign ultimately taught the Seattle IWW a few important lessons about the nuts and bolts of organizing in this type of workplace. We learned that it is absolutely possible to organize a fighting union at a small, high-turnover workplace. However, we underestimated how far the bosses would be willing to go to keep a union out, and we overestimated what the Labor Relations Board could do for us.

Greenpeace Workers Strike Amid Claims of Exploitation

Workers at two California Greenpeace offices have gone on strike amid concerns over an unjust quota system that creates a zero-sum, high pressure environment which puts canvassers in risk of being fired, every 3 weeks.

According to a press release sent by a new organization named “Greenpeace on Strike,” many the environmental organization’s canvassers with over 1 year experience regularly raise nearly 6 to 7 times as much money as they are paid. Despite the significant payday for Greenpeace, the organization uses a quota system that doesn’t take into account the lifetime fundraising totals of canvassers. The system runs on a 3 week quota that means that canvassers can be fired for short-time lull in fundraising even if the canvassers’ lifetime totals are still above the 3 week average.

In response to the strike, 16 of the Greenpeace workers in San Diego were delivered with letters of intent to terminate by Greenpeace under a claim of job abandonment. Greenpeace On Strike’s press release claims that these letters are a direct violation of section 7 & 8 of the National Labor Relations Act.

Despite the threatening response by Greenpeace, one of the striking canvassers said “by no means are we doing this to bash Greenpeace. We love Greenpeace, and we are Rainbow Warriors. That’s why we want to make Greenpeace better.”

Regardless of the outcome, it is abundantly clear that despite its leftist political ideology, Greenpeace’s workplace is far from democratic.

Oregon Canvassers Workers Push for Unionization at Union-Funded Workplace

Seven workers and union activists head toward the office on September 17, just before the morning shift begins, debating how to enter. Should they all parade in together? What if lower management is out front smoking before the shift begins? Should they go in early, or wait until the day’s canvassers are already inside?

They agree to head in together in a show of solidarity, a few minutes before the bell rings. As the workers file in the front door, their union representatives in tow, management declares that outside people are not allowed to enter during business hours.

“Don’t worry, we won’t be long,” says Jonathan Steiner, a rep for the United Campaign Workers, a project of the Industrial Workers of the World Workers. The workers and their union representatives enter and declare there is announcement to be made: They have joined a union and are inviting other workers to join them.

They work at Fieldworks, a get-out-the-vote shop that, with thirty to forty canvassers at a time, is one of the largest political canvassing businesses in Portland, Oregon, and the nation as a whole. They are the latest in a slew of Portland campaign workers to organize with UCW in recent months, from canvassers for marijuana legalization to fundraisers for organizations like the Planned Parenthood Action Fund and The Nature Conservancy.

The complaints of canvassers at Fieldworks sound familiar: A lack of transparency when it comes to decisions about canvassing locations and the organizations they are funded by minimal say in workplace decisions. reports of wage-theft and labor law non-compliance and a lack of a living wage.

Workers have come out publicly as a minority union, meaning that the union is holding membership of less than half of the workplace and are not currently attempting an election through the National Labor Relations Board. Like with other recent UCW canvassing shops, the high turnover rate and temporary nature of the work means that conventional union elections may not be viable. Instead, they chose to come out publicly and begin putting pressure on management with the hope that new recruits would see the power that this organization has in their workplace and would join the fight.

But the minority union stands out in one important respect: Their workplace is funded by unions.

Outside of coffee shops and bookstores, crowded Whole Foods stores and worker-run co-ops nationwide, you‘re bound to find canvassers asking for donations or signatures in support of a host of causes. They’re often young people shaking the can for high-profile nonprofits. But as we get deeper into the post-crash precarious economy, the image of canvassers as idealistic college students making a few extra bucks on summer break quickly disintegrates. People are turning to this occupation as their primary source of income, according to many active campaigners. They are hired by independently contracted companies to canvas for nonprofits. The quotas are demanding, making the work one of the most difficult low-wage jobs to hold on to.

In Portland, Oregon, one union local as formed precisely to take on this precarious world of street canvassing, and they are growing at a pace no one could have predicted.

Last week, the United Campaign Workers union, an affiliate of the Portland Industrial Workers of the World, announced its second organized workplace in its less than two months of existence. (The first was the Campaign for the Restoration and Regulation of Hemp.)

Canvassers working for Grassroots Campaigns Inc. (GCI), a third-party contractor that does street canvassing and fundraising for progressive nonprofit organizations such as Planned Parenthood and the Southern Poverty Law Center, informed management of their unionization drive two weeks ago. The union drive began in response to what workers say were unsustainable turnover rates from firings and overly complicated pay scales.

Progressive Union Busting

Grassroots Campaigns Inc is in the process of being unionized by the newly formed United Campaign Workers who have canvassed for the progressive non-profit organization. The canvassers have been denied paychecks owed by the organization and have been running a campaign for the regulation and restoration of hemp. Apparently these progressives have bounced checks before as well, since management wasn't willing to discuss these problems, the workers walked off the job.

The UCW was formed in concert with the help of the IWW. A phone blast was the first response to the liberal organization, with supporters calling in for the UCW. The demands were simple, $15.00 an hour and the overtime pay they were owed. When these were handed in to the director, he apparently thought the word grassroots and the IWW were strangers, naivety abound.

The campaign has been gathering signatures for I-21, the Oregon Cannabis Amendment, which would end all legal penalties for marijuana products and extend growing permissions to Oregonians. It’s paired with the Oregon Cannabis Tax Act, I-22, which would override existing laws to create a new regulatory framework and funnel money from marijuana sales into state programs.

The crew pulls 600 signatures a day and it would make sense since they are in favor of the campaign they'd be brought back to work? No. The canvassers have support in the community in the form of Jobs for Justice and other union members.

Nonprofits have been using methods normally reserved for the conservative wing of liberal politics to bust unions i.e. Sisters Camelot, which has left a sour taste in many Wobblies mouths. Who resorted to a lawyer whose goal was to destroy the union, despite the fact the NLRB recognized them as workers.

I do not put it past progressives to have the not in my backyard mentality if it affects them. So much so, they hired scabs who ironically were offered $15.00 an hour. Since then the workers have done what they can to get management back to the bargaining table, including demanding enough dignity from the work they perform in the payment of bonuses so they can feed their children.

A confused liberal called this heteronormative, however I question if this liberal has ever had to starve before.

Part II: Boston Wobblies in Solidarity.

GCI has had their reputation for union busting spread throughout the local community in Boston(where their HQ is). Their quotas were unrealistic and union busting isn't a thing a labor democrat would do would they? Anyways, they resorted to hiring private security who were too cowardly to show their faces to the world.

Grassroots Campaigns was founded in December 2003. By April 2004 Grassroots Campaigns had opened offices in 40 cities throughout the country. By July 2004 they had over 2,000 staff knocking on doors and fund raising on behalf of the  Democratic National Committee With continued work on behalf of MoveOn PAC to run "Leave No Voter Behind," (LNVB). This was a "get out the vote" (GOTV) program intended to give Democratic candidate John Kerry an edge in the swing states. 

Grassroots Campaigns, Inc clients are a who's who for those who like to name drop, from the ACLU to the SPLC to the Sierra Club. It's one big club and the canvassers aren't in it. Praise be to the liberal elite with college degrees and Starbucks addictions.

Boston IWW’S to Grassroots Campaigns Inc (GCI): F U!

Today Wobblies from Boston took to the street to support Portland OR canvassers, employed by Grassroots Campaigns Inc (GCI), who formed the United Campaign Workers* union in response to poverty pay, impossible quotas, meager training, and blatant disrespect. Canvassers’ demands included $15/hr, overtime pay, and sick leave. The company retaliated by shutting down its Portland operation, laying off employees with no notice and just two days’ wages!

GCI has its headquarters here in Boston at 186 Lincoln Street. Today local IWW’s leafleted to expose GCI’s union-busting and exploitation. We sent the message to GCI and the neighborhood: there is nothing progressive about terminating canvassers for not meeting unreachable quotas, or for banding together to negotiate better terms and conditions. GCI apparently heard we were coming, and had to arrange for special security goons, who however were camera-shy and hid demurely inside the building when we attempted to preserve their images for posterity. It was a great time & we’ll be back!

A crew of nine marijuana legalization canvassers walked off their jobs and into the Portland office of the Industrial Workers of the World June 5, looking to form a union.

The workers at the Oregon Campaign for the Restoration and Regulation of Hemp had been refused paychecks they were owed. This was on top of several past bounced paychecks. After their checks did not arrive on the late schedule and management would not even discuss it, they walked out.

With IWW support, the canvassers have formed the United Campaign Workers. In a joint statement they pointed to a “culture of secrecy and information repression that make incidents like this an ongoing problem.”

Before they will return to work, they want a written agreement from management offering them the $15-an-hour pay rate and correct overtime they were promised when they were hired.

After a first march on the boss, they started a call-in campaign, asking supporters and union partners to phone the campaign headquarters and express support. Meanwhile, the campaign has hired other canvassers to replace them.

A second demonstration June 13 brought dozens of supporters from the Portland IWW, Portland Solidarity Network, Jobs with Justice, and Rose City Resistance, who marched up the street and into the campaign office. A worker spokesperson tried to present the demands to canvass director Kyle Purdy—who screamed and swore at the protesters, claiming he represented a “real grassroots” campaign.
