Leeds trades unionists: zero-carbon homes can help tackle climate change

Leeds Trades Union Council has issued a call for large-scale investment to insulate homes and install electric heat pumps, to cut carbon emissions and help tackle global warming.

Such a drive to retrofit and electrify homes would be an alternative to a multi-billion-pound scheme, supported by oil and gas companies, to turn the gas network over to hydrogen.

That scheme, Northern Gas Networks’ H21 project, could tie up billions of pounds of

government money in risky carbon capture and storage technology, which is not proven to work at the scale required – but would help to prolong the oil and gas industry’s life by decades.

This is a test for social and labour movements all over the UK.

The demand for retrofitting and electrification should be taken up, and fossil-fuel-linked technofixes rejected. Otherwise, talk of “climate and ecological emergency” is empty words.

“Our most important and urgent action is to halt the flow of carbon dioxide into the atmosphere”, says a draft document that the Leeds TUC published last week. “This means radical changes to the way we use energy for work, travel and to heat our homes.”

In setting out a plan for Leeds, the TUC there hopes to “offer a model that will be taken up by other towns, cities and regions”, where it can form the basis for collaboration between local authorities, and a focus for trade unions and community campaigners.

Facing Fossil Fuels’ Future: Challenges and Opportunities for Workers in Canada’s Energy and Labour Transitions

Canada has a climate plan but it does not lay out a plan for the future of oil and gas extraction that aligns with the goal to limit global warming to 1.5°C, leaving workers and communities with an uncertain future. The Canada Energy Regulator warns that the future of oil sands extraction, which makes up 62 percent of Canada’s oil output, is uncertain due to the projected drop in the future oil demand as the global pace of decarbonization increases.

Meanwhile, a study backed by the UN Environment Programme further states that global oil and gas output would have to decline by over one third by 2030 and over one half by 2040 to achieve the goal of limiting warming to 1.5°C. In early 2021, the International Energy Agency, one of the world’s foremost authorities on global energy forecasting, published a landmark report, Net Zero by 2050, in which the agency declared that oil and gas output should be constrained to existing operations in order to meet the 1.5°C temperature goals articulated in the Paris Agreement. Constraining Canadian oil and gas output to existing fields approximates a similar rate of phaseout to that proposed by the UNEP-backed report.

he Canadian oil and gas industry, including upstream activities, pipelines, and services, provides approximately 405,000 jobs - 167,000 direct jobs and 238,000 jobs across supply chains. In response to oil price crises, industry’s solution to protect profits has historically been to slash jobs while maintaining output. As a result the number of jobs per barrel of output has already fallen by 20% since 2000.

While oil and gas jobs have significantly better compensation and training provisions than most sectors in the economy, these jobs are also somewhat more precarious and have higher health and safety risks. Union density is higher but is also falling at a more rapid rate than in oth-er industries.8 Finally, automation is projected to threaten between 33%-53% of Canadian oil and gas jobs by 2040.

‘Everyone Wants a Good Job’: The Texas Unions Fighting for a Green New Deal

The myth that climate action kills jobs is dying. Study after study shows that serious environmental policy spurs job creation. Most recently, a July report found that meeting the Paris Agreement’s goals could create 8 million positions globally by 2050.

Organized labor still opposes some environmental policies, though, particularly building trade unions looking to protect their members’ jobs in the fossil fuel industry. The sector isn’t a great employer, with oil and gas companies slashing thousands of non-unionized workers in recent years. But by and large, jobs in coal, oil, and gas pay more than those in clean power and are more frequently unionized.

But labor and climate organizers are aiming to ease fossil fuel workers’ concerns, with an increasing push to make sure the climate jobs of the future are unionized and pay as well as their fossil fuel counterparts. They’re also putting the need to protect workers at the forefront rather than treating labor as an afterthought. The growing climate-labor movement could be the key to making sure decarbonization actually happens in a speedy and fair manner, and it’s making inroads in some surprising places.

Uranium City: What happened to the miners?

In June of 1981, a company executive from Eldorado had flown in to Uranium City, Saskatchewan to announce closure of the Beaverlodge Mine, the main employer. It was completely unexpected. It was a tight knit and prosperous community. The 3000 residents were stunned!

In February, 1983, I flew in a small bush plane to Uranium City. Regular air service to the community had discontinued. En route, we dropped down flying over expansive sand dunes south of Lake Athabaska, then across the frozen lake. Normally, the pilot would tip his wings, a “hello” to dog teams crossing the lake; however, this time there were none. As the plane descended, children could be seen jumping in the water from a dock. The melting ice had receded from the shoreline. It was the first time “El Nino” had come this far inland. Indeed, at 59 degrees north latitude hen temperatures often plunged to 40 below, the sudden winter warming was a new phenomenon.

When I met with them, representatives of the two hundred or so citizens that remained were bushed, desperate and out of money. No-one had ever anticipated having to wait for the ice to refreeze in the middle of winter. Transport trucks sat loaded with their possessions and the drivers hoping to get back over to Fort Chipewyan at the west end of the lake. They never did.

There was work for miners who had relocated to Saskatoon or Prince Albert and would fly back north to work at uranium mines near Key, Cluff or Rabbit Lakes. Many originally came from Northern Ontario and returned to their home communities. One had to wonder why the Saskatchewan Government closed down Uranium City. It had been a well-serviced town for the families, both indigenous and non-native alike. Instead, they were forced to depart without furniture, homes or businesses. Despite the cost, a few managed to barge their possessions out in the spring.

For others who chose to remain in the north, it was a different story. Many of the indigenous people had already returned to their ancestral communities, most to Fond du Lac or Stony Rapids and Wollaston Lake. Unfortunately, these communities were struggling with problems of their own. There was neither the housing nor water or power infrastructure to accommodate their existing populations, let alone a flood of new families. Their children were born and had grown up in Uranium City. Most did not speak Dene.

Meanwhile in Uranium City, the remaining people - some non-native but mostly Metis, others Dene and a few Cree - were reluctant to move to Prince Albert or Saskatoon where they experienced discrimination. Despite the restaurant, store and the few remaining services that would soon be shutting down, about 75 residents decided they would try and hold on. Today about 50 of them are still living there. Disturbingly, about the same as the number of former uranium mines abandoned in the area.

Unfortunately, the plight of former mining communities, the hazards of associated radioactive mine waste and and the health of an older generation of miners and their families have been largely forgotten. If you search in Google under Gordon Edwards, you can see in a video where he talks about the dangers uranium mining for Mining Watch Canada.

Recently, I asked Janice Martell, heading up the McIntyre Powder Project, if she had been able to locate any miners from Uranium City. I thought the aluminum dust had been blown into miners' lungs until the mine closure in 1981. Many of them were only in their twenties. She replied, “It is sadly not surprising to see how many deaths are related to uranium mining. The few miners and families that I speak to who were from Uranium City all tell me that everyone they know from the mining days is dead. Several of the Elliot Lake guys said the same thing -'all of my friends are gone.' ”

The bogus claim of the industry was that aluminum dust protected the miners' lungs from silicosis. In reality, the aluminum deposited in nerve ganglia leading to a syndrome of diseases, cancers, early dementia and death. Their lungs blackened with aluminum dust confused compensation claims to save the companies and the compensation boards money. The miners in miserable health, many in poverty, died prematurely.

Clock ticking on benefits deadline for uranium workers

CHURCHROCK – Larry King, president of Churchrock Chapter and a former uranium worker, doesn’t stand a snowball’s chance in the melting Arctic of receiving federal benefits afforded sick Navajos who worked in the uranium industry before 1971. King isn’t the only one.

Linda Evers of Milan, co-founder of the Post-’71 Uranium Workers Committee, and the group’s members also can forget about help with their medical bills unless Congress changes qualifications for the 1990 program.

This weekend, the first day dawned in the countdown to July 10, 2022, when, according to statute, the Radiation Exposure Compensation Act Trust Fund “terminates,” along with the authority of the U.S. Attorney General to administer the law, according to the Department of Justice.

When the sun sets on this program, former uranium workers and downwinders will be unable to apply for benefits.

The Radiation Exposure Compensation Act, “RECA,” provides compassionate payments to workers for certain cancers and diseases resulting from exposure to radiation during the build-up to the Cold War. It also compensates individuals who became ill following exposure to radioactive fallout from nuclear testing in Nevada.

As the US Pursues Clean Energy and the Climate Goals of the Paris Agreement, Communities Dependent on the Fossil Fuel Economy Look for a Just Transition

Perhaps the proudest achievement of Michael Kourianos’ first term as mayor of Price, Utah was helping to make the local university hub the state’s first to run entirely on clean energy. It’s a curious position for the son, brother and grandchild of coal miners who’s worked in local coal-fired power plants for 42 years.

Kourianos sees big changes on the horizon brought by shifts in world energy markets and customer demands, as well as in politics. The mines and plants that powered a bustling economy here in Carbon County and neighboring Emery County for generations are gone or winding down, and Kourianos is hoping to win reelection so he can keep stoking the entrepreneurial energy and partnerships that are moving his community forward.

“That freight train is coming at us,” he said. “You look at all the other communities that were around during the early times of coal, they’re not around.

“That’s my fear,” he said. “That’s my driving force.”

New research from Resources for the Future points out that hundreds of areas like central Utah are facing painful hardships because of the clean-energy transformation that will be necessary if the United States hopes to reach the Paris agreement’s goals to slow climate change. Lost jobs and wages, a shrinking population and an erosion of the tax base that supports roads, schools and community services—they’re all costs of the economic shift that will be paid by those whose hard work fueled American prosperity for so long. 

“If we can address those challenges by helping communities diversify, helping people find new economic growth drivers and new economic opportunities, that might lessen some of the opposition to moving forward with the ambitious climate policy that we need,” said the report’s author, Daniel Raimi, who is also a lecturer at the Gerald R. Ford School of Public Policy at the University of Michigan.

Meeting the Paris agreement’s target of keeping global temperature rise “well below 2 degrees C” by the end of the century means Americans must burn 90 percent less coal over the next two decades and half as much oil and natural gas, Raimi said.

And less fossil fuel use will also affect employment, public finances and economic development region-by-region, according to Raimi. In 50 of the nation’s 3,006 counties, 25 percent or more of all wages are tied to fossil fuel energy, he notes. In 16 counties, 25 percent or more of their total jobs are related to fossil energy.

Agreement reached to save Terra Nova offshore oil and gas field in Newfoundland

UPDATE: As reported by CBC News on June 16 in “New hope for Terra Nova as Suncor announces tentative deal to save N.L. oilfield” , and by a Unifor press release, an agreement in principle has been reached to restructure ownership of the Terra Nova oil fields, offering a path forward which may save the jobs of the workers. Details are not yet available, but Suncor will increase its equity stake and previous owners may participate in the new structure, contingent on the province honouring its commitment to provide $205 million from the oil industry recovery fund, and some $300 million in royalty relief .

Workers demonstrated outside the Newfoundland legislature on June 14 and 15 , as politicians debated inside about the fate of the Terra Nova oil field and an ultimatum from Suncor Energy, asking for the government to buy the assets of the Terra Nova FPSO, an offshore production and storage platform which employed nearly 1,000 workers in 2019, which is the last time oil was produced. Suncor is the last company remaining in the consortium which owned the oil field. The complexity of the situation is described in several CBC articles, including: “Talks to save Terra Nova oilfield collapse after N.L. government rules out equity stake” (June 10), and “As deadline for Terra Nova approaches, pressure mounts to save troubled oilfield” (June 11). To date, the government has refused to buy the asset, saying that the risks are too great because the oilfield is estimated to be 85% depleted. Instead, it has agreed to provide about $500 million in cash and incentives to the company. As of June 16, Suncor Energy has still not announced a decision, as reported by CBC in “Terra Nova deadline comes — and goes — without word of its fate” .

Unifor Local 2121 represents the workers at Terra Nova, and organized the demonstrations at the legislature. Unifor describes the rally here, and in this press release asserts that the Terra Nova decision is a harbinger of the future of the Newfoundland oil and gas industry.

Clean energy jobs as a transition destination

Released on June 3, Responding to Automation: Building a Cleaner Future is a new analysis by the Conference Board of Canada, in partnership with the Future Skills Centre. It investigates the potential for clean energy jobs as a career transition destination for workers at high risk of losing their jobs because of automation. The clean energy occupations were identified from three areas: clean energy production, energy efficiency , and environmental management and the “rapid growth” jobs identified range from wind turbine technicians and power-line installers to industrial engineers, sheet metal workers, and geospatial information scientists. Based on interviews with clean economy experts, as well as the interview responses from over five hundred workers across Canada, the analysis identifies the structural barriers holding employers and workers back from transition:

  • Lack of consistent financial support for workers to reskill
  • Employer hesitancy to hire inexperienced workers
  • Current demand for relevant occupations which makes change less attractive
  • Lack of awareness around potential transition opportunities
  • Personal relocation barriers, such as high living costs in new cities, and family commitments.

None of the recommended actions to overcome the barriers include a role for unions, with the burden for action falling largely on the individual employee. Only summary information is presented as a web document, but this research is part of a larger focus on automation, so it can be hoped that a fuller report will be published – if so, the partner group, Future Skills, maintains a Research website where it will likely be available.

Other news about renewable energy jobs:

“Renewable Energy Boom Unleashes a War Over Talent for Green Jobs” appeared in Bloomberg Green News (June 8), describing shortages of skilled workers in renewable energy, mainly in the U.S.. It also summarizes a U.K. report which forecasts a large need for workers in the U.K. offshore industry, which is expected to be met by people transferring from the oil and gas sector.

A report by the Global Wind Energy Council forecasts a growth of 3.3 million wind jobs worldwide by 2025, and suggests that offshore wind energy jobs could offer a natural transition for workers dislocated from offshore oil and gas and marine engineering workers. According to the analysis, in 2020, there were approximately 550,000 wind energy workers in China, 260,00 in Brazil, 115,000 in the US and 63,000 in India. A related report, The Global Wind Workforce Outlook 2021-2025 forecasts a large training gap: the global wind industry will need to train over 480,000 people in the next five years to construct, install, operate and maintain the world’s growing onshore and offshore wind fleet. That report is available for download here (registration required), and is summarized in this press release.

For Alberta oil workers facing a future of industry volatility- policy options include Just Transition, green tax reform

In Search of Prosperity: The role of oil in the future of Alberta and Canada was released on May 26, that cataclysmic day of bad news for the oil and gas industry when the Dutch courts ordered Royal Dutch Shell to reduce its emissions immediately, and shareholders at Exxon and Chevron defied management to press for climate-friendly policies. The future of the oil and gas industry is also grim in Canada, according to In Search of Prosperity, published by the International Institute for Sustainable Development (IISD). Using economic models, it concludes that “the volatility of the industry poses a much greater threat than low prices to the Alberta economy – more than five times worse than the effect of just low prices.” And further: “….. unless there are innovations in the uses of oil for non-combustion, also known as “bitumen beyond combustion,” the oil sector will contribute less and less to Alberta’s prosperity.” According to the modelling, employment in the oil sector will potentially decrease byan average 24,300 full-time jobs per year toward 2050 ( accompanied by a potential 43% drop in royalties to the Alberta government). 

How to cope with those upcoming job losses? Another report from the International Institute for Sustainable Development (IISD), also released on May 26, suggests the EU Just Transition Mechanism as one of its model strategies for the future. 10 Ways to Win the Global Race to Net-Zero: Global insights to inform Canadian climate competitiveness offers an overview of the global policy literature and describes successful case studies, including the innovation of green steel in Sweden; hydrogen policy in Germany; collaboration in the form of the European Battery Alliance and the European Transition Commission; the Biden “all of government” approach to governance in the U.S.; New Zealand’s consultation with and inclusion of the indigenous Maori; and the EU’s Just Transition Mechanism as part of the European Green New Deal. The report’s conclusion offers five strategies, including that the Canadian government must take action as a “top priority” on its promised Just Transition Act.

The discussion of Just Transition in 10 Ways to Win provides a brief, clear summary of the complexity of the EU Just Transition Mechanism, and states that the EU approach is consistent with the recent report, Employment Transitions and the Phase-Out of Fossil Fuels by Jim Stanford, published by the Centre for Future Work in January 2021. Stanford argues that a gradual transition from fossil fuels is possible without involuntary layoffs, given a “clear timetable for phase-out, combined with generous supports for retirement, redeployment, and regional diversification”.

The IISD also recently published Achieving a Fossil Free Recovery (May 17), an international policy discussion with a focus on ending subsidies and preferential tax treatments for the fossil fuel industry. The report concludes with a brief section on Just Transition as the predominant framework for the transition to a clean energy economy, and calls for a social dialogue approach. As in previous IISD reports (for example, Fossil Fuel Subsidy Reform and the Just Transition in 2017), the authors argue that dollars spent to support and subsidize the fossil fuel industry could be better spent in encouraging clean energy industries. This argument also relates to an April 2021 IISD report, Nordic Environmental Fiscal Reform, which offers case studies of the success of environmental taxes – for example, in the use of tax revenue to support the Danish wind energy industry which now employs 33,000 workers.
