Renewable energies and ‘green hydrogen’: Renewing destruction?

Industrial-scale renewable energy infrastructure has seen a revival in the agenda of the ‘energy transition’ and as part of the economic recovery plans in front of the pandemic. Besides, the production of so-called ‘green hydrogen’ from these projects adds another layer of injustices. The energy matrix and over consumption remain untouched.

In a 2020 statement from the International Hydropower Association, the world’s largest hydropower corporations are calling on governments for “fast-track planning approvals” to ensure new large dams construction can commence as soon as possible. (1) The hydro energy industry is also lobbying to make sure large dams are seen as essential to the economic recovery from the Covid-19 pandemic and to “the transition to net-zero carbon economies” (2), casting devastating projects as both ‘clean’ and central to a ‘green energy transition’.

Industrial-scale renewable energy, including hydro, wind and solar, is positioned as a solution to our ever-increasing energy consumption. On top of this, the production of the so-called ‘green hydrogen,’ adds another layer of injustices related to this mega infrastructure. Yet, the replacement of the energy source by no means addresses the real problem posed by the excessive levels of energy consumption, which are driven by accumulative economic growth. This also leaves unchallenged the violence intrinsic to the societies that such energy powers. (3)

Many corporate and state actors are pushing for increasing their capacity to produce and use hydrogen as part of the ‘green’ recovery plans from the economic crisis caused by the pandemic. It is becoming central in the ‘green transition’ debates. The German government has announced plans to spend 9 billion euros (UD10.7 billion dollars) supporting its domestic hydrogen industry. (4) Likewise, the European Commission has started to promote hydrogen as a way of cutting carbon emissions and reaching its Green Deal climate targets. The EU plans to scale up ‘renewable hydrogen’ projects and invest a cumulative amount of 470 billion euros (US740 billion dollars) by 2050. (5) Moreover, US Energy Secretary, Jennifer Granholm, said that hydrogen “will help decarbonize high-polluting heavy-duty and industrial sectors [in the United States] (…) and realizing a net-zero economy by 2050.” (6)

'Fossil Fuel Exit Strategy' Shows Transition to Renewable Future Totally Doable

Ditching fossil fuels in favor of renewable energy in order to keep warming below the 1.5ºC threshold is both "necessary and technically feasible."

That's the conclusion of an analysis released Thursday entitled Fossil Fuel Exit Strategy. Produced by the University of Technology Sydney's Institute for Sustainable Futures in cooperation with the Fossil Fuel Non-Proliferation Treaty Initiative, the report states clearly that "there is no need for more fossil fuels" because the world is overflowing with renewable energy capacity.

Such a pathway, said Sanjay Vashist, director of Climate Action Network South Asia, would avert a "criminal waste of money" that would "have devastating climate and humanitarian consequences."

A key point in the analysis is that simply stopping the industry's planned expansion of fossil fuel projects is insufficient to meet the Paris climate agreement's temperature goal and would actually "push warming well above 1.5ºC."

With this angle, the new analysis goes beyond the International Energy Agency's report last month calling for no oil and gas expansion in order to meet a goal of net zero carbon emissions by 2050. That's because even if there were no expansion, the report's projections show, the world would produce 35% more oil and 69% more coal than is consistent with meeting the 1.5°C target.

As such, Fossil Fuel Exit Strategy lays out a dirty energy phaseout with an annual decline of 9.5% for coal, 8.5% for oil, 3.5% for gas from 2021-2030.

Lithium, Batteries and Climate Change: The transition to green energy does not have to be powered by destructive and poisonous mineral extraction

I have spent the last year working on a book called Fight the Fire: Green New Deals and Global Climate Jobs. Most of it is about both the politics and the engineering of any possible transition that can avert catastrophic climate breakdown. One thing I had to think about long and hard was lithium and car batteries.

I often hear people say that we can’t cover the world with electric vehicles, because there simply is not enough lithium for batteries. In any case, they add, lithium production is toxic, and the only supplies are in the Global South. Moreover, so the story goes, there are not enough rare earth metals for wind turbines and all the other hardware we will need for renewable energy.

People often smile after they say those things, which is hard for me to understand, because it means eight billion people will go to hell.

So I went and found out about lithium batteries and the uses of rare earth. What I found out is that the transition will be possible, but neither the politics nor the engineering is simple. This article explains why. I start by describing the situation simply, and then add in some of the complexity.

Lithium is a metal used in almost all electric vehicle batteries today. About half of global production of lithium currently goes to electric vehicles. And in future we will need to increase the production of electric vehicles from hundreds or thousands to hundreds of millions. That will require vast amounts of lithium.

There are three ways to mine lithium. It can be extracted from rock. It can be extracted from the brine that is left over when sea water passes through a desalination plant. Or it can be extracted from those brine deposits which are particularly rich in lithium. These brine deposits are the common way of mining lithium currently, because it is by far the cheapest. Most of the known deposits of lithium rich brine are in the arid highlands where Bolivia, Chile and Argentina come together.

Lithium mining is well established in Chile and Argentina. In both countries the local indigenous people have organized against the mining, but so far been unable to stop it. The mining is toxic, because large amounts of acid are used in the processing. But the mining also uses large amounts of water in places that already has little enough moisture. The result is that ancestral homelands become unlivable.

Bolivia may have even richer deposits of lithium than Argentina and Chile, but mining has not begun there. The Bolivian government had been led by the indigenous socialist Evo Morales from 2006 to 2019. Morales had been propelled to power by a mass movement committed to taking back control of Bolivia’s water, gas and oil resources from multinational corporations. Morales was unable to nationalize the corporations, but he did insist on the government getting a much larger share of the oil and gas revenue.[1]

His government planned to go even further with lithium. Morales wanted to mine the lithium in Bolivia, but he wanted to build factories alongside the mines to make batteries. In a world increasingly hungry for batteries, that could have turned Bolivia into an industrial nation, not just a place to exploit resources.

The Morales government, however, was unable to raise the necessary investment funds. Global capital, Tesla, the big banks and the World Bank had no intention of supporting such a project. And if they had, they would not have done so in conjunction with a socialist like Morales. Then, in 2019, a coup led by Bolivian capitalists, and supported by the United States, removed Morales. Widespread popular unrest forced a new election in October. Morales’ party, the Movement for Socialism won, though Morales himself was out of the running. It is unclear what will happen to the lithium.

That’s one level of complexity. The local indigenous people did not want the lithium mined. The socialist government did not want extractavism, but they did want industrial development.

Those are not the only choices.

For one thing, there are other, more expensive ways of mining lithium. It can be mined from hard rock in China or the United States. More important, batteries do not have to be made out of lithium. Cars had used batteries for almost a century before Sony developed a commercial lithium-ion battery in 1991. Engineers in many universities are experimenting with a range of other materials for building batteries. But even without looking to the future, it would be possible to build batteries in the ways they used to be built. Indeed, in January 2020, the US Geological Service listed the metals that could be substituted for lithium in battery anodes as calcium, magnesium, mercury and zinc.[2]

The reason all manufacturers currently use lithium is that it provides a lighter battery that lasts longer. That gives the car greater range without recharging, and it make possible a much lighter car. In other words, lithium batteries are cheaper.

Global Just Transition case studies from a trade union viewpoint

The compilation of articles provides a trade union point of view to describe the just transition experiences in Bangladesh, Tunisia, Argentina, and Senegal, as well as the more frequently cited experiences in Spain and Scotland. The complete Special Issue is here , and was supported financially by the Friedrich-Ebert-Stiftung.

Although Spain’s 2018 agreement regarding coal transition is well known, this article is a welcome English-language text, translated from the original Spanish version written by Spanish journalist María José Carmona. Another useful English text on the topic is The Just Transition Strategy within the Strategic Energy and Climate Framework, translated and published by the Spanish government in 2019. And an earlier report from the Central Confederation of Finnish Trade Unions (SAK) provides brief summaries of Spanish and other Just Transition frameworks, in A Fair Climate Policy for Workers: Implementing a just transition in various European countries and Canada (2019). It covers Germany, Spain, France, The Netherlands, Norway, Scotland, and Canada in a brief 32 pages.

The Hydrogen Hype: Gas Industry Fairy Tale or Climate Horror Story?

Industry’s hydrogen hype machine is in full swing. An analysis of over 200 documents obtained through freedom of information rules reveals an intense and concerted lobbying campaign by the gas industry in the EU. The first goal was convincing the EU to embrace hydrogen as the ‘clean’ fuel of the future. Doing so has secured political, financial, and regulatory support for a hydrogen-based economy. The second task was securing support for hydrogen derived from fossil fuels as well as hydrogen made from renewable electricity. Successful lobbying means the gas industry can look forward to a lucrative future, but this spells grave danger for the climate as well as the communities and ecosystems impacted by fossil fuel extractivism.

What could be wrong about planting trees?: The new push for more industrial tree plantations in the Global South

What could be wrong about planting trees? Haven’t communities around the world been planting a diversity of trees since the dawn of human civilization?

Yes they have. But in more recent times, companies have also been planting trees, especially in Africa, Asia and Latin America, and the way they do so is very different from that of communities. They cover huge areas with trees from one single species, creating vast industrial or monoculture plantations devoid of biodiversity.

Today, these same companies plan to start a new round of massive expansion. Exploiting growing public awareness and concern about climate change, they argue that monoculture plantations are an excellent option to help solve some of the world’s most urgent problems: loss of forests, global heating and dependence on fossil fuels (oil, coal and gas).

The corporate argument is that plantations will encourage “forest restoration”, can serve as a natural “solution” to the climate emergency, or help foster a “bio-economy”.

The simple truth, however, is that the industries involved want more plantations simply to increase their profit margins. And other industries and polluters are also using such deceptive arguments, in order to hide their contributions to an ever-worsening social and environmental planetary crisis.

In this booklet, WRM aims to alert community groups and activists about the corporate push for a new round of industrial tree plantation expansion. It also reveals why planting trees on such a large scale can be extremely detrimental, in spite of seductive marketing campaigns claiming that these plantations will or could be a “solution” to the climate crisis.

Rights in a Changing Climate: Human Rights Under the UN Framework Convention on Climate Change

Climate change and human rights are not separate concepts, but rather go hand-in-hand. In line with the increased recognition in human rights bodies, countries around the world, and public discourse, Rights in a Changing Climate demonstrates the fundamental links between human rights and climate change and documents the growing momentum within the UN climate regime to articulate the legally binding duties of States to protect, respect, and promote human rights in the context of the climate crisis.

Rights in a Changing Climate showcases the increasing number of explicit and implicit references to different human rights in climate agreements and policies. It reveals that rights-based action is being discussed with greater frequency and with ever more explicit instructions for how States must incorporate a rights-based approach to climate action.

“The climate crisis is a human rights crisis. This doesn’t change when you step into the halls of the UNFCCC. Over the past decade, we’ve seen increasing momentum behind the integration of human rights and climate change under the UNFCCC,” says Erika Lennon, Senior Attorney at CIEL. “Going forward, human rights must be foundational to all climate action. Incorporating the voices and knowledge of women, youth, Indigenous Peoples, and local communities is vital to ensuring a rights-based approach to climate action and most effectively limiting global temperature rise to below 1.5°C.”

“CIEL’s report provides a vital guidebook for States as they consider their climate action plans and submit revised Nationally Determined Contributions early next year,” says André Weidenhaupt, Director General at the Ministry of the Environment, Climate and Sustainable Development of Luxembourg. “Solving the climate crisis requires the protection of human rights.”

The report concludes with an urgent call to action. “The greatest threat to human rights is climate change itself. As the climate crisis worsens, so do the threats to the realization of human rights. Parties must therefore urgently increase ambition to fulfill their legal obligations under human rights law. To ensure that Parties do not undermine human rights in doing so or act on climate at the expense of the rights of local communities, they should build on this momentum and place human rights at the center of climate action.”

Extractivism and Resistance in North Africa

Extractivism as a mode of accumulation and appropriation in North Africa was structured through colonialism in the 19th century to respond to the demands of the metropolitan centres. This accumulation and appropriation pattern is based on commodification of nature and privatisation of natural resources, which resulted in serious environmental depredation. Accumulation by dispossession has reaffirmed the role of Northern African countries as exporters of nature and suppliers of natural resources – such as oil and gas- and primary commodities heavily dependent on water and land, such as agricultural commodities. This role entrenches North Africa’s subordinate insertion into the global capitalist economy, maintaining relations of imperialist domination and neo-colonial hierarchies.

The neo-colonial character of North African extractivism reflects the international division of labour and the international division of nature. It is revealed in largescale oil and gas extraction in Algeria and Tunisia; phosphate mining in Tunisia and Morocco; precious ore mining - silver, gold, and manganese - in Morocco; and water-intensive agribusiness farming paired with tourism in Morocco and Tunisia. This plays an important role in the ecological crisis in North Africa, which finds its clear expression in acute environmental degradation, land exhaustion and loss of soil fertility, water poverty, overexploitation of natural resources, pollution and disease, as well as effects of global warming such as desertification, recurrent heat waves, droughts and rising sea levels.

Concurrent with this dynamic of dispossession of land and resources, new forms of dependency and domination are created. The (re)-primarisation of the economy (the deepened reliance on the export of primary commodities) is often accompanied by a loss of food sovereignty as a rentier system reinforces food dependency by relying on food imports, as in the case of Algeria; and/or as land, water and other resources are increasingly mobilised in the service of export-led cash crop agribusiness, as in Tunisia and Morocco. Extractivism finds itself mired in serious tensions, which generates protests and resistance. This paper documents some of these tensions and struggles by analysing activist grassroots work, including the participation in alternative regional conferences and ‘International Solidarity Caravans’ where representative of grassroots organisations, social movements and peasant communities met and travelled together to sites of socio-environmental injustices, providing a space to strategise together and offer effective solidarity to their respective struggles.

The rural working poor and the unemployed in Northern Africa are the most impacted by the multidimensional crisis. Comprising small-scale farmers, near-landless rural workers, fisherfolks and the unemployed, the movements emerging in the five case studies presented here are resisting the looting of their subsoil resources, the despoliation of their lands, pervasive environmental destruction and the loss of livelihoods. The paper asks the following questions: should we see these protests, uprisings and movements as mainly environmental, or are these fundamentally anti-systemic – anti-capitalist, antiimperialist, decolonial and counter-hegemonic protests? Are these circumstantial episodes of resistance, or do they rather represent the latest development in the historical trajectory of class struggle against the latest capitalist offensive in North Africa? The paper presents an assessment of the nature of these movements which grapple with tensions and contradictions that face them.
