Climate-Safe Energy Production–From Below

Climate-safe energy is being produced locally all over the country in ways that also produce jobs and increase racial, social, and economic justice – fulfilling the basic principles of the Green New Deal.

Protecting the climate requires meeting the original Green New Deal proposal’s goal of 100% of national power generation from renewable sources within ten years.[1] That requires greatly expanding climate-safe sources of energy. It involves an unprecedented transformation of the energy system, and that requires national investment and planning. But much of the transformation will actually be composed of local building blocks – and those can begin right now. Indeed, hundreds of local initiatives around the country, ranging from community solar to municipal ownership to local microgrids, are already expanding renewable energy production.

Sunlight, Jobs, and Justice

Solar gardens are sprouting up all over Denver.

On November 3, 2020, Denver voters overwhelmingly approved Ballot Measure 2A, the Climate Protection Fund, to raise approximately $40 million per year dedicated to climate action. As stated in the ballot measure, the intent of this fund is to “fund programs to eliminate greenhouse gas emissions and air pollution and adapt to climate change. Funding should maximize investments in communities of color, under-resourced communities and communities most vulnerable to climate change.”[2]

Community solar gardens use photovoltaic (PV) panels to produce electricity from sunlight for an entire neighborhood. Now such solar gardens are dotting sites owned and financed by the City of Denver, including rooftops, parking lots, and vacant lands. The power generated from the solar gardens will be shared between city facilities, income-qualified residents, and publicly accessible electric vehicle charging stations.

In accord with the principles of the Green New Deal, Denver’s solar garden program has a strong justice dimension. Since Denver owns the project, it can set its own standards. Ten percent of the energy generated by the solar gardens is allocated to low-income housing through the Denver Housing Authority. An additional 10 percent will be allocated to low-income households through Energy Outreach Colorado, and will be exempt from subscription fees. A paid workforce training program available to Denver residents will provide 10 percent of the city and county’s solar workforce.

The solar gardens are designed to contribute to the goal of Denver’s “80 x 50 Climate Action Plan” to transition Denver to 100 percent renewable electricity for municipal buildings by 2025; achieve 100 percent community-wide renewable electricity by 2030; and reduce Denver’s greenhouse gas emissions 80 percent, as compared to a 2005 baseline, by 2050.[3]

People's Utility Justice Playbook​

The People’s Utility Justice Playbook has two components:

  1. a “History of Utilities” report to summarize the history of utilities for everyone to understand how our current energy system originated.
  2. a “People’s Utility Justice Playbook” to expose the tactics from electric utilities that are undermining community’s efforts, so we can build our organizing strength—to not only fight back but also to build the democratic energy system for climate justice.

This is the basic information we need to fight back against energy utilities attempting to slow or stop progress toward economic and climate justice.

To have a better understanding of what we’re fighting against, we first need to learn about the history of energy utilities! Energy Justice Statement on Rooftop Solar and Distributed Generation in California

Communities are being bombarded by cumulative and intersecting energy pressures: an affordability crisis, rising rates, major utility debt, economic insecurity, and ongoing power outages. In the face of intensifying climate impacts and the need for rapid decarbonization, Net Energy Metering (NEM) policies have supported tremendous growth of distributed solar resources, making California a national leader and helping to dramatically improve the economics of distributed generation and rooftop solar. Due to the intersectional impacts of redlining, California’s inequitable energy policies, and ongoing oppression, however, environmental justice (EJ) communities have experienced structural barriers in accessing and benefiting from NEM. Data shows that NEM disproportionately benefits wealthier, white, single-family homeowners. By its very design, NEM has not enabled rooftop solar to adequately penetrate EJ communities. Despite representing 25% of the State’s population, only 11-12% of households living in disadvantaged communities (DACs) in California are on NEM rates.

A ‘Place-Based’ Just Transition is Possible

As with many organizers drawn to work with the Asian Pacific American Labor Alliance (APALA), Pamela Tau Lee saw first-hand the workplace cruelties and injustices of her ancestors and throughout the Asian American Pacific Islander (AAPI) communities when she was a young girl. Founder of the Chinese Pacific Association and the Asian Pacific Environmental Network (APEN), Tau Lee recently shared her experience at APALA’s 16th Convention themed, “Rooted in Legacy: Towards a New World Beyond Borders & Across Oceans,” of which she was the opening keynote.

Reminiscing over her early years, Tau Lee shared stories of her grandmother working as a garment worker in a Levi Strauss jeans factory. She remembers her grandmother’s work station, the “denim dust” that was always on her clothing and in her hair, and “women crying.” One such woman, Tau Lee recalled, was bleeding from an injury on the job while the other women comforted her. She also remembers the boss screaming to everyone to get back to work. Her grandmother would later describe this boss as “mean, greedy and too much soy sauce!” The latter, an expression that would denote “something was not right.”

Later in college, while fighting for Asian American studies, Tau Lee found herself exploring and studying the “super exploitation” of workers by multinational corporations “who reap super profits by enlisting subcontractors to operate sweatshops” in Asian communities and foster neocolonialism in “our homelands”–she called this a “grounding experience” that drew her to APALA.

But Tau Lee was not only drawn to APALA as an advocate for exploited workers, but also as someone with a strong commitment to the environment and its meaning and impact in AAPI communities. During her keynote, she talked about the 16th Convention as a pivotal moment where “globally, humanity can thrive and be in balance with Mother Earth.”

Open Letter to the Contra Costa County Board of Supervisors on Just Transition

Dear Chair Anderson, Vice-Chair Burgis, and Supervisors Gioia, Mitchoff, and Glover, The undersigned organizations applaud your recent Declaration of a Climate Emergency in Contra Costa County, which underlines the need to "plan for a ' Just Transition' away from a fossil-fuel dependent economy." In furtherance of this goal, we seek your immediate action to ensure just transitions for workers and communities threatened with sudden abandonment by refineries located in the County. We believe climate protection must go hand in hand with environmental and economic justice. All of this is now at risk in the Contra Costa County oil belt.

As you know, Marathon abruptly announced in August the immediate permanent end to crude processing at its Martinez refinery. Phillips 66 followed suit with notice of the impending partial closure of its San Francisco Refinery Complex facilities in Rodeo, Franklin Canyon, and Arroyo Grande. Both companies proposed switching to significantly downsized production of non-petroleum fuels, which will involve fallowing of large portions of the refineries. Neither announcement identified any explicit commitment to full cleanups of the contaminated industrial sites. Of even more immediate concern, neither company committed to support the wages, health care, or pensions of all whose jobs these facility closures threaten.

These refinery downsizings—which may well be a harbinger of additional closures in the future—will jeopardize not just the livelihoods of the refinery employees, but those of thousands of families in the surrounding communities whose jobs are indirectly dependent upon the existence of the refineries. Refinery downsizing and shutdown also threaten a significant portion of the tax base upon which community government and essential services depend. Ultimately at risk are future prospects for environmentally healthy and economically sustainable development in communities hosting the decommissioned plant sites.

Letter to Contra Costa County, California on Just Transition from Fossil Fuels

Just weeks after Contra Costa County’s Board of Supervisors declared a climate emergency, a diverse group of environmental, labor, and public health advocates sent a letter to the Board calling for a planned and equitable transition away from fossil fuels to a clean energy economy, in what many are calling a “just transition” that supports refinery workers and frontline communities.

“We applaud your recent Declaration of a Climate Emergency in Contra Costa County, which underlines the need to ‘plan for a ‘just transition’ away from a fossil-fuel dependent economy.’  In furtherance of this goal, we seek your immediate action to ensure just transitions for workers and communities threatened with sudden abandonment by refineries located in the County.  We believe climate protection must go hand in hand with environmental and economic justice,”  reads the letter’s opening paragraph.  See the full letter here.

The letter highlights concerns over recent news regarding changes to traditional refinery operations in Contra Costa County—including Marathon’s announcement of a permanent end to crude oil processing at its Martinez refinery, and Phillips 66’s notice of an impending partial closure of its San Francisco Refinery facilities in Rodeo, Franklin Canyon, and Arroyo Grande.

Both companies have proposed changes that would significantly decrease the production of non-petroleum fuels, which will involve shuttering large portions of the refinery.  Neither company has identified plans for full cleanups of their industrial sites, nor have they made adequate commitments to support the wages, health care, or pensions of workers whose jobs are threatened by these changes.

“The large oil companies who have for so long made their profits in Contra Costa County’s local communities ought to be the ones to pay the steep cost associated with their departure,”  the letter states.

The letter also identifies how the communities facing shuttered refinery operations are ultimately at risk for future prospects for environmentally healthy and economically sustainable development.

Resilience Before Disaster: The Need to Build Equitable, Community-Driven Social Infrastructure

This report, jointly released by APEN, SEIU California, and BlueGreen Alliance, makes the case for California to make long-term and deep investments in the resilience of its most vulnerable communities.

As California faces devastating wildfires, extreme heat, power outages, and an ongoing pandemic, the need to proactively advance climate adaptation and resilience is more clear than ever. However, these efforts typically focus on improving hard infrastructure–roads, bridges, and other physical infrastructure–to the detriment of social infrastructure, the people, services, and facilities that secure the economic, health, cultural, and social well-being of the community.

Traditional models of disaster planning have also proven deeply inadequate: They are coordinated through militarized entities like local sheriff’s departments and rely upon protocols like evacuating to faraway and unfamiliar sites, sharing emergency alerts in only one or two languages, and requiring people to present identification to access services, thus shutting out many from the support they need.

Through these crises, we’ve seen new models of disaster response emerge. In some places, neighbors have formed mutual aid networks to share their resources with one another, schools provided food to tens of thousands of families each day, and libraries were turned into cooling centers during extreme heat waves. What these approaches have in common is that they are rooted in the existing social and public infrastructure of communities.

This report provides a policy framework for community resilience by building out models for Resilience Hubs and In-Home Resilience. This dual approach to resilience captures the need for both centralized spaces and distributed systems that promote resilience within a community. Importantly, these are not models for just disaster response and recovery. Resilience is built before disaster.

Just Recovery Workshop: Another World is Possible

Regenerative & Just 100% Policy Building Blocks Released by Experts from Impacted Communities

The 100% Network launched a new effort to bring forward and coalesce the expertise from frontline communities into the Comprehensive Building Blocks for a Regenerative and Just 100% Policy. This groundbreaking and extensive document lays out the components of an 100% policy that centers equity and justice. Read the full report here.

Last year 100% Network members who are leading experts from and accountable to black, indigenous, people of color (BIPOC) and frontline communities embarked on a collective effort to detail the components of an ideal 100% policy. The creation of this 90-page document was an opportunity to bring the expertise of their communities together.

The Building Blocks document was designed primarily for frontline organizations looking to develop and implement their own local policies with a justice framework. Secondly, is to build alignment with environmental organizations and intermediary groups that are engaged in developing and advocating for 100% policies. The overall goals of the project are to:

  • Build the capacity of BIPOC frontline public policy advocates, so that impacted community groups who are leading, working to shape or just getting started on 100% policy discussions have information on what should be included to make a policy more equitable, inclusive and just
  • Align around frontline, community-led solutions and leadership, and create a shared analysis and understanding of what it will take to meet our vision for 100% just, equitable renewable energy.
  • Create a resource to help ensure equity-based policy components are both integrated and prioritized within renewable energy/energy efficiency policies. 
  • Build relationships across the movement between frontline, green, and intermediary organizations to create space for the discourse and trust-building necessary to move collaboration forward on 100% equitable, renewable energy policies.
