An Emergency Jobs Program for an Emergency Green New Deal

This is the second of a series of commentaries proposing an Emergency Green New Deal. The first, “As Workers Fight Coronavirus, They Are Laying the Basis for an Emergency Green New Deal,” describes the need for emergency employment to meet the coronavirus crisis and the economic devastation it is bringing to American workers; tells how worker action on the job, in the community, and in the political arena is already addressing that need; and explains how their action can be the start of an Emergency Green New Deal. This commentary lays out a practical plan for a Green New Deal Work Program that can start right now addressing the emergency needs of the coronavirus era and can develop into a program to provide jobs for all who want them helping fix the damage done by the coronavirus and creating a just transition to a climate-safe economy.

On March 19, New York activist and student Erik Forman wrote, “I spent some of today doing deliveries with a volunteer crew of unemployed Uber drivers, mostly to elderly people living in public housing developments.” He asked for a small amount of funds to continue this work and scale it up, and “build momentum for emergency funds to pay for home delivery of meals as a public utility in the crisis.”[1]

That is a microcosm of what we as a society need to do in the face of the coronavirus pandemic – and the economic pandemic that is following hard on its heels. We need to apply the central premise of the Green New Deal – put people to work doing the things we as a society need. It is time to start an emergency jobs program based on that principle. Such a program is necessary to protect against the coronavirus. It is necessary to meet the wave of layoffs that has already begun. And it is necessary to solve the deep crises of climate change and inequality that will still face us when the coronavirus wave eventually subsides.

The coronavirus layoffs have started. According to an NPR/Marist poll, 18% of households have already reported someone being laid off or having hours reduced because of the epidemic. It was 25 percent for those earning less than $50,000.[2] In New Jersey, 15,000 people applied for unemployment benefits on a single day, a twelvefold increase over normal levels; in Rhode Island applications went from 10 one week to 6,282 the next. The U.S. Travel Association projects 4.6 million jobs lost this year in the travel industry alone.[3] Secretary of Treasury Steven Mnuchin warned Republican Senators behind closed doors that without emergency government action the unemployment rate could reach 20% — more like the Great Depression of the 1930s than anything we’ve known since.[4]

In less than a week our government has allocate ed $1.5 trillion to save Wall Street and is proposing another trillion or more for a bailout that will leave most people with nothing except possibly a week’s wages ($1000 per family in Trump’s current proposal) in their pockets. So far the big bucks – trillions of them – are going to protect Wall Street. Programs for fossil fuel and airline industries appear to be on the way. While coronavirus legislation is pending, its main provision to help regular people – sick leave – turns out to exclude 80 percent of workers. Proposals are being made for extended unemployment compensation, healthcare for all, and sending checks to all American families. So far, however, there have been few proposals to deal with the mass joblessness that will follow the pandemic.

When the coronavirus is finally defeated we will face economic devastation that is likely to take years to repair. And we will still face the unrepaired damage of decades of climate crisis, growing inequality, and racial injustice.

In Coronavirus Fight, Workers Are Forging an Emergency Green New Deal

This is the first of a series of commentaries on the Green New Deal. It argues that in the face of government and employer failure, workers and communities must take the lead to protect ourselves and each other from the coronavirus and its economic and social impacts. It proposes an emergency program to do just that. Funny – it looks a whole lot like a do-it-yourself Green New Deal.

The coronavirus pandemic threatens all of us. People are scared, and rightly so. But when we look to our government officials and employers, whose responsibility it is to provide protection in an emergency, what do we find? In the words of the National Nurses United – a union whose members are risking their lives every day on the frontlines of the coronavirus pandemic — “Federal, state, local, and employer efforts to fight the coronavirus” are “outrageous” and “ineffective.”

At least until those in authority get their act together, we need to start protecting ourselves and each other – not only as individuals, but collectively. Call it a “do-it-yourself Green New Deal.”

The core idea of the Green New Deal is to put people to work meeting our needs. So far the GND has been aimed primarily at challenging climate destruction and inequality. But our most urgent need right now is to protect against COVID-19 and the devastating impacts it will have on our communities and our jobs. The government isn’t doing it. Our employers aren’t doing it. So, if it is going to be done the people have to do it ourselves. We can take the core idea of the GND and start applying it right now. That means an “Emergency People’s Green New Deal.”

Let’s start by looking at the emergency needs that have to be met. Then we can look at the human resources we have to meet them. Finally, we’ll look at the social and political process we need to make it happen.

Twin Cities Janitors and Guards Feature Climate and Housing in Their Strike Demands

“Twin Cities janitors and security officers vote to authorize strike over pay and sick leave,” read the headline in the Minneapolis Star Tribune.

It’s true that those are among the workers’ top demands. But Service Employees (SEIU) Local 26’s fight is also for something bigger: affordable homes and a healthy planet for us all.

The union is demanding that companies negotiate over climate emissions and pay more to support affordable housing.

On February 8, 500 janitors, security officers, and their allies crowded into a warehouse space normally used for photo shoots. Banners lined the walls as people waved signs.

Local 26 has lined up every single one of its contracts, covering 8,000 workers, for this moment. Commercial office janitors, retail janitors, security officers, window cleaners, and airport workers are all fighting simultaneously.

The room was a rainbow coalition of immigrants from all over the world and people from every race and religion in the state. The union provided simultaneous interpretation into Spanish, Somali, Vietnamese, Amharic, and Nepalese. Chants in multiple languages filled the air.

Supporters from other unions and the city’s regional labor federation were there, along with a more unusual set of allies—representatives of the state’s environmental movement, including MN350 and young climate strikers.

No Worker Left Behind: Protecting Workers and Communities in the Green New Deal

The Green New Deal Resolution submitted by Rep. Alexandria Ocasio-Cortez and Senator Ed Markey, while it includes many protections and benefits for workers, does not include language that specifically addresses workers who might be adversely affected by the transition to a climate-safe economy. Such GND proposals were soon criticized as too vague to provide protections that workers and unions could count on. AFL-CIO president Richard Trumka, for example, told the Economic Club of Washington, DC, "We would want a whole lot of changes made so that workers and our jobs are protected in the process."

There are now several GND plans proposed by political figures, including Democratic presidential candidates, that spell out how protections for workers might be implemented. There are also a variety of GND proposals from individuals and groups that further spell out such protections.

In this briefing paper we lay out the basic elements that have been proposed to protect the well-being of workers and communities who may be adversely affected by aspects of the GND and the transition to a climate-safe economy. We summarize how each of the plans would go about protecting workers and communities whose jobs may be threatened. In the Appendix we provide partial texts from which these summaries are extracted.

The purpose of this compendium is not to evaluate which candidate or other proponent has the best plan. Rather, the purpose is to present the various strategies and programs from which future shapers of the GND can select and combine to forge the best possible program.

18 Strategies for a Green New Deal: How to Make the Climate Mobilization Work

The Green New Deal projects a broad vision of creating a climate-safe America through an economic and social mobilization on a scale not seen since the New Deal and World War II.

That mobilization can provide a historic opportunity to create millions of good, high-wage jobs, virtually eliminate poverty, provide unprecedented levels of prosperity and economic security, and counteract systemic injustices. So far discussion about the Green New Deal has rightly focused on values and goals. But there are many practical problems that will have to be solved as well.

The Green New Deal: Realistic Proposal or Fantasy?

The Green New Deal (GND), drawn up by Congresswoman Alexandria Ocasio-Cortez and Ed Markey, is the most ambitious and comprehensive program to deal with climate change ever made by political representatives to Congress and the U.S. public. It calls for making dramatic changes within the next ten years to end our reliance on fossil fuels that are warming the planet at an alarming rate. But it is not only about curbing carbon dioxide (CO2) emissions: it is most of all a proposal to set us on a path of creating an ecologically sustainable society.

The GND lays out seven major proposals for ending U.S. society’s addiction to fossil fuels—the most destructive form of addiction known on this planet:

  • Dramatically expand existing renewable power sources and deploy new production capacity with the goal of meeting 100% of national power demand through renewable sources.
  • Building a national, energy-efficient, “smart” grid.
  • Upgrading every residential and industrial building for state-of-the-art energy efficiency, comfort and safety.
  • Eliminating greenhouse gas emissions from manufacturing, agricultural and other industries.
  • Eliminating greenhouse gas emissions from transportation and other infrastructure, and upgrading water infrastructure to ensure universal access to clean water.
  • Funding massive investment in the draw-down of greenhouse gases.
  • Making “green” technology, industry, expertise, products and services a major export of the United States, with the aim of becoming the undisputed international leader in helping other countries bringing about a global Green New Deal.[1]

These seven policy prescriptions are ambitious enough. Yet the GND goes further, by stipulating it “Shall recognize that a national, industrial, economic mobilization of this scope and scale is a historic opportunity to virtually eliminate poverty in the United States and to make prosperity, wealth and economic security available to everyone participating in the transformation.” It spells this out with eight specific proposals:

  • Provide all members of society the opportunity, training and education to be a full and equal participant in the transition, including through a job guarantee program to assure a living wage job to every person who wants one.
  • Diversify local and regional economies to ensure workers have the necessary tools, opportunities, and economic assistance to succeed during the energy transition.
  • Require strong enforcement of labor, workplace safety, and wage standards that recognize the rights of workers to organize and unionize free of coercion, intimidation, and harassment, and creation of meaningful, quality, career employment.
  • Ensure a “just transition” for all workers, low-income communities, communities of color, indigenous communities, rural and urban communities and the front-line communities most affected by climate change, pollution and other environmental harm including by ensuring that local implementation of the transition is led from the community level.
  • Protect and enforce sovereign rights and land rights of tribal nations.
  • Mitigate deeply entrenched racial, regional and gender-based inequalities in income and wealth (including, without limitation, ensuring that federal and other investment will be equitably distributed to historically impoverished, low income, de-industrialized or other marginalized communities).
  • Include measures such as basic income programs, universal health care programs and any others as the select committee may deem appropriate to promote economic security, labor market flexibility and entrepreneurship.
  • Deeply involve national and local labor unions to take a leadership role in the process of job training and worker deployment.

These eight proposals regarding full employment, universal health care, support for unions and marginalized communities, opposition to racial and gender-based discrimination, etc. may seem, on the surface, to have little to do with the GND’s central aim of radically reducing greenhouse has emissions within the next ten years. But in fact these eight proposals have a great deal to do with the seven that address ending reliance on fossil fuels. They are not some throw away meant to sneak a radical political agenda into an otherwise technical discussion of how to lower CO2 emissions. They are needed to wean U.S. society away from its addiction on fossil fuels.

A Green New Deal for American Labor?

The simple yellow protest signs were stenciled “Green Jobs for All.” Speaker after speaker stepped into the middle of the office floor, marked with a U.S. House of Representatives seal. Representative-Elect Alexandria Ocasio-Cortez, fresh off her election win, gave the protesters high fives.

That was the scene in November when the youth climate justice organization Sunrise Movement held a sit-in at the office of Rep. Nancy Pelosi, who was soon to be the Speaker of the House.

Most Americans had never heard of the “Green New Deal” at the time.

Now, it’s on the mainstream radar. The New York Times and the Washington Post ran multiple stories when Ocasio-Cortez introduced a resolution on February 7 to reduce carbon emissions through a massive good jobs program. The resolution has 67 House co-sponsors, while the Senate version has 12.

Even stronger than the original New Deal in the ’30s, her version of a Green New Deal would include a federal guarantee of living-wage employment—that is, anyone who wanted a job could get one at a salary that could support a family, with an emphasis on union jobs and protecting the right to organize.

The plan would also include public investments in clean energy infrastructure. But “there are millions of good, high-wage jobs that will be available through the Green New Deal, and they’re not just jobs that are in the manufacture of clean energy,” said security officer Judith Howell, a Service Employees 32BJ shop steward. For instance, she said, it will take work to clean up the environment where it’s already been damaged.

Howell has been an environmental activist since hearing Ray Charles sing “America the Beautiful” on Earth Day. Last year she helped push through a carbon tax in her hometown of Washington, D.C.

Activists like her are responding to the acute necessity to deal with climate change before the earth is drastically damaged.

It’s not too soon. Scientists now estimate that humanity has 12 years to cut carbon pollution by 45 percent to avert dramatic increases in droughts, flooding, heat, and poverty. Among the costs will be exposure to deadly heat illnesses for 350 million more people around the world by 2050 and $500 billion lost annually to the U.S. economy by 2100.

12 Reasons Labor Should Demand a Green New Deal

Workers have gotten a raw deal. Employers and their Republican allies are trying to eliminate workers’ rights both in the workplace and at the ballot box. But even when Democrats controlled the presidency and both houses of Congress, they did little to protect, let alone expand, the rights of working people. Workers need a new deal.

Now, an alliance of social movements and members of Congress are proposing a Green New Deal to create millions of jobs by putting Americans to work making a climate-safe economy. This program meets the needs of—and has the potential to unite—the labor movement, environmentalists, and all those who have been the victims of inequality, discrimination, racism and, now, climate change.   

In the week following the 2018 midterm elections, a group of 150 protesters led by young people with the Sunrise Movement occupied the office of likely Democratic House Majority Leader Nancy Pelosi, urging her to support a Green New Deal. Newly-elected House Rep. Alexandria Ocasio-Cortez (D-NY) joined the protest with a resolution in hand to establish a Select Committee for a Green New Deal. The proposal has since amassed growing support among Congressional representatives, progressive organizations and young people across the country. 

The Green New Deal is poised to become a factor in the 2020 elections. Labor unions should take this opportunity to embrace the proposal—and fight to make sure it’s a strong vehicle for advancing workers’ rights.

Jobs, Justice, and the Clean-Energy Future

Today, there are 400 parts per million (PPM) of carbon dioxide in the atmosphere, far above the 350 ppm climate scientists regard as the safe upper limit. Even in the unlikely event that all nations fulfill the greenhouse gas (GHG) reduction pledges they made at the Paris climate summit at the end of 2015, carbon in the atmosphere is predicted to increase to 670 ppm by the end of this century. The global temperature will rise an estimated 3.5 degrees Celsius (6.3 degrees Fahrenheit) above pre-industrial levels. For comparison, a one-degree increase was enough to cause all the effects of climate change we have seen so far, from Arctic melting to intensified hurricanes to desertification.

Limiting climate catastrophe will require drastic cuts in the burning of the fossil fuels that cause climate change. But many workers and their unions fear that such cuts will lead to drastic loss in jobs and economic well-being for working people—aggravating the shortage of good jobs and the burgeoning inequality we already face. Is there a way to escape the apparent lose-lose choice between saving the climate and saving jobs?
