The Stuff Problem

The problem with wind turbines, solar panels, ground-source heat pumps and electric cars is that they’re all made of stuff. When people like me make grand announcements (and interactive infographics) explaining how we don’t need to burn fossil fuels because fairly shared renewable energy could give everyone on the planet a good quality of life, this is the bit of the story that often gets missed out. We can’t just pull all this sustainable technology out of the air – it’s made from annoyingly solid materials that need to come from somewhere.

So how much material would we need to transition to a 100-per-cent renewable world? For my new NoNonsense book, Renewable Energy: cleaner, fairer ways to power the planet, I realized I needed to find an answer to this question. It’s irresponsible to advocate a renewably powered planet without being open and honest about what the real-world impacts of such a transition might be.

In this online article, I make a stab at coming up with an answer – but first I need to lay down a quick proviso. All the numbers in this piece are rough, ball-park figures, that simply aim to give us a sense of the scale of materials we’re talking about. Nothing in this piece is meant to be a vision of the ‘correct’ way to build a 100-per-cent renewably powered world. There is no single path to a clean-energy future; we need a democratic energy transition led by a mass global movement creating solutions to suit people’s specific communities and situations, not some kind of top-down model imposed from above. This article just presents one scenario, with the sole aim of helping us to understand the challenge.

New York Climate Jobs Initiatives

In 2014-2015, the New York labor movement and its allies in other movements launched two complementary Climate Jobs initiatives for New York City and New York State. The city-level campaign, Climate Works for All, is anchored by ALIGN, the NYC Environmental Justice Alliance (NYC-EJA) and the NYC Central Labor Council (CLC). Climate Works for All is a broad coalition of over 40 community, labor, environmental justice, faith and other organizations united to ensure that efforts to address climate change also create good, career-track jobs and prioritize low-income, climate-vulnerable communities. The coalition released a 10-point platform in early 2015 that focused on five primary sectors that contribute most to NYC’s climate crisis: Buildings; Energy; Transit; Waste; and Community and Infrastructure Resiliency. The 10-point platform ranges from demanding a mandatory energy efficiency retrofit program for large privately-owned buildings, to solar installations on 100 schools, to flood and stormwater infrastructure improvements, to making NYC’s public hospitals more resilient to climate change impacts.

The New York State initiative, coordinated by The Worker Institute at Cornell, brings together unions in the building, energy and transport sectors to develop a comprehensive climate jobs plan for New York State. A Climate Jobs report for New York State will be released in Fall 2015 along with specific climate jobs policy proposals for the energy, transport and buildings sectors – policies that the labor movement along with its allies will push to implement in the next year. The Worker Institute at Cornell and its union partners have also developed a labor-climate training curriculum for union members and leaders that will be used to build engagement and support for the climate jobs work in NY.

GMB: as Hinkley C collapses, it's time to get over nuclear!

Dear Gary Smith (GMB National Secretary for Energy),

The undersigned are scientists, academics and energy policy analysts who read with concern your Press Release objecting to the Austrian Government's appeal against the UK Government's proposed subsidies to the planned Hinkley Point C (HPC) nuclear station. Your statement contains several misconceptions, unsupported assertions and inaccuracies.

Let's start with your view that HPC is "much needed". It isn't: UK electricity demand is steadily declining. In fact it has declined 14% since 2000, while GDP has increased 18% in the same period.

It's true that some coal-fired stations will be closing over the next few years, some of which may need replacing by quick-to-build gas-fired stations and an array of renewable sources. But there's no way new nuclear could make any contribution in the next decade.

Maybe you should seek another legal opinion?

Second, you allege the Austrian appeal is "almost certainly doomed to fail". The opposite is the case: the Austrian Government has retained a team of about a dozen European lawyers - experts in EC Competition Law.

They have been assessing this case since November last year and consider the appeal to be very robust and likely to succeed: the EC's decision flies in the face of several European Directives, Policy statements, and previous EC decisions. And it is not just Austria: Luxembourg will be joining shortly, and several European renewable energy utilities also launched their appeal today.

You state Austria's appeal is "more about playing to a domestic audience rather than a serious challenge to stop new nuclear in the UK." On the contrary, Austrian Government's press statement of July 6 is clearly serious in opposing nuclear - not just in the UK but in the rest of Europe.

As the Austrian Chancellor stated: "Nuclear power plants are dangerous, expensive, and compared with the technologies of the future like wind and solar energy, are neither economically nor ecologically competitive."

Why the Climate Change Movement Must Demand Energy Industry Nationalization

Ever since scientists discovered a runaway greenhouse effect on our nearest planetary neighbor, Venus, we've known that climate Armageddon is a possibility. Even though Venus is closer to the Sun than the Earth, Venus' thick cloud layer permits only one-sixth as much sunlight to reach the planet's surface. And while Mercury is nearly twice as close to the Sun as Venus, the surface on Venus is 10 percent hotter, measuring more than 864 degrees Fahrenheit. Why is Venus so hot? Its atmosphere is 97 percent carbon dioxide.

We know that human activities are adversely affecting Earth's climate. Scientists began to draw our attention to the link between fossil fuels, greenhouse gases and climate in the 1980s. Since then, the evidence for anthropogenic climate change has become overwhelming.

All that's left to debate is what to do about it.

Under the current setup, energy conglomerates that owe their fortunes to fossil fuels have every incentive to dismiss global warming and to cast aspersions on climate change research. The top five oil companies (BP, Chevron, ConocoPhillips, ExxonMobil and Shell) reported combined profits of $93 billion for 2013. That's more than the discretionary US budget that year for health, human services, Medicare and Medicaid ($80.6 billion). It's more than 10 times the federal budget for environmental protection ($9.2 billion). The more coal, oil and natural gas that get burned, the more the climate is thrown out of whack, and the more these companies are rewarded financially.

If you give a dog a piece of meat every time it bites someone, it could reasonably be argued that you are encouraging this dangerous and irresponsible behavior. In light of environmental necessity, we might beseech the energy companies to behave responsibly, but they are guaranteed to ignore us. Why? Because they earn large sums of money when they do so. A demand for reform of energy policy may be well framed and well founded, but it is wasted wind if the current setup, which so richly rewards all of the wrong behaviors, is allowed to persist.

If we're serious about addressing climate change, nationalization of the energy industry must become a central organizing demand.

Renewables Not Enough: World Needs Democratic, Decentralized Energy, says Report

In order to build an adequate low-carbon 21st century energy system that scientists have said is necessary to stave off the worst impacts of climate change, a new report argues that the world must look beyond large-scale, centralized renewable projects—such as industrial solar and wind farms—and take up efforts to build more democratically-controlled and decentralized power grids.

Contained as a chapter in the Worldwatch Institute's State of the World 2014: Governing for Sustainability, the research compiled by professor Sean Sweeney, who co-directs of the Global Labor Institute at Cornell University, says the world's energy systems must be "reclaimed to serve public interests, rather than focus on maximizing sales and profits" for the large corporations who now benefit from the burning of fossil fuels and the centralized grids that distribute most of the world's electricity.

"A timely and equitable energy transition can occur only with greater energy democracy, which requires that workers, communities, and the public at large have a real voice in decision making, and that the anarchy of liberalized energy markets is replaced with a comprehensive and planned approach," writes Sweeney.

According to a 2010 report (pdf) by the Center for Social Inclusion, true "energy democracy" is exemplifed by renewable energy projects that are "small-scale, locally owned or controlled" and  "structured to allow local investment, sweat equity, and a transparent process for setting fair [market] prices."

Why Aren’t Rural Electric Cooperatives Champions of Local Clean Power?

When it comes to ownership, there are few better structures for keeping a community’s wealth local than a cooperative. So why is it that America’s rural electric cooperatives are tethered to dirty, old coal-fired power plants instead of local-wealth generating renewable power?

There are a lot of answers to this question, but it might start with this: electric cooperatives aren’t quite like other cooperatives.

The Seven Slipping Cooperative Principles

Cooperatives around the world adhere to the “Seven Cooperative Principles,” but electric cooperatives (at least in the United States) fail on several of these principles.

  • Voluntary and open membership. Nope. If you want electric service in cooperative territory, you sign with the cooperative. While it’s no different than rules for other types of utilities in the 30 states that grant utilities a monopoly service territory, it violates the principles of cooperatives.
  • Democratic control (one member, one vote). Not always. Some electric cooperatives award one vote per meter, and some customers (e.g. farmers, industry) have more than one meter. Furthermore, many cooperatives filter potential board candidates with “nominating committees.” And look, here’s a board election with no opposition!There’s also a big gap between cooperative member support for (paying more for) renewable energy and cooperative behavior. This 2013 survey in Minnesota, for example, shows little separation between urban and rural areas (where cooperatives are dominant) in support for renewable energy, yet cooperatives opposed every bill favoring clean energy in the 2013 legislative session.
  • Members control the capital of the cooperative.
  • Cooperatives maintain their autonomy and independence even if they enter into agreements with other entities. Questionable. Many cooperatives sign 40- or even 50-year purchase contracts with power suppliers to supply 95% of their entire sales, mostly from coal-fired power plants. Standard and Poor’s explains this in an evaluation of a Seminole Electric in Florida, a generation & transmission cooperative that sells to rural cooperatives. In their words, one of the utility’s credit strengths is, “A captive retail market and the ability to set rates through take-and-pay, all-requirements wholesale power agreements with nine of 10 members through 2045.”
  • Cooperatives provide educational opportunities to their members and the public on the benefits of cooperatives. Questionable. If you read rural electric cooperative newsletters, you’ll hear a lot about climate change but you’ll often find the phrase in quotes
  • Cooperatives work best when cooperating with other cooperatives. Questionable, refer to #4. Some of these power suppliers are “co-ops of co-ops,” but these long-term contracts have tethered the economic fortunes of cooperative members to the vagaries of the coal market (see below). More than any other type of utility (public or investor-owned), rural electric cooperatives are reliant on coal for their electricity fuel. The average U.S. utility is 38% coal-fired power.

Energy Crisis and Social Crisis

Every sector of the economy depends on it: energy of one kind or another. Energy makes the world go round and the power that rules the world is linked to the way energy is produced and consumed. The capitalist regime did not really gain momentum until the steam engine and the energy produced by the combustion of coal could be harnessed to industry. The initial dependence on coal was the cause of the vast size and appalling filth of the first industrial factories and cities; as the basis of the productive process, this dependence was responsible for the centralization of the entire system and the intensive exploitation of labor power. The internal combustion engine and the turbine put an end to the rule of coal, but not to the basic characteristics of society that had been created by it. Although the generalized use of electricity and gasoline made production more flexible and extended the range of consumption, facilitating the decentralization of factory production and the unlimited geographical expansion of the cities, social development continued to proceed within the framework that had been established by “carboniferous” capitalism: not only was the model of concentrated and hierarchical power maintained, but it was further reinforced by the new technologies. The refinement of machine production only reduced the role of the workers in the productive process, intensified exploitation and stabilized the class order. The new technologies consolidated class society and reinforced the foundations of domination.

Petroleum and electricity allowed productive activities to be relocated far from primary energy sources, that is, they capitalized the world. The extreme separation between the production and consumption of energy made transport the main strategic factor and at the same time the weak link of the system. Any serious disruption in the energy supply would cause all of society to collapse very quickly. Capitalism cannot exist without an extremely robust privatized distribution network to connect energy sources, which are under the control of financial enterprises or state-based mafias, with their consumer hostages. The expropriation of energy resources is a most instructive characteristic of social inequality: the proletarian from this perspective is the person who does not have unrestricted access to free energy. This explains why the ruling class strives to maintain the private ownership of energy resources and thus to keep the population in the most complete dependence. By fighting against the socialization of energy resources, locally controlled power generation and distribution networks and consumption, the ruling class is simply defending its social status.

Without cheap, inexhaustible and easily accessible energy, industrial society cannot continue to grow. The ruling class became aware of this “energy reality” when oil prices spiked after the creation of OPEC in 1973. The response was two-pronged: on the one hand, massive investments in nuclear power; on the other, the arms race of the great powers that was required by geopolitics, that is, the art of controlling of the world’s main oil and gas fields. The militarization of the world became indispensable for the system’s survival. This was a deliberate choice: it was the only way that power and servitude could be maintained.

Capital Blight: a Green-Syndicalist Responds to David Walters "Socialist" Defense of Nuclear Energy

I read with interest David Walters's recent article, "A Socialist Defends Nuclear Energy, wondering what I would find. I soon discovered there was very little credible "defense" and for that matter, not much "socialism" (other than the citation of various Marxist quotations that Marx and Engels would have bristled at given their context here) in it. In fact, it read to me as a typical capitalist defense of its standard operations wrapped in a rather threadbare and tattered red flag.

Michael Friedman has thoroughly debunked Walters's claims about the "safety" of (conventional) nuclear (fission) energy and the "ease" at dealing with the nuclear waste in his own piece so there is no utility in elaborating further on that matter. It is my intention to address the issues that Friedman didn't cover.

To begin with, if David Walters is so willing to overlook peer reviewed science and factual evidence that clearly shows that conventional nuclear fission energy is unsafe and the problem of nuclear waste not easily handled, he may as well also argue in favor of thorium based breeder reactors, nuclear fusion power, fracking, tar sands, "clean" coal, or even hydrogen fuel cells which are equally questionable technologies (and please note that I am not arguing in favor of any of these things here, though I think hydrogen fuel cells are worth a look at least).

Additionally, Walters lumps in all greens into a single, monolithic group, dominated by primitivism and Malthusianism. This is as inaccurate as arguing that all communists take their marching orders from Stalin. This is the rhetoric one expects to hear from the most reactionary elements of the capitalist class's punditocracy rather than an informed anti-capitalist. To me this is a clear indication that his entire argument is mere propaganda and has very little substance.
