Trump and Climate Catastrophe

The alarm bells are ringing. The climate-change denialism of the Trump administration, coupled with its goal of maximizing fossil-fuel extraction and consumption at all costs, constitutes, in the words of Noam Chomsky, “almost a death knell for the human species.” As noted climatologist Michael E. Mann has declared, “I fear that this may be game over for the climate.”2

The effects of the failure to mitigate global warming will not of course come all at once, and will not affect all regions and populations equally. But just a few years of inaction in the immediate future could lock in dangerous climate change that would be irreversible for the next ten thousand years.3 It is feared that once the climatic point of no return—usually seen as a 2°C increase in global average temperatures—is reached, positive-feedback mechanisms will set in, accelerating warming trends and leading, in the words of James Hansen, former director of NASA’s Goddard Institute for Space Studies and the foremost U.S. climate scientist, to “a dynamic situation that is out of [human] control,” propelling the world toward the 4°C (or even higher) future that is thought by scientists to portend the end of civilization, in the sense of organized human society.4

Although the United States currently contributes only about 15 percent of global carbon-dioxide emissions, a failure on its part to act to reduce emissions would push the world more decisively toward the 2°C tipping point.5 Moreover, in the apparently likely event that the principal per-capita global emitter and the hegemonic global power chooses to bow out, any worldwide effort to reduce carbon emissions will be severely jeopardized. For this reason, climate scientists are increasingly turning from the United States to China as the main hope for leadership in combatting climate change.6

At this critical moment in history, three questions need to be answered: What does the latest scientific evidence tell us about the approach of climate catastrophe? How is today’s monopoly-finance capitalism—with Donald Trump as its authentic representative—contributing to this impending planetary catastrophe? And what possibilities remain for humanity to avert an Earth-system calamity?

Key to the Leap: Leave the oil in the soil

George Martell correctly notes that the Leap Manifesto’s impact on the New Democratic Party has opened new possibilities for the Left. Its “direct opposition to the oppressive logic of global capitalism,” offers us a “genuine opportunity to move beyond social democracy.”

But to seize this opening, the Left must resolve a timescale problem that Martell does not address. His movement-building program is long-term, but the world climate crisis demands immediate action. We believe that the Leap Manifesto can bridge that gap.

Nature

“Nature,” wrote Raymond Williams in Keywords, “is perhaps the most complex word in the language.”1 It is derived from the Latin natura, as exemplified by Lucretius’s great didactic poem De rerum natura (On the Nature of Things) from the first century BCE. The word “nature” has three primary, interrelated meanings: (1) the intrinsic properties or essence of things or processes; (2) an inherent force that directs or determines the world; and (3) the material world or universe, the object of our sense perceptions—both in its entirety and variously understood as including or excluding God, spirit, mind, human beings, society, history, culture, etc.

In his Critique of Stammler, Max Weber suggested that the intrinsic difficulty of “nature” as a concept could be attributed to the fact that it was most often used to refer to “a complex of certain kinds of objects” from which “another complex of objects” having “different properties” were excluded; however, the objects on each side of the bifurcation could vary widely, and might only become apparent in a given usage.2 Thus, we commonly contrast humanity or society to nature while, at the same time, recognizing that human beings are themselves part of nature. From this problem arise such distinctions as “external nature” or “the environment.” At other times, we may exclude only the mind/spirit from nature.

Science and art are two of the preeminent fields of inquiry into nature, with each operating according to its own distinct principles. As Alfred North Whitehead noted in The Concept of Nature, natural science depicts nature as the entire field of things, which are objects of human sense perception mediated by concepts of our understanding (such as space and time).3 Consequently, one of the two leading scientific periodicals carries the title Nature (the other is Science). Within the Romantic tradition in art (a direct influence on modern environmentalism), nature is often perceived in accordance with notions of “natural beauty” (Percy Bysshe Shelley’s skylark and William Wordsworth’s Lake District); however, the validity of the concept has frequently been challenged within the field of aesthetics.4

As a concept, “nature” gives rise to serious difficulties for philosophy, encompassing both ontology (the nature of being) and epistemology (the nature of thought). Since Immanuel Kant, it has been emphasized that human beings cannot perceive “things in themselves” (noumena) and thus remain dependent on a priori knowledge, which is logically independent of experience. It is therefore customary within academic philosophy today either to take an outright idealist stance and thus to give ontological priority to the mind/ideas, or to subsume ontology within epistemology in such a way that the nature (including the limits) of knowledge takes precedence over the nature of being. In contrast, natural scientists generally adopt a materialist/realist standpoint by emphasizing our ability to comprehend the physical world directly. Concerned with growing ecological crises, most ecological activists today take a similar stance, implicitly stressing a kind of “critical realism,” as in the work of Roy Bhaskar, that rejects both mechanical materialism (e.g. positivism) and idealism.5

The Great Capitalist Climacteric: Marxism and "System Change Not Climate Change"

Humanity today is confronted with what might be called the Great Capitalist Climacteric. In the standard definition, a climacteric (from the Greek klimaktēr or rung on the ladder) is a period of critical transition or a turning point in the life of an individual or a whole society. From a social standpoint, it raises issues of historical transformation in the face of changing conditions.1 In the 1980s environmental geographers Ian Burton and Robert Kates referred to “the Great Climacteric” to address what they saw as the developing global ecological problem of the limits to growth, stretching from 1798 (the year of publication of Thomas Malthus’s Essay on the Principle of Population) to 2048, 250 years later. “Applied to population, resources, and environment throughout the world,” the notion of a Great Climacteric, they wrote, “captures the idea of a period that is critical and where serious change for the worse may occur. It is a time of unusual danger.”2

I will use the term the Great Capitalist Climacteric here to refer to the necessary epochal social transition associated with the current planetary emergency. It refers both to the objective necessity of a shift to a sustainable society and to the threat to the existence of Homo sapiens (as well as numerous other species) if the logic of capital accumulation is allowed to continue dictating to society as a whole. The current world of business as usual is marked by rapid climate change, but also by the crossing or impending crossing of numerous other planetary boundaries that define “a safe operating space for humanity.”3 It was the recognition of this and of the unprecedented speed of Earth system change due to social-historical factors that led scientists in recent years to introduce the notion of the Anthropocene epoch, marking the emergence of humanity as a geological force on a planetary scale.4 As leading U.S. climatologist James Hansen explains, “The rapidity with which the human-caused positive [climate] forcing is being introduced has no known analog in Earth’s history. It is thus exceedingly difficult to foresee the consequences if the human-made climate forcing continues to accelerate.”5

With the present rate of carbon emission, the world will break the global carbon budget—reaching the trillionth metric ton of combusted carbon and generating a 2°C increase in global average temperature—within a generation or so.6 Once we reach a 2°C increase, it is feared, we will be entering a world of climate feedbacks and irreversibility where humanity may no longer be able to return to the conditions that defined the Holocene epoch in which civilization developed. The 2°C “guardrail” officially adopted by world governments in Copenhagen in 2009 is meant to safeguard humanity from plunging into what prominent UK climatologist Kevin Anderson of the Tyndall Center for Climate Change has called “extremely dangerous” climate change. Yet, stopping carbon emissions prior to the 2°C boundary, Anderson tells us, will at this point require “revolutionary change to the political economic hegemony,” going against the accumulation of capital or economic growth characteristics that define the capitalist system. More concretely, staying within the carbon budget means that global carbon emissions must at present be cut by around 3 percent a year, and in the rich countries by approximately 10 percent per annum—moving quickly to zero net emissions (or carbon neutrality). For an “outside chance” of staying below 2°C, Anderson declared in 2012, the rich (OECD, Annex I) countries would need to cut their emissions by 70 percent by 2020 and 90 percent by 2030.7

For those concerned with the fate of the earth, the time has come to face facts: not simply the dire reality of climate change but also the pressing need for social-system change. The failure to arrive at a world climate agreement in Copenhagen in December 2009 was not simply an abdication of world leadership, as is often suggested, but had deeper roots in the inability of the capitalist system to address the accelerating threat to life on the planet. Knowledge of the nature and limits of capitalism, and the means of transcending it, has therefore become a matter of survival. In the words of Fidel Castro in December 2009: “Until very recently, the discussion [on the future of world society] revolved around the kind of society we would have. Today, the discussion centers on whether human society will survive.”1

I. The Planetary Ecological Crisis

There is abundant evidence that humans have caused environmental damage for millennia. Problems with deforestation, soil erosion, and salinization of irrigated soils go back to antiquity. Plato wrote in Critias:

What proof then can we offer that it [the land in the vicinity of Athens] is…now a mere remnant of what it once was?…You are left (as with little islands) with something rather like the skeleton of a body wasted by disease; the rich, soft soil has all run away leaving the land nothing but skin and bone. But in those days the damage had not taken place, the hills had high crests, the rocky plane of Phelleus was covered with rich soil, and the mountains were covered by thick woods, of which there are some traces today. For some mountains which today will only support bees produced not so long ago trees which when cut provided roof beams for huge buildings whose roofs are still standing. And there were a lot of tall cultivated trees which bore unlimited quantities of fodder for beasts. The soil benefitted from an annual rainfall which did not run to waste off the bare earth as it does today, but was absorbed in large quantities and stored in retentive layers of clay, so that what was drunk down by the higher regions flowed downwards into the valleys and appeared everywhere in a multitude of rivers and springs. And the shrines which still survive at these former springs are proof of the truth of our present account of the country.2

What is different in our current era is that there are many more of us inhabiting more of the earth, we have technologies that can do much greater damage and do it more quickly, and we have an economic system that knows no bounds. The damage being done is so widespread that it not only degrades local and regional ecologies, but also affects the planetary environment.
