General Strike: How the Working Class Takes Control

Since the Women’s March brought millions into the streets the Saturday after inauguration, there has been a rising clamor on social media for a ‘general strike’ against the Trump administration. The call to stop work was picked up by the U.K. Guardian, Washington Post and now by Cosmopolitan magazine. And the discussion took off so quickly, it gave us multiple proposals for when the strike should happen: February 17 (to counter President’s day), March 8 (International Women’s Day), May 1 (the international workers’ holiday and anniversary of the huge immigrant-led protests of 2006). And the proposals emphasize different kinds of demands, from general resistance to Trump, to defending the rights of women, Black Lives Matter, and immigrants through mutual action to enforce those rights.

But numerous leftists also came forward to announce concerns about the feasibility of a general strike, especially if labor unions are not involved in organizing it. Among the first was Alex Gourevitch, writing in Jacobin, who gives an informative history of militant strikes in the U.S. that faced repression by the state and (sometimes) won. The implication of this and similar pieces is that a general strike call is irresponsible for this spring because organized labor is simply not in a position to carry out the work stoppage and protect striking workers:

If you’re going to ask people not just to risk losing their jobs but potentially face the armed apparatus of the state, there had better be preparation, leadership, and some evident readiness for mass labor actions… It would be reasonable for workers to dismiss the call for a general strike. It looks like they are being asked to be actors in someone else’s drama, by people who just cottoned on to the fact that things are shitty out there.

Beyond Resistance: Defeating Trump’s Burgeoning Dictatorship

According to the Oxford English Dictionary, a dictator is “a ruler or governor whose word is law.” And whether it’s via Trump’s tweeted word, which triggers stocks to rise or drop across the planet, or via his signature on an executive order that just banned over 100 million people, including legal residents, from entering the U.S., Trump seems to be just that. Despite its lack of constitutionality, his word functions as the law. Although his Muslim ban (which discriminates against people based on national origin and religion, and is therefore a breach of the Due Process Clause of the Fifth Amendment and the Establishment Clause of the First Amendment to the U.S. Constitution) was temporarily stayed by the courts, Trump released a statement shortly afterward announcing that it remains in complete effect. In this defiance of the law he seems to be following the example of Andrew Jackson. For let us recall that Jackson notoriously defied the Supreme Court’s ruling in Worcester v. Georgia, which held that the Indian Removal Act was unconstitutional, and that the brutal removal of the Cherokee people via the infamous Trail of Tears to Oklahoma be stopped. Jackson (whose portrait was recently hung in Trump’s Oval Office) ignored the Court, permitting the ethnic cleansing of Georgia to continue.

While it isn’t clear whether Trump or the courts will prevail over the issue of the Muslim ban, it seems clear that the constitutional crisis posed by Trump’s presidency will only intensify (just as the economic crisis, and the ecological crisis, and the refugee crisis that stems from these, will only intensify). And though defensive protests against this burgeoning dictatorship are crucial, and the turnout in airports across the country on Saturday were key to blocking part of Trump’s ban (in law if not in fact), defensive protests alone are insufficient. Offensive actions must also be waged, or those who wish to stop Trump will always be a step behind a movement committed to rapidly gutting society, eliminating basic democratic norms, and instituting barbarism across a wide range of fronts. As when Hannibal marched his elephants and army over the Alps toward Rome, and Scipio defeated him by taking the offense, attacking Carthage and forcing Hannibal to retreat, the opposition to Trump must take the offense. The focus of the resistance ought to be the removal of Trump from power, as well as his accomplices, though this must not be the sole goal. The resistance must also not allow power to revert to those whose policies created the misery that gave rise to Trump in the first place.

As many have pointed out, Trump’s victory can be understood as stemming from a rejection of neoliberalism, particularly the neoliberalism of Clinton and Obama (a political-economic order characterized by permanent war, permanent unemployment, privatization, austerity, and free trade agreements that have hollowed out and impoverished much of the country). Deeply unpopular and mistrusted, most Trump supporters did not support him for positive reasons. One of the most unpopular people to ever run for president of the US, he was supported because he loudly and clearly rejected the miserable neoliberal status quo. It is crucial to point out, however, that Trump was not rejecting the status quo in favor of creating anything genuinely new. As his campaign slogan made patently clear, he was not rejecting the status quo in order to go beyond it. He was rejecting it in order to return, to regress, to a time before neoliberalism (and not just before neoliberalism but before environmental regulations, labor laws, occupational safety and health regulations, rights for women, rights for African-Americans, and other social advances introduced over the past century).

While Trump’s Secretary of State, who represents the interests of Exxon foremost, is overjoyed to roll back environmental laws that infringe upon corporate profits, Trump’s white nationalist (aka alt-right) supporters (who have an accomplice in the White House in the person of Steve Bannon), would like to regress even further back in time, to before modernity itself. Though it may be understated, we can characterize this tendency as reaction. And, because much of the reaction is animated by a rejection of neoliberalism, which it shares with the left, the left ought to make an effort to strengthen itself, and weaken Trump, by encouraging this anti-neoliberal faction of the Trump coalition (many of whom were Bernie Sanders supporters) to switch allegiances. To be sure, according to the legendary military strategist Sun Tzu, the supreme strategy of warfare, after attacking strategy itself, is attacking alliances.

Protests in Mexico Push Country to Brink of Revolution and Nobody’s Talking About It

San Diego, CA — Long-simmering social tensions in Mexico are threatening to boil over as failing neoliberal reforms to the country’s formerly nationalized gas sector are compounded by open corruption, stagnant standards of living, and rampant inflation.

The U.S. media has remained mostly mute on the situation in Mexico, even as the unfolding civil unrest has closed the U.S.-Mexico border in San Diego, California, several times in the past week. Ongoing “gasolinazo” protests in Mexico over a 20 percent rise in gas prices have led to over 400 arrests, 250 looted stores, and six deaths. Roads are being blockaded, borders closed, and government buildings are being sacked. Protests have remained relatively peaceful overall, except for several isolated violent acts, which activists have blamed on government infiltrators.

The few mainstream news reports that have covered the situation blame rising gas prices but fail to examine several other factors that are pushing Mexico to the brink of revolution.

Note: I recently have become involved with the Industrial Workers of the World's Incarcerated Workers Organizing Committee. I am serving as their contact person for faith-based organizing. It is a volunteer role and one of things that I am doing as part of it is preaching some in support of the September 9, 2016 National Prisoner Strike. The following sermon was the first I preached in support of the movement. I presented it at the First Parish in Needham, Unitarian Universalist, on August 28, 2016. 

It is a pleasure to be with you this morning. Your congregation features prominently in one of my favorite books of contemporary Unitarian Universalist theology, A House for Hope. John Buehrens, your former minister and the co-author of that book, has something to do with me being here today. He was a strong advocate for youth ministry when he was the President of the Unitarian Universalist Association. I had the good fortune to meet him when I was sixteen. He encouraged me both along my path to the ministry and my path to the academy. I also have fond memories of the worship services your present minister Catie Scudera led during her time at Harvard. And I congratulate in calling someone who will no doubt be one of the guiding lights of the next generation of Unitarian Universalists. So, there is a strange way in which even though I have never spent a Sunday with you before I feel as if I already know you a little.

Such familiarity, I suspect, is rather one sided. Most, of maybe all, just know me as the guest preacher. The last in the long line of summer preachers trying to bring a little spirit to Sunday morning before your regular worship services resume next month.

Now me, I am something of circuit rider. Right now I preach at more than a dozen congregations a year while I am finishing up my PhD at Harvard. As I travel around I have the privilege of getting something of the breadth of our Unitarian Universalist tradition. I think since I started in the ministry more than a decade ago I have lead worship at close to a hundred Unitarian Universalist congregations in the United States, Canada and the United Kingdom. Those congregations include the some of the largest and some of the smallest in our tradition.

My peripatetic career causes me to divide Unitarian Universalism crudely into two wings: the liberal and the abolitionist. Unitarian Universalism is occasionally called a liberal religion. This label refers to our understanding of human nature. Historically we have understood human beings to contain within them, in the words of William Ellery Channing, “the likeness to God.” As contemporary Unitarian Universalist theologian Rebecca Parker has explained, this does not mean that we think human beings are necessarily godlike. Instead, it suggests that rather than being born innately flawed or depraved, as orthodox Christianity has long taught, we are born with the capacity to choose and to become. Reflecting upon the suffering that we inflict upon each other Parker writes, “We are the cause and we can be the cure.” In this sense liberal religion means a recognition that much of what is wrong in the world was wrought by human hands. By joining our hands and hearts together we can, and we do, heal much of that harm.

I am not thinking of the liberal religion of Channing when I say that Unitarian Universalism can be crudely divided into two wings. I suspect that if you are here this Sunday morning your view of human nature is at somewhat similar to Channing’s and Rebecca Parker’s. Whether politically you are a Democrat or a Republican, an anarchist or a socialist, a liberal, libertarian or a conservative, if you are a Unitarian Universalist are a liberal religionist.

My division of our community into the abolitionists and the liberals focuses on our attitudes towards social reform. The majority liberal tradition believes in incremental and pragmatic social change. The social institutions and practices that exist, exist. When confronted with the intractable problems of America’s justice system liberals think the key question is: how can we make this system work better for everyone? How can we ensure that police are not racist? That everyone gets a fair trial and that prisons are humane?

Abolitionists demand the impossible. Rather than seeking to reform existing institutions they dream of creating new ones. Instead of asking how existing social institutions and practices can be reshaped they ask: what are those social institutions and practices for? In the face of a justice system that appears patently unjust they ask: Why we do have the system in the first place? What is its essential social function? Is it meeting this social function? Is this social function something we want met?

I place myself in the abolitionist camp. The essential difference between the two wings is that abolitionists see social institutions and practices as historically constituted while liberals take them as more permanent. A less fancy way to put that is that abolitionists think that the things we do and the institutions we create come from somewhere, will only last for so long, and will eventually be replaced by something else. Liberals focus on fixing what is now. Abolitionists imagine what might be.

Why Environmentalists Should Stand with Prisoners on September 9th

September 9th is the 45th anniversary of the Attica Uprising in New York, where national attention was drawn to the problem of prisons in this country. This year there will public demonstrations in support of prisoners who have a called for a coordinated national work strike in response to extreme abuses they face, including toxic environments, discrimination, censorship, and literal slavery based on the 13th Amendment’s exemption of prisoners.

Prisoner-led groups like the Free Alabama Movement and the Free Ohio Movement have issued calls for “No School, No Work, No Shopping” on September 9, both to disrupt business as usual for the day and to encourage students and workers to participate in solidarity events.

Below is a listing of over 40 events being planned around the country.

The Campaign to Fight Toxic Prisons (FTP) is calling for action in solidarity with the IWW Union’s Incarcerated Workers Organizing Committee (IWOC) and other prisoner-led groups in planning activities around Sept 9th.

As I have expounded on in a series of recent articles published over the Earth First! Newswire, prisons all over the country are coupled with environmentally hazardous land uses that threaten prisoners’ health and surrounding ecosystems. (Check out this map for a visual representation of the chronic prison pollution problem.)

At federal prisons, for example, UNICOR factories have been cited for unsafe working conditions and environmental hazards across the nation. For this reason, FTP is planning a demo at the Coleman prison complex, where over 7,000 people are locked up and subjected to slavery at the largest federal prison factory in the US.

In another prison/ecology example, the federal Bureau of Prisons is proposing to build a new maximum-security prison and slave factory on top of a former strip mine site in the coalfields of Letcher County, Kentucky. Any federal prisoner could, at any time, find themselves transferred to this prison, subjected to the health risks associated with a site where the air, water and soil are polluted by decades of coal mining and processing, which is still ongoing in the surrounding mountains.

Along with putting prisoners on a toxic site, that prison would also impact local people who live nearby, turning their community into a prison town. Construction alone will waste $444 million of federal tax dollars which could be used to address the crushing poverty that so often forces people into prisons in the first place.

The proposed site also sits a mile from a rare pocket of eastern old-growth forest that is home to dozens of Appalachian plant and animal species listed as threatened or endangered.

The One Big Strike on the Job

It may be argued however that the General Strike might prove to be as difficult to control and, due to the possible paralysis of transport, equally productive of privation as civil war. If State power were not captured by the workers would not the armed forces of the master class crush the strike with military power? Would not the result in the long run be the same as far as mass starvation and disorganization are concerned?

There has been a great deal of confusion as to just what was meant by the term, General Strike. In the past any strike of considerable proportions has usually been referred to as a "General Strike." But many times this definition was not really applicable. Much of the misconception results from an erroneous or limited conception as to what a General Strike is and what it is supposed to do. The General Strike, as its name implies, must be a revolutionary or class strike instead of a strike for amelioration of conditions.

Unquestionably the General Strike, either on or off the job, is the most perfect manifestation of this power. If the craft unions of today are examined in regard to their adaptability to this end it will put the revolutionary industrial union movement in an entirely new light. Also it will reveal clearly the shortcomings of conventional unionism in general and the craft union movement in particular.

Webster defines the word 'weapon' as, "any instrument of offense or defense." Surely the machinery of production is capable of being used for offense and defense both by the employing and the working class. Every strike, every lockout proves that the control and operation of modern machinery has developed a new technique of warfare as well as the most powerful weapons the world has ever known.
