Trading Up Equipping Ontario Trades With the Skills of the Future

Equipping Canada’s labour force with the skills required for designing, constructing and maintaining low-carbon building infrastructure is critical to achieving a greener economy and to reducing Canada’s emissions by 30% below 2005 levels by 2030. We are pleased to support Canada’s green building industry with a new report, Trading Up: Equipping Ontario Trades with the Skills of the Future, aimed at facilitating a low carbon workforce transition.

This report provides an action plan to close the low-carbon building skills gap in the Ontario construction industry. Green infrastructure investments are expected to create an estimated 147,000 job openings for skilled tradespeople over the next 15 years in the Toronto region alone. The inability to close the skills gap in Ontario is estimated to have an impact of $24.3 billion of Gross Domestic Product (GDP) in foregone company revenues, with an additional $3.7 billion lost in foregone taxation.

The report identifies where shortages in low-carbon skills training currently exist, and highlights the risks to the quality of low-carbon buildings being constructed. It defines specific actions that labour, governments, post-secondary institutions and industry organizations can take to optimize green building skills training.

The “Trading Up” report was compiled by CaGBC with Mohawk College, McCallumSather, The Cora Group, the City of Toronto and the Ontario Building Officials Association (OBOA). The project was funded, in part, by the Government of Ontario. While the report examines the Ontario construction industry, its recommendations can be applied throughout Canada.

An Ecosocialist Green New Deal: Guiding Principles

Humankind has reached a moment of existential crisis. Human activity is causing disastrous climate disruption and Earth’s sixth mass extinction event, triggering critical losses of biodiversity. We are already locked in for global warming that will have catastrophic effects, and we are on a slippery path to our own extinction. The 2018 Special Report from the Intergovernmental Panel on Climate Change (IPCC) warns unequivocally that “without societal transformation and rapid implementation of ambitious greenhouse gas reduction measures, pathways to limiting warming to 1.5°C and achieving sustainable development will be exceedingly difficult, if not impossible, to achieve.”

Yet, the crisis we face exceeds ecological breakdown. Deepening inequality, suppressed democracy, precarious jobs, racial and gendered violence, border hostility, and endless wars make up the terrain on which climate destabilization will be unleashed. The most vulnerable members of society will be hit hardest, first, and suffer most.

We must solve the climate crisis and the inequality crisis together. Climate remedies in the context of austerity will produce a popular backlash, as we see in the yellow vest protests against a fuel tax. Corporations profiting from fossil extraction have long worked to turn workers against environmentalists, claiming that clean energy would be a job killer. But working class and poor people’s quality of life, gravely threatened by climate disruption, would greatly improve in a just transition. Because corporate capitalism rewards extraction to concentrate wealth, it must be replaced by a sustainable economy. A Green New Deal can begin the transition from exploitative capitalism to democratic ecological socialism.

The urgency and scale of the crisis we face demand solutions that meet the magnitude of this moment. The ineffectual gradualism and corporate obedience demonstrated by the U.S. government’s climate response has proven to be a dead-end for humanity. We need rapid, systemic transformation that heals the stratification of wealth and power while putting decarbonization and justice at the forefront.

We need a Green New Deal. We demand a Green New Deal, and we demand that it serve people and planet—not profit.

Towards a just transition: coal, cars and the world of work

The role of trade unions and social dialogue is key in demonstrating the major differences between coal-based energy generation and the automobile industry. This book presents two faces of a just transition towards a net-zero carbon economy by drawing lessons from these two carbon-intensive sectors. The authors regard just transition not as an abstract concept, but as a real practice in real workplaces. While decarbonisation itself is a common objective, particular transitions take place in work environments that are themselves determined by the state of the capital-labour relationship, with inherent conflicts of interest, during the transition process.

The case studies presented in this book highlight the major differences between these two sectors in the nature and magnitude of the challenge, how transition practices are applied and what role the actors play.

A New Horizon: Innovative Reclamation for a Just Transition

The certainty of an Appalachian transition has become self-evident. The questions that remain are “What shape will that transition take?” and “Will our region seize the opportunity to establish just and sustainable economic models that invest in our strengths and set the region up for meaningful and healthy participation in the new economy?” Foundational to our coalition’s work is the understanding that specific, targeted intervention is necessary to ensure that an equitable vision becomes reality.

Appalachia is at the threshold of a paradigm shift into the new economy, ushered in by communities that are taking their futures into their own hands like never before and implementing innovative ways to address long-standing economic issues with degraded lands. The table on page 6 shows funded projects illustrating this shift that have been supported by our coalition, ranging from ecotourism, renewable energy, arts and culture, and creative waste recycling.

This report highlights the successes achieved in 2019 from previously submitted projects and showcases a brand new round of innovative projects. We’re very excited about both the successes that have already been funded and implemented, as well as the new opportunities that are currently being considered for Abandoned Mine Lands (AML) Pilot funding.

Equitable Building Electrification: A Framework for Powering Resilient Communities

Building electrification is gaining traction as California’s most affordable and effective tool to reduce greenhouse gas emissions from homes and buildings—responsible for roughly a quarter of the state’s emissions—while improving air quality and helping the state meet its climate goals, including a net-zero carbon economy and 100 percent clean electricity by 2045.

While building electrification has promising benefits for residents and for the state, it must be pursued equitably— ensuring that environmental and social justice communities can benefit, rather than being left with polluting and increasingly expensive gas appliances. It will require intentional policymaking and a planned transition for environmental and social justice communities to gain access to the major benefits of electrification, including cleaner air, healthier homes, good jobs and empowered workers, and greater access to affordable clean energy and energy efficiency to reduce monthly energy bills.

This Equitable Building Electrification Framework explains the steps the state must take to ensure that electrification helps close the clean energy gap in California and provides relief to millions of residents facing energy insecurity in the current system.

A Vision for a Sustainable Battery Value Chain in 2030: Unlocking the Full Potential to Power Sustainable Development and Climate Change Mitigation

The need for urgent and more intensive actions against climate change is broadly recognized. In support of this agenda, this report presents a simple yet profound vision: a circular, responsible and just battery value chain is one of the major near- term drivers to realize the 2°C Paris Agreement goal in the transport and power sectors, setting course towards achieving the 1.5°C goal if complemented with other technologies and collaborative efforts.

With the right conditions in place, batteries are a systemic enabler of a major shift to bring transportation and power to greenhouse gas neutrality by coupling both sectors for the first time in history and transforming renewable energy from an alternative source to a reliable base. According to this report, batteries could enable 30% of the required reductions in carbon emissions in the transport and power sectors, provide access to electricity to 600 million people who currently have no access, and create 10 million safe and sustainable jobs around the world.

This report provides a quantified foundation for a vision about how batteries can contribute to sustainable development and climate change mitigation over the coming decade. The analysis underscores that this opportunity can only be achieved sustainably through a systemic approach across social, environmental and economic dimensions. It outlines key conditions and presents recommendations to realize this potential.

A New Circular Vision for Electronics - Time for a Global Reboot

The global consumption of smart phones and other electronic devices is increasing, and bringing benefits to many people in areas as wide- ranging as health, education, finance and commerce. But there is a downside: the world is now seeing a growing tsunami of e-waste.

A new report launched by the United Nations E-waste Coalition indicates that the global economy generates approximately 50 million tonnes of e-waste every year. This is a huge amount, representing the mass of all the commercial aircraft ever produced.

Unfortunately, less than 20% of this is waste formally recycled. This results in global health and environmental risks, as well as the unnecessary loss of scarce and valuable natural materials.

But businesses, policy makers, and the public can turn this global challenge around. And the rewards will be significant. Indeed, the proper management of e-waste yields not just one, but multiple gains for development.

The new report calls for a systematic collaboration with major brands, small and medium-sized enterprises (SMEs), academia, trade unions, civil society and associations in a deliberative process to reorient the system and reduce the waste of resources each year with a value greater than the GDP of most countries.

Responsible Minerals Sourcing for Renewable Energy

The transition to a 100% renewable energy system is urgently needed to meet the goals of the Paris Climate Agreement and increase the chance of keeping global temperature rise below 1.5 degrees. Renewable energy technologies are now the most cost competitive technologies for new installations – and recent investment in new renewable energy infrastructure globally has been double that of new energy investment in fossil fuels and nuclear.

Renewable energy technologies, electric vehicles and battery storage require high volumes of environmentally sensitive materials. The supply chains for these materials and technologies need to be appropriately managed, to avoid creating new adverse social and environmental impacts along the supply chain.

This report presents the findings of an assessment of the projected mineral demand for fourteen metals used in renewable energy and storage technologies, the potential to reduce demand through efficiency and recycling, and the associated supply risks and impacts. Solar photovoltaic (PV) and wind power have been chosen for this assessment because these two technologies make up the majority of new global renewable electricity installations. Batteries have been assessed because of their importance for use in electric vehicles (EVs) and energy storage systems.

This research aims to identify the main ‘hotspots’ or areas of concern in the supply chain, including technologies, metals and locations, where opportunities to reduce demand and influence responsible sourcing initiatives will be most needed.

Realizing a Just and Equitable Transition Away From Fossil Fuels

Meeting agreed climate goals requires a rapid decarbonization of the global energy system, which in turn necessitates a reduction in fossil fuel production. While limiting fossil fuel use will likely bring a multitude of societal benefits — related to reduced climate risks, sustainable economic growth, air quality and human health — it is important to recognize that not everyone will benefit equally from a transition to a low-carbon economy. In particular, those who rely on fossil fuel production for their livelihood, or who were anticipating using fossil-fuelled energy to meet development needs, may carry a disproportionate share of the burdens of an energy transition.

The need for a “just transition” to a low-carbon economy — namely, a transition that minimizes disruption for workers and communities reliant on unsustainable industries and energy sources — is gaining traction in climate policy and political discourse. A call for “a just transition of the workforce” was included in the preamble to the Paris Agreement, and the United Nations Framework Convention on Climate Change (UNFCCC) secretariat has prepared a technical paper on transition planning.10 In addition, several national and regional governments have recently announced new transition planning processes, including Canada, Germany, Spain, Scotland, New Zealand, and the European Union.

A central concern of just transition efforts is to ensure that low-carbon transitions address social and economic inequality. The UNFCCC calls for a transition that “contribute(s) to the goals of decent work for all, social inclusion and the eradication of poverty.” Likewise, the European Commission aims to “boost the clean energy transition by bringing more focus on social fairness.” And the Scottish Government is seeking a transition that “promotes inclusive growth, cohesion and equality.”

Key messages:

  • Governments are introducing new “just transitions” policies to help workers and communities move away from fossil fuels.
  • Most policies assume that justice goals will be achieved by helping those dependent on coal, oil and gas move into new roles; however, there is little critical reflection on what justice means in the context of an energy transition away from fossil fuels.
  • There are a number of gaps in current just transition policies when viewed through a justice lens. For example, no policies contain measures to improve the lives of people currently marginalized in the energy system.
  • Creating just and equitable transition policies requires collecting data on the current distribution of the harms and benefits of the energy system, and mapping out how this will change as fossil fuels become a less-prominent part of the energy mix.
  • By taking justice considerations into account, transition policies are more likely to limit social and political resistance, win a broad consensus, and achieve effective implementation.

The Ruhr or Appalachia: Deciding the Future of Australia’s Coal Power Workers and Communities

Australia’s coal-fired power stations will all close in the next two or three decades. We know this because the companies that operate the 23 power stations currently operating nation-wide have told us so.

Despite the empty rhetoric of some, it is unlikely that the economic case for investing in new coal-fired power stations in Australia will stack up. Those who currently own and operate coal power stations have no plans to build new ones.

The bad news is that the transition in how we produce power will bring great change to the workers and communities we have relied on to provide Australian homes and industry with reliable energy over many decades.

The good news is that we have the lead time to make smart decisions about what that change looks like—or at least, we now have the lead time after being caught unprepared by earlier closures, including Hazelwood in 2017.We have the choice to manage this structural economic change so that individuals, families and regions aren’t abandoned to unemployment, low-value jobs, poverty and associated health and social decline. Even better, we have the evidence about what works to deliver just transitions for coal power workers and communities, with skills, jobs, opportunities and hope for the future.

Communities grow around power stations and the mines that supply them. They are unique communities bonded in many cases by history, geography, difficult and dangerous working conditions and good unionised jobs. They are also uniquely vulnerable in their heavy dependence on the coal power industry.

This analysis of transitions in resource economies internationally and here in Australia provides valuable insights into the ingredients of success and the wide scope of outcomes.The Appalachian region in the United States is a heart-breaking story of industry transition characterised by short-term, reactive and fragmented responses to closures of coal mines, resulting in entrenched, intergenerational poverty and social dysfunction.

Compare this with the transition away from a heavy reliance on coal mining in Germany’s Ruhr region, where forward planning, investment in industry diversification, staggering of mine closures and a comprehensive package of just transition measures delivered a major reshaping of the regional economy with no forced job losses.

Central to these vastly different outcomes is the presence of a national, coordinated response. To this end, a major recommendation of this report is the establishment of a national, independent statutory authority to plan, coordinate and manage the transition.

In the energy debate to date, the impact of the transition on workers and communities has been almost completely ignored. This is an omission we can’t afford. After all, the costs of investing in a Just Transition need to be balanced against the costs of doing nothing and abandoning whole communities to a bleak future.

While global trends suggest that Australian export coal for steelmaking and energy production will be in demand for decades to come, coal-fired power generation in Australia is winding down. On the information available, there are no excuses for not taking action to protect the best interests of those affected.</p.

I call on all power industry stakeholders to engage with its findings and consider how we can work together to deliver a Just Transition for coal power workers and communities.
