Gulf South for a Green New Deal Policy Platform

The Gulf South is uniquely positioned to be a national leader in the movement for a Green New Deal. With the climate crisis accelerating faster than even most scientific predictions, deep investment in Gulf South frontline communities will yield an opportunity for this region to be a global leader in equitable approaches to a socio-economic transformation that builds wealth and sustainability for the nation and the world.

Gulf South for a Green New Deal is a multi-state effort to address the impact of the global climate crisis on some of the most unique communities in the US. In May 2019, more than 800 advocates, farmers, fisherfolk, and community leaders from across the Gulf South gathered in New Orleans around a shared vision to advance regional sustainability in the face of the global climate crisis.

The creation of the Gulf South for a Green New Deal (GS4GND) Policy Platform was a six-month process anchored by the Gulf Coast Center for Law & Policy (GCCLP). Using techniques from the People’s Movement Assembly Process, GCCLP facilitated a five-state process of formalizing frontline voices. Through a broader regional organizing effort, over 100 original signatories are listed herein. Additional signatories will be updated quarterly.

This document is a collective assertion that the Gulf South must be included in the development of national policy. This platform is not a comprehensive policy vision, but rather a starting point and living tool of regional alignment and broad organizing in the Gulf South. The principles, goals, and strategies of this Policy Platform are offered to address what a Green New Deal must look like to be successful in the Gulf South.

We offer this document as a step towards climate justice, self-determination, and dignity for all people everywhere.

As goes the South, so goes the nation.

An Ecosocialist Green New Deal: Guiding Principles

Humankind has reached a moment of existential crisis. Human activity is causing disastrous climate disruption and Earth’s sixth mass extinction event, triggering critical losses of biodiversity. We are already locked in for global warming that will have catastrophic effects, and we are on a slippery path to our own extinction. The 2018 Special Report from the Intergovernmental Panel on Climate Change (IPCC) warns unequivocally that “without societal transformation and rapid implementation of ambitious greenhouse gas reduction measures, pathways to limiting warming to 1.5°C and achieving sustainable development will be exceedingly difficult, if not impossible, to achieve.”

Yet, the crisis we face exceeds ecological breakdown. Deepening inequality, suppressed democracy, precarious jobs, racial and gendered violence, border hostility, and endless wars make up the terrain on which climate destabilization will be unleashed. The most vulnerable members of society will be hit hardest, first, and suffer most.

We must solve the climate crisis and the inequality crisis together. Climate remedies in the context of austerity will produce a popular backlash, as we see in the yellow vest protests against a fuel tax. Corporations profiting from fossil extraction have long worked to turn workers against environmentalists, claiming that clean energy would be a job killer. But working class and poor people’s quality of life, gravely threatened by climate disruption, would greatly improve in a just transition. Because corporate capitalism rewards extraction to concentrate wealth, it must be replaced by a sustainable economy. A Green New Deal can begin the transition from exploitative capitalism to democratic ecological socialism.

The urgency and scale of the crisis we face demand solutions that meet the magnitude of this moment. The ineffectual gradualism and corporate obedience demonstrated by the U.S. government’s climate response has proven to be a dead-end for humanity. We need rapid, systemic transformation that heals the stratification of wealth and power while putting decarbonization and justice at the forefront.

We need a Green New Deal. We demand a Green New Deal, and we demand that it serve people and planet—not profit.

We Have To Make Sure the “Green New Deal” Doesn’t Become Green Capitalism

Incoming Congresswoman Alexandria Ocasio-Cortez made waves in late November when she called for a Green New Deal (GND)—a plan to “transition” the U.S. economy to “become carbon neutral” over the course of 10 years. In a draft resolution, she proposes the formation of a Select Committee to develop a plan for massive public works programs, powered by a jobs guarantee and public banks, with the goal of “meeting 100 percent of national power demand through renewable sources.” According to Ocasio-Cortez, the plan aims to eliminate poverty, bring down greenhouse gas emissions, and “ensure a ‘just transition’ for all workers, low-income communities, communities of color, indigenous communities, rural and urban communities and the front-line communities.”

The GND is still in its nascent phase, and concrete details haven’t yet been hashed out, but the proposal has received backing from the youth climate organization, the Sunrise Movement, which staged direct actions and protests to build political support for the framework. Sen. Bernie Sanders (I-Vt.) is throwing his political weight behind the plan and 35 House members have endorsed it. Ocasio-Cortez—who identifies as a democratic socialist—is poised to lead the progressive conversation about climate change at the federal level.

Yet, some climate justice organizations are responding with more cautious support. The Climate Justice Alliance (CJA), a network of front-line environmental justice organizations, including the Southwest Workers Union and Black Mesa Water Coalition, praised the GND as “a much-needed aggressive national pivot away from climate denialism to climate action.” But CJA said in a statement released earlier this week that “the proposal for the GND was made public at the grasstops [as opposed to grassroots] level. When we consulted with many of our own communities, they were neither aware of, nor had they been consulted about the launch of the GND.”

While the GND is in its developmental phase, the Climate Justice Alliance says it is critical for social movement groups to fight for the best possible version of the deal—and ensure that it does not include false solutions such as “carbon markets, offsets and emissions trading regimes or geoengineering technologies.” CJA says any jobs plan should restore and protect workers’ rights to organize and form unions, and it should be predicated on non-extractive policies that build “local community wealth that is democratically governed.” Any deal must ensure “free, prior and informed consent by Indigenous peoples,” CJA insists, and should be directed by those communities bearing the brunt of the “dig, burn, dump” economy.

In These Times spoke with Kali Akuno, director of the CJA-affiliated Cooperation Jackson, a Missisippi-based group that aims to build a “solidarity economy” that is “anchored by a network of cooperatives and worker-owned, democratically self-managed enterprises.” According to Akuno, movements must defend the best components of the GND, while challenging–and offering alternatives to–the capitalist logic embedded in some of its proposals. “While this is still in the drafting phase,” he argues, “let’s get it as near perfect as we possibly can.”

Winning the Green New Deal We Need

A NEW proposal for a Green New Deal is breathing life into the climate justice movement.

Incoming Democratic Rep. and Democratic Socialist of America member Alexandria Ocasio-Cortez is pushing for a large-scale, government-led transformation of U.S. energy systems away from fossil fuels by 2030, with a plan intended to benefit the working class and communities of color in the U.S.

In tandem, activists for climate justice have kick-started a new wave of protest. Hundreds of activists from the Sunrise Movement are taking action this week in Washington, D.C., to support Ocasio Cortez’s proposal.

These protests are aimed squarely at the top leadership of the Democratic Party, which so far has rebuffed efforts to get the party to refuse donations from the fossil fuel industry and sign on to the Green New Deal plan.

Sunrise activists made a media splash last month when 200 of them occupied future House Speaker Nancy Pelosi’s congressional offices — an action whose profile was boosted when both Ocasio-Cortez and fellow incoming democratic socialist Rep. Rashida Tlaib, who has a record of fighting for climate justice against the Koch Brothers in Detroit — showed up to support it.

This week’s Sunrise actions are the latest in a surge of protest in the U.S. and elsewhere as activists push forward with a new sense of urgency driven by a landslide of sobering news about climate change.

This year has seen a series of alarming and deadly disasters fueled by climate change, including the summer’s deadly heat wave and wildfires in Europe, a brutal season of typhoons in the Pacific, Atlantic Hurricanes Florence and Michael and the recent wildfires in California.

Several mainstream institutions have issued recent dire warnings on climate, including the Intergovernmental Panel on Climate Change (IPCC) SR15 report, Volume II of the Fourth National Climate Assessment and the Global Carbon Project’s release of new data showing that global emissions increased again in 2018 — led by emissions growth in China, India and the U.S.

In Britain, activists have kicked off a new campaign called Extinction Rebellion, which, like Sunrise, relies on high-visibility sit-ins and civil disobedience. Meanwhile, thousands of protesters in Poland took to the streets as global elites gathered for the COP24 climate meetings — the latest UN-led effort to unite world governments to address the climate crisis.

What is the Climate Justice Alliance?

The Climate Justice Alliance (CJA) is a growing alliance, currently linking 68 community organizations, movement networks, and support organizations throughout the U.S. and Puerto Rico to unite under Just Transition strategies. CJA’s inter-generational constituencies are rooted in Indigenous, African American, Latinx, Asian Pacific Islander, and poor white communities on the frontlines of the climate crisis. They share legacies of colonialism, racial and economic oppression, along with rich histories of environmental, economic and social justice organizing.

CJA believes that in order to effectively confront the climate crisis, we must transition our priorities from global systems of production and consumption that are energy intensive and fossil fuel dependent to more localized systems that are sustainable, resilient, and regenerative.

The transition itself, however, must be just.

What is the Green New Deal (GND)?

The GND is a proposal recently put forth by Congressional Representative Alexandria Ocasio-Cortez (D-NY) and currently supported by 18 members of the U.S. House of Representatives. It comes on the heels of the midterm election where Democrats won the majority in the House as well as the election of a number of self-proclaimed Democratic Socialists. Building off of energy from the demonstrations in Nancy Pelosi’s office by the youth of the Sunrise Movement, the GND, at this stage, has been presented as a call for the establishment of a House Select Committee that would be charged with “developing a detailed national, industrial, economic mobilization plan for the transition of the United States economy to become carbon neutral.”  It also aims to “significantly draw down and capture greenhouse gases from the atmosphere and oceans and … promote economic and environmental justice and equality.”(1)

The GND is the first time in many years that a proposal of this type has been presented by a number of members of a major U.S. political party. It proposes to tackle climate change and inequality simultaneously, while revolutionizing conditions for workers.  It is a much needed aggressive national pivot away from climate denialism to climate action with large scale federal legislative and budgetary implications.

East Bay Community Energy Local Development Business Plan (LDBP)

The Local Development Business Plan (LDBP) is intended to develop a comprehensive frame-work for accelerating the development of clean energy assets within Alameda County. The LDBP explores how EBCE can contribute to fostering local economic benefits, such as job creation, customer cost- savings, and community resi-ience. The LDBP also identifies opportunities for development of local clean energy resources, explains how to achieve EBCE’s communit y benefits goals, and provides strategies for local workforce development for adoption by the EBCE Board of Directors.

IBEW 569 Position on Reaching 100% Renewable Energy

Whether a utility, municipal program, CCA or another provider or program, providers and subcontractors shall:

  1. Energy Identification: Inform customers of the percentage of renewable, greenhouse-gas-free electricity offered. Power may be labeled as “clean” or “green” if it comes from renewable energy generated from solar, wind, geothermal and other eligible renewable energy resources in California and defined by California law in the Public Utilities Code as Category 1.
  1. Exclude RECs: Provide renewable energy from actual renewable sources customers can trust while creating union jobs in the community for local workers. Renewable Energy Certificates (RECs) undermine these goals. There is no guarantee power content that includes voluntary RECs is clean or green therefore it must not be marketed as “clean” or “green” so as not to mislead the public.
  1. Communication to Consumers: Send at least three written notices to potential customers, and each notice will include a description of the percentage of the power mix that comes from California solar, wind, geothermal, small hydro-electric or other state certified green power sources.
  1. Creating Union Jobs: Procure power from union-generated sources; employ unionized customer service representatives; sign Project Labor Agreements on each Power Generation Project; sign Project Labor Agreements on Energy Efficiency Projects/Programs; agree in writing to neutrality in the event employees or subcontractor employees wish to unionize.
  1. Community Benefits: Sign Community Benefits Agreements to include local projects and local hiring and prioritizing projects, programs and actions to reduce emissions in disadvantaged communities that rank in the top 25 percent of CalEnviroScreen’s ranking for San Diego region communities.
  1. Local Project Build-Out: Emphasize development of new renewable resources from proven developers in San Diego and adjacent counties and strictly limit the use of non-renewable energy sources that are recognized under the California RPS to the amount permitted as “Qualified Renewable Resource.”
  1. Energy Efficiency: Develop a resource plan that integrates supply-side resources with programs that will help customers reduce their energy costs through improved energy efficiency and other demand-side measures. As part of this integrated resource plan, actively pursue, promote and ultimately administer a variety of customer energy efficiency programs that can cost-effectively displace supply-side resources.
  1. Workforce Impacts: Determine if the program will 1) result in negative impacts for employees of the incumbent utility (including layoffs, work hour reductions, etc.) and 2) if the wages, fringe benefits and job protections are similar to those offered by the utility to employees in comparable job classifications.

AMY GOODMAN: Democracy Now!’s Renée Feltz joins us now with a report from her home town of Houston on how—some of the many Houstonians who formed decentralized networks to clean out flooded homes, feed thousands who lost everything, and offer much-needed counseling.

Welcome back, Renée. Why don’t you set up this piece for us?

RENÉE FELTZ: Thanks, Amy. It’s great to be back in New York. Like many people who live in Houston, in the Gulf Coast, I feel like I’m going through a bit of PTSD. I did have a good time. It was good to see people down there. But it’s a long-term recovery situation. And part of what I was happy to see and excited about was the fact that people that helped each other, neighbor to neighbor, are now helping each other in the long-term relief. And so, we spoke with a woman named Mary McGaha, and she’s going to introduce us, in this video, to her home that was destroyed. And then we’ll meet some of the volunteers that are helping to clean it out. We’ll also meet people helping to serve meals and to do counseling.

“Just Transition is a principle, a process and a practice” -- Just Transition Alliance

Just Transition is a vision-led, unifying and place-based set of principles, processes and practices that build economic and political power to shift from an extractive economy 2 to a regenerative economy. This means approaching production and consumption cycles holistically and waste free. The transition itself must be just and equitable; redressing past harms and creating new relationships of power for the future through reparations. If the process of transition is not just, the outcome will never be. Just Transition describes both where we are going and how we get there.
