The Green New Deal in the Cities, Part 1: Boston

While the Green New Deal started as a proposed national program, some of the most impressive implementations of its principles and policies are occurring at a municipal level. Part 1 of “The Green New Deal in the Cities” provides an extended account of the Boston Green New Deal, perhaps the most comprehensive effort so far to apply Green New Deal principles in a major city. Part 2 presents Green New Deal-style programs developing in Los Angeles and Seattle, and reviews the programs and policies being adapted in cities around the country to use climate protection as a vehicle for creating jobs and challenging injustice.

Urban politics often seem to produce not so much benefit for the people as inequality, exclusion, and private gain for the wealthiest. Does it have to be that way? In cities throughout the US, new political formations, often under the banner of the Green New Deal, are creating a new form of urban politics. They pursue the Green New Deal’s core objectives of fighting climate change in ways that produce good jobs and increase equality. They are based on coalitions of impoverished urban neighborhoods, disempowered racial and ethnic groups, organized labor, and advocates for climate and the environment. They involved widespread democratic mobilization. A case in point is the Boston Green New Deal.

How to Win a Green New Deal in Your State

New York passed a publicly funded renewable energy program. This is how DSA did it—and how you can too.

New York just became the first US state to pass a major Green New Deal policy. After four years of organizing, the Build Public Renewables Act (BPRA) is now in the New York state budget. Passage of the act is a massive challenge to fossil fuel hegemony and a major victory for public power.

The BPRA authorizes and directs the state’s public power provider—the New York Power Authority (NYPA)—to plan, build, and operate renewable energy projects across the state to meet the ambitious timetable to decarbonize the grid mandated by the Climate Act of 2019. The NYPA, the largest public utility in the country, provides the most affordable energy in the state, but until now, it has been prohibited from building and owning new utility-scale renewable generation projects because of lobbying by profit-seeking private energy companies.

How did we win passage of this plan to start a publicly funded renewable energy program?

The Public Power NY movement began in late 2019 with a campaign organized by the eco-socialist working group of the NYC Democratic Socialists of America (DSA) against a rate hike request from the private utility ConEd. According to a 2018 report from the US Energy Information Administration, ConEd was already charging the second-highest residential rates of any major utility in the country (nearly double the national average), and now they wanted to raise electricity rates an additional 6 percent and gas rates by 11 percent.

To thwart this request, the Public Power campaign did intensive research into the for-profit utility’s recent history and found that though ConEd was making a billion dollars per year in profits, it had threatened to shut off power for 2 million low-income New Yorkers in 2018. Moreover, ConEd had failed to carry out grid upgrades that it had received $350 million to perform, a failure that left the power grid in an increasingly unstable state.

Responsible Offshore Wind Development Starts with a Green Port

Humboldt County’s proposed offshore wind project would significantly reduce carbon emissions throughout California by providing upwards of 1.6 gigawatts of clean, renewable-sourced energy. But to ensure the success of offshore wind and to meet the promise of climate action, decision-makers must commit to a green port facility capable of building and servicing the turbines while not further contributing to greenhouse gas emissions or polluting Humboldt Bay.

A key component of a thriving offshore wind industry is a port capable of constructing, assembling, and maintaining wind turbines. The Humboldt Bay Harbor District has partnered with Crowley Wind Services, a multinational port development company, to build this heavy lift terminal on the Samoa Peninsula. There are various potential benefits: port development could create many family-wage jobs and substantially contribute to a growing local economy—all while making important strides towards a clean-energy future to address the climate crisis.

Unfortunately, these types of heavy-lift terminals have a mixed track record for communities. On land, port equipment such as terminal tractors, forklifts, yard trucks, cranes, and handlers commonly run on diesel. In the water, most heavy-duty cargo ships and tugboats also run on diesel or heavy fuel oil, polluting the air. Ships and tugs even burn fuel while docked at the terminal to maintain a base load of electricity. As a result, communities surrounding these ports often suffer from the effects of air pollution. In Los Angeles, for example, air quality studies revealed that these diesel fumes significantly raised cancer risk for people within fifteen miles of the terminals.

Our port doesn’t have to be this way. Recent technological developments have made major progress towards enabling the possibility of a ‘green port.’ Green ports seek to make all aspects of operation sustainable, from the heavy machinery on land to the ships docked at the harbor. This work requires moving away from fossil fuels and shifting towards electrification and other zero-carbon energy sources, such as green hydrogen.

The latest on the Just Transition

At the Nautilus Professional and Technical Forum in April, head of international relations Danny McGowan gave a presentation on the hot maritime topic of 2023: the Just Transition.

What this means at its heart is that workers should be treated fairly in the move towards greener shipping. Nautilus is part of the international Maritime Just Transition Task Force, which recently commissioned a report by the DNV classification society to seek insights into the seafarer training and skills needed to support a decarbonised shipping industry.

The DNV report focuses on the four 'alternative' energy sources that are closest to widespread adoption: LNG and LPG, hydrogen, methanol and ammonia.

The concept of Just Transition means that if some of these alternatives are implemented, there should be a health and safety first approach, with strict rules about handling dangerous new fuels like ammonia and human-centred design for new vessels and new technologies onboard.

It also means that training should be standardised, should be provided at no cost to existing seafarers and not-for-profit for new seafarers.

The DNV report is helping to bring clarity on the uptake of alternative fuel options and the trajectory of decarbonisation, so that the industry can plan for the transformation of the maritime workforce.

Another document that contributes to this process is the Maritime Just Transition Task Force's 10 Point Plan, which establishes Just Transition principles such as global labour standards, gender and diversity and health and safety.

'Big Win': New York to Build Publicly Owned Clean Energy, Electrify New Buildings

"A better world is possible," said campaigners who pushed for the passage of the Build Public Renewables Act. "And we are building it."

Climate campaigners in New York were credited on Tuesday with pushing Democratic Gov. Kathy Hochul and the state Legislature to include in the state budget "historic" provisions that will build publicly owned renewable energy and end the use of fossil fuels in new buildings—without a loophole allowing municipalities to opt out of the requirement.

The budget, hammered out in recent days in talks between the governor and the leaders of the Legislature as advocates refused to back down from their demands for far-reaching climate measures within the deal, includes the Build Public Renewables Act (BPRA), which was secured "through four years of organizing across the state by thousands of [Democratic Socialists of America members], the Public Power NY coalition, and more," said the NYC-DSA Ecosocialist Working Group.

"This text is the biggest Green New Deal win in U.S. history," said the group. "A better world is possible. And we are building it."

Best Practices for Implementation: How the Lessons from the Bipartisan Infrastructure Law Can Ensure the Inflation Reduction Act Delivers Good Jobs and Community Benefits

On November 15, 2021, President Joe Biden signed the Bipartisan Infrastructure Law (BIL)—also known as the Infrastructure Investment and Jobs Act. The law includes $550 billion in new federal funding to repair and help rebuild the nation’s infrastructure. The following year, on August 16, 2022, President Biden signed the Inflation Reduction Act into law. These two laws hold the transformational potential to reduce pollution, prevent the worst impacts of climate change, make our workers and communities safer and healthier, and create the good-paying, union jobs we need to give all workers in the United States the opportunity for a middle-class life.

Federal agencies are playing a crucial role in uplifting workers and communities as they develop programmatic requirements and incentives to implement BIL and Inflation Reduction Act investments. In parallel, the Biden administration laid out clear commitments to maximize the job quality, equity, and community benefits of these laws and other federal spending through executive orders and initiatives. The president and his administration are seeking to deliver on their commitment to working people by advancing high-road labor standards and securing worker rights and protections through policies such as Executive Order 14063 on Project Labor Agreements (PLAs).

By working to more consistently apply the Good Jobs Principles and associated metrics across Inflation Reduction Act and BIL-funded programs, agencies can help advance equity and rebuild the middle class. Federal agencies that have not already entered into MOUs with the DOL to support this effort should do so.

Pursuing a Just and Renewable Energy System: A Positive and Progressive Permitting Vision to Unlock Resilient Renewable Energy and Empower Impacted Communities

It is indisputable that the climate emergency requires the United States to rapidly transform its majority fossil energy system to 100% clean and renewable energy.

The United Nations Intergovernmental Panel on Climate Change’s recent sixth synthesis report makes absolutely clear that an unprecedented bold transition to renewable energy with an equally aggressive effort to halt new fossil fuel development and phase out existing fossil fuel usage is absolutely vital to avoiding the most catastrophic consequences of climate change.

This necessary transformation presents a tremendous opportunity to pursue a far more just path forward—one that ends the status quo entrenchment of the fossil fuel industry; empowers federal agencies to use their authorities to accelerate the transitions to a justly sourced, justly implemented, resilient, and equitable power system; actualizes the principles of environmental justice; and preserves our core environmental laws.

This system is composed of our most commonsense and affordable solutions that can be deployed in an efficient and just manner: energy conservation, distributed and resilient renewable energy and storage, and responsibly-sited utility-scale renewables, all paired with robust community engagement and opportunities for real energy democracy.

However, both Congress and the Biden administration are failing to exercise their imaginations to embed justice in a renewable energy future.

After the passage of the Inflation Reduction Act, both Democratic and Republican Congress members have proposed numerous “permitting reform” proposals, but the majority continue to argue that achieving a fast transition to renewable energy necessarily means undermining bedrock environmental laws like the National Environmental Policy Act (NEPA).

This false logic must be interrogated. While these proposals might marginally improve the deployment of utility-scale renewable energy particularly on pristine lands, our energy needs can and must also be met with renewable energy on built surfaces that is more resilient, affordable, and respectful toward communities and wildlands.

Furthermore, any such purported gains of “permitting reform” proposals would be massively dwarfed by the emissions of fossil fuel projects that would also be expedited and result in deepening substantial environmental injustices for countless communities around the nation.

Union welcomes end to labour exploitations made through Offshore Wind Workers Concession

Nautilus has warned offshore wind employers against seeking to continue to exploit migrant labour following the expected end of the Offshore Wind Workers Concession (OWWC) on 30 April.

Nautilus has consistently campaigned against the OWWC for disincentivising employers from hiring and training UK maritime professionals to work in the rapidly growing industrial sector of offshore wind in UK territorial waters.

Nautilus International general secretary Mark Dickinson said: ‘The end of the OWWC is a welcome move from government. Employers have had almost six years to develop UK maritime professionals in the skills needed for the growth of offshore wind. Instead, they have used this concession to utilise workers from abroad, often on much less pay and weaker conditions, undermining job opportunities and secure employment for UK resident seafarers.

‘Government must commit to a fair visa system ensuring that any seafarer recruited from abroad to work in the UK offshore wind sector is needed and that they receive wages and conditions reflective of UK standards.

‘If government are serious about their commitment to investing in the UK maritime workforce as highlighted in Maritime 2050, they must ensure a level playing field for seafarers across the offshore wind sector.’

The Home Office have said: ‘The OWWC is time limited and leave to enter under the terms of the concession will not be granted beyond 30 April 2023. The concession will not be renewed beyond this date.’

The concession was introduced as a temporary measure in 2017 and has been extended six times.
Nautilus has raised concerns that while this concession may end, employers may seek to find alternative ways to import and exploit workers from abroad, such as using the Migration Advisory Committee shortage occupation list.
