Cooperation is more powerful than coercion

What is power? It is at its most essential the ability to influence an outcome on any or all scales, to protect one’s own interests at a minimum and to influence, even control others at a maximum. 

Violence is constantly misunderstood as power, and it certainly looks like power, and in some respects it is power, but a limited kind of power to harm and destroy. The threat of violence is often used to coerce — but also often has negative consequences, including the loss of other kinds of power, the powers that come with relationship, connection, alliance, trust. Violence isolates and alienates; it makes enemies, it stirs up dangers that linger. Friends are another kind of power built through another set of skills.

Botanist David George Haskell’s new book “How Flowers Made Our World: The Story of Nature’s Revolutionaries” describes a kind of power often ignored or dismissed, just as flowers themselves are. He writes, “When flowers arrived, they upended and transformed the planet. They were late arrivals on the world stage, appearing about two hundred million years ago, long after the evolution of complex animals and other land plants. By one hundred million years ago they were the foundation of most habitats on land.” 

He expanded on the subject in a “Wonder Cabinet” podcast interview, declaring “We often think of power and revolution as about control, authoritarianism, and violence. Might makes right. But that’s not the only way in which revolution and power and transformation take place. Flowers offer a different narrative. They changed the world in revolutionary ways through cooperation, through collaboration, often mediated by beauty, by sensory experiences. So a flower is quite literally speaking to the sensory system of a bee or of a hoverfly or of a bird to draw that animal into establishing a cooperative relationship, a reciprocal relationship. And we’re just the latest animal to become enchanted by the flowers and to become loyal collaborators with the flowers.”

Flowers, as he unpacks, developed the power to influence others’ behavior by building symbiotic relationships: “I’ll feed you fruit if you scatter my seeds; I’ll give you nectar and pollen in return for pollination; I’ll let you domesticate me and provide you with your daily bread and you’ll plant and tend me across countless fields for countless generations.” In an earlier book, “The Botany of Desire,” Michael Pollan speculated that plants had domesticated us as much as we had domesticated them, since we serve their needs so that they may serve ours, from the most practical issue of bodily sustenance to the most poetic one of bouquets and beauty. That’s flower power.

But as Jonathan Schell reminded us in his landmark book from 2003, “Unconquerable World: Power, Nonviolence, and the Will of the People,” violence as military attack is often deployed because politics — the art of persuasion, the building of alliance, the finding of common ground — has failed. Violence itself often fails too. Schell came of age as a young writer who went to Vietnam at the height of the U.S. war there and perceived that for all its superior military might, the U.S. could not conquer the people of that country. Because the U.S. or some of its leaders didn’t learn that lesson, the same mistake was made in Afghanistan, Iraq, and is being made now in Iran. 

People who have violence at their disposal often confuse it with power, and while it can achieve some things it fails at others. I think of the abusive spouses who think they can coerce love but often can only extort a reluctant simulation of the same by someone whose motivating feeling is fear rather than love and whose desire is often to escape.

Something that’s struck me about the Trump administration throughout its second term is its profound misunderstanding of power. Over and over again, Trump and his minions demonstrate that they think they have a monopoly on power and that history will unfold as their actions without any reactions, a literally inconsequential view, as in, “There will be no consequences other than the ones we impose.” It’s a version of reality so simple I would not accuse a toddler of holding it; toddlers know well there will be reactions and consequences, because they know others have power.

But the Trump administration’s thugs, for example, went into Minneapolis thinking they were a conquering army that would terrorize and intimidate the populace into subjugation and found that the populace was fearless in its defiance. It was a defiance motivated by a kind of moral beauty — solidarity, care, loving thy neighbor — that this administration has trouble imagining, especially when that solidarity reaches across differences of ethnicity and religion, as it did in Minneapolis. In this sense love is a power, or a motivating force to exercise the power of solidarity with the oppressed and the power of noncooperation with the oppressors. The abominable JD Vance doesn’t understand these forces; he had earlier misinterpreted Catholic theology to claim that, “We should love our family first, then our neighbors, then love our community, then our country, and only then consider the interests of the rest of the world.” Catholic theologians smacked him down then, and they haven’t stopped since. 

Speaking of the Catholic church, this week The New Republic described this extraordinary situation:

Days after Pope Leo XIV delivered his State of the World speech, Undersecretary of Defense for Policy Elbridge Colby summoned Cardinal Christophe Pierre, the Vatican’s U.S. representative, to a closed-door Pentagon meeting for a bitter lecture. ‘The United States,’ Colby said, according to a blistering new report by The Free Press, ‘has the military power to do whatever it wants in the world. The Catholic Church had better take its side.’ One U.S. official present at the meeting brought up the Avignon papacy, a period in the 14th century in which the French monarchy bent the Catholic Church into submission, ordering an attack on Pope Boniface VIII that led to his downfall and subsequent death and forcing the papacy to relocate from Rome to Avignon, a region inside France.

Yes, these idiots reportedly threatened the head of this ancient institution, on the basis that the pope had better not dare oppose their power. But unless it wants to use violence against the pope and the Vatican, the Trump administration has very little power in that situation. And if it did use violence, the blowback would be profound, domestically and internationally.

The power the administration constantly squanders without understanding the consequences is soft power. Take for example, the fact that when Trump wanted European countries to help him reopen the Strait of Hormuz, which was only closed because of his feckless unforced mistake of a war, heads of state laughed at him because he’d destroyed the U.S.’s once-good relationships with a number of their countries with his threats against Greenland, his waffling on support for Ukraine and NATO, and his tariffs.

USAID created soft power around the world while also doing actual good in saving lives and preventing suffering; dismantling the organization was one of many actions this administration took that weakens this country in the long run and, really, the short run — that with all that macho strutting and bullying, they don’t understand that they are weak and making this country weak says more about the epic incomprehension. This should remind us that knowledge is power, and understanding is power; stupidity is a weakness of theirs evident in the attack on Iran. The heroic uprising against the regime was undermined, not strengthened, as the Trumpists thought, by this attack. They strengthened the regime instead. And Iran has seized control, for now, of the Strait of Hormuz and is demanding huge tolls from ship traffic there.

The war has had catastrophic impacts around the world on the price and availability of fossil fuel and fertilizer (aka nutritional supplements for flowering plants), and that in turn has sacrificed more U.S. soft power and good will and created more suffering. The fact that this fossil-fuel crisis is pushing both nations and individuals to speed the transition to renewable energy is another consequence the fossil-fuel-allied regime did not foresee. Likewise, the Trump administration has exercised its power to sabotage climate efforts and renewable energy in ways that make this country weaker in the long term, but Trump is on his way out and clearly does not care about the long term in any way other than in masturbatory monuments to himself and illicit wealth for his family. In a similar way, Netanyahu has devastated Israel’s relationships with its neighbors and much of the world, because he apparently only cares about his own fate and not about his country’s, let alone the lives of those he has slaughtered in Gaza and Lebanon.

While the primitive machismo of the Trump administration sees violence and the ability to inflict harm as power, and asserts that because it is powerful it does not need alliances and good relationships internationally, these things have not made it and our country strong, but weak.

Vice President JD Vance has a playground bully’s understanding of power, as has been clear at least since he went to Europe in 2025 and went out of his way to insult and patronize the world leaders he met with there. It too sacrificed the long-term power of having the trust and support of European heads of state and diplomatic leaders. Vance said this week in response to the Iranian refusal to give up the right to enrich uranium, “You know what? My wife has the right to skydive, but she doesn’t jump out of an airplane because she and I have an agreement she’s not gonna do that, because I don’t want my wife jumping out of an airplane.” This stunningly idiotic analogy seems intended to mean that Iran is like his wife, someone who has to agree to his wishes, but he has instead shown that he doesn’t understand analogies, power, Iran and, possibly, wives.

  • Last week Vance went to Hungary to try to stump for Viktor Orban, the authoritarian president there who as I write, has just lost the election after 16 years as prime minister, during which he worked hard to spread authoritarianism around the world, including in the U.S. The vice president’s efforts were said to have been the opposite of helpful. Only yesterday, the inexperienced Vance failed to gain anything in his negotiations with a far more skilled Iranian negotiating team. The Trump administration appears to have lost this war — had it won, it would be dictating terms, rather than unsuccessfully negotiating to return to the status quo of an open Strait of Hormuz. And of course the main justification after the fact for the war is Iran’s alleged pursuit of nuclear arms, but speaking of soft power and the power of cooperation, Trump sabotaged the deal the Obama administration struck with Iran. Soft power trumps the power of violence, over and over.

    And then there’s the case of congressman and California gubernatorial candidate Eric Swalwell, exposed Friday by a detailed account in the San Francisco Chronicle of his alleged manipulation and sexual abuse of a staffer and by another report at CNN detailing accounts of sexual misconduct by more women. It’s a sordid story or several of them, and one that is only too familiar. Two things are most striking to me. One is his apparent gambling on getting away with exactly the kind of actions that have in recent years terminated a lot of men’s reputations and careers and sent some to prison (even if some have bounced back or escaped the most serious consequences).

    The other is that while espousing Democratic and presumably lower-case democratic values, he allegedly used the power differential to bully and coerce young women, and counted on that inequality to keep them silent. Now he looks likely to pay for his abuse of power with a permanent loss of it. The term democratic values in the sense I just employed it means a world in which the rights and voices of young women matter even when they’re in conflict with a powerful man, a new world just emerging thanks to feminism. The soft power Swalwell had as allies, supporters and endorsers building possibilities of further political power is fast draining from him. By using coercive power, he has lost cooperative power.

    The lesson flowers offer is that when you treat others well, when you meet their needs, you can enter into relationships that serve you as well as them. When you use violence or otherwise exploit and coerce to get what you want, you create adversaries, not allies, and they too often turn out to have power. In a world of increasing equality over the past few centuries, cooperative power matters more, and violence, as Schell points out, has become an increasingly weak way to get what you want.

    We are increasingly coming to understand nature itself — Haskell’s book is a fine exploration of this — as orchestrated by cooperation and symbiosis, not the Social Darwinist’s vision of brutal competition for scarce resources. Haskell’s is only one of many splendid books about this new vision of nature to appear recently. Forestry scientist Suzanne Simard, whose book “Finding the Mother Tree” was a hugely impactful account of how forests are essentially communicating cooperatives, a deeply interwoven whole, not a collection of lone competitors, has just come out with a new book I’m excited to start reading, “When the Forest Breathes: Renewal and Resilience in the Natural World.”

    It is all connected. In my most recent book I quoted the scholar Judith Butler who has another explanation of why violence should not be conflated with strength or power: “In my experience, the most powerful argument against violence has been grounded in the notion that, when I do violence to another human being, I also do violence to myself, because my life is bound up with this other life.”

    Searching for international solidarity

    Deeper Grounds, Darker Shadows is the remarkable memoir of Eddie L. Quitoriano, a Filipino revolutionary who traveled across four different continents to find support for the struggle in his home-country. A book filled with stories of subterfuge and encounters with outlaws and dictators, it sheds new light on the history of the Maoist Communist Party of the Philippines (CPP) and the limitations of its revolutionary strategy.

    Starting in 1986, for around eight years Quitoriano’s revolutionary work was essentially that of an international networker. After moving out of the Philippines, Quitoriano was based largely in a safe house in Belgrade, in former Yugoslavia. Attempting to find support for the CPP, he visited a large number of countries, including Nicaragua, Syria, North-Korea and Cuba.

    Comrades from Japan

    One of the surprising revelations made by Quitoriano concerns the extent of his cooperation with the Japanese Red Army (JRA), and its leader Fusako Shigenobu. The JRA is today best known for the 1972 Lod attack when three JRA members opened fire on people in the waiting area of what is now Ben Gurion International Airport. The attack was carried out in cooperation with the Popular Front for the Liberation of Palestine and this cooperation of Japanese and Palestinian militants drew considerable attention. But since 2001, when Shigenobu announced the dissolving of the JRA from prison, the organisation had largely been forgotten.

    One could wonder what the JRA had to offer the CPP. The JRA was an “urban guerilla group” with at most dozens of members. The CPP, when it was at its height in the 1980s, was a movement with tens of thousands of cadres and a mass base numbering in the millions. Its armed wing, the New People’s Army or NPA had thousands of full-time combatants and could mobilize many thousands more in its militia.

    But the JRA could offer international contacts, and this is what the CPP was lacking. Founded in 1968, the CPP declared it was “very fortunate” to be close to China, the “iron bastion of socialism.” But after the CPP, in the early 1970s, botched attempts to ship weapons to the NPA from China, material support ceased and by the mid-1980s the Chinese government was referring to Filipino dictator Ferdinand Marcos as an “old friend.” Just when the CPP seemed to become a serious contender for power, it found itself isolated internationally.

    In April 1986, Quitoriano met Shigenobu in an apartment in Manila where she offered to help in establishing international contacts. It was the JRA who initiated the relationship with the CPP, through a member of a Japanese solidarity group. It was largely because of the support of the JRA and Fusako Shigenobu that Quitoriano could play the role of international emissary for the CPP. Shigenobu supplied Quitoriano with forged documents, cash, practical advice and contacts. The way that Quitoriano tells the story, the JRA had decided to shift from undertaking armed attacks to focus on facilitating international links between armed groups in the service of “world revolution.”

    Only months before this meeting, in February 1986, Ferdinand Marcos had been overthrown in a popular uprising. This followed years of a deepening crisis of the regime after the 1983 assignation of Benigno Aquino, a leader of the bourgeois opposition. This crisis of the Marcos regime opened up new possibilities for growth of the CPP.

    The myth of people’s war

    To understand Quitoriano’s international travels one needs to consider the CPP’s strategy of “protracted people’s war.” The PPW was supposed to be structured in three stages. It would start with small armed propaganda squads in the countryside and limited hit-and-run attacks. Gradually and systematically the NPA would organize support and recruit fighters to “accumulate the strength to win bigger battles and campaigns to be able to move up to a higher stage of the war.” In this second stage, “the strategic stalemate”, the NPA would incorporate elements of regular warfare and its “strength shall be more or less on an equal footing with the enemy’s.” The third stage would be “the strategic offensive, when the enemy shall have been profoundly weakened.”

    The PPW strategy posited that revolution in the Philippines would be an essentially military struggle. The populist rhetoric about “serving the people” did not change the fact that the CPP’s vision of revolution was never a process of self-emancipation but rather a substitutionist seizure of power by the party on behalf of “the people.” For the CPP, this strategy was the immediate consequence of its analysis of the Philippine social formation. The Philippines was assumed to be a country in which imperialism had locked social-economic development in a ‘semi-feudal’ stage, and the masses of landless peasants, born of that economic stagnation, were to be the base of the people’s army.

    As the regime went into crisis and the movement grew, the limitations of this strategy became clear. On Mindanao, the large island in the south of the Philippine archipelago, there were more recruits than weapons. And to move from the first to the second stage, the fighters needed the kind of weapons that would allow them to engage government forces in longer battles. Quitoriano shows the NPA’s dilemma in a chapter describing an attack by the NPA. After combining several units, the NPA ambushed an army transport. Well executed, the attack was initially successful and the guerrillas pinned down the government forces. But as soon as the government troops received reinforcements, the guerrillas were forced to retreat. Armed with nothing more than rifles, the NPA fighters were no match for a single armored vehicle.

    Without shoes

    At the time of this attack, Quitoriano had been a party member for several years. He grew up in Misamis Oriental in northeastern Mindanao and was born in a farmer’s family of small land-owners. Although considered better off because they owned their land, life was difficult. But Quitoriano was able to attend school and for college he entered a seminary. It is through Church circles that Quitoriano became politicized in the seventies. Initially, he was associated with the Khi Rho, a group of Catholic social-democrats. But the radical ideas propounded by the CPP and its satellite organizations became influential in progressive Catholic circles and Quitoriano ended up joining the armed struggle. There was no dramatic moment of radicalization or of opting for Maoism. For someone of his social background, this process of radicalization and the importance of progressive Catholicism was not atypical.

    In the first part of Deeper Grounds, Darker Shadows Quitoriano narrates his years as a party member in the Philippines, describing his joining the armed struggle as well as his arrest, imprisonment and torture. Quitoriano also introduces a recurring theme in the book; his ‘selfishness’ in wanting children while dedicating his life to the party, leaving his partner Agnes with the responsibility of caring for them. The CPP did not support families of those who worked full-time for the revolution. Such activists were expected to be able to organize the necessary support themselves. In practice this meant that many fell back on traditional patterns and women ended up carrying most of the burden of the care work that made the full time political engagement of men possible.

    The first part of the book gives an insider view of the movement in the Philippines. In only six pages, the chapter ‘Way sapatos’, meaning ‘without shoes’, gives a fascinating picture of the early development of the NPA. The title refers to how upon joining the guerrilla, Quitoriano was told to get rid of ‘petty-bourgeois’ possessions like shoes and tooth-brush. Adopting a lifestyle that was poorer than many of the peasants they wanted to organize was propagandistically useful as it showed the revolutionaries’ selflessness and dedication. But local realities do not match the crude categories of Maoist “class analysis”, as was for example shown by a conversation with a leader of a indigenous community. After explaining to him the evils of the dictatorship of Ferdinand Marcos, Quitoriano and his comrade were politely asked, “who this Marcos was.” The community was so isolated that roaming wild boars were a more pressing issue.

    “Way sapatos” also mentions a darker side to the NPA’s functioning. To gain the support of local people, the NPA needed to make itself useful. Like other NPA members, Quitoriano “assumed various roles”; “health worker, legal advisor, marriage counselor, soldier and political broker.” The NPA also “got rid” of “thieves, rapists, usurers and cattle rustlers.” In the absence of a prison system, “the accused would face capital punishment and burial in unmarked graves.” The cavalier way in which the NPA assumed the role of executioner would come back to haunt the movement in the “purges”that wrecked it in the eighties.

    World traveler for the revolution

    When Shigenobu offered to facilitate international travel for Quitoriano, his commander, Romulo “Rolly” Kinatanar did not hesitate for a second. After the 1977 arrest of the CPP’s first chairman and ideologue Jose Maria “Joma” Sison, a new leadership led the party to greater heights. Kintanar, who would be killed in 2003 by his former comrades, became the overall commander of the NPA and built an overall command structure. It was Kintanar who asked Quitoriano to join this “general command” and gave him the blessing to travel abroad.

    Whether Quitoriano visited the North-Korean Workers Party, Muammar Gaddafi, the Nicaraguan Sandinistas or Palestinian organizations sheltered by Syria, his pitch was the same: the NPA was fighting a U.S.-backed government, so any support they could give would weaken a common enemy. As a representative of the NPA’s “general command”, Quitoriano was not in a position to discuss political links. Quitoriano portrays himself as a loyal soldier, carrying out his assignment. But when describing the Byzantine worship of the Kim dynasty in North-Korea or Gaddafi’s insistence that it is necessary to target the children of the enemy, it is clear what Quitoriano’s feelings are.

    The concrete results of Quitoriano’s travels were modest, or even useless, like the Libyans training NPA-members to drive tanks they did not have. Already in the late Cold War years, it was difficult to find a power that was willing and able to provide decisive support to the NPA.

    On paper, the CPP was a monolithic organization. Reality was more complicated. The archipelagic character of the country and the poor infrastructure made it difficult to concentrate forces but also provided the NPA with opportunities to evade government troops. The CPP adopted what it called “centralized leadership and decentralized operations.” Cadre were responsible for specific regions and had to implement a “general line” decided upon by the top leadership but to a large degree they were left to their own devices. They could go for months or sometimes even years without contact with the central leadership. Command structures often had an improvised character. The NPA was supposed to be led by a military commission but this commission was never convened. Kintanar instead formed the “general command” from people he picked.

    When, after his release from prison in 1986, Sison again became party chairperson, he attempted to assert his authority over the NPA. But by this time, Sison was in exile in the Dutch city of Utrecht. According to Quitoriano, Kintanar “worked hard to enable Sison to return home with his safety and security assured.” But Sison was “unwilling, preferring Utrecht’s safe distance from the Philippine military.” The result was deepening resentment between the two and conflicts over authority.

    Kintanar was first of all a soldier trying to address the question of how to move from one phase of “people’s war” to another, a move that required specific skills and resources. The party’s ideology was of little help here. It assumed that the growth of popular support and NPA military strength would correspond to each other in a process of linear development. The inspiration for this was a mythologized view of the Chinese and Vietnamese revolutions, one that did not, among other factors, recognize the role of insurrections, foreign support, as well as international solidarity, and diplomacy.

    In the early 1980s the development of the revolutionary movement threw up questions that could not be addressed by the stereotyped notions of the Protracted Peoples’ War. Urban protests and the mass movement outpaced predictions. And especially after the so-called “green revolution”, the capitalist character of social relations in the country-side became more pronounced. The growth of a rural proletariat accelerated. Some activists, such as the head of the party’s Mindanao commission, Edgar Jopson, tried to develop alternative strategic notions. Rather than seeing the rural guerrilla as, per PPW definition, “the highest form of struggle” the role of mass struggles, legal work and urban insurrections was re-evaluated.

    The principle of “centralized leadership and decentralized operations” allowed a considerable degree of pluralism in practice but experiences that contradicted the PPW-strategy did not lead to a change in the party’s orientation. The leadership rather tried to force the analysis of developments in the PPW framework. The PPW orthodoxy was not working out, but neither was an alternative strategy elaborated for the party.

    Things fall apart

    In January 2003, two gunmen killed Kintanar inside a restaurant. The CPP claimed responsibility, declaring a “people’s court” had sentenced Kinatanar to the “maximum penalty” a decade earlier. Arrested in 1991, Kintanar had not rejoined the movement after his 1992 release. According to the CPP, Kintanar had been working for the government. The assination of Kintanar was part of a series of killings by the CPP of former members and other leftists.

    In the late 1980s and early 1990s, a debate about strategy began to take place but this was cut short when Sison and his faction, supporters of Maoist orthodoxy and PPW, began expelling those they disagreed with. In 1992, Sison sent a statement to Philippine newspapers accusing Kintanar and others of being enemy agents.

    Quitoriano portrays Jose Maria Sison as arrogant and out of his depth in international exchanges, a judgment that corresponds with that of others. On the other hand, Quitoriano admires Kintanar, stressing his bravery and integrity. But some of Kintanar’s decisions show questionable political instincts. According to Quitoriano, the NPA’s 1987 announcement of a coming “general offensive” was a ruse, an attempt to distract the government army during an ultimately failed attempt by the NPA at bringing in weapons from North Korea. But what were the costs in terms of morale and credibility of announcing an offensive that never came? The single-minded pursuit of material resources also motivated what Quitoriano describes as “diving deep in the pernicious shadow economy”; to “encourage more daring” efforts by militants, they were given “incentives”; “they could use part of their loot – cars, houses, guns and entertainment – as long as these things were justified as part of their operations.” Such practices damaged the revolutionaries’ credibility.

    In the end, it was the search for financial resources that would be the end of Quitoriano’s revolutionary engagement. One of the concrete results of Quitoriano’s travels was a gift of one million dollars from Gaddafi. Quitoriano describes how this money became mixed up with forged dollars supplied through the JRA. When a Dutch contact tried to deposit the sum in Swiss bank accounts, the forged bills were detected. The Dutch intermediary was arrested, the party lost access to over a million dollars. In the Netherlands, the affair triggered a scandal over the use of development aid to funnel money to armed revolutionaries. Quitoriano, whose association with Kintanar already made him suspect in Sison’s eyes, was held responsible for the debacle.

    The book closes with an epilogue looking back at the purges mentioned before. Although Quitoriano was not involved directly, he does well not to ignore this horrible episode. At several points during the 1980s, CPP leaders became convinced that setbacks of the movement could be explained only as the result of sabotage from within. This led to hunts for so-called “deep penetration agents.” Not only were suspects assumed to be guilty, torture was frequently used to make them “confess” the names of co-conspirators. Predictably, this led to snowballing accusations as terrified victims said whatever they assumed their tormentors wanted to hear. Such “confessions” were sufficient reason to murder people. Especially in Mindanao, the movement “mutilated itself.” Well over 1000 people were murdered by their own comrades.

    Deeper Grounds, Darker Shadows could be read as a morality tale. What started out as a heroic endeavor by shoeless guerrillas who as a kind of militant mendicant monks wanted to serve the people, ended up in criminal affairs and fratricidal murder. But such an interpretation would leave out other aspects, equally essential to the history Quitoriano describes. For example, how armed struggle, with all its demands, was essential to maintain resistance against the Marcos regime, even if the specific strategy of the People’s War turned out to be a dead end. The CPP rose to be a mass movement, driven forward by ordinary people fighting for a better life for the poor and oppressed. Its successes, its failure and also its crimes are part of the development of the Philippine Left and need to be kept in mind by those working for a socialist alternative.

    Colombia could save US$40 billion in fuel import by accelerating electric vehicle adoption

    New analysis from Carbon Tracker finds that accelerated battery electric vehicle adoption in Colombia could save around US$40 billion in fossil fuel import costs through to 2050. It would also reduce pollution-related health costs and avoid climate-related economic damage.

    London, 20 April, 2026 – Colombia’s continued reliance on internal combustion engine (ICE) vehicles is creating long-term economic liabilities and increasing exposure to imported refined fuels, according to a new report from Carbon Tracker. Transport accounted for 75% of Colombia’s oil consumption in 2023, with over 25% imported. Under a business-as-usual pathway, Colombia could spend up to US$226bn on fuel import for road transport through to 2050.

    By contrast, an accelerated transition to battery electric vehicles (BEVs) would avoid 600 million barrels of oil equivalent (BOE) in fossil fuel use through to 2050 and deliver around US$40 billion in fuel import savings.

    The report argues that continued ICE vehicle sales lock Colombia into decades of higher fuel demand, health costs and climate-related economic damage. Carbon Tracker estimates that every new petrol and diesel vehicle sold today adds substantial lifetime costs: nearly US$6k per passenger car, US$120k per medium-duty truck, US$278k per heavy-duty truck and US$350k per bus.

    The analysis also points to the pressure on public finances. Carbon Tracker estimates fossil fuel subsidies at around US$6.8bn in 2025, compared with US$6.3bn in government revenues from fossil fuel sales, leaving a shortfall of US$0.5bn.

    At the same time, the report finds that the global automotive market is shifting rapidly in ways that de-risk BEV adoption. China’s manufacturing expansion has helped cut battery costs by more than 80% since 2013, while expanding model availability and strengthening supply chains. For emerging economies such as Colombia, this is improving access to lower-cost electric mobility.

    Carbon Tracker argues that Colombia is well placed to move faster in BEV adoption. The report highlights three key advantages: a relatively low (car ownership per capita), an electricity system primarily (72%) dependenton (clean) hydropower, and limited exposure to legacy domestic automotive manufacturing. Electricity also remains cheaper than petrol or diesel for road transport, lowering the lifetime ownership cost of BEVs compared to ICE cars for consumers.

    Alongside the economic case, the report finds that an accelerated BEV transition could generate health cost savings from lower levels of harmful air pollution. It also estimates that lower vehicle fleet emissions could avoid up to c US$35bn (present value) in climate-related economic damages through to 2050.

    Ben Scott, report author and Head of Energy Demand at Carbon Tracker, said:

    “Colombia has a clear opportunity to avoid deeper dependence on imported transport fuels and the long-term costs associated with continued ICE vehicle sales. The country has structural advantages that support transition to BEVs, while providing an opportunity to phase down fuel subsidies, reducing pressure on public finances.”

    The report calls on the Colombian government to develop a joined-up economic and industrial strategy that positions BEVs as a key sector in a modernised, low-carbon economy. It recommends strong supply-side regulations, co-ordinated fiscal reform, and targeted charging infrastructure rollout.

    The SSC will announce the official SSC CGL Notification 2025 on June 9th, 2025 (Monday). After that, the applicant can visit the official website of SSC i.e. ssc.gov.in to know the required eligibility conditions and other necessary conditions. The Commission is most likely to release the online applications along with the notification on its official site. Interested SSC aspirants will be able to apply for SSC CGL Tier 1 online till July 4th, 2025. The Tier 1 exams will be held on 13 to 30 August 2025.

    SSC CGL Notification 2025

    Every year SSC conducts the SSC CGL Exam for employee applicants for various divisions of administration under “Group C” and “Group B” posts. As per the latest updates, the SSC will release the official notification PDF on June 9th, 2025, for the SSC CGL 2025 Exam. If there would be any changes in the dates, then the officials will announce the same. The Notification will include needed info regarding the exam such as eligibility criteria, age limit, recruitment process, updated exam format, and more which you can find in the official portal of SSC. Interested candidate needs to create their One-time Registration (OTR) number to fill out the SSC CGL 2025 Application form.

    The SSC CGL exams are conducted in 2 tiers. If the candidate clears Tier 1 then he/she is eligible for Tier 2. They just need to register for it. Both the exams are Computer Based that are done on an online mode.

    The SSC has set some eligibility criteria to appear for the SSC CGL Exam 2025. The Eligibility Criteria are based on Education qualification, nationality, and age limit. Only the eligible applicants who fulfil the criteria will appear for the exam. Below you can find out the criteria based on last year’s notification:

    Education Qualification

    1. Junior Statistical Officer (JSO): Bachelor’s Degree from an approved College with 60% marks in Maths in 12th class. OR bachelor’s degree with Statistics as a subject in graduation.
    2. Assistant Audit Officer/ Assistant Accounts Officer (AAO): A Bachelor’s degree from an authorized University. Additional Qualifications such as a CA, CMA, CS, M.COM, MBA (Finance), master’s in business studies, or master’s in business economies.
    3. Statistical Investigator Grade-2: Bachelor’s degree from an authorized university with Statistics, Economics, and Mathematics as an obligatory or optional subject.
    4. Assistant in National Company Law Appellate Tribunal: bachelor’s degree from a certified university. A law degree is preferred from a certified university.
    5. Research Assistant in National Human Rights Commission: Bachelor’s degree from a recognized university. And at least 1 year of research experience from a recognized Research Institution or any recognized university.  
    6. For Remaining posts: A Bachelor’s degree in any field from a recognized university.

    Nationality

    An applicant must be an inhabitant of Nepal, India, or Bhutan. Or an individual of Indian origin who has migrated from Burma, Sri Lanka, Pakistan, Uganda, East African countries of Kenya, Zambia, Zaire, Vietnam, Ethiopia, Malawi, or the United Republic of Tanzania with the purpose of setting in India enduringly.

    Age Limit

    SSC CGL 2025 Application Fees
