Renewables Not Enough: World Needs Democratic, Decentralized Energy, says Report

In order to build an adequate low-carbon 21st century energy system that scientists have said is necessary to stave off the worst impacts of climate change, a new report argues that the world must look beyond large-scale, centralized renewable projects—such as industrial solar and wind farms—and take up efforts to build more democratically-controlled and decentralized power grids.

Contained as a chapter in the Worldwatch Institute's State of the World 2014: Governing for Sustainability, the research compiled by professor Sean Sweeney, who co-directs of the Global Labor Institute at Cornell University, says the world's energy systems must be "reclaimed to serve public interests, rather than focus on maximizing sales and profits" for the large corporations who now benefit from the burning of fossil fuels and the centralized grids that distribute most of the world's electricity.

"A timely and equitable energy transition can occur only with greater energy democracy, which requires that workers, communities, and the public at large have a real voice in decision making, and that the anarchy of liberalized energy markets is replaced with a comprehensive and planned approach," writes Sweeney.

According to a 2010 report (pdf) by the Center for Social Inclusion, true "energy democracy" is exemplifed by renewable energy projects that are "small-scale, locally owned or controlled" and  "structured to allow local investment, sweat equity, and a transparent process for setting fair [market] prices."

(Working Paper #2) Climate Change and the Great Inaction: New Trade Union Perspectives

This paper has been written for unions and unionists who are perhaps in the early stages of their engagement with climate change and who feel they might benefit from knowing “the story so far” in terms of trade union involvement.

But it is also being written with an eye to the future, to generate discussion that may help unions develop the kind of compelling ideas and proposals that can lead to an increase in membership engagement and climate activism. A global movement demanding immediate and effective action on climate change is urgently needed, and unions can play an important and potentially decisive role. However, part of the process of building such a movement will require taking stock, in broad terms, of what has been learned with regard to past efforts both practically and at the level of ideas and core theoretical assumptions.

This paper focuses mainly on the UN level, where the level of union activity has been very significant and worthy of examination. It will be clear from what follows that the climate politics of the international trade union movement has reached an impasse–the same is also true of other movements who have fought for a global climate agreement and have seen their hopes shattered. But this is more than a problem of barking up the wrong tree, or of the wrong set of persons sitting in the seats of power at the wrong time. The “green economy” framework that has informed trade union policy on climate change and sustainability has also reached a political dead end. This is obvious at the UN level and increasingly obvious at the level of the nation state, one or two exceptions notwithstanding. Once regarded as inevitable, the green economic transition as imagined by the more far—sighted wing of the political and corporate establishment now borders on the impossible.

In following how unions have engaged the UN’s climate process, it is also possible to observe and reflect on how the trade union discussion has shifted from the days of the “triumph of the market” neoliberal globalist moment in the early 1990s to the present time, when the impacts of the Great Recession (and the need for jobs) are still all too evident in many parts of the world. In the early 1990s neoliberal capitalism was wiping the floor with unions. Unions of course remain under attack and very much on the defensive. But, in common with other social movements, unions have in recent years begun to engage in a deeper questioning of the political economy of capitalism from both a climate and environmental standpoint and from a socioeconomic perspective. Can politics significantly alter the systemic and profoundly unsustainable features of capitalism, particularly unlimited growth, accumulation, and consumption? In the light of the world leaders’ “great inaction” on climate change, this has to be the key question that lies at the heart of the trade union debate in the period ahead.

Why Aren’t Rural Electric Cooperatives Champions of Local Clean Power?

When it comes to ownership, there are few better structures for keeping a community’s wealth local than a cooperative. So why is it that America’s rural electric cooperatives are tethered to dirty, old coal-fired power plants instead of local-wealth generating renewable power?

There are a lot of answers to this question, but it might start with this: electric cooperatives aren’t quite like other cooperatives.

The Seven Slipping Cooperative Principles

Cooperatives around the world adhere to the “Seven Cooperative Principles,” but electric cooperatives (at least in the United States) fail on several of these principles.

  • Voluntary and open membership. Nope. If you want electric service in cooperative territory, you sign with the cooperative. While it’s no different than rules for other types of utilities in the 30 states that grant utilities a monopoly service territory, it violates the principles of cooperatives.
  • Democratic control (one member, one vote). Not always. Some electric cooperatives award one vote per meter, and some customers (e.g. farmers, industry) have more than one meter. Furthermore, many cooperatives filter potential board candidates with “nominating committees.” And look, here’s a board election with no opposition!There’s also a big gap between cooperative member support for (paying more for) renewable energy and cooperative behavior. This 2013 survey in Minnesota, for example, shows little separation between urban and rural areas (where cooperatives are dominant) in support for renewable energy, yet cooperatives opposed every bill favoring clean energy in the 2013 legislative session.
  • Members control the capital of the cooperative.
  • Cooperatives maintain their autonomy and independence even if they enter into agreements with other entities. Questionable. Many cooperatives sign 40- or even 50-year purchase contracts with power suppliers to supply 95% of their entire sales, mostly from coal-fired power plants. Standard and Poor’s explains this in an evaluation of a Seminole Electric in Florida, a generation & transmission cooperative that sells to rural cooperatives. In their words, one of the utility’s credit strengths is, “A captive retail market and the ability to set rates through take-and-pay, all-requirements wholesale power agreements with nine of 10 members through 2045.”
  • Cooperatives provide educational opportunities to their members and the public on the benefits of cooperatives. Questionable. If you read rural electric cooperative newsletters, you’ll hear a lot about climate change but you’ll often find the phrase in quotes
  • Cooperatives work best when cooperating with other cooperatives. Questionable, refer to #4. Some of these power suppliers are “co-ops of co-ops,” but these long-term contracts have tethered the economic fortunes of cooperative members to the vagaries of the coal market (see below). More than any other type of utility (public or investor-owned), rural electric cooperatives are reliant on coal for their electricity fuel. The average U.S. utility is 38% coal-fired power.

It's Time to Take Over the Big Energy Firms

How can we solve the problems of climate change, eliminate fuel poverty and improve energy security? Most politicians look to the market for solutions – but these plainly do not work.

The climate crisis has been caused largely by around 100 companies, which between them produced nearly two-thirds of the greenhouse gas emissions generated since the dawn of the industrial age.

Fifty of those fi rms are privately-owned – mostly oil companies such as Chevron, Exxon, BP and Royal Dutch Shell and coal producers such as British Coal Corp, Peabody Energy and BHP Billiton. Some 31 of the companies are state-owned companies such as Saudi Aramco, Gazprom and Statoil. Nine were government-run industries, producing mainly coal in countries such as China, the former Soviet Union, North Korea and Poland.

Everyone knows that heating and lighting our homes are basic necessities – yet the price of doing so continues to spiral upwards across the globe. It’s a disgrace that 25,000 people die of the cold every winter in the UK. Yet the government’s own projections say that gas prices are likely to go up over the next decade. Poorer families spend more than high earning households as a proportion of their spending on energy bills. This fuel poverty is a blight on the lives of millions – and a damning indictment of the welfare system in this day and age.

The UK has some of the least energy efficient households in Europe. Refurbishing, modernising and rebuilding the housing stock would make sense for improving living standards, reducing carbon emissions and creating hundreds of thousands of jobs. However the rule of the market does not and will not provide the investment needed.

Energy Crisis and Social Crisis

Every sector of the economy depends on it: energy of one kind or another. Energy makes the world go round and the power that rules the world is linked to the way energy is produced and consumed. The capitalist regime did not really gain momentum until the steam engine and the energy produced by the combustion of coal could be harnessed to industry. The initial dependence on coal was the cause of the vast size and appalling filth of the first industrial factories and cities; as the basis of the productive process, this dependence was responsible for the centralization of the entire system and the intensive exploitation of labor power. The internal combustion engine and the turbine put an end to the rule of coal, but not to the basic characteristics of society that had been created by it. Although the generalized use of electricity and gasoline made production more flexible and extended the range of consumption, facilitating the decentralization of factory production and the unlimited geographical expansion of the cities, social development continued to proceed within the framework that had been established by “carboniferous” capitalism: not only was the model of concentrated and hierarchical power maintained, but it was further reinforced by the new technologies. The refinement of machine production only reduced the role of the workers in the productive process, intensified exploitation and stabilized the class order. The new technologies consolidated class society and reinforced the foundations of domination.

Petroleum and electricity allowed productive activities to be relocated far from primary energy sources, that is, they capitalized the world. The extreme separation between the production and consumption of energy made transport the main strategic factor and at the same time the weak link of the system. Any serious disruption in the energy supply would cause all of society to collapse very quickly. Capitalism cannot exist without an extremely robust privatized distribution network to connect energy sources, which are under the control of financial enterprises or state-based mafias, with their consumer hostages. The expropriation of energy resources is a most instructive characteristic of social inequality: the proletarian from this perspective is the person who does not have unrestricted access to free energy. This explains why the ruling class strives to maintain the private ownership of energy resources and thus to keep the population in the most complete dependence. By fighting against the socialization of energy resources, locally controlled power generation and distribution networks and consumption, the ruling class is simply defending its social status.

Without cheap, inexhaustible and easily accessible energy, industrial society cannot continue to grow. The ruling class became aware of this “energy reality” when oil prices spiked after the creation of OPEC in 1973. The response was two-pronged: on the one hand, massive investments in nuclear power; on the other, the arms race of the great powers that was required by geopolitics, that is, the art of controlling of the world’s main oil and gas fields. The militarization of the world became indispensable for the system’s survival. This was a deliberate choice: it was the only way that power and servitude could be maintained.

Communising Energy: Power to the People!

Part of domestic living in Britain is receiving hot water and heating from a boiler that serves one property alone. In fact, around 93% of households have a single appliance in homes where typically the number of occupants per household is around 2.5. Natural gas is the majority fuel by far for all heat needs within homes and non-domestic buildings.

So, where's this going beyond pointing out that gas is king and there is a boat load of heating and hot water boilers per person? I hope to make a brief case for the immediate need to do away with individual boilers, replacing them as best practicable with a more communised form of heating, the district heating network (DHN).

The case against the crap we call cutting edge technology

Fuel, more specifically natural gas, is running out fast in Britain, and despite our dependence on a finite resource we desperately rely upon for industry and manufacturing, we burn the stuff in our own homes, regulated by nothing more than the ability to pay. The utilisation of renewable energy sources for heat production in Britain is, according to the Department of Energy and Climate Change "around 15%... in 2012; this equates to 2.3% of total heat demand" (DECC, National Renewables Statistics), a figure that flies in the face of a common misconception that problems around resources and emissions control are being adequately addressed by technology. Furthermore, whilst the trend for using renewable sources of energy have continued to impress for electricity production, for heat production less so. In 1990, renewables represented a replacement of around one million tonnes of oil for both electricity and heat production, a third of that figure being for heat. In 2012 renewables replaced around 7 million tonnes of oil for electricity production and one million tonnes heat; considering most energy use is for heat production overall, development in renewable energy for heat production has seen the smallest change in face of the biggest need.

Capital Blight: a Green-Syndicalist Responds to David Walters "Socialist" Defense of Nuclear Energy

I read with interest David Walters's recent article, "A Socialist Defends Nuclear Energy, wondering what I would find. I soon discovered there was very little credible "defense" and for that matter, not much "socialism" (other than the citation of various Marxist quotations that Marx and Engels would have bristled at given their context here) in it. In fact, it read to me as a typical capitalist defense of its standard operations wrapped in a rather threadbare and tattered red flag.

Michael Friedman has thoroughly debunked Walters's claims about the "safety" of (conventional) nuclear (fission) energy and the "ease" at dealing with the nuclear waste in his own piece so there is no utility in elaborating further on that matter. It is my intention to address the issues that Friedman didn't cover.

To begin with, if David Walters is so willing to overlook peer reviewed science and factual evidence that clearly shows that conventional nuclear fission energy is unsafe and the problem of nuclear waste not easily handled, he may as well also argue in favor of thorium based breeder reactors, nuclear fusion power, fracking, tar sands, "clean" coal, or even hydrogen fuel cells which are equally questionable technologies (and please note that I am not arguing in favor of any of these things here, though I think hydrogen fuel cells are worth a look at least).

Additionally, Walters lumps in all greens into a single, monolithic group, dominated by primitivism and Malthusianism. This is as inaccurate as arguing that all communists take their marching orders from Stalin. This is the rhetoric one expects to hear from the most reactionary elements of the capitalist class's punditocracy rather than an informed anti-capitalist. To me this is a clear indication that his entire argument is mere propaganda and has very little substance.

Reinventing the Wheel - The Question of “Rare” Earths

Rare earths often have the same effect on a conversation on renewable energy as a bucket of cold water to the face. With China's near-total monopoly on their production and refinement coupled with their necessity for producing green energy technology such as wind turbines many see rare earths as a question of trading Saudi oil barons for Chinese mining magnates. Others decry the environmental damage done by the mining and refinement processes, arguing the cost outweighs any benefit from green energy. In the eyes of many the issue of rare earths makes solar and wind power dead ends, effectively short-circuiting any green energy revolution. Such preconceptions are based on incomplete, inaccurate, and insufficient reporting on the real story behind rare earths.

Labor’s Stake in Decentralized Energy: A Strategic Perspective

This paper sketches some of the implications of the world’s economic and climate crisis for the future of the international labor movement.

It contends that resolving this crisis requires a transition from the globalized capitalist economy based on fossil energy to local sustainable economic development made possible by decentralized renewable energy systems.

Furthermore, it posits that the labor movement, as the most organized expression of the working class around the world, can play a crucial role in this transition. Labor’s challenge is to represent the interests of the world’s working people in averting the economic and ecological collapse now underway and in developing the new economic models needed for our survival.

This is a new role for organized labor. It means breaking with old patterns. It means looking beyond labor’s traditional job-protection focus to join with other sectors within the 99% majority to actively participate in the creation of economic development models—based on decentralized renewable energy systems—that can help assure our survival.

Trade unions and climate change: the need for a programmatic shift

Climate change is a trade union issue. That is what we increasingly, and rightly, have been told by international trade unions leaders over the last ten to fifteen years. While the inter-governmental negotiations on climate change can be dated back to the Earth Summit in Rio de Janeiro in 1992 and the first so-called Conference of the Parties (COP) in Berlin, 1995, it was only about 15 years ago that trade union representation at the COP conferences reached around 100 delegates. Since that, representation has been increasing, and we have seen a growing trade union activity on climate change issues.

This activity has focussed particularly on the social dimension of climate change and climate change policies. Thus, the focus has been more on the effects on workers of climate change prevention and mitigation than on policies to really cut fossil fuel emissions. However, trade unions, as well as governmental bodies, cannot be assessed only on the basis of their activities, but first and foremost on what has been achieved in terms of climate change prevention and mitigation – and the social consequences. In this regard, we must admit that the trade union movement has not been able to take a lead in the climate change struggle.
