Putting the "Justice" in "Just Transition": Tackling Inequality in the New Renewable Econom

This is why we are proud to support this report, and why we will campaign to ensure its ideas and strategies for a just transition and for a new offshore wind industry with good terms and conditions of employment are implemented.

For over 150 years the Victorian union movement has led efforts to improve the lives of working people. Our campaigns for industrial rights have been matched by a commitment to broader social, political and economic rights. We know that the threat of climate change is best met in ways that are deeply engrained in our movement – solidarity, collective action, respect for workers, a commitment to decent jobs and economic and social justice.

We know, too, that unions must lead in the restructuring of the Australian and global economies that is necessary if we are to avoid catastrophic climate change. As unionists we know only too well what happens when economic restructuring occurs without unions to represent the interests of workers. This country has a bad track record when it comes to industry restructuring, with many instances of workers just being given help to write CVs and no effort put into the development of new employment opportunities. The privatisation of the State Electricity Commission of Victoria shows what happens when industries are profoundly restructured without proper consideration of workers’ interests – whole communities are affected for decades.

This is why the proposals put forward in this report are so important. Using the prospect of the Star of the South project in Gippsland to develop a framework for the creation of an Australian offshore wind industry, the document focuses on ensuring that benefits flow to local communities and workers, while not ignoring the opportunities for Victoria and the nation more generally.

The scale of the Star of the South project is impressive. It should help in the transition when brown coal companies make decisions that affect the Latrobe Valley without consulting workers. It would deliver major benefits to Gippsland, a region that has powered our State for generations. But those benefits will only be fully realised if the Victorian government can undertake the comprehensive planning needed to ensure that workers and unions are placed front and centre so that the potential jobs are maximised and a just transition is prioritised. Making sure it is done well is exactly what Australia needs to break through the scepticism and doubt that a truly fair and sustainable economy is possible.

Tackling the Farm Crisis and the Climate Crisis

The farm crisis is real, as is the climate crisis. Left unchecked, the climate crisis will dramatically deepen the income crisis on Canada’s farms as farmers struggle to deal with continued warming, more intense storms, and increasingly unpredictable weather. It is clear that climate change represents a major challenge to agriculture, but it also represents an opportunity.

Farmers and policymakers are encouraged to recognize that we are facing an existential crisis, which means that all of our options must be on the table for consideration, even if they are uncomfortable to consider. If we commit to an open and honest conversation about the causes and effects of climate change and how they are intertwined with our agricultural sector, we also take the first steps towards a transition that will benefit us all.

Tackling the Farm Crisis and the Climate Crisis does not claim to have all the answers. Both the climate crisis and the farm crisis are so complex that no single report can provide all the answers. However, this report does have many answers — some of which could be implemented right away. Others provide a starting point to opening up the climate conversation in the agricultural sector. Options that will work for different geographic locations, soil types, or types of farms will be explored, but there is no one-size-fits-all solution.

Making decentralised electricity work for all of us

Decentralised electricity is on its way in, like it or not. Networks managed by “smart” technology, supplied by renewable sources and other small-scale power stations, can only expand.

Systems centred on ever-larger coal-, gas- or nuclear-fired power stations, completely dominant fifty years ago, will decline in many countries from now on – although they will not go quietly.

Social and labour movements had better take notice. If we don’t make this technological change work for people, energy corporations will make it work for profit.

And those corporations are paying close attention. “The centralised model of power production is dying”, Mark Boillot, a senior vice president of Électricité de France, one of Europe’s largest electricity

companies, said recently. It will be “replaced by local solar and wind, supplemented by batteries and intelligent management of supply and demand”.

Labour Party policy

In the UK, the Labour party conference last week called for a Green New Deal; rapid expansion of renewables generation, and taking the “big six” energy companies into public ownership, would be key elements.

This cuts across current Labour electricity policy, set out in the Bringing Energy Home document published earlier this year: to extend public ownership only to the transmission (high-voltage) and distribution (low-voltage) electricity networks, plus networks that supply gas to homes for cooking and heating. Generation of electricity (power stations, wind farms, and so on), and supply (the marketing of the electricity to users) will stay in private hands.

The conference’s stance, if translated into policy, would potentially be much better suited to making electricity decentralisation work for us all.

From Ambition to Action: UK Unions and Allies Work to Develop Energy Transition Vision, Promote Public Ownership

On July 9-10, 2019, unions and allies in the UK came together in Manchester for a two-day working meeting. Titled Energy Transition and Economy-Wide Decarbonisation, the meeting carried forward recent discussions on how unions and close allies can work with the Labour Party to shape its commitments on extending public control over the power sector, and the Party’s strategy for decarbonisation. The event built on discussions at the previous year’s TUED meeting in Sheffield, England.

The Manchester meeting took place against a backdrop of mass student demonstrations for climate action as well as “climate emergency” declarations by the UK parliament and scores of city councils. Participants in the meeting included representatives from 15 UK trade union bodies, Labour Party staff and advisors working around energy, transport, and community organizing, and more than 20 close allies from research, policy advocacy and campaigning organizations in the UK and beyond. Linking Ambition to Ownership

In opening the meeting, TUED Coordinator Sean Sweeney noted that many UK unions and the TUC formally support public ownership of energy. They also generally support the need for rapid decarbonization of the economy. However, he noted that unions—and key environmental organisations—could do a better job in showing that public ownership and decarbonisation are in fact inseparable. “Climate targets,” said Sweeney, “simply will not be met if energy systems are not comprehensively reclaimed to public control.” Sweeney emphasized as goals for the meeting the need for: moving from calls for ever-greater “ambition” to developing concrete plans and programs; embracing public ownership as essential to achieving decarbonization goals; establishing and maintaining consistent engagement with these issues across the labour movement; and consolidating and strengthening our collective capacity to tackle the immense technical challenges that must be faced.

Energy commons: from energy transition to climate justice

In 2019, only oil lobbyists and shabby orange politicians persist in denying the influence of human activities on the Earth’s climate. Scientific evidence is piling up and we know that we must change our ways. The concept of energy transition has become mainstream.

However, governments have remained remarkably motionless. They are so inactive that kids have started school strikes and demand climate justice in front of the United Nations’ Conference of Parties. They are so immobile that citizen groups actually sue their governments for their lack of climate action. And when governments attempt to do something, it is so unjust that people take to the streets even during the coldest months of the year, screaming, filled with rage and frustration.

Our leaders have forgotten that the poorer half of our societies should not have to clean up the mess produced by the richest half. That it should not be our kids cleaning up our mess.

Doing It Ourselves

Facing a lack of political will, an interesting and vivid grassroots movement has taken shape to reclaim our energy systems. From households to city politics, and even at the European level, there has been an unprecedented involvement from the public into energy and electricity matters. For example, in the shape of energy cooperatives.

According to the European Federation of renewable energy cooperatives, RESCOOP, there are at present some 1,250 energy communities in which a million people throughout Europe are involved. Through the RESCOOP federation, these groups actively lobby at a European level to bend the legislation towards promoting and supporting energy cooperatives.

This model of energy cooperativism originated in Germany in the late 1990s and was enabled by a set of disruptive laws supporting the production of renewable energy. This bill kick-started the German energy transition (dubbed “Energiewende”), which has become a landmark and is being widely copied.

The two main pillars were defined in the Feed-In Act of 2000: the priority of renewable sources to the grid and feed-in tariffs (fixed prices paid for renewable energy).

The particularity of this framework is that it has enabled small players to enter the game. Citizen cooperatives and households have especially benefited, because a fixed price for each kilowatt hour (KWH) could be sold back to the grid, which gave them more space to invest in new technologies.

From the late 1990s onwards, the number of cooperatives in Germany has grown exponentially, reaching 900 in 2019, representing the majority of energy cooperatives in Europe. It is a model that comes with many advantages. Let’s virtually visit one of these cooperatives together.

Internationalising the Green New Deal: Strategies for Pan-European Coordination

Climate politics are today bursting to life like never before. For four decades, market fundamentalists in the United States and United Kingdom have blocked ambitious efforts to deal with the climate crisis. But now, the neoliberal hegemony is crumbling, while popular climate mobilisations grow stronger every month. There has never been a better moment to transform politics and attack the climate emergency.

When the climate crisis first emerged into public consciousness in the 1980s, Margaret Thatcher and Ronald Reagan were consolidating a neoliberal doctrine that banished the most powerful tools to confront global heating— public investment and collective action.

Instead, neoliberals sought to free markets from democratically imposed constraints and the power of mass mobilisation. Thatcher insisted that there was no alternative to letting corporations run roughshod over people and planet alike in the name of profit. Soon, New Democrats and New Labour agreed. While the leaders of the third way spoke often of climate change, their actual policies let fossil capital keep drilling and burning. Afraid to intervene aggressively in markets, they did far too little to build a clean energy alternative.

Then the financial crisis of 2008 and the left revival that exploded in its wake laid bare the failures of the neoliberal project. An alternative political economic project is now emerging—and not a moment too soon. As the Intergovernmental Panel on Climate Change put it, keeping global warming below catastrophic levels will require “rapid, far-reaching and unprecedented changes in all aspects of society.” In other words: public investment and collective action.

Fortunately, movements on both sides of the Atlantic have been building strength to mount this kind of alternative to market fundamentalism. On the heels of Occupy Wall Street and Black Lives Matter, Bernie Sanders’s 2016 Democratic primary campaign breathed new life into the American left and its electoral prospects. Jeremy Corbyn’s election as leader of the Labour Party, spurred by a vibrant grassroots mobilisation, gives those of us in the U.S. hope: if New Labour could give way to Corbynism, surely Clintonism can give way to the left wing of the Democratic party. In the U.K., drawing on tactics from the Sanders campaign, Momentum has developed a new model of mass mobilisation to transform a fossilised political party. It’s restoring the dream that formal politics can be a means for genuinely democratic political organising. In turn, U.S. leftists are learning from Momentum’s innovations.

The vision of the Green New Deal that has taken shape in the United States in the past few months is in many ways a culmination of the U.S. left’s revival. The Green New Deal’s modest ambition is to do all that this moment requires: decarbonise the economy as quickly as humanly possible by investing massively to electrify everything, while bringing prodigious amounts of renewable power online; all this would be done in a way that dismantles inequalities of race, class and gender. The Green New Deal would transform the energy and food systems and the broader political economy of which they are a part.

Sea Change: Climate Emergency, Jobs and Managing the Phase-Out of UK Oil and Gas Extraction

This new report released by Oil Change International, Platform and Friends of the Earth Scotland shows that a well-managed energy transformation based on Just Transition principles can meet UK climate commitments while protecting livelihoods and economic well-being, provided that the right policies are adopted, and that the affected workers, trade unions and communities are able to effectively guide these policies.

This report examines the future of UK offshore oil and gas extraction in relation to climate change and employment. It finds that:

  • The UK’s 5.7 billion barrels of oil and gas in already-operating oil and gas fields will exceed the UK’s share in relation to Paris climate goals – whereas industry and government aim to extract 20 billion barrels;
  • Recent subsidies for oil and gas extraction will add twice as much carbon to the atmosphere as the phase-out of coal power saves;
  • Given the right policies, job creation in clean energy industries will exceed affected oil and gas jobs more than threefold.

In light of these findings, the UK and Scottish Governments face a choice between two pathways that stay within the Paris climate limits:

  1. Deferred collapse: continue to pursue maximum extraction by subsidising companies and encouraging them to shed workers, until worsening climate impacts force rapid action to cut emissions globally; the UK oil industry collapses, pushing many workers out of work in a short space of time. Or:
  2. Managed transition: stop approving and licensing new oil and gas projects, begin a phase-out of extraction and a Just Transition for workers and communities, negotiated with trade unions and local leaders, and in line with climate change goals, while building quality jobs in a clean energy economy.

The report recommends that the UK and Scottish Governments:

  • Stop issuing licenses and permits for new oil and gas exploration and development, and revoke undeveloped licenses;
  • Rapidly phase out all subsidies for oil and gas extraction, including tax breaks, and redirect them to fund a Just Transition;
  • Enable rapid building of the clean energy industry through fiscal and policy support to at least the extent they have provided to the oil industry, including inward investment in affected regions and communities;
  • Open formal consultations with trade unions to develop and implement a Just Transition strategy for oil-dependent regions and communities.

Gulf South for a Green New Deal Policy Platform

The Gulf South is uniquely positioned to be a national leader in the movement for a Green New Deal. With the climate crisis accelerating faster than even most scientific predictions, deep investment in Gulf South frontline communities will yield an opportunity for this region to be a global leader in equitable approaches to a socio-economic transformation that builds wealth and sustainability for the nation and the world.

Gulf South for a Green New Deal is a multi-state effort to address the impact of the global climate crisis on some of the most unique communities in the US. In May 2019, more than 800 advocates, farmers, fisherfolk, and community leaders from across the Gulf South gathered in New Orleans around a shared vision to advance regional sustainability in the face of the global climate crisis.

The creation of the Gulf South for a Green New Deal (GS4GND) Policy Platform was a six-month process anchored by the Gulf Coast Center for Law & Policy (GCCLP). Using techniques from the People’s Movement Assembly Process, GCCLP facilitated a five-state process of formalizing frontline voices. Through a broader regional organizing effort, over 100 original signatories are listed herein. Additional signatories will be updated quarterly.

This document is a collective assertion that the Gulf South must be included in the development of national policy. This platform is not a comprehensive policy vision, but rather a starting point and living tool of regional alignment and broad organizing in the Gulf South. The principles, goals, and strategies of this Policy Platform are offered to address what a Green New Deal must look like to be successful in the Gulf South.

We offer this document as a step towards climate justice, self-determination, and dignity for all people everywhere.

As goes the South, so goes the nation.

An Ecosocialist Green New Deal: Guiding Principles

Humankind has reached a moment of existential crisis. Human activity is causing disastrous climate disruption and Earth’s sixth mass extinction event, triggering critical losses of biodiversity. We are already locked in for global warming that will have catastrophic effects, and we are on a slippery path to our own extinction. The 2018 Special Report from the Intergovernmental Panel on Climate Change (IPCC) warns unequivocally that “without societal transformation and rapid implementation of ambitious greenhouse gas reduction measures, pathways to limiting warming to 1.5°C and achieving sustainable development will be exceedingly difficult, if not impossible, to achieve.”

Yet, the crisis we face exceeds ecological breakdown. Deepening inequality, suppressed democracy, precarious jobs, racial and gendered violence, border hostility, and endless wars make up the terrain on which climate destabilization will be unleashed. The most vulnerable members of society will be hit hardest, first, and suffer most.

We must solve the climate crisis and the inequality crisis together. Climate remedies in the context of austerity will produce a popular backlash, as we see in the yellow vest protests against a fuel tax. Corporations profiting from fossil extraction have long worked to turn workers against environmentalists, claiming that clean energy would be a job killer. But working class and poor people’s quality of life, gravely threatened by climate disruption, would greatly improve in a just transition. Because corporate capitalism rewards extraction to concentrate wealth, it must be replaced by a sustainable economy. A Green New Deal can begin the transition from exploitative capitalism to democratic ecological socialism.

The urgency and scale of the crisis we face demand solutions that meet the magnitude of this moment. The ineffectual gradualism and corporate obedience demonstrated by the U.S. government’s climate response has proven to be a dead-end for humanity. We need rapid, systemic transformation that heals the stratification of wealth and power while putting decarbonization and justice at the forefront.

We need a Green New Deal. We demand a Green New Deal, and we demand that it serve people and planet—not profit.

Energy Democracy: Taking Back Power

Executive summary

Electric utility (re)municipalization is gaining popularity as a strategy to shift away from a reliance on fossil fuel extraction in the context of combating climate change. Across the world—from Berlin to Boulder—communities have initiated campaigns to take back their power from investor-owned (private) utilities and create publicly owned and operated utilities. Moreover, such efforts are increasingly taking on the perspective and language of energy democracy.

Energy democracy seeks not only to solve climate change, but to also address entrenched systemic inequalities. It is a vision to restructure the energy future based on inclusive engagement, where genuine participation in democratic processes provides community control and renewable energy generates local, equitably distributed wealth (Angel, 2016; Giancatarino, 2013a; Yenneti & Day, 2015). By transitioning from a privately- to a publicly owned utility, proponents of energy democracy hope to democratize the decision-making process, eliminate the overriding goal of profit maximization, and quickly transition away from fossil fuels.

Utilities are traditionally profit-oriented corporations whose structures are based on a paradigm of extraction. Following the path of least resistance, they often burden communities who do not have the political or financial capital to object to the impacts of their fossil fuel infrastructure. Residents living within three miles of a coal plant, for instance, are more likely to earn a below-average annual income and be a person of color (Patterson et al., 2011); similar statistics have been recorded for natural gas infrastructure (Bienkowski, 2015).

These utilities are in a moment of existential crisis with the rise of renewables. From gas pipelines to coal power plants, their investments are turning into stranded assets, as political leaders and investors realize that eliminating fossil fuels from the energy mix is paramount to creating healthy communities and stemming climate change.

Unfortunately, often publicly owned utilities in the United States have similar energy generation profiles to their privately owned counterparts (American Public Power Association, 2015). This paper explores the extent to which publicly owned utilities are reticent to take on the new energy paradigm and evaluates their ability to provide energy democracy compared to investor-owned utilities.
