Employment After Coal: Creating new jobs in eastern Kentucky

The steep, ongoing decline of coal mining has caused the loss of 30,000 coal jobs in eastern Kentucky in the last 30 years. Trends in energy markets and public policy make it clear that a coal‐based economy is not coming back. A successful response to this crisis, replacing the lost kingdom of coal with a sustainable, community‐controlled economy, is crucial to the hopes for forward‐looking economic development in the region.

The issue reverberates far beyond the coalfields, as the national search for clean energy alternatives confronts impassioned claims about the need to protect coal mining jobs. In Kentucky and in the nation, a common but misleading frame on the debate suggests that there is no alternative, that “real” jobs can only be created by traditional industries, even if they are environmentally damaging.

In fact, the narrow, coal‐centered vision of “real” jobs is fading away, and discussion of newer, cleaner alternatives is already underway. Community organizations such as the Mountain Association for Community Economic Development (MACED) and Kentuckians for the Commonwealth (KFTC) have sponsored grassroots job creation initiatives, and have identified key sectors where employment growth should be possible. Both MACED and KFTC advocate for a Just Transition, a bigger picture that combines existing initiatives into a single vision of a working economy, mapping the sustainable occupations and industries that will fill the void left by coal.

Our analysis describes a new pattern of employment that Appalachian Kentucky could aspire to reach by 2030. It is a more challenging and longer‐term goal than is usually found in immediate grass‐roots campaigns. At the same time, it is more limited, detailed and practical than a grand statement of ultimate objectives. It occupies an intermediate level of abstraction, a mid‐range strategic vision of what the regional economy could look like in ten to twenty years.

What kind of "just transition"?

The climate justice movement knows what it is against, but what are we fighting for? Michael Ware, of System Change Not Climate Change, has some answers:

EVERYONE BUT a few Republican crackpots now acknowledge that the planet faces a climate emergency. But the bosses at ExxonMobil had a bit of a head start.

A company memo was unearthed this year showing that the oil giant knew since 1977 from its own scientists that burning fossil fuels contributed to global warming. But the findings were hidden, and Exxon continued to be climate change deniers for decades to come.

This revelation speaks volumes about how short-term profits trump everything under capitalism, even human survival. Exxon's research pointed toward what we are living through today: increased temperatures globally, drought, mass flooding, more intense hurricanes, crop failures, extinctions, melting polar regions, rising sea levels, ocean acidification, water scarcity, and on and on.

Already, climate change causes 300,000 to 400,000 deaths per year, mostly in the Global South, according to a study conducted on behalf of the UN several years ago.

In order to keep the increase in global temperatures under 1.5 degrees Celsius by mid-century and avoid catastrophic environmental changes, greenhouse gas emissions must be reduced by 5-10 percent each year. Already, the global temperature increase has been almost 1 degree Celsius.

The emergence of a green capitalism sector, increased energy efficiencies and limited expansion of renewable energy have done little to bring down the estimates of average temperature increases. Without a radical change of course, the increase will be between 4 and 6 degrees Celsius by the end of the century.

Clearly, just educating politicians and business leaders about the threat isn't enough. We need movements and protests strong enough to force big changes in the way humans produce and consume energy.

The urgency around halting climate change creates a unique political dynamic. The need for social change is always urgently felt by the oppressed, but for the first time, we have an environmental timer showing that the huge task of transitioning to a sustainable world must take place in this century, or humanity will face the consequences of an inhospitable planet.

Fighting for this kind of change will necessarily threaten capitalism. Yet it's hard for most people to envision a world without corporations, car culture, oil wars, oppression and a market for everything, including pollution.

A Superfund for Workers

When the Dominion Corporation proposed, on April 1, 2013, to build a liquefied natural gas export facility at Cove Point, Md., right on the Chesapeake Bay,seven hundred people demonstrated against it and many were arrested in a series of civil disobedience actions. But an open letter endorsing the project maintained it would “create more than 3,000 construction jobs” most of which would go “to local union members.” The letter—on Dominion letterhead—was signed not only by business leaders, but also by twenty local and national trade union leaders.

Similarly, in the struggle over the Keystone XL pipeline, pipeline proponents were quick to seize on the “jobs issue” and tout support from building trades unions and eventually the AFL-CIO. In a press release titled “U.S. Chamber Calls Politically-Charged Decision to Deny Keystone a Job Killer,” the Chamber said President Obama’s denial of the Keystone permit was “sacrificing tens of thousands of good-paying American jobs in the short term, and many more than that in the long term.”

The media repeat the jobs vs. environment frame again and again: an NPR headline on Keystone was typical of many: “Pipeline Decision Pits Jobs Against Environment.” A similar dynamic has marked the “beyond coal” campaign, the fracking battle, and the struggle for EPA regulation of greenhouse gases under the Clean Air Act.

Is there a persuasive answer to the charge that climate protection policies are job-killers? A common environmentalist response has been that environmental protection produces far more jobs than it eliminates. EPA Administrator Lisa P. Jackson explained, “environmental protection creates jobs—1.7 million of them as of 2008.” It is true that, on balance, environmental policies usually create jobs; unfortunately, this is of little comfort to the small number of workers in fossil-fuel producing and using industries who are likely to lose their jobs as a result of climate protection policies, including coal miners, power-plant workers, and oil refinery workers. And such workers can rapidly become Fox News poster children for the threat posed to workers by climate protection.

Fortunately, a strategy has been emerging to protect workers and communities whose livelihoods may be threatened by climate protection policies.

Maryland's Clean Energy Future

This report presents a Clean Energy Future (CEF) plan that reduces Maryland’s net emissions of greenhouse gases (GHGs) 80 percent below the 2006 level by 2050 – while adding more than ten thousand jobs per year. With a state strategy to encourage and expand the growing industries of the future, Maryland’s employment gains could be considerably greater.

Maryland has often been told that doing its share to save the earth’s climate will threaten its workers’ jobs. “Maryland’s Clean Energy Future: Climate goals and employment benefits” refutes that claim. This report lays out a climate protection strategy that will produce an estimated 10,000 more jobs per year over business as usual projections through 2050. Almost two-thirds of the jobs created will be in the high-wage construction and manufacturing sectors.

The report also indicates that Maryland can use the burgeoning state and national demand for clean energy to create good, stable jobs in a growing climate protection sector: manufacturing jobs, jobs for those who have been marginalized in the current labor market, and jobs for skilled union workers in the construction trades. Maryland needs a robust job creation and clean industry development strategy to realize that potential.

The EPA’s Clean Power Plan: How Unions and Allies Can Protect Affected Workers

The Environmental Protection Agency (EPA) has just issued the final text of the Clean Power Plan (CPP), a regulation whose purpose is to reduce the greenhouse gas emissions (GHGs) that climate scientists say are causing global warming. EPA and independent studies indicate that the CPP will create far more jobs than it eliminates. However, some jobs will be lost as a result of the plan, almost entirely concentrated in coal mining and electrical utilities. Affected workers and their communities should not have to bear the burden of environmental protection that benefits all. Public policy can and should provide a “just transition” that protects their wellbeing.

The EPA has released a “regulatory impact analysis” of job and other effects of the CPP. Dr. Josh Bivens of the Economic Policy Institute (EPI) conducted a further analysis to evaluate and extend the EPA findings and has produced the recently-released study “A Comprehensive Analysis of the Employment Impacts of the EPA’s Clean Power Plan.”

Between now and 2020, the CPP will require large investments in renewable energy and energy efficiency. It will also reduce jobs in power plants and mining. The new “direct” jobs created by 2020 will outnumber the jobs lost by 96,000 jobs.

How the Labor and Environmentalist Movements Can Put Workers at the Center of Climate Justice

2015, only halfway over, has already been an extreme year for both labor and the climate: the Midwest and Texas are experiencing record rainfall while California is in a record-breaking drought, and 2015 is the hottest year on record so far (the standing record is from 2014), including a heatwave in India that left more than 2,300 people dead. The Obama administration continues to try and push through the Trans-Pacific Partnership on fast-track, with millions of workers livelihoods hanging in the global balance and attacks on unions like the United Steelworkers continue to threaten worker, community and environmental safety. Meanwhile, energy companies insist that drilling in the soon-to-be ice-free summertime arctic will create jobs—even as it may mean game over for the climate.

There has perhaps never been a more prescient moment to emphasize what a growing number of people already know: the fate of labor and the climate are linked. In his most recent piece for The Nation, Jeremy Brecher notes how well suited the traditions of the labor movement are to the fight for climate protection: "The labor movement's most essential value is solidarity ... that we will survive and prosper only if we look out for one another. Climate protection is the new solidarity." Brecher, a founder of the Labor Network for Sustainability and author of Climate Insurgency: A Strategy for Survival as well as the classic labor history Strike! is at the forefront of the struggle to break down the false dichotomy of "jobs versus environment" and to fight for a just transition that puts workers at the center of a vision of climate justice. 

How Climate Protection Has Become Today’s Labor Solidarity

Under banners proclaiming “Healthy Planet & Good Jobs,” thousands of trade unionists from 75 local and national unions, highly visible in their red, blue, green, and white union uniforms, joined the People’s Climate March in New York City last September—a quantum leap from labor’s previous participation in climate actions.At the labor rally before the march, AFSCME District Council 37 executive director Henry Garrido recalled that during Superstorm Sandy in 2012, “Our workers were at the forefront manning shelters, evacuating people, preparing hospital beds, and rescuing people every day.” But Sandy was just a warning shot. “Labor must stand for more than working conditions,” Garrido continued. “We must stand for more than contracts. We must stand for environmental justice—otherwise, we will become irrelevant.” The issue of climate change, he concluded, is “the biggest threat to our humanity.” We can no longer afford to put our heads in the sand: “Today is the day that the human race stood together and said, ‘Enough!’”

The march’s organizers are now working to launch a People’s Climate Movement. They are planning a series of major mobilizations leading up to the Paris climate summit this December. According to Phil Aroneanu of 350.org, activists have started meeting with unions to plan labor-focused events along the way. “It is incumbent on the climate movement to lay out plans that leave nobody behind in the transition to a climate-safe economy,” Aroneanu says.

Meanwhile, labor action on climate change has proliferated. In New York, according to Matt Ryan, executive director of ALIGN (New York’s Jobs With Justice affiliate), “There is a growing surge of labor unions engaging and activating their members and their members’ communities around a climate, jobs, and justice agenda. I see it at CWA, SEIU, the Teamsters, New York State Nurses Association, and many others.”

Announcement from the United Steel Workers:

(As of Midnight, January 31, 2015) the oil industry rejected the union’s last national proposal. Based on the lack of progress and respect at the table, I regret to report that strike action has been initiated at nine locations nationally beginning at midnight tonight.

One of the locations selected for strike is the Tesoro Golden Eagle Refinery (Martinez, California). A few minutes (later) the union offered Tesoro a safe and orderly shutdown, which the company has accepted. The bargaining committee will be communicating the details of the shutdown to the bargaining unit as they become available.

In the mean time, everyone should report to work as scheduled until notified by your bargaining committee otherwise. We know this is a stressful time for all our members. Please continue to stay focused and perform your duties as safely as possible.

All other locations have been offered a 24 hour rolling extension.

We can expect more locations to be targeted very soon if we don’t see substantial progress in the very near future. Everyone should clear out their personal belongings in preparation for a strike at all locations.

If you have time we would like to start calling and emailing people of the community as well as emailing Kory Judd Chevron Richmond refinery Manager to let them know how you feel about the current actions of Chevron. Here is a list of people to call or email at the bottom. Please be professional when voicing your opinions. Let Kory Judd know how you feel about his lies about safety of the community Chevron will lose the trust of the community again if they run with replacement workers.

Chevron will be running with replacement workers that are fraudulently qualified and do not know the plants or the emergency procedures used to keep the plants from blowing up.

Tesoro has accepted an offer from USW workers to shut down their refinery safely during the strike. Why is Chevron not doing the right thing again? They are not putting safety first, they are putting PROFITS first again.

If USW workers go on strike the community will be at risk with the replacement workers. The Chevron fire department will lose their coverage because chevron relies on volunteer firefighters who are USW workers. They cannot put a fire out without them and will be risking the community again by not having adequate coverage. They will be putting the lives of the community at risk and when a fire breaks out and are expecting Richmond Fire and surrounding agencies to respond to put it out.

All this in the name of profits and unfair bargaining practices!

Labor Network for Sustainability Calls for Support for Oil Strikers The Labor Network for Sustainability today called for environmentalists and other allies of organized labor to support oil refinery workers who went on strike this week.

Joe Uehlein, Executive Director of LNS, said, “Oil refinery workers are in the front line of protecting our communities against the environmental hazards of the oil industry. Their skill and experience is critical for preventing devastating explosions, spills, and releases. The oil companies ar

e creating conditions that make it impossible for refinery workers to protect us. Their strike is about making conditions that are safe and healthy for workers and communities. They deserve the support of environmentalists and everyone concerned about the rights and wellbeing of working people.”

Oil producers have slashed spending because of the falling price of oil. The result has been devastating for workers on the job. According to Steelworkers International Vice-President Gary Beevers, head of the Steelworkers National Oil Bargaining Program, “This work stoppage is about onerous overtime; unsafe staffing levels; dangerous conditions the industry continues to ignore; the daily occurrences of fires, emissions, leaks and explosions that threaten local communities without the industry doing much about it; the industry’s refusal to make opportunities for workers in the trade crafts; the flagrant contracting out that impacts health and safety on the job; and the erosion of our workplace, where qualified and experienced union workers are replaced by contractors when they leave or retire,” Beevers added.

That does not mean that oil companies lack the money to provide safe and decent working conditions. Refiners’ shares on the Standard & Poor’s 500 have more than doubled since the beginning of 2012. According to LNS Executive Director Uehlein, “It is critical that environmentalists support the rights and needs of working people, just as it is essential that workers support the need for a clean, healthy environment. As we work to protect the earth from climate change, it is particularly important that we advocate for the needs of workers in fossil fuel industries whose wellbeing must not be sacrificed to the necessity to reduce greenhouse gas emissions.”
