Raj Patel on How to Break Away from Capitalism

Capitalism has been the world’s dominant economic system for more than 700 years. And as it brings the planet to new crises, author Raj Patel believes it’s important to imagine what might replace it.

But reform won’t happen unless we understand capitalism’s appeal and historical rise, says Patel, a food justice activist and professor at the University of Texas at Austin. It’s remarkably resilient and can be traced to a process he calls “cheapness.”

Together with Binghamton University professor Jason W. Moore, he has written The History of the World in Seven Cheap Things (University of California Press, 2017), which aims to put it all together for us. The seven “things” of the title aren’t physical objects as much as they are a hidden social, ecological and economic infrastructure: nature, money, work, care, food, energy, and lives. The point being that cheapness is a process of responding to economic crises by devaluing each of those forces so that capitalism can continue to concentrate wealth in the hands of the already-wealthy. In that sense, “cheap nature” refers to the way in which land and its resources are systematically given away to businesses for exploitation, “cheap work” refers to slavery and other anti-worker tactics that keep wages low, and so on.

Capitalism values cheapness above all else. And through this lens, Patel and Moore explore the evolution of capitalism from its roots in the late medieval period with the collapse of feudalism in Western Europe caused by climate change and the Black Death to—now.

Let’s Own Everything Together

We live in times of high political turbulence. Surveying flailing governments from Spain to the United States, it seems a good moment to face up to the evidence of system failures that face us. Millions going to food banks or unable to afford decent housing in the richest countries in the world reveals a systems failure. An epidemic of mental health problems reveals a systems failure. An inability to deal with climate change reveals a systems failure. A constant anger at government and at the institutions of government, channelled – largely ineffectually – through ballot boxes, reveals a systems failure.

Why systems are failing

What is visibly failing is management of large scale societies, management of us, by those who seldom fully understand our problems, management regimes too big to adapt as needed. It is not stated often enough that we live in a heavily managed society. Yet people instantly understand what is meant by this: they have experience of being managed. Sometimes we are managed well, sometimes badly, but at some point in a large system, the former state will always give way to the latter. Eventually a sense of lost control comes over us all. We must take back control, we feel. It is hard to know how, hard to know who to target, for no leaders or parties seem to return power to us.

Many see that capital has become a dominant force in these large systems, re-shaping our cities, our very lives, flinging aside humans as detritus of the development process. As a solution we are constantly offered better management. We can keep casting around for better managers, but as the ‘Accidental Anarchist’ Carne Ross has been arguing, we live in complex systems that cannot successfully be controlled from the top down. The point is not to simply be angry with the managers for doing the wrong things, or for being the wrong managers, or for not advantaging us rather than others in these huge dynamic networks around us. Intention anyway becomes lost in such large systems. It’s true that some managers do transfer wealth from poor to rich, and others attempt to do the opposite. But each of the managers fails at some point, often fatally undermining any good work they have done. Perhaps it’s time to start entertaining a new line of thought: perhaps we should stop asking to be managed.

Re-imaging Politics through the Lens of the Commons

The rise of so many right-wing nationalist movements around the world—Brexit, Donald Trump, the neo-Nazis in Charlottesville, Virginia, anti-immigrant protests throughout Europe—have their own distinctive origins and contexts, to be sure. But in the aggregate, they are evidence of the dwindling options for credible change that capitalist political cultures are willing to consider. This naturally provokes the question: Why are the more wholesome alternative visions so scarce and scarcely believable?   Political elites and their corporate brethren are running out of ideas for how to reconcile the deep contradictions of “democratic capitalism” as it now exists. Even social democrats and liberals, the traditional foes of free-market dogma, seem locked into an archaic worldview and set of political strategies that makes their advocacy sound tinny. Their familiar progress-narrative—that economic growth, augmented by government interventions and redistribution, can in fact work and make society more stable and fair—is no longer persuasive.   Below, I argue that the commons paradigm offers a refreshing and practical lens for re-imagining politics, governance and law. The commons, briefly put, is about self-organized social systems for managing shared wealth. Far from a “tragedy,”2 the commons as a system for mutualizing responsibilities and benefits is highly generative. It can be seen in the successful self-management of forests, farmland, and water, and in open source software communities, open-access scholarly journals, and “cosmo-local” design and manufacturing systems.   The 2008 financial crisis drew back the curtain on many consensus myths that have kept the neoliberal capitalist narrative afloat. It turns out that growth is not something that is widely or equitably shared. A rising tide does not raise all boats because the poor, working class, and even the middle class do not share much of the productivity gains, tax breaks, or equity appreciation that the wealthy enjoy. The intensifying concentration of wealth is creating a new global plutocracy, whose members are using their fortunes to dominate and corrupt democratic processes while insulating themselves from the ills afflicting everyone else. No wonder the market/state system and the idea of liberal democracy is experiencing a legitimacy crisis.

Given this general critique, I believe that the most urgent challenge of our times is to develop a new socio-political imaginary that goes beyond those now on offer from the left or right. We need to imagine new sorts of governance and provisioning arrangements that can transform, tame, or replace predatory markets and capitalism. Over the past 50 years, the regulatory state has failed to abate the relentless flood of anti-ecological, anti-consumer, anti-social “externalities” generated by capitalism, largely because the power of capital has eclipsed that of the nation-state and citizen sovereignty. Yet the traditional left continues to believe, mistakenly, that a warmed-over Keynesianism, wealth-redistribution, and social programs are politically achievable and likely to be effective.

Why Libertarian Socialists Reject Free Market Liberalism

Libertarian socialists’ political goals are both radical and ambitious: we seek to replace capitalism in its entirety with libertarian socialism. As a result, libertarian socialists do not just stand against capitalism as it exists today but also against positions in favor of increasing liberalism of markets; positions to reduce regulation of markets by external actors, including the government. This is largely because there is more evidence that increased market liberalism worsens problems of markets rather than improving or resolving them.

A fundamental promise of free market liberalism is that market share becomes more equitable among competing firms due to increased competition. This means firms are both created and go out of business at a higher rate than that which currently exists. Assuming this is true, it would mean that both employers and workers would face extreme economic uncertainty and therefore have trouble planning economically for the future. It’d be harder for workers to plan personal economic decisions and harder for employers to make business decisions regarding their firms. Meeting the demand economic actors have for stability is one of the many areas where markets particularly fail.

But this argument – that market share would be more equitable among competing firms due to increased competition – lacks evidence. All firms seek to increase their market share to compete and often firms end up dominating and even monopolizing markets simply by buying up their competition. Early industrialists in the U.S. were known for doing this and that was a time where there was far less regulation in markets by the government than there is today.

Early American industrialism is also known for company towns where one company owned nearly everything; from stores to housing to the local government. As a result, all law and public policy in these towns was solely for the benefit of the employer and kept the rest of the town under complete subjugation. Such was famously the case in West Virginia, the site of the mine wars including the Battle of Blair Mountain which was the largest insurrection in the United States since the American Civil War.

Making Local Woods Work

The Forestry Commission estimates that 47% of England’s woodlands are unmanaged. If you like to think of woods as wild places and flinch at the idea of a tree being felled, then you might consider this a good thing. But woodlands, at least in this country, need management.

Whilst truly wild woodlands are ‘climax vegetation’ that has achieved a balance between death and renewal, these generally need to be at a scale much bigger than any of our remaining woodlands to thrive independently of humans.

Here in Britain, “the wildwood” has a central place in our culture and imaginations, but the reality is that active management has shaped our woodlands since the ice age, providing supplies of food, fuel and timber, and creating diverse habitats amongst the trees. Unmanaged woodland lacks diversity and can result in poor tree health and increase the spread of tree diseases.

Whilst most of that unmanaged woodland is in private ownership, the future management of our public forest estate also remains uncertain. Attempts in 2010 to sell off the national forest estate were abandoned in the face of a public outcry, but austerity has resulted in many local authority woodland teams being disbanded and the future for the management of the national public forest estate – at least in England – remains unclear.

It is in that gap between the market and the state that we find the commons and, increasingly, a diverse range of community businesses, co-operatives and other forms of social enterprise creating value and livelihoods from its management. So does social and community business have a role in reinvigorating our woods and forests and rebuilding our woodland culture?

In 2012, in the aftermath of the failed forestry sell off and in the wake of the Independent Panel on Forestry’s report, a number of organisations came together to discuss alternative approaches to the management of our woods and forests.

There was already a well established sector of community woodlands and voluntary groups involved in woodland management across the UK. There were also some examples of social enterprises managing significant-sized woodlands, particularly in Scotland where community buyouts meant communities in the Highlands and Islands already had ownership and control over their local woodlands and a focus on sustainable local economic regeneration.

Could these approaches provide new models for managing our woodlands in ways that created livelihoods, improved their quality, and produced useful resources such as woodfuel?

That 2012 meeting led to the establishment of the Woodland Social Enterprise Network and, over time, the development of a proposal for a project to support the development of social enterprise in woodlands. In 2015, funding was secured from Big Lottery to deliver Making Local Woods Work, a pilot programme to provide technical assistance, training and peer networking opportunities for woodland-based social enterprises across the UK.

The programme, which runs until Autumn 2018, is providing support to 50 woodland social enterprises right across the UK, each of which embed woodlands or woodland products into their core activity whether that is the production of woodfuel and timber, or delivering educational or health and well-being activities in a woodland setting. It provides technical advice on woodland management and finance, support in developing business plans, choosing legal structures and strengthening governance, and advice on leases, tenure, and a wide range of other issues. It also provides training, webinars and peer networking opportunities, many of which are available to the wider network of woodlands social enterprises as well as those who are part of the formal support programme.

Municipalist syndicalism: organizing the new working class

A municipalist revolution is impossible without the support and cooperation of labor unions. In some cases, labor unions might themselves take the lead in promulgating a municipalist shift. To effectively pursue this path, the left must grapple with the diverse composition and structure of the working class — joining calls for union democracy with nascent municipalist movements. Experiments in participatory democracy can then be tried and tested at the intra-union level, nourishing possibilities for subsequent municipal-wide implementation.

Developments in the United States and Spain are showing that municipalist participatory platforms can win. Examples include the mayoral election of Chokwe Lumumba Jr. in Jackson, Mississippi on a three-pronged platform of building peoples’ assemblies, a solidarity economy and a network of progressive political candidates. A number of Democratic Socialists of America (DSA) candidates are running on platforms of expanding participatory democracy and the workers’ cooperative sector. Municipalist movements are proliferating as a means of resisting Donald Trump and a rising far-right.

This comes at a time when labor unions are in decline, with internal democratization needed for revitalization. To raise their appeal, stimulate favorable public opinion and extend their influence, labor unions must also provide and act on a political vision. This is a vision of attaining power at the municipal level, and working to transform it.

Adam Simpson : I'm joined today by Kate Raworth, author of Doughnut Economics: Seven Ways to Think Like a 21st-Century Economist. Kate is a senior visiting research associate at Oxford University's Environmental Change Institute and a senior associate at the Cambridge Institute for Sustainability Leadership. Her previous work at Oxfam and the United Nations, centered on confronting human deprivation, a challenge quite literally at the center of her new doughnut economics model.

Kate, thanks for joining me today.

Kate Raworth : Oh, my pleasure.

Simpson : Obviously, we're talking about your new book, Doughnut Economics but before we get started I did want to get a sense about your own trajectory into writing this book and your experiences and the concepts that led you to becoming an advocate for this doughnut model of economics.

Raworth : I studied economics at university 25 years ago because I wanted to change the world. I was really frustrated and disappointed by what I was taught because it pushed or marginalized most of the things that I cared the most about, like environment integrity and social justice. At the end of three, four years of study, I was too embarrassed to call myself an economist because who would want to be that? So I walked away from academic economics and immersed myself in what I considered to be real world challenges. I spent three years working in the villages of Zanzibar with bare foot entrepreneurs. I spent four years at the UN helping to write the human development reports, so working very much on the global understanding of what is ‘human development.’

Then I spent a decade working with Oxfam on the front line of campaigning, from women workers rights in global supply chains to climate change and adaptation and who should pay. And then I became a mother of twins, and immersed myself in the household economy and really lived the reality of that. Through all of this, I realized that you can't just walk away from economics because it frames the world we live in. It's the mother tongue of public policy. And if I wanted to change any of these issues that I fundamentally cared about, I believed that actually, economics needed to change. So I decided to walk back towards economics but to try and flip it on its head and put front and first, the values that I think are the most important in the world, of what we're trying to achieve as human well-being. Then ask ourselves, what kind of economics would even give us half a chance of achieving that? And that's the goal at the heart of the book.

If You Want to Be Realistic, Be Radical

Students will sometimes ask me — often hesitantly, out of fear of offending — if it’s true what they’ve heard, that I’m a liberal.

“Don’t you ever call me a liberal again,” I tell them, feigning outrage. “I’m a leftist and a radical feminist.” Once they realize I’m not angry, I explain the important differences between left and liberal.

A distinction between left and liberal may seem esoteric or self-indulgent given the steady ascendancy of right-wing ideas in U.S. politics. Is now the time for this conversation? Liberals ask leftists to put aside differences toward the goal of resisting the reactionary right, and I’m all for pragmatic politics (coalitions are necessary and potentially creative) to mount challenges to dangerous policies. (Donald Trump, Mike Pence and Paul Ryan pose serious threats on ecological, social and economic fronts.)

But strategies should be based on a clear understanding of shared values. And with a carnival-barker president leading a party so committed to a failed ideology that it’s willing to risk ecocide, radical left ideas have never been more compelling. In the face of conservative and liberal failures to deal with our most basic problems, leftists offer reality-based solutions.

Let’s start with a general distinction: Liberals typically support existing systems and hope to make them more humane. Leftists focus on the unjust nature of the systems themselves. Two of these key systems are capitalism (an economic system that, to a leftist, celebrates inequality and degrades ecosystems) and imperialism (a global system in which First World countries have long captured a disproportionate share of the world’s wealth through violence and coercion).

Liberals don’t oppose capitalism or U.S. imperialism, arguing instead for kinder-and-gentler versions. Leftists see the systems as incompatible with basic moral principles of social justice and ecological sustainability.

Things get more complicated with white supremacy (historical and contemporary practices rooted in white or European claims of a right to rule) and patriarchy (men’s claim to a natural role over women in systems of institutionalized male dominance). Leftists disagree among themselves about how these systems interact with capitalism and imperialism. Some on the left focus on class inequality and decry “identity politics,” which they define as reducing all political questions to race, gender or sexual identity. Others reject putting economic inequality alone at the center of politics and argue for an equal focus on white supremacy or patriarchy.

Complicating things more are leftists who disagree with radical feminist opposition to the sexual-exploitation industries of prostitution, pornography and stripping, arguing that women’s participation means the industries can’t be challenged and shifting the focus away from why men choose to use women.

From Solidarity Networks to Class Organisation in Times of Labour Hallucinations

Dear sisters and brothers,

Some comrades from Frankfurt got in touch recently, wanting to set up a solidarity network. They approached us with some concrete questions. [1] We want to use the opportunity to reflect more generally on our limited experiences with our solidarity network initiative so far and about the political direction we want to take steps towards. We do this against the current background of post-election ‘Corbyn-mania’ and a surge in political activities focused on the Labour Party. The first part of this text briefly explains our opposition to the focus on electoral activities, whether that be through the Labour machinery or in the more post-modern form of ‘municipalism’ [2] – despite the fact that locally in our area, the election circus had less of an impact, given that most workers here are not allowed to vote anyway. And as an alternative to this electoral turn, the second part focuses on our political proposals towards a locally rooted class organisation. We then go on to talk in more detail about our concrete experiences with the solidarity network in west London.

The Labour of wishful thinking

  • * We understand that ‘hope’ is needed amongst a divided and beaten working class and that Labour’s rhetoric of social unity and equality is welcomed.
  • * We would criticise our comrades of the radical left if they merely proliferate this ‘message of hope’ and material promises (end of austerity), without questioning the structural constraints which will make it difficult for a Labour government to deliver on their promises. Syriza in Greece has shown how a hopeful high can quickly turn into an even deeper depression once ‘our government’ has to turn against us.
  • * For us it is less about warning the working class not to vote on principle or focusing on Corbyn’s problematic power struggle within the Labour apparatus, but about pointing out the general dynamic between a) a national social democratic government, b) the global system of trade, monetary exchange and political power and c) the struggle of workers to improve their lives. In other words, all of the historical lessons have shown us that the outcomes of channelling working class energies into parliamentarism within a nation state that fits into an overall system of capital flows, has always ended up curtailing a longer-term working class power.
  • * The Labour party proposals in general are not radical as such, e.g. their promise to increase the minimum wage to £10 per hour by 2020 (!) under current inflation rates would more likely lead to a dampening of wage struggles amongst the lower paid working class, rather than instigating them. The minimum wage regulation introduced by Labour under Blair in 1998 had this effect in the long run.
  • * An increase in taxation to mobilise the financial means to deliver on their promises will increase capital flight and devaluation of the pound – most capital assets which bolster the UK economy are less material than in the 1970s, therefore it would be difficult to counter the flight with requisition (‘nationalisation’), a step which Labour does not really consider on a larger scale anyway.
  • * While any social democratic program on a national level is more unlikely than ever, the Labour program focuses workers’ attention increasingly on the national terrain: struggle for the NHS, nationalisation of the railways etc.; (in this sense the leadership’s leaning towards Brexit is consequential and at odds with most liberal Corbynistas); while officially Labour maintains a liberal approach towards migrants, those Labour strategists who are less under public scrutiny as politicians, such as Paul Mason, are more honest: if to carry out a social democratic program on a national scale means to have tightened control over the movement of capital, by the nature of capital-labour relation, this also means to tighten the control over the movement of labour; it would also mean re-arming the national military apparatus in order to bolster the national currency that otherwise wouldn’t have the international standing the pound still has.   • * A social democratic government needs a workers/social movement on the ground in order to impose more control over corporate management, e.g. through taxation. At the same time it hampers the self-activity of workers necessary to do this – e.g. through relying on the main union apparatus as transmission belts between workers and government.
  • * In more concrete terms we can see that groups like Momentum or local Labour Party organisations have done and do very little to materially strengthen the organisation of day-to-day proletarian struggles on the ground, but rather channel people’s activities towards the electoral sphere, siphoning off energy and turning attention away from concrete proletarian problems. Many ‘independent’ left-wing initiatives – from Novara media to most of the Trot organisations – became election advertisement agencies.
  • * While for the new Labour activists – many of them from a more educated if not middle-class background – there will be advisory posts and political careers, we have to see their future role with critical suspicion.
  • * If a Labour government would actually try to increase taxation and redistribute assets, the most likely outcome is a devaluation of the pound and an increase in inflation due to a trade deficit, which cannot be counteracted easily (see composition of agriculture, energy sector, general manufactured goods etc.)
  • * The new Labour left – trained in political activism and speech and aided by their influence within union leadership – will be the best vehicle to tell workers to ‘give our Labour government some time’, to explain that ‘international corporations have allied against us’ and that despite inflation workers should keep calm and carry on; wage struggles will be declared to be ‘excessive’ or ‘divisive’ or ‘of narrow-minded economic consciousness’. More principled comrades who told workers to support Labour, but who would support workers fighting against a Labour government risk losing their credibility and influence.
  • * Instead of creating illusions that under conditions of a global crisis ‘money can be found’ for the welfare state we should point out the absurdity of the capitalist crisis: there is poverty despite excess capacities and goods (for which ‘no money can be found’ if they don’t promise profits for companies or the state). We have to be Marxists again, analysing structures rather than engaging in wishful thinking.
  • * We should focus our activities to a) build material counter-power against bosses and capitalist institutions that makes a difference in the daily lives of working class people and b) prepare themselves and ourselves for the task of actually taking over the means of (re-)production. [4] For this we need to be rooted and coordinated internationally. We can clearly see that in the face of these big questions our actual practice seems ridiculously modest, but we want to share our experiences honestly and invite others to organise themselves with us. [5]
