No jobs on a dead planet: Why South African unions should stop investing in fossil fuels and lobby for a just, planned transition to a green economy

More jobs: Yes, the fossil fuel industry creates jobs, but it also creates climate change, air and water pollution, substantial corruption, wars, social instability, economic crises and fuel shortages, and destroys arable land — all of which destroy jobs and human wellbeing. A greener economy will create more, better, safer jobs. According to the International Labour Organisation (https://goo.gl/rSryng): “…most studies show that a transition to a low-carbon economy will lead to a net increase in employment”. The Australian Council of Trade Unions (ACTU) has argued for “a planned closure of coal power stations – along with both a jobs and energy plan for the country”, saying it will “create a more prosperous and diversified economy”. (https://goo.gl/k4da08). Renewable energy is now capable of powering developing economies, indeed the whole world, without all the terrible costs of fossil fuels.

Threatened investments: Investments in fossil fuels are losing value in many markets. Even if they do not embrace the moral arguments for divestment, unions still have a fiduciary duty to the members whose funds they manage to understand, manage, and where appropriate, divest, to avoid the multiplying threats to investments in the fossil fuel industry. According to BlackRock, the world’s biggest asset manager: “Investors can no longer ignore climate change. Some may question the science behind it, but all are faced with a swelling tide of climate-related regulations and technological disruption.”

Health and the right to life: Researchers at UCT’s Energy Research Centre estimate that 27,000 premature deaths across South Africa annually (7.4% of all deaths) are currently due to high levels of fine PM (microscopic particles), mostly from burning fossil fuels… and often in poorer communities. Even without climate change, we would still need to shut down the fossil fuel industry.

Human and worker rights: Climate change is a profound threat to Africa. Climate change is a human rights issue, already killing hundreds of thousands of African children every year through malnutrition and disease. Climate change threatens food security. It threatens economic growth and stability, and thereby threatens workers’ job and savings.

The fossil fuel industry is facing multiple, critical threats:

  • Renewable energy (especially wind & solar) is now the fastest growing energy industry in the world.
  • China is moving fast to phase out coal, and its coal use has already peaked.
  • By some predictions, electric cars will mostly replace petrol/diesel in 20 years’ time.
  • The 2015 Paris agreement on climate change saw most countries agree to phase out fossil fuels.
  • Even without these changes, in 50-100 years time at the most, all accessible fossil fuel reserves will be exhausted anyway.
  • Transition away from fossil fuels is inevitable, but a managed, just transition is preferable.

Solidarity and tradition: “An injury to one is an injury to all.” The global divestment movement is led by many people of colour and people of faith, constituencies which overlap strongly with the union movement. The union movement has a social and historical responsibility to stand up for social justice, human rights and good governance. The fossil fuel industry, on the other hand, is extremely corrupt, threatening good governance and worker’s rights as well as human health and the environment.

Democratize the union: let the rank-and-file decide!

According to exit poll data, Donald Trump won Ohio union households 54 percent to 41 percent against Hillary Clinton. At the national level, Clinton achieved a narrow victory, winning 51 percent, to Trump’s 42 percent. This despite the fact that labor unions spent more than $100 million in support of Clinton. Of course, factors relating to race, gender and class are at play. Nonetheless, the right-wing slant of union households should also be cause for concern.

Unionization of US workers has declined both under Democratic and Republican administrations and congresses. In the 1950s, approximately 35 percent of US workers were in unions. Today, this number has dropped to a mere 11 percent. Unless organized labor finds solutions to problems pervasive within its own organizations and structures, union membership numbers will continue to shrink, and remaining members will be too cornered to mobilize effectively.

To tackle longstanding administrative and organizational problems endemic to labor unions, we must start with how we approach union dues. That is, creating member-focused and driven mechanisms which endow the rank-and-file with direct control over dues allocation a fiscal base amounting to $8.6 billion in the United States.

Fortunately, such mechanisms of direct control like participatory budgeting  have been tried and tested in other areas of social life. Participatory budgeting has revitalized social life and empowered people through its implementation in municipalities, in schools and colleges, in public housing and now even at the national level. What problems could participatory budgeting address in labor unions? And how can it provide a socialist thrust to one of the bulwarks of the American left?

IWW Resolution Against DAPL and KXL

Resolution passed by the IWW General Executive Board - January 28, 2017

Whereas: Neither the Dakota Access Pipeline nor the Keystone XL Pipeline will provide anywhere near the number of permanent union jobs the promoters of these projects promise they will, and

Whereas: Far more permanent union jobs can be created at comparable wages by repairing existing pipeline infrastructure, such as water mains in Flint, Michigan, or repairing leaks in existing pipelines (which, if unfixed, release harmful amounts of methane, a known greenhouse gas that contributes to global warming); and

Whereas: Far more jobs currently exist in the growing renewable energy sector than in the declining fossil fuel sector; and

Whereas: Though these renewable energy jobs are currently, typically nonunion, unions if so determined, could easily develop a successful organizing program, using solidarity unionism, that could revitalize the currently struggling labor movement; and

Whereas: Neither pipeline project will deliver the promised "energy security" or "energy independence" promised by their promoters, including the Building Trades and AFL-CIO Union officials among them; and

Whereas: oil pipelines, such as the aforementioned pipelines tend to leak and create unnecessary risk to the surrounding environment both through methane gas leaks and crude oil spills; and

Whereas: such pipelines endanger the communities along their routes, including many indigenous communities whose tribal sovereignty has been often ignored or violated during the permitting process by agencies subject to regulatory capture by the capitalist interests that promote them; and

Whereas: the construction of these pipelines will contribute to the acceleration of already dangerous levels of currently existing greenhouse gas emissions which are contributing to the already dangerous levels of climate change, which could lead to a dead planet with no jobs of any kind; and

Whereas: many unions, including the IWW, have already publically stated opposition to one or both the Dakota Access Pipeline and Keystone XL Pipeline; and

Whereas: President Donald Trump's "executive orders" that ostensibly "clear a path" for the completion of the aforementioned pipelines  and mandate that they be constructed using US manufactured steel are contradictory in nature and are designed primarily to divide workers and environmentalists over the false dichotomy of "jobs versus the environment", which is utterly false as previously described;

Be it Resolved that: the IWW reaffirms its opposition to the construction of the Dakota Access Pipeline and officially declares its opposition to the construction of the Keystone XL Pipeline; and

Be it Further Resolved that: the IWW stands in solidarity with the First Nations, union members, environmental activists, and community members who oppose both; and

Be it Further Resolved that: the IWW urges rank and file members of the Building Trades, Teamsters, and other unions who have declared support for these pipelines to call upon their elected officials to reverse their support; and

Be it Finally Resolved that: the IWW demands that the promoters of these pipelines develop a "just transition" plan for the pipeline workers that would be affected by the cancellation of these pipeline projects.

Labor under Trump part 3: death of the labor movement?

For years now commentators have predicted the collapse of the unions. This has not happened. There has been a long slow decline with areas of victories as well. Following the Trump victory speculation has been rampant and has led to various proclamations yet again of the death of labor. It is clear that Republican domination of all branches of government poses a real threat to the Democratic-party aligned unions, particularly public sector unions, and that we are entering a new era both for the working class and the vestiges of their historic organizations. Our third piece exploring the potentials for labor under trump comes from one of our editors S Nicholas Nappalos. He argues that while these dangers are real, they also come with new possibilities for a militant participatory workers movement. Moreover it is not apolitical unions that can address the weaknesses of the labor movement heading into a collision with this government, but an active politicized union movement marking its opposition to both capital and the state. 

Labor’s death under trump? the potential for a renewed workers movement in an era of dangers

It’s no secret that the labor movement of the United States is in serious danger. Every year union membership continues to shrink. This happens despite large scale organizing attempts by the minority of unions willing to do something about it. Having put all their eggs in the basket of the Democrats, AFL-CIO and Change To Win unions were handed a spectacular failure with the election of a Republican sweep of all branches of government. All this comes on the heels of a broad decay of living conditions amongst the working class in general, but disproportionately concentrated upon women, blacks, latinos, and indigenous communities in particular. The Democrats kept their loyalty to business interests at all costs and the unions largely didn’t flinch.

Today the vast majority of union members are public employees, and attacks on their ability to bargain and sustain union membership are all but certain by the incoming Congress. If something significant doesn’t change we can anticipate nation-wide union membership in the single digits, whole regions virtually union free in some areas (many states in the South presently sit at less than 3-5% unionization rates), and a calling of the question on the labor movement’s ability to defend the workers. 2016 is set to close with ominous tones as the second largest union in the US, SEIU, plans to cut their budget by 30% as revealed in a leaked internal memo with clear implications for organizing in the coming days.[1]

Utopia: Work less play more

According to the latest YouGov poll, more than one in four of us work longer hours than we want to. The UK tops the European long hours league, and research published by the TUC in 2015 revealed that the number of people working over 48 hours a week had increased by 15 per cent since 2010. In a culture of overwork (and, in an increasing number of cases, underpay) most of us feel that we have no choice but to work longer and longer hours.

But across the world a growing number of people, organisations and even countries are bucking this trend and recognising the value of a shorter working week.

In Sweden, employers across the country are moving to a six-hour working day to improve productivity and staff wellbeing. Toyota centres in Gothenberg, Sweden’s second-largest city, made the switch 13 years ago, and the company has since reported higher productivity, with mechanics producing, in 30 hours of work, more than double what they used to produce in 40 hours.

A nursing home in the same city has switched from an eight to six-hour work day – with nurses retaining the same wage – in a bid to tackle levels of depression and exhaustion among care staff. The trial is proving a success. Nurses working shorter days take half as much sick leave, there have been marked improvements in both staff wellbeing and the quality of care provided, and staff turnover has fallen.

The shift towards shorter, more flexible working arrangements is not confined to Sweden. An increasing number of start-ups, from Merseyside to Utah, have been trialling shorter working arrangements with great success. Earlier this year, staff at the Glasgow-based firm Pursuit Marketing moved to a four-day week for the same pay. Since the shift the firm has seen a 30 per cent increase in productivity and a dramatic fall in sickness absence.

Clearly, a shorter working week would drastically improve our quality of life, both within and outside the workplace (before we even begin to count the environmental benefits of working less). So how can we make it happen?

The move to shortening the work week would need to be gradual, with a minimal impact on pay. New entrants to the labour market could start on a 30-hour week, while workers over 50 could take a one hour cut in their working week each year, reaching a 30-hour-week at 60 and 20-hour-week at 70. At annual pay negotiations, workers could be offered the opportunity to trade a bit of time for a smaller pay rise.

To enable everyone to work fewer hours, particularly those stuck working long hours because of inadequate pay, a shorter working week must go hand in hand with a higher minimum wage, more generous child benefit and a more secure ‘social income’ in terms of high-quality services that are collectively funded and provided.

A world with a standard working week of 30 hours or less would be one in which we all have more time – to care for one another, to be active members of our communities and to participate in democracy. With more time, we could lead more sustainable lives, cooking and growing our own food and moving away from the carbon-intensive, fast-paced lifestyles that are today’s norm. With a decrease in overwork, caring responsibilities could be more evenly divided between genders, challenging gender norms and leading to more equal workplaces and a shrinking pay gap.

Across the world, people are showing us that a shorter working week is not just a utopian dream, but a real, practical possibility for a better life, one in which we are less stressed, less anxious and have more control over our lives.

UPTE-CWA resolution demanding University of California Retirement Plan (UCRP) divest from Energy Transfer Partners and from Banking Institutions that fund the Dakota Access Pipeline

WHEREAS, The Standing Rock Sioux Tribe actively opposes the construction of the Dakota Access Pipeline (DAPL) by Energy Transfer Partners (ETP) on unceded treaty lands of the 1851 and 1868 Fort Laramie Treaties. The lands are the sites where the ancestors have been laid to rest and on which DAPL continues to desecrate; and

WHEREAS, The Standing Rock Sioux Tribe actively opposes the construction of the Dakota Access Pipeline (DAPL) along a route under Lake Oahe and across the Missouri River, the primary source of drinking water of the tribe. The pipeline is slated to carry up to 570,000 gallons of crude oil per day along its 1, 172 mile route and pipeline ruptures have become increasingly more common throughout the U.S. and a pipeline burst would not only endanger the Standing Rock Sioux reservation but it would also endanger the clean water downstream since the Missouri River is a major tributary to the Mississippi River which more than 17 million people depend on for both human consumption and irrigation; and

WHEREAS, The members of the Standing Rock Sioux tribe are fulfilling the responsibility conferred upon them by their ancestors to Protect the Sacred Lands and Water for future generations and invite people to stand with them and join them in peaceful prayerful non-violent direct actions and to actively DIVEST from Energy Transfer Partners and any financial institution that is providing financial support for this project; and

WHEREAS, the Sacred Stone camp, Rosebud, Oceti Sakowin camp (Seven Council Fires Camp) and now also the Oceti Oyate Camp (One Nation camp) have become major camps of non-violent resistance which brought together more than 300 Native American tribes throughout the U.S, Mexico, Central America, South America, the First Nation people of Norway, Australia and the Polynesians and thousands of people from around the world, to stand with Standing Rock and participate in prayerful non-violent direct action and among those that have participated in the activities in the camps are native and non-native members of organized labor as well as 4,000 U.S. military veterans; and

WHEREAS, the prayer ceremonies and non-violent direct actions carried out by the water protectors have been met with a brutal military response from DAPL security and Morton County Sheriff’s Department and to the arrests of more than 500 Water Protectors. The military response is unwarranted against unarmed civilians whom are exercising their rights under the U.S. Constitution. Lawsuits have been filed against Morton County and DAPL security for its disproportionate use of violence and its use of attack dogs and “non-lethal” weapons such as rubber bullets, LRADs, 5lb cans of far reaching mace, tear gas shot into crowds, water cannons sprayed in sub-freezing temperatures and concussion grenades in ways that have caused serious and permanent bodily injury; and

WHEREAS, University of California has committed itself to Global Sustainability goals and supports the goals of the Paris Climate Agreement yet its financial investments in the University of California Retirement Plan (UCRP Holdings) include more than $3 million dollars in Energy Transfer Partners (ETP), the main corporation behind the Dakota Access Pipeline (DAPL), as well as hundreds of millions of dollars of shares in many of the banks that are financing the Dakota Access Pipeline, which contradicts the stated goals of the Paris Climate Agreement since the continued extraction of fossil fuels will undoubtedly put the planet at risk of surpassing the 2 degree mark; and

WHEREAS, the Solutions Project, known previously as the Wind, Water and Sun study by Stanford University provides an evidence-based approach towards reaching our sustainability goals and a renewable energy future by investment in clean energy jobs and would steer us away from the destruction of our planet and lead us towards a Just Transition away from a fossil fuel economy; and

WHEREAS, millions of people are realizing that the false dichotomy of jobs vs environment no longer is sustainable and are opposed to the violation of Treaty Rights as well as violations of Human and Civil Rights perpetrated against the Water Protectors and are actively withdrawing their personal and business accounts from the banks that are funding DAPL as well as for calling for the divestment of ETP shares from their CALPERS and CALSTRS;

BE IT RESOLVED THAT: University Technical and Professional Employees-CWA calls upon the federal government to immediately end construction of and remove the Dakota Access Pipeline, and

be it further RESOLVED, that UPTE calls for an immediate end to state violence against the water protectors at Standing Rock and dismissal of all charges against Water Protectors, and

be it further RESOLVED, that this union urges the entire labor movement to actively promote just transition to a sustainable alternative energy economy that respects indigenous rights, the environment, and the rights of all workers to safe, well-paying union jobs, and

be it further RESOLVED, that this union will seek divestment of all union, benefit and Retirement funds from Energy Transfer Partners, Citibank, Wells Fargo Bank and other DAPL funders and will seek to invest in a future that will reduce our carbon emissions and help create a just, sustainable and prosperous future for all.

IWW blockades Street in front of Whole Foods Demanding Reinstatement for Worker

Julia Flores is a 15 year employee of the P St Whole Foods who was fired from her job for organizing workers and informing them about such laws as the minimum wage. On the 13th of January, the IWW escalated the campaign demanding her job back by blocking the streets in front of another Whole Foods in Foggy Bottom.

Whole Foods is trying to claim that Julia stole an item worth less than $10 after working there for 15 years. Nobody is believing this spurious claim, but this is how Whole Foods is attempting to stave off legal proceedings for violating labor laws. Firing workers for attempting to organize a union is illegal but a common practice, employers always make up some other reason for firing and dare workers to prove otherwise in court.

In addition to the legal proceedings, the IWW is holding Whole Foods accountable to the public with actions like the Jan 13 street blockade and picket that educate the public, drive away business, and create public relations problems with the surrounding neighborhood. There is a strong probability that Whole Foods will be hearing from other businesses in the area whose customers had trouble getting to them.

Activists from DC Stampede (an animal rights group) joined the IWW in this protest as a solidarity matter. Whole Foods has come to the attention of DC Stampede and Direct Action Everywhere (XDXE) in the past for ripping off their customers with meat alleged to be “cruelty-free” that was proven by a video to be from ordinary factory farms. Still earlier, the P st Whole Foods (the one that fired Juilia) played a role in the gentrification of Shaw. They were the first grocery store in that area to keep dumpsters locked up and use compactors. They absolutely refused to give a single scrap of discarded food to homeless service organizations in that time period (circa 2007). Finally. anarchists raided the P st Whole Foods during the October Rebellion (fall 2007 IMF protests), expropriated a large amount of food, and served it to the needy. In short, Whole Foods should be considered a repeat offender, a “frequent flier” for social justice campaigns.

Union co-operatives: what they are and why we need them

Trade unionist Jimmy Reid described alienation as ‘the frustration of ordinary people excluded from the process of decision-making’. This frustration is endemic in contemporary neoliberalised economies, and according to commentators, including George Monbiot, it contributes to the rise of populist backlashes and disempowerment.

Unions play a vital role in counter-balancing alienation and frustration, responding to organizations imposing alienating practices on their workers. However, neoliberal policies have contributed to a long-term decline of union membership and influence in the Anglosphere and elsewhere.

But workers and unions can counter alienation and other negative effects of neoliberal policies – such as outsourcing, precarity and union decline – in new and imaginative ways.

The United Steelworkers (USW) union in the US is one of many good examples, responding to decades of deindustrialisation and declining union membership. They are developing worker co-operatives that place unions at the heart of enterprises, a model known as union co-ops. They have modified the resilient Mondragon worker co-op model by replacing its social council in co-operatives with more than 50 workers with a Union Bargaining Committee. The committee represents the worker co-operators interests as workers, while other structures represent their interests as owners. Worker representation structures are important according to Mondragon and the USW because there is an inherent risk in worker co-ops that when enterprises achieve scale, workforce engagement in decision making is diluted.

The benefits of worker co-ops have been discussed widely elsewhere. They include empowering workers by involving them in the crucial decision-making processes affecting their working lives, overcoming the alienating factor of lack of control. Indeed, the USW believes that worker co-operators are unlikely to offshore or outsource their own jobs, to design precarity into their employment, or to make themselves redundant in response to business downturns – all tools that neoliberalism makes attractive options regardless of the consequences to workers and communities.

The USW also believes that the active involvement of unions in worker-coops will result in higher union membership within the enterprise, thereby contributing to trade union renewal efforts in some measure. After all, placing unions at the heart of the enterprise allows them to find potential members in a way that is impossible in other contexts.

In a recent study, I examined union co-ops in the US, and Britain’s experience of union involvement with worker co-ops. It sought to determine whether UK unions should be noting the example of their US counterparts, and considered whether lessons can be drawn that should be applied to Britain’s context (and elsewhere).

In the study, I found that the USW’s and other organizations’ efforts to establish union co-ops in the US are ongoing. They have considered the role unions can play in establishing and supporting enterprises to become sustainable, while forging an effective bargaining and representational role.

In Britain, I found that unions often struggle to carve out a role for themselves in worker co-ops, choosing not to engage with them and favouring their traditional role in conventional employment models. Despite sharing common historical roots addressing the iniquities of industrialisation, union and co-operative movements have often nonetheless been wary bedfellows.

The closest parallel to the union co-op model found in Britain was the relationship between Suma Wholefoods (a worker co-op wholefood wholesaler) and the Bakers Union (BFAWU). Suma is a long-established business, and operates a flat pay structure – meaning all its worker/owners are paid the same. They sought to recognise a union, and came to an agreement with the BWAFU, working collaboratively wherever they can, only moving to opposite sides of the table when a dispute or issue arises. I found that the arrangement is working well, suggesting that both the BFAWU and the USW have successfully defined a beneficial role for themselves in worker co-ops. The BFAWU cite Suma as a good employment model to others, and would welcome the opportunity to collaborate with other worker co-ops.

A sector that may be ripe for the union co-op model in Britain is adult social care, although it is noteworthy that the USW and others are developing union co-ops in the industrial sectors they organise in. Skills for Care, an organization working with employers to increase skill levels in the social care industry, report that the number of adult social care jobs in Britain in 2014 was estimated at 1.55 million, and since 2009 local authority jobs in the sector had shrunk by 50,000, while the private sector had grown by 225,000.

However, in my study I found that some unions seemed to be failing to target this growth area of employment in public services. Instead, they were choosing to adopt an ideological mantra that public services should be delivered by the public sector, or were oblivious to the opportunities presented by alternative models of work organisation.

Arguably their ideology or lack of interest flies in the face of the trajectory of the neoliberal assault on public services, and it abandons workers to largely non-unionised employers operating alienating work practises, and denying unions the oxygen of membership growth and innovative thought and action.

There are already examples in Italy, the US, Britain and elsewhere of how social care coops are successfully meeting rising social care demand in the private sector, often encouraging union membership and participation in the process.

Perhaps, it is time that the union movement in Britain and elsewhere took note of what the USW and others in the US are doing in respect of unionised worker co-ops. It’s worth considering how the union co-op model could be applied to their own context, how it may counter alienation amongst their members, and how it may contribute towards their renewal efforts.

ILWU pledges solidarity with Standing Rock

On December 6, the ILWU International Executive Board voted unanimously to adopt a statement of policy opposing the Dakota Access Pipeline (DAPL). The controversial project is opposed by Native Americans across the continent because it threatens Native lands and water.

The pipeline’s original route would have crossed the Missouri River upstream from Bismarck, North Dakota, but was rerouted because of concerns that an oil leak would contaminate the City’s water supply.Pipeline proponents want the oil to cross just a half-mile upstream from the Standing Rock Sioux Reservation, buried underneath the tribe’s water supply.

The ongoing protest by the Standing Rock Sioux Tribe on their North Dakota reservation began in April, 2016. The effort has drawn world-wide attention and attracted thousands of Native American supporters and allies. It has become the largest protest gathering of Native Tribes in recent history.

International Executive Board Statement of Policy

“The Tribal Nations of the Great Plains rely on the waters of the life-giving Missouri River for present and future existence, and the Dakota Access Pipeline construction poses a very serious risk to that continued existence. The Dakota Access Pipeline threatens the safety of the areas of fish and wildlife, sacred sites and historical archeological resources that lie within and around the Standing Rock Sioux Reservation and associated lands,” declares the ILWU Statement of Policy.

The International Executive Board also approved a $10,000 donation to the Standing Rock Sioux from the solidarity fund. The Coast Longshore Committee added an additional $5,000 donation.

“The ILWU has never been afraid to take a stand on important political issues,” said ILWU International President Robert McEllrath

Support for the Standing Rock Sioux was first expressed by the ILWU’s Pacific Coast Pensioners Association that adopted a resolution in September of 2016.

Local 10’s Executive Board then passed a resolution on November 8 against the pipeline project and in support of increased funding for workers affected by any jobs lost on the pipeline. The resolution called on the labor movement to support a “just transition” for workers into renewable energy jobs, to help working families, combat climate change and promote investment in renewable energy.
