Beyond Petroculture: strategies for a Left energy transition

Five years ago, a group of us at the University of Alberta in Edmonton formed the Petrocultures Research Group to develop a sharper understanding of the ways we use (and abuse) energy. Our immediate intention was to examine the social, cultural and political implications of Canada’s turn-of-the-twentieth-century leap into the ranks of the world’s oil superpowers. Our interest in energy arose in part as a result of working at the research university closest to the Athabasca tar sands. In Edmonton, it’s hard not to see oil everywhere, and not only in the physical infrastructure of refineries, but also in its social costs and consequences: labour dislocation, inflated housing prices, alcohol and drug abuse, and rates of sexual violence and family dysfunction.

Very quickly, however, Petrocultures scholars also began to grapple with other, larger questions. What is energy for in our society? How does the availability of relatively cheap energy effect how we socialize and relate to one another? What are the inequalities that come with fossil fuels, and what is stopping renewables from carrying those same inequalities forward? Petrocultures began investigating how energy in the 20th century made a number of other, seemingly unrelated things, possible. We moderns tend to image energy as a largely neutral aspect of social life, as little more than a dead input into the motors of a society whose form and rationale originates at a distance from coal mines and oil fields. But in fact, the forms of energy we use, and how we use them, shape society through and through, and not just how we work (in factories instead of fields) or how we move around (using horsepower instead of horses).

This is what we mean by “petroculture,” the term that gives our group its name. Petroculture is the global culture we find ourselves in today. It is the name for a society that has been organized around the energies and products of fossil fuels, the capacities it engenders and enables, and the situations and contexts it creates. It’s not just that our physical infrastructures depend on oil and gas, or that our social and economic practices have been organized around easy and cheap access to fossil fuels. The relationship to our dominant energy form is deeper, pervasive, and constitutive: to say we inhabit a “petroculture” is to say we are fossil-fuel creatures all the way down. Our expectations, our sensibilities, our habits, our ways of being in and moving across the world, how we imagine ourselves in relation to nature, as well as in relation to one another—these have all been sculpted by, and in relation to, the massively expanded energies of the fossil-fuel era. To give but one example: in the potential shift from gas to electric-powered cars now promised us, what is never questioned is necessity of the automobile itself. As inhabitants of a global petroculture, we have all come to expect the mobility, freedom and autonomy of mechanized movement by land, sea and air. Those parts of the world that don’t yet have a car in every garage see it as an index of economic and social progress — a sign of having joined the modern community because, at long last, they are able to use energy at the same level of those in the global North.

America The Not So Beautiful

The US is a country of extremes. It is the porn capital of the world where young 18 year-old women and men can bare all on screen or be sent to fight in wars yet can’t buy a bottle of beer at a convenience store.

It is also the richest and most powerful nation in history and its defense budget at $608 billion annually, dwarfs all others. China is a poor second at a little over $215 billion with the Russians lagging at third with a paltry $66 billion.

God Bless America is a familiar phrase in these United States but when we look at quality of life, God’s blessing has been very selective. We have more billionaires than anyone else and more people in prison than anyone else. The incomes of the most blessed, a tiny section of US society, are staggering. The wealth displayed at the Superbowl for the world to see is not America. It was bizarre to see these players kissing this oblong silver object passed along as if it was some oracle from above. Sport should be a cultural event.

Trump makes much ado about the loss of jobs and especially blue-collar post war jobs that were the traditional home for white males although this changed to a degree after the rise of the CIO and the Civil Rights movement that followed. It is to this constituency that Trump has appealed as these jobs have disappeared due primarily to innovation and technology and moving production oversees where human beings come cheaper.

But as Sarah O’Connor points put in today’s Financial Times, “…prime-age male participation has been falling in the US for 60 years without much panic. What tempered this to a degree was the entrance of women in to the workforce. Immediately after WW11 less than one third of US women were in the workforce and by 1999 that had risen to 60%. *As most workers are aware, back in the 1950’s one income covered a mortgage, today that is almost impossible certainly when we throw in childcare and other related expenses.

But women’s labor force participation is declining along with men and was just under 68% by 2012.This is not the case in most advanced capitalist (OECD) countries as O’Connor points out and the US now has a lower female labor force participation than Japan. Similar factors that have affected male rates affect women’s but there is another major factor and that is the barbaric nature of US capitalism.

In the age of the Internet most people are aware of the disparity in statistics like health care, infant mortality, crime, homelessness working hours, incarceration and basic social services between the US and other OECD countries; even tiny Cuba has a better infant mortality rate than the US. It is this human/family hostile free market haven that is also forcing women out of the workforce reversing the trend that began after WW11. US policy is  “…particularly unsupportive of women who want to stay in work when they have children — with the result that many drop out.”, O’Connor writes.

Despite major gains, women still bear the brunt of housework and basically caring for the family. In the US, pregnancy is almost treated like an illness. Meanwhile it is the expansion of “family friendly” leave policies in other advanced capitalist economies that O’Connor cites as the cause of why US female labour force participation had fallen behind.”

Trump and Climate Catastrophe

The alarm bells are ringing. The climate-change denialism of the Trump administration, coupled with its goal of maximizing fossil-fuel extraction and consumption at all costs, constitutes, in the words of Noam Chomsky, “almost a death knell for the human species.” As noted climatologist Michael E. Mann has declared, “I fear that this may be game over for the climate.”2

The effects of the failure to mitigate global warming will not of course come all at once, and will not affect all regions and populations equally. But just a few years of inaction in the immediate future could lock in dangerous climate change that would be irreversible for the next ten thousand years.3 It is feared that once the climatic point of no return—usually seen as a 2°C increase in global average temperatures—is reached, positive-feedback mechanisms will set in, accelerating warming trends and leading, in the words of James Hansen, former director of NASA’s Goddard Institute for Space Studies and the foremost U.S. climate scientist, to “a dynamic situation that is out of [human] control,” propelling the world toward the 4°C (or even higher) future that is thought by scientists to portend the end of civilization, in the sense of organized human society.4

Although the United States currently contributes only about 15 percent of global carbon-dioxide emissions, a failure on its part to act to reduce emissions would push the world more decisively toward the 2°C tipping point.5 Moreover, in the apparently likely event that the principal per-capita global emitter and the hegemonic global power chooses to bow out, any worldwide effort to reduce carbon emissions will be severely jeopardized. For this reason, climate scientists are increasingly turning from the United States to China as the main hope for leadership in combatting climate change.6

At this critical moment in history, three questions need to be answered: What does the latest scientific evidence tell us about the approach of climate catastrophe? How is today’s monopoly-finance capitalism—with Donald Trump as its authentic representative—contributing to this impending planetary catastrophe? And what possibilities remain for humanity to avert an Earth-system calamity?

Beyond Resistance: Defeating Trump’s Burgeoning Dictatorship

According to the Oxford English Dictionary, a dictator is “a ruler or governor whose word is law.” And whether it’s via Trump’s tweeted word, which triggers stocks to rise or drop across the planet, or via his signature on an executive order that just banned over 100 million people, including legal residents, from entering the U.S., Trump seems to be just that. Despite its lack of constitutionality, his word functions as the law. Although his Muslim ban (which discriminates against people based on national origin and religion, and is therefore a breach of the Due Process Clause of the Fifth Amendment and the Establishment Clause of the First Amendment to the U.S. Constitution) was temporarily stayed by the courts, Trump released a statement shortly afterward announcing that it remains in complete effect. In this defiance of the law he seems to be following the example of Andrew Jackson. For let us recall that Jackson notoriously defied the Supreme Court’s ruling in Worcester v. Georgia, which held that the Indian Removal Act was unconstitutional, and that the brutal removal of the Cherokee people via the infamous Trail of Tears to Oklahoma be stopped. Jackson (whose portrait was recently hung in Trump’s Oval Office) ignored the Court, permitting the ethnic cleansing of Georgia to continue.

While it isn’t clear whether Trump or the courts will prevail over the issue of the Muslim ban, it seems clear that the constitutional crisis posed by Trump’s presidency will only intensify (just as the economic crisis, and the ecological crisis, and the refugee crisis that stems from these, will only intensify). And though defensive protests against this burgeoning dictatorship are crucial, and the turnout in airports across the country on Saturday were key to blocking part of Trump’s ban (in law if not in fact), defensive protests alone are insufficient. Offensive actions must also be waged, or those who wish to stop Trump will always be a step behind a movement committed to rapidly gutting society, eliminating basic democratic norms, and instituting barbarism across a wide range of fronts. As when Hannibal marched his elephants and army over the Alps toward Rome, and Scipio defeated him by taking the offense, attacking Carthage and forcing Hannibal to retreat, the opposition to Trump must take the offense. The focus of the resistance ought to be the removal of Trump from power, as well as his accomplices, though this must not be the sole goal. The resistance must also not allow power to revert to those whose policies created the misery that gave rise to Trump in the first place.

As many have pointed out, Trump’s victory can be understood as stemming from a rejection of neoliberalism, particularly the neoliberalism of Clinton and Obama (a political-economic order characterized by permanent war, permanent unemployment, privatization, austerity, and free trade agreements that have hollowed out and impoverished much of the country). Deeply unpopular and mistrusted, most Trump supporters did not support him for positive reasons. One of the most unpopular people to ever run for president of the US, he was supported because he loudly and clearly rejected the miserable neoliberal status quo. It is crucial to point out, however, that Trump was not rejecting the status quo in favor of creating anything genuinely new. As his campaign slogan made patently clear, he was not rejecting the status quo in order to go beyond it. He was rejecting it in order to return, to regress, to a time before neoliberalism (and not just before neoliberalism but before environmental regulations, labor laws, occupational safety and health regulations, rights for women, rights for African-Americans, and other social advances introduced over the past century).

While Trump’s Secretary of State, who represents the interests of Exxon foremost, is overjoyed to roll back environmental laws that infringe upon corporate profits, Trump’s white nationalist (aka alt-right) supporters (who have an accomplice in the White House in the person of Steve Bannon), would like to regress even further back in time, to before modernity itself. Though it may be understated, we can characterize this tendency as reaction. And, because much of the reaction is animated by a rejection of neoliberalism, which it shares with the left, the left ought to make an effort to strengthen itself, and weaken Trump, by encouraging this anti-neoliberal faction of the Trump coalition (many of whom were Bernie Sanders supporters) to switch allegiances. To be sure, according to the legendary military strategist Sun Tzu, the supreme strategy of warfare, after attacking strategy itself, is attacking alliances.

During 2015 and 2016, a number of significant public and political figures have made statements suggesting that the world is “moving away from fossil fuels,” and that the battle against greenhouse gas emissions (GHGs) and climate change is therefore being won. Such statements are frequently accompanied by assurances that the transition to renewable energy and a low-carbon economy is both “inevitable” and already well underway, and that economic growth will soon be “decoupled” from dangerously high annual emissions levels. This optimism has also been accepted by a section of the environmental movement, and even by some unions.

Renewables and Reality 

If the “green growth” optimists are correct, the political implications for trade unions and social movements are profound. For unions, it would mean focusing aggressively on the need to protect the livelihoods of the tens of millions of workers around the world who currently work in fossil fuels and rallying around the principle of “just transition” encoded in the preface to the Paris Agreement. But it would also mean that the need to wage a determined and protracted political struggle against fossil fuel expansion and “extractivism” would immediately become less urgent. In this scenario, trade union efforts would rightly focus on working to shape the next energy system as it rises from the ashes of the old.

But what if proclamations of fossil fuels’ demise are wrong? What if the “momentum” has not shifted, and the transition to renewables-based power is neither inevitable nor well underway? In that case, the struggle against the current model of ownership that drives the growth of fossil fuels and extractivism—that is, the struggle for democratic control and social ownership of energy—remains vital. This would demand redoubled effort and commitment across all sections of our movement. It would mean the level of urgency in the struggle for energy democracy must be increased, activism stepped up, and fresh approaches embraced, encouraged, and endorsed.

Their Optimism, and Ours

In this ninth TUED working paper, authors Sean Sweeney and John Treat document the recent claims of the optimistic, “green growth” narrative; examine the evidence frequently used to legitimize and sustain it; and then consider this evidence in context of the broader trends in the global energy system, drawing on a range of major recent data sources.

What the paper’s analysis shows is that, unfortunately, the world is not “moving away from fossil fuels”; far from it. The recent “we are winning” optimism is misplaced, misleading, and disarming. It must therefore be rejected, and replaced with a more sober perspective that draws hope and confidence not from a selective and self-deceiving interpretation of the data, but from the rising global movement for climate justice and energy democracy, armed with clear programmatic goals and a firm commitment to achieve them.

Setting out a left agenda in the Trump era

THE ENORMOUS anti-Trump protests on January 21 are a major opportunity to build a new political resistance. Yet the expanding but still small radical left in the U.S. also faces a major challenge in creating an alternative to the failed strategy of channeling all opposition through the dead end of the Democratic Party.

With the aim of strengthening this left, Jacobin magazine, Haymarket Books and Verso Books organized "The Anti-Inauguration"--a panel discussion of five prominent writers and activists in Washington D.C.'s Lincoln Theatre on the night Trump took office to talk about how to build an opposition to the threat he represents and the rotten status quo that got us into this mess. "Donald Trump has been inaugurated as the 45th President of the United States," said Keeanga-Yamahtta Taylor, author of From #BlackLivesMatter to Black Liberation. "The shock and disbelief must now give way to defiance and organizing. Part of that pivot demands that we understand how we got here in the first place, but more importantly how we move forward."

War correspondent Anand Gopal, author of No Good Men Among the Living: America, the Taliban, and the War Through Afghan Eyes, ran through two decades of anti-Muslim measures enacted by Bill Clinton, George Bush and Barack Obama before concluding:

It's only because of all of those policies that came before, it's only because of the dog-whistle politics around the questions of Islam, it's only because of the institutionalizing of Islamophobia by three administrations that we could come to a point in 2016 where a man can stand for president and openly call for banning Muslims.

So we need to resist Trump, but we also need to resist a system that makes a Donald Trump possible. That means allying with everybody who's on our side, but maintaining independence from a liberal establishment that aided and abetted this calamity from the very beginning.

Tripping Up Trumpism Through Global Boycott Divestment Sanctions

The forces arrayed against Donald Trump’s presidency and neo-fascist movement range from the Central Intelligence Agency to oppressed minorities, and will soon encompass the whole world once his climate change threats are carried out. From above, conflicts will continue with moderate Republicans, Democratic Party elites, so-called Deep State opponents including neoconservative factions of the military, exporting companies concerned about protectionism, and deficit hawks worried about excess spending on filthy-Keynesian infrastructure.

But it’s likely that elite opposition will fade within weeks. Then what about resistance from below? Learning explicitly from apartheid’s defeat, it makes sense to prepare a global Boycott Divestment Sanctions (BDS) strategy against Trump, his leading cronies and United States corporations more generally.

For human rights victims in the US, mutual aid commitments like the new United Resistance linking dozens of campaigning groups and a sanctuary movement (hated by the far right) offer close-to-home “social self-defence,” as activist Jeremy Brecher remarks in his survey of myriad anti-Trump struggles.

When it comes to raising the costs of Trump’s noxious politics internationally and preventing corporations from full cohesion to his program, the US oppressed still must take the lead. Evidence of this is already emerging, with Trump boycotts seeking to delegitimise his political agenda and companies that support it. Internationally, we can predict that when Rex Tillerson takes trips or Trump attends the Hamburg G20 in July, protesters will be out.

CRITICAL ECOLOGY PUBLI­CA­TIONS are finding a growing audience in the United States, as is evident in the success of Naomi Klein’s  book This Changes Everything. Within this field there is also an increasing interest in ecosocialist thought, of Marxist inspiration, of which the two authors reviewed here are a part.

One of the active promoters of this trend is Monthly Review and its publishing house. It is this group that has published the compelling book, Facing the Anthropocene by Ian Angus, the Canadian ecosocialist and editor of the online review Climate and Capitalism.

His book has been lauded by the general public as well as by many within the scientific community, such as Jan Zalasiewicz and Will Steffen. Among the principal proponents of this outstanding work on the Anthropocene are Marxist researchers like Mike Davis and John Bellamy Foster, and ecologists on the left like Derek Wall of the Green Party of England.

From the work of such thinkers as chemist Paul Crutzen, who won the Nobel Prize for his research on the destruction of the ozone layer, geophysicist Will Steffen and many others, the conclusion that we have entered into a new geological era that is distinct from the Holocene (the era of the past 12,000 years) is beginning to be accepted.

The term “Anthropocene” is most often used to identify this new epoch, which is characterized by the profound impact of human activity on the earth-system. Most experts agree that the Anthropocene began in the mid-20th century, when a “Great Acceleration” of destructive changes were triggered. In fact, three-quarters of all CO2 emissions have been produced since the 1950s.

The term “Anthropos” does not mean that all humans are equally responsible for these drastic and disturbing changes — researchers have clearly shown the overwhelming responsibility of the world’s richest countries, the OECD countries, in shaping these events.

We also know the consequences of these transformations, notably climate change: most temperature rise, increasing extreme climate events, elevating ocean levels, the drowning of large coastal cities, etc. These changes are not gradual or linear and can be both abrupt and disastrous.

It seems to me, however, that this part of Facing the Anthropocene is less developed. Although Angus mentions these dangers, he does not discuss in a more detailed and concrete way the threats that weigh on the survival of life on the planet.

What are the established powers doing — especially the governments of the rich countries principally responsible for the crisis? Angus cites the fierce response of James Hansen, the North American NASA climatologist, to the 2015 United Nations Climate Change Conference in Paris, saying, “a fraud really, a fake…. It’s just bullshit.”

Indeed, even if all the countries present at the conference keep their promises, which is very unlikely considering that not a single sanction is expected to be fully met by the Paris agreements, we still will not be able to avoid an increase in the planet’s temperature past two degrees Celsius over pre-industrial levels.

We need to talk about the Anthropocene

Working out the time-scale of the Anthropocene epoch can not be left to natural scientists, a group of researchers argued in Nature journal last month. Historians, anthropologists and others who study human society need to be brought in to the discussion, they said.

“The Anthropocene” is a now widely-used term, signifying that human activity is changing the natural environment so profoundly that it has brought a new geological era into existence.

Among scientists, it is accepted that any precise definition would best be
rubber-stamped by the International Commission on Stratigraphy, an organisation of geologists that has overseen definitions of all geological eras.

It has an Anthropocene Working Group that has since 2009 coordinated discussions of the issue among scientists. In August last year, the group reported to the 35th International Geological Congress that it collectively considered the Anthropocene to be a real phenomenon. Work on determining when it began should be formalised, the group argued.

But now geographers Erle Ellis and Mark Maslin, archaeologist Nicole Boivin and anthropological archaeologist Andrew Bauer, in a Nature article, have warned that “the formalisation of the Anthropocene should not be rushed”.
